Notice to Contributors Editorial Policy

The Quarterly is a multidisciplinary journal devoted to the behavior of organizational and administrative structures. Manuscripts should explicate their relevance to the study of such structures. The Quarterly also stresses papers which integrate theory and data. Theoretical analyses should document their assumptions or conclusions with data-possibly by reference to the empirical papers of other scholars; empirical papers should compare their findings to con- temporary theoretical formulations.

Concepts and methods from all relevant fields should be presented without dilution. How- ever, technical ideas which are not likely to be understood by social scientists from other academic and professional fields should be ex- plained, and technical jargon should be avoided unless its linguistic efficiency is very great in- deed. Accepted manuscripts are carefully copy- edited to increase clarity for a nonspecialized audience.

Preparation of Manuscripts

Articles will be published in English. How- ever, the editors are prepared to evaluate fully manuscripts written in English, Dutch, French, German, Norwegian, Russian, and Spanish; and tentative opinions about publishability can be offered on manuscripts written in Czech, Danish, Finnish, Hebrew, Hindi, Hungarian, Japanese, Polish, Portuguese, Rajasthani, Serbo-Croatian, Slovak, Slovenian, and Swedish. All submitted manuscripts should be accompanied by an En- glish-language cover letter.

Manuscripts less than 7500 words in length should be submitted in duplicate; manuscripts longer than 7500 words should be submitted in triplicate. The author should retain a copy.

To permit anonymity, the author's name should not appear on the manuscript proper. Instead, attach a cover page giving the title of the article and the name and position of each author. The first page of the manuscript should then restate the title for purposes of identification, and should give an informative abstract of not more than 100 words.

All copy, including footnotes and references, should be typed double-spaced on one side of the page. Tables and figures should appear on separate pages. Footnotes to the text, including

acknowledgments, should be numbered and typed in numerical order at the end of the paper. Footnotes to tables and figures, should be numbered separately and typed with the ap- propriate exhibit.

Footnotes should not be used. Material of importance should be integrated with the text; material having weak relevance should be de- leted. References to other articles, and books are to be made within the text according to the format below.

References in the Text

Do not us~e "ibid.," "op. cit.," or "loc. cit." If the author's name is in the text, follow it

with the year in parentheses. If the author's name is not in text, insert it and the year in parentheses. Multiple references are separated by semicolons. "A previous paper (Pugh et al., 1963) described the conceptual framework upon which the present studies are based, which ac- cords closely with that which Evan (1963) has advocated, and with concepts from which Hage (1965) derives his axiomatic theory." "Innova- tive leaders have frequently been marginal men; a large number of innovations seems to come from quasi-outsiders, persons occupying statuses in two or more institutional realms (cf. Stern, 1953; Ben-David, 1960; Clark, 1968)." "But because leaders fear just such a radical change, their resistance to change is heightened (cf. Crozier, 1964; but contrast Etzioni, 1966)."

In the case of dual authorship, give both authors' last names; but in the case of three or more authors, give only the first author's name followed by "et al." "The Air Force has been engaged for several years in the development of Markov models of the careers of officers and airmen (Merck and Ford, 1964; Harding and Merck, 1959; Merck, 1965); and Dill et al. (1966) have described stochastic models that they regard as potentially valuable in man- power planning in the firm."

Pagination, to indicate a passage of special relevance or to give the source of a quotation, follows the year and is preceded by a colon. "Chandler (1966: 478) states: 'Historically, the executives administering American indus- trial enterprises have followed a recognizable pattern in the acquisition and use of resources."' Alphabetize by author, and for each author, list in chronological sequence. Multiple entries to one author in the same year are postscripted "a, b, c, ...

Use no italics and use no abbreviations. Titles of articles and unpublished manuscripts are set in quotes, and only the initial word and proper names are capitalized. Titles of books and journals are not set in quotes, and each major word is capitalized. For example:

in Pluralist Systems

This is a work of empirical political theory: a critique and synthesis of previous research and theory on the nature of power in pluralist systems like that of the United States. After defining power as "intended social causation," the author examines simple causation (elitist systems) and complex causation (pluralist systems). He shows that complexity in this sense may be spurious, and that one cannot prove the existence of democracy simply by demonstrating a dispersal of power. The book concludes with two chapters on the nature of leadership and its place in a pluralist system. $7.50
