LA-RICS OVERVIEW
What is LA-RICS?• California Joint Powers Authority (JPA) comprised of member
agencies throughout County of Los Angeles region, including the County of Los Angeles, and other independent cities and agencies
• Tasked with bringing interoperable public safety communications to the region
• Built out a Public Safety Broadband Network (PSBN) consisting of 75 public safety grade telecommunication sites with Broadband Technology Opportunity Program (BTOP) grant funds
• LA-RICS recently awarded BTOP grant funds to expand its initial PSBN buildout by including 26 additional public safety grade telecommunication sites
PROJECT OVERVIEW
• LA-RICS' intent to construct up to seventeen (17) additional wireless telecommunication sites via a prequalification process
• Bidders who are prequalified via this RFSQ process will be eligible to submit bids for the construction of up to 17 wireless telecommunication sites
• Each wireless telecommunication site build will be issued under a separate Invitation for Bid (IFB)
• Each IFB will result in the award of a Contract to the lowest Responsible Bidder
PROJECT OVERVIEW
• Three (3) wireless telecommunication site types to be constructed (refer to Exhibit H):
Raw land monopole build Rooftop Collocation on an existing lattice tower or monopole
• Construct wireless telecommunication site(s) based on LA-RICS Authority permitted construction drawings
PROJECT OVERVIEW
• LA-RICS Authority will provide monopole, tower, ballasted frame, eNodeB devices, power supplies, antennas, coaxial and fiber-optic cables, and other system components, etc., unless otherwise stated in the IFB documents
• Contractor will be responsible for installing the LA-RICS Authority provided equipment
• Each wireless telecommunication site will be BTOP grant funded, accordingly grant rules and regulations will apply (refer to Exhibit G)
PREQUALIFICATION PROCESSPART A
• PART A – RFSQ/SOQ (Qualify to Bid on IFBs)
Submission of Statement of Qualifications (SOQ) in response to RFSQ
SOQ Questionnaire (refer to Exhibit A)
Determination if Bidder is responsible and meets the minimum qualifications to satisfactorily perform the wireless telecommunication construction work
Initial List of Prequalified Bidders established and posted publicly on Public Works website
PREQUALIFICATION PROCESSPART B
• PART B – IFB (Solicitation on a Per Site Basis)
IFB will be issued for a single wireless telecommunication site ONLY to those Bidders who have prequalified and are identified on the List of Prequalified Bidders and
IFB will contain, among other things, Instruction to Bidders, Construction Drawings, Bill of Materials (BOM) for LA-RICS Authority provided equipment, complete contract documents, required certification forms
PREQUALIFICATION PROCESSPART B
• PART B – IFB (Solicitation on a Per Site Basis)
Mandatory Pre-Submittal Conference and Site Visit will be held to address questions concerning the IFB
Sealed bids will be opened publicly, read aloud, and the amount of bids will be made available following the bid opening
Bids will be announced via the Public Works website
The contract for the specific wireless telecommunication site will be awarded to the prequalified, responsible Bidder with the lowest bid

The Bidder must have a valid and current Class B (General Building Contractor) license issued by the Contractors' State License Board for the type of work proposed to be performed by the Bidder

The Bidder shall maintain the required license through the term of the contract

Within the last five (5) years, Bidder must have experience constructing a minimum of ten (10) WTPs, which meet the site types and site component requirements listed on the following slides

a. SITE TYPES: Construction of at least one (1) of the following wireless telecommunication facility site types. Each project can be of the same site type OR a combination of site types:
New Lattice of monopole towers Rooftops Lattice tower or monopole collocation
QUALIFICATION OF BIDDERS
• RFSQ – Section 1.7.3b. SITE COMPONENTS: WTPs listed shall include at lease one (1) of the
site components listed below. The Bidder shall have experience with ALL of the site components listed. The site components installation experience can be achieved in a single WTP OR across Bidder's list of WTPs, so long as Bidder has experience with ALL three of the site components listed. If any of the site components are missing from the Bidder's experience, the Bidder shall be disqualified.

18 Points – Completed 21 to 40 WTPs within the last 5 years
23 Points – Completed 41 to 60 WTPs within the last 5 years
28 Points – Completed more than 60 within the last 5 years
6 Bonus Points – Completed 15 WTPs within the last 12 months
