    Hispanic Heritage Month highlights thecontribuons of Lano Americans alongwith celebrang their culture. Whilethe annual observance is important,on a larger scale such achievement andcommemoraons take place every dayin school district and college ethnicstudies programs across the country.

    My preference would be ethnicstudies would never be necessary,Northern Arizona University AssistantProfessor Polics & Internaonal AairsStephen A. Nuo, PhD told VOXXI. Itwould be integrated in the normalcurriculum of any school district andparcularly school districts that serveHispanics.

    Over the past three decades, Nuofeels interest in ethnic studiesprograms have increased as a directresult of diversifying faculty, whichin turn aected the decision-makingprocess at the local level.

    More and more, theres at least akind of awareness where this historyis being ignored, Nuo said. Also, we

    have a growing need as demographicschange.

    However, there are pockets aroundthe naon where students, due tolack of funds or a by calculated eortfrom district leaders, are devoid ofLano ethnic studies. Such systemacignorance infuriates Nuo. Moreso, the lack of such curriculum is adetriment to not only Lano studentsbut Lano culture.

    The reason why its necessary isbecause those curriculums dontpriorize or dont integrate thathistory that speaks to Hispanics,Nuo said. So were le without anydiscussion, dialogue, exploraon ofour past. Hispanics have been here andare amongst the earliest members toconquer this country and explore andestablish colonies and cies.

    How ethnic studies aect Lanostudents

    At the most basic level, Hispanic ethnicstudies programs allow individuals tobeer understand their culture, ideals,heroes and struggles.

    Ethnic studies key in preservingHispanic heritageThis noon may becherished within the Lano community,but Nuo points out theres a largerargument to be made regarding ethnicstudies programs that should endthe discussion about whether suchcurriculum oers any benets to thegeneral public.

    Nuo said the single biggest proponentin favor of Lano students learningabout their culture is a 2012 Universityof Arizona study, which was originallycommissioned by an an-Mexican-American studies group.

    The report showed that Mexican-American studies not only helpedstudents to improve and getbeer results with graduaon andcollege entrance but it also had animprovement in subjects you wouldntthink it would, like math and science,Nuo said.

    So giving people a greater senseof pride in themselves has animmense impact on how people learn.Historically, this has been a huge

    barrier for Hispanics. If youre Hispanicand most of your family and historycomes from the south Mexico andall of the cultural rituals used are basedon Europeans or East Coast migraon,thats really only half the story of thecountry.

    Ethnic studies and Hispanic heritage

    Finally, Nuo has high hopes the noonof ethnic studies will remain a prioritywithin the Lano community. He feelsthis is especially true during HispanicHeritage Month.

    Its important that we recognize thecontribuons that all people make tothis country, Nuo said.

    Especially how in our country forway too long the story of Lanos hasbeen ignored. In many mes andmany ways, its been purposely keptfrom Lanos themselves, so havingHispanic Heritage Month allows thechildren, our kids and even manyadults, to rediscover who we are andour contribuon to the greater good ofthis country.

    WASHINGTON (AP) Almost 6 millionyoung people are neither in school norworking, according to a study releasedMonday.

    Thats almost 15 percent of those aged16 to 24 who have neither desk nor job,

    according to The Opportunity Naoncoalion, which wrote the report.

    Other studies have shown that idleyoung adults are missing out on awindow to build skills they will needlater in life or use the knowledge theyacquired in college. Without thoseexperiences, they are less likely tocommand higher salaries and morelikely to be an economic drain on theircommunies.

    This is not a group that we can writeo. They just need a chance, saidMark Edwards, execuve director ofthe coalion of businesses, advocacygroups, policy experts and nonprot

    organizaons dedicated to increasingeconomic mobility. The tendency is tosee them as lost souls and see them asunsavable. They are not.

    But changing the dynamic is not goingto be easy.

    The coalion also nds that 49 stateshave seen an increase in the number offamilies living in poverty and 45 stateshave seen household median incomesfall in the last year. The dour report

    underscores the challenges youngadults face now and foretell challengesthey are likely to face as they get older.

    A young persons community is oenclosely ed to his or her success. TheOpportunity Naon report tracked

    16 factors Internet access, collegegraduaon rates, income inequalityand public safety among them andidened states that were doing wellfor its young people.

    Topping the list of supporve statesare Vermont, Minnesota and NorthDakota. At the boom? Nevada,Mississippi and New Mexico.

    Their desny is too oen determinedby their ZIP code, said CharlieMangiardi, who works with Year Up, anonprot that trains young adults forcareers and helps them nd jobs.

    We have the supply. We dont have

    a lack of young people who need thisopportunity, Mangiardi added.

    Just look at some of the naons largestcies. Chicago, Houston, Dallas, Miami,Philadelphia, New York, Los Angeles,Atlanta and Riverside, Calif., all havemore than 100,000 idle youth, theOpportunity Naon report found.

    Oen mes they lack the social capitalin life, Mangiardi said. Theres awhole pool of talent that is movated,

    loyal and hardworking. They just cantget through an employers door, headded.

    Thats why Year Up spends a yearworking with high school graduatesto teach them career skills such as

    computer programming or equipmentrepair they can use when the programends. It also includes life coachingso they can learn skills such as memanagement. More than 4,500young adults from urban areas havecompleted the program and 84 percentof them have found work.

    But its a far tougher me for otheryoung people.

    In Mississippi and West Virginia, 1 in 5young people are idle higher thantheir older neighbors. Mississippi hasan overall unemployment rate of 8percent, while West Virginia postsabout 7 percent. Like most states, they

    saw their unemployment rate fall since2011, but researchers cauon thatshi could come from fewer residentslooking for work and from more whohad simply given up their search forjobs.

    And its not as though the challengesemerge from nowhere. Quality earlychildhood programs help studentsfrom poor families overcome societalhurdles, and on-me high schoolgraduaon rates oen follow quality

    schools other factors OpportunityNaon examined in its report.

    A lot of mes we dont want to lookat data because we dont want to bedepressed, said Rob Denson, presidentof Des Moines Area Community College

    in Iowa.

    But its an uncomfortable reality thatneeds to be addressed, he said.

    Using previous years reports fromOpportunity Naon, Denson helpedrally community organizaons in hiscity to develop a pilot program to helpstudents as young as 14 nd summerwork.

    When we got the index, it reallyallowed us to use it as a rallyingpoint for all of the community-basedorganizaons we work with to say,Look, this is what the world sees whenthey look at Iowa, he said.

    Starng next summer, Des Moinesstudents will be placed in paying jobs,part of a citywide collaboraon to helpits urban communies. It will helpolder adults, as well, because crimerates are expected to fall, he said.

    If theyre not in school or at work,Denson said, theyre not usually doingsomething posive.

    Hispanic Heritage Month is currentlybeing celebrated on PBS NewsHourwith senior correspondent Ray Suarezpresenng the three-part PBS seriesLano Americans.

    Accompanying the documentary isSuarezs new book of the same tle,which examines more than 500 yearsof Hispanic culture in North America.

    This is American history but itsAmerican history in a way perhapsyouve never been taught, Suarez toldVOXXI. Lanos have been an integralpart of American history, since the rstdays of the country. Its all our history,whether youre Lano or not, as longas youre American.

    While working on Lano Americans,Suarez said he became inspired by theplight and resilience of diverse groupsof Hispanics in the country.

    Whether it was Mexicans in thesouthwest, Cubans in South Florida,Central Americans in Texas, andDominicans and Puerto Ricans in NewYork City, each group never stoppedpushing ahead for opportunity andequality.

    Instead of becoming an alienated,pissed o, detached and angry countrywithin a country, these 53 millionAmericans have taken the punches andinstead kept on pushing to connueto demonstrate that they are fullshareholders in the American dream,Suarez said. Its just a great thing.

    Today, Suarez said the story duringHispanic Heritage Month that gets theheadlines is immigraon; however, thestory thats the hot issue for LanoAmericans involves educaon.

    He said for too long the Hispanicstudent has been receiving a second-rate educaon.

    Suarez, a Brooklyn, New York-raisedPuerto Rican, discussed in detail theeducaon tragedy involving LanoAmericans, poinng to the fact 1 out of10 Hispanics aged 25 to 64 have a four-year degree.

    However, he points to recent changesin the conversaon regarding educangLanos, which the Census Bureauprojects will represent more than 22percent of the populaon in 2040.

    America should now be on noce that

    actually everybody has something atstake, Suarez said.

    Once youre talking about apeople thats currently one out of sixAmericans, if theyre not doing wellin school and being trained to a veryhigh standard so they can becomeproducve and highly paid workers,this is just going to be a poorer countryand a smaller tax base. There will beless ability to support the largely whitegroup of rerees thats breaking likea dal wave on American now. This isgoing to be a poor country in 40 years ifwe dont change. Its as simple as that.

    Change is needed for Lano students

    Hispanic Heritage Month providesadvocates plenty of exposureregarding needed changes to theeducaon system to beer serve LanoAmericans.

    Hispanic History

    One area that Hispanic leaderssay needs to change is this myopicposion taken by some school districtsblatantly ignoring Lano history. Thishas an understated negave impact onstudents.

    Suarez said research and data conrmsLano students, oen in under-performing schools, tend to do beerat not only history but all of the othersubjects if they study Hispanic heritage.

    Family Barriers

    Looking ahead, Suarez points to theinvestment of the family to help kidsreach the nish line as integral forfuture success of Lano Americans.

    A lot of teachers say that they hadtrouble engaging families, Suarez said.Theres oen language dicules andparents who werent able to get a lotof educaon themselves and feel theyare not welcome or not fully integratedinto the schools and thus able to helpfurther their childrens educaon. Soschools and families have to becomecloser partners so when there istrouble families are on the same side ofthe teacher in geng it addressed andgeng the kids help they need.

    Studies show more Lanos students areenrolling in college but sll lag behindwhen it comes to college graduaon.

    Suarez said, Some schools where blackand brown kids are disproporonatelyclustering have terrible graduaonrates and that means either that theirhigh school didnt prepare them forcollege work or the colleges are lengthem down by not taking an interest inproviding what they need to be able tograduate.

    College Debt

    Sure, Suarez said college debt is areal problem but during HispanicHeritage Month he highlights studentsnot properly prepared for a post-secondary educaon, which in turnscreates a nancial nightmare for LanoAmericans.

    We need to not only increase thenumber of diplomas were issuing butraise the rate in a way that says morekids are leaving high school ready to dothe kind of work assigned to freshman

    in Americas colleges, Suarez said.We have to stop this terrible tendencyof Lano young adults to go to for-prot colleges and not nish. So theytake on debt to pay tuion and endup in the worst of all possible worlds:no credenal and no acceleraon thatyou get from having the credenal thatwill help you earn the money to pay othe debt.     When I work with individuals whocome from communies whereSpanish is seen as a less presgious

    language and not really valued, this cancause social issues, Cornish said. A

    student who sll has a lot of needs tocommunicate in Spanish may prefer tobe perceived as an English speaker and

    communicate only in English withouthaving all of their educaon needsmet.

    Educaonal AdvancementCornish said there is conicngresearch regarding how long it takes achild to acquire another language.

    The general idea most people accept isa child becomes procient socially andcan communicate like other childrenin formal situaons in about three tove years. So how does this relate tobilingual educaon?

    Academic language takes ve toseven years to develop, Cornish said.

    There are some quesons whether ittakes much longer for a child to catchup with the academic English and thecomplex language they need in theclassroom. So why thats importantis during this me when they are notcommunicang language at the samelevel as their monolingual peers, theresa potenal for them to be missing outon curriculum, and especially withCommon Core standards that are

    coming out where all of our childrenwill be judged uniformly. Spanishspeaking students arent going to have

    the same access if all the instrucon isin English.

    FamilyWhile immigrant or rst generaonparents want their children toassimilate, Cornish said hes seeingmore families where children aredropping their home language.Ive had tearful conversaons withparents who are saying, Im losing theability to communicate with my child,what do I do? Cornish said. Thatskind of a hard thing to address. Thereare a lot of social pressures involved inthat that none of us can really control.

    There are 30,000 students currentlyenrolled in the Rochester City SchoolDistrict (RCSD). Every day, there arethousands of students who dont go toschool. Although that may not seem likehuge issue when compared to 30,000students, however, when you look atRCSDs terribly low exams scores andgraduaon rates, the queson is howmuch does actually going to school andbeing in class account for these results,or lack thereof.

    Jerome Underwood, the districtssenior director for Youth Developmentand Family Services is pushing aniniave to get kids in school and keep

    them in school.

    Its a big issue for us. Last year, we hadan improvement in what we call averagedaily aendance. We went from, in2011-2012, 87.7 percent average dailyaendance to 89.4 percent. Thatswhere we ended the school year,last year. Now with a 30,000 studentenrollment, if were at 89.4 percent,that leaves 11 percent not at school,thats where youll hear me say, theres3000 kids who dont come to schoolevery day. Its an astonishing number.Its an unacceptable place to be.

    Underwood said there have beenseveral studies showing how

    absenteeism can damage the

    probability of a student graduang on

    me or at all. The districts goal is tohave average daily aendance at 95percent.

    Its not reasonable thinking thateveryones going to be there everyday, Underwood said. Somemes wedont want kids at school because theyare ill and they are contagious. Our goalis to have average daily aendanceat 95 percent. Right now, we haveseveral elementary schools above the90 percent average. High school is inthe 80s. Its a very challenging goalbut were seng high expectaonsbecause we know that is one of theprimary things thats going to aid andimprove student achievement.

    Absenteeism is analyzed by twocategories. Chronic absenteeismis described as a student missing10 percent of school, excused orunexcused. Severe absenteeism ishaving missed 20 percent of school,excused or unexcused. This does notinclude holidays, severe weather daysor district mandated school days o.

    Theres, on average, 180 school days.Missing 10 percent of that 180 days is18 days. 10 months out of the schoolyear, prey much youve missedtwo days a month. Thats chronicabsenteeism. If you miss 20 days ofschool, thats a month of school. If you

    miss ten percent of school or more,

    down signicantly.

    According to Underwoods research, inthe 2012-2013 school year, over 14,000students missed 10 days or more,whether excused or unexcused. 7,000students missed 20 days or more.

    Its very hard to catch up. So theresa direct correlaon between that andachievement. Thats why were tryingto have every student in school, everyday. We have to get the awareness outthere.

    Underwood said these are not justhigh school students that account forthese high numbers. Its across the

    board. We have signicant numbersof our elementary school kids fromkindergarten, rst, second, thirdand fourth grade who are in thatpopulaon. For me, if you in one ofthose grades I just menoned, yourenot being truant. Theres an adultissue, thats not allowing our studentsto come to school.

    Our families, unfortunately, facesome signicant challenges as far aswe know. There are issues that theyrefacing that are rendering some, not all,but some of the adults in the homeparalyzed.

    Domesc abuse, drug and alcohol

    abuse, mental health issues,

    incarceraon and homelessness are

    just a few of the reasons that accountfor why so many children are missingevery day from school, according toUnderwood. He and his team are tryingto connect the families that are havingproblems with the agencies that areavailable to provide the help they need.

    The adults are facing these issues andit has a trickledown eect on the kids.If were geng evicted tomorrow andIm running around trying to gureout where were going to live, its ahighly likely that my focus isnt goingto be geng my children to school. Sowhat were doing with our aendanceiniave, we are working much closerwith a lot of the agencies in Rochester

    Agencies such as Rochester HousingAuthority, Alternaves for BaeredWomen, United Way, Urban League,Acon for a Beer Community, Boys& Girls Club, Ibero and Big Brother, BigSisters.

    Were going out knocking on doorslooking for kids. When those doorsopen were hearing a number of thingsthat are largely adult issues. What wewant to do, we being the school district,we want to be able to refer our familiesto whichever agency their story alignswith so we can say listen, we wantyou to send lile Jerome to school sohe can connue to be educated, whilesimultaneously dealing with whatever

    the issue is.

    Most of the pundits are ultra-liberalwriters/commentators of the massmedia. Then there is MSNBCs ChrisMathews who apparently had anorgasm when Obama won in 2008(The thrill is ckling up my leg).

    Are they right? History tells us theyare not. Republicans were routed in1932 but came back in 1938 whenthey won 81 House seats and 6 newsenators, and actually did so in 1952.Republicans just missed in 1960 aer 8years of President Eisenhower.

    Aer the Goldwater defeat, the GOPwas declared dead and buried but theGOP came roaring back just two yearslater around the country and electedRichard Nixon in 1968.

    The 1966 midterm elecons were aRepublican romp just two years aerGoldwater was heavily defeated. 47

    new Republican House memberswere elected; 3 new senators, 8 newgovernors including Ronald Reagan(CA) and George Romney of Michiganand 700 new state legislators.

    Nixon was reelected by the greatestvictory wave in the country sinceFranklin Roosevelt, a victory in 1972even greater than Eisenhowers secondvictory in 1956.

    Watergate came and the GOP stumbledbut would have won the 1976 Eleconif President Gerald Ford had justreceived 10,000 more votes in Ohio.

    1980 came and Ronald Reagans win

    was so convincing that Jimmy Carter

    conceded hours before the polls closedin California, Oregon, Washington,Hawaii and Alaska.

    He did beer in 1984. In 1988 GeorgeH.W. Bush was elected President andcarried forth the Reagan/Bush policiesfor another 4 years.

    The Republican Party is not dead,though Democrat parsans wishfully

    insist that it is.

    For example, the Democrat LanoDecisions (LD) group of Hispanicacademics based at the Universityof Washington has published theirprojecons of a growing Lanoelectorate and how it feels now andwill feel in the future if there is noComprehensive Immigraon Reform(CIR). Despite the fact that it wasDemocrats led by Harry Reid andBarack Obama that torpedoed the2006-7 Bush CIR proposal, LanoDecisions tells us that Lanos willblame Republicans even if Obama sitson his hands and allows CIR to die.

    More importantly Lano Decisionspredicts growing Hispanic electoratesin their projecons but insist on astac 25% of the Lano vote goingRepublican in their future scenarios.

    That, however, is a faulty assumponthat destroys their conclusions ofhow Lanos will vote. They assume,wrongly, that the GOP Hispanic votewill remain at 25% despite the factthat the Hispanic Republican votehas approached 50 percent in pastelecons; i.e. Hispanic votes have beendocumented only since 1968.

    Their 25% is based on the RomneyHispanic vote of 2012. Belying that

    assumpon are actual Hispanic votes

    cast for John McCain -- 31% and GeorgeW. is credited with 44% in 2004. No oneknows how Hispanics voted in 1952 and56 but we can guess that they voted fortheir Commanding General just like therest of America did.

    The percentage is the key. But it is notwhen one uses a stac 25% based onan outlier elecon result of 2012.

    We know this, since Hispanic voteshave been counted and studied, eachRepublican that has earned 35% ormore of the Hispanic vote has wonthe Presidency; that includes Nixon,Reagan, Bush I and Bush II.

    Can Republicans increase their Hispanicvote by a third more than Mi Romneyreceived in 2012? Fact: Hispanics holdtwo governorships (Brian Sandovalin Nevada, Susanna Marnez in NewMexico) and, one U.S. Senator namedMarco Rubio.

    Do pundits and Lano Decisionsthink that more Hispanics wont voteRepublican in 2016 if one of those

    Servant Leadership: One of the keyingredients to this storm of hopeis the leadership currently beingdemonstrated at the highest levels ofthe Rochester City School District. Inall of my years of partnering with theRCSD I have never heard a clearer,more compelling message focusedon their key customer students andtheir families. To have a local leaderwho genuinely cares for our kidsand their families, with no agenda ofleaving at the next oer, has broughta stability that lends to hope. The callto change and to think out of the boxmay, at mes, sound simplisc, butit isnt simple: literacy twenty-fourseven, me: aendance, extended

    country, leaders from businesses,civic organizaons, non-prots, localgovernment, public schools, highereducaon, foundaons and faith-based organizaons will join withparents and young people to developa blueprint to accelerate progress. TheUnited Way of Greater Rochestersrecently released Blueprint for Change,and funding aligned to it, under thefocus area Preparing Kids for Success,is looking to facilitate studentshaving increased school aendance,

    improved academic performance,regular aendance in out-of-school-me programs, and increased social-emoonal and physical wellness. TheGreater Rochester Summer LearningAssociaon, in a K - 8th grade modelnow being adopted naonwide,is facilitang high-quality summerenrichment on college campuses.In recent years programs have beenstarted at the U of R, MCC, NazarethCollege, and SUNY Geneseo, withother instuons of higher learningconsidering joining the movement.

    Educaonal Reforms andImprovements: Key reforms likethe adopon of the common core,

    RCSD students having to take fewer

    exams, the statewide applicaon ofa consistent teacher evaluaon thatbrings accountability, and the recentlyapproved teacher contract with greaterschool autonomy and the potenalfor teacher-led schools - all bid wellfor the possibility of greater academicachievement. The move to communityschools as well can facilitate takingadvantage of all that is coming togetherwith the intent of helping our children.Some local businessmen are idenfyingbest-pracce, successful charter

    schools and wooing them to Rochesterto the benet of our community.

    There is much to be hopeful about.Get involvedsupport these eorts.We owe it to the children of ourcommunitywe owe it to ourselves.
