After limiting the kokanee � sh-ing season on Wood Lake to just a few weeks for the past three years, a return to health in kokanee � sh stocks will al-low for an increased opening for anglers this year.
Fisheries o� cials have increased the kokanee � shing season on Wood Lake from six weeks to a full four months, opening April 1 and closing Aug. 31 this year.
� e increase in the opening comes af-ter three straight years of just six weeks of kokanee angling opportunity on Wood Lake after a serious crash in the � shery in 2011
“Current data suggests that the popu-lation is recovering and these changes re-� ect our con� dence that the kokanee population will be able to support in-creased angling pressure,” said Hillary Ward, provincial � sheries stock assess-ment specialist for the � ompson-Oka-nagan region. “We are expecting anglers to be much more successful this year with the anticipated large number of � sh returning to spawn.”
� e latest crash in the kokanee popu-lation in Wood Lake began in 2011 when poor in-lake water quality killed o� kokanee of all ages and led to dwin-dling returns of kokanee to spawn. In 2012 only 2,300 kokanee returned to spawn and 2013 wasn’t much better with about 2,800 spawners counted in Mid-dle Vernon Creek, the primary spawning stream for Wood Lake kokanee.
But last year at a spawning fence on Middle Ver-
non Creek, 8,879 kokanee returned to spawn, still down from an average in good years of some 14,000 kokanee but enough to indicate the stocks are boun-cing back.
“Our data suggests the age-0 � sh from 2012 onwards are highly abundant and these � sh will be available to anglers be-ginning this year,” said Ward. “� e ko-kanee population has increased in abun-dance since 2011 as a result of favour-able in-lake conditions and low angling pressure.”
Fisheries biologists presented their � ndings and results of three years of lim-ited angling to the Oceola Fish and Game Club last week. � e club has been integral in helping to sustain kokanee stocks with its work in Middle Vernon Creek and its members also were among the � rst to notice the lack of kokanee be-ing caught in 2011, leading it to suggest closing the � shery and allowing it to re-cover.
Club president Sean Richardson says they will continue to work with biolo-gists on helping Wood Lake kokanee and says the increased opening is good news for Lake Country.
“I think it’s a really good sign that there is a longer opening this year,” said Richardson. “It means a lot because people � shing Wood Lake helps to bring in millions of dollars to the local econ-omy. It’s not back to where it was a few years ago when people were ice � shing. It’s fairly conservative but it should result in better � shing and happy people.”
According to Ward the length of the opening this year is based on estimates of sustainable harvest pressure and could
be extended further when higher harvest pressure is sustainable.

� e District of Lake Country will make it as easy as possible for residents wanting to vote in the April 25 referen-dum on the acquisition of the CN Rail corridor running through Lake Country.
Advance polls will be held in every ward of Lake Country, in ad-vance of general referen-dum day, as Lake Coun-try will ask residents to approve a bylaw to bor-
row $2.6 million towards its $5.2-million share of the CN Rail corridor from between Kelowna and Coldstream.
“It is critical for all residents to come out to vote, to ensure they have their say in shaping our community’s future and to be informed in mak-ing that decision,” said Lake Country Mayor James Baker.
Volunteers with Walk Around Lake Country
have now started meet-ing weekly to plan a ‘Yes’ campaign aimed at get-ting the proper infor-mation out to voters and promoting the bene-� ts of acquiring the CN Rail corridor. Members of the Okanagan Rail Trail Initiative are taking part in the meetings and plan to revamp their web site with information on a study they commis-sioned on the econom-ic bene� ts of a trail. � at

� e referendum ques-tion initiated by coun-cil at its meeting on March 3 is the same question voted down in the alternative approv-al process that saw 960 residents vote against the borrowing bylaw.
� e referendum will cost the district an esti-mated $10,000 to pull o� and it appears it will be completed before a set closing period on a $22 million deal between an inter-jurisdictional team and CN Rail for the 47 kilometre corridor.

CN is March 31 but the closing date is June 1, 2015,” said Michael Mercer, director of engineering and en-vironmental services in Lake Country. “We will be working with CN on any agreement amendments that may be necessary to accommodate the referen-dum. To date CN has been very understanding of our challenge and is willing to work with us.”
� e unique opportunity to purchase and protect the rail corridor along the shores of Wood Lake and Kalamalka Lake through Lake Country has been the subject of much controversy since the purchase and sale agreement was signed in December 2014.
� e district’s portion of the deal is $5.2 million with Kelowna agreeing to pay $2.6 million of Lake Country’s share and Lake Country paying it back
over time and the other half coming in the form of the borrowing bylaw which would raise taxes an esti-mated 1.68 per cent over 20 years.
Lake Country says the acquisition of the corridor won’t change its other plans to work on infrastructure in the district.
“As with other municipalities, Lake Country faces infrastructure maintenance and renewal challenges, but the district has master plans and funding param-eters in place to ensure that infrastructure needs are addressed over time, yet still allow the district to take advantage of once-in-a-lifetime opportunities such as the rail corridor acquisition,” read a release from Lake Country.

In the third year of a partnership between the District of Lake Country and Tourism Kelowna, Lake Country’s involve-ment with regional mar-keting plans continues to grow and this year the district will have more exposure than ever be-fore in Tourism Kelowna initiatives.
Tourism Kelow-na made a presenta-tion to Lake Country council last week, lay-ing out plans for market-ing for the year and some new ways Lake Country businesses are taking ad-vantage of Tourism Ke-lowna’s programs.
“We have increased Lake Country’s exposure in our marketing,” said Nancy Cameron, Tour-ism Kelowna president/CEO. “We now provide
much more detailed in-formation. We include, parks, hiking rails, beach-es, dog friendly parks and infrastructure. Every year we are trying to build this (relationship). In our opinion and view it’s been a great success.”
Cameron also said more agriculture oper-ators are using Tour-ism Kelowna’s farm to table marketing this year. After years of prod-ding by former econom-ic development manager Ryan Roycroft, Tourism Kelowna is now o� ering a lower level buy-in for farmers to be able to pro-mote their operations in Tourism Kelowna’s farm to table guide. � is year several Lake Country agriculture operators will be featured in the guide.
“Our farm to table guide drives people throughout the area
to stop at some of our farms,” said Cameron. “90,000 guides are dis-tributed at Visitor Cen-tres throughout B.C., at participating business-es, in hotels and resorts throughout the Oka-nagan Valley, at Central Okanagan wineries and attractions, and to Cen-tral Okanagan residents. In addition to this distri-bution Tourism Kelow-na also places advertis-ing throughout Western Canada to promote these Farm to Table experien-ces and create the urge to visit with potential trav-elers.”
Last year Gatz-ke Orchards and Gam-bell Farms were listed in the Farm to Table guide and have been joined this year by Claremont Ranch, Palomine Or-chard and Sunshine Or-chards.
Cameron says togeth-er with Tourism Kelow-na’s wine trails guide, in-cluding the Lake Coun-try Scenic Sip, the two guides allow tourists to explore and branch out to other operations in the area.
“Both the Wine Trails, which includes the Lake Country Scen-ic Sip as one of the � ve area wine trails, and the Farm to Table guide, are easy to use and result in visitors discovering more of the participating busi-nesses than they had an-ticipated,” noted Cam-eron. “� ese two pro-grams have been proven to be successful at at-tracting more customers to the participating busi-nesses.”

year, Cameron said it also bene� ts Lake Coun-try, even though there is no golf course that takes part in the strategy that is located directly in Lake Country.
� ere are 12 golf courses that are part-nered with Tourism Ke-lowna, including Preda-
tor Ridge north of Lake Country and 11 others in the Kelowna area.
“While none of the 12 partners are located in Lake Country there is a lot of spino� s through winery visits and accom-modations particularly because Predator Ridge is on one side of Lake
Country and the rest are on the other side,” said Cameron. “Lake Country is an excel-lent place for golf groups to stay. We know this has had a great impact even though there are no courses participating in Lake Country.”[email protected]
Canadians abroad should feel less con� -dent about this country coming to their aid if the need were to arise given what’s happened to jour-nalist Mohamed Fahmy, says the federal Liber-al candidate for Kelow-na-Lake Country.
“For some unknown reason the prime minis-ter and the government of Canada are not put-ting their back into get-ting this guy home and as a Canadian, I don’t feel good about that,” said Stephen Fuhr, from his hotel room in Cairo.
“I think the people need to think twice be-fore they travel abroad. Is the Canadian govern-ment going to pick and choose who they help out based on a criteria only they know about?”
Fuhr, a pilot whose work regularly takes him to the Egyptian capital, is particularly touched by the story of Fahmy, given that he’s met with him twice in recent months and has been able to hear his story � rst-hand.
“I wanted to see � rst hand, from the source, if what I was reading was
the case,” he said.Fahmy, along with
two other journalists—Australian Peter Greste and Egyptian Baher Mohamed—were ar-rested for allegedly giv-ing support to the Mus-lim Brotherhood, which Egypt labels a terrorist group.
� e journalists de-nied they were terrorists and argued during their trial they were just doing their job—a perspective the international com-munity has largely sup-ported— but in Decem-ber 2013 they were con-
victed and sentenced to seven years in jail.
Last month Fahmy, who was a dual citizen of Canada and Egypt, was released on bail after 400 days in jail after revoking his Egyptian citizenship.
He’d expected to be home in Canada by now. Instead, the Egyp-tian court ordered a second trial for his case and Fahmy remains in Egypt.
Fuhr said Prime Min-ister Stephen Harp-er and Foreign A� airs Minister John Baird could have used their in-
� uence to get Fahmy home, but they haven’t.
Fuhr explained that Australian Prime Min-ister Tony Abbott had intervened on Greste’s behalf, speaking to the Egyptian President Ab-del Fattah el-Sissi three times.
“Harper did not speak with the Egyptian presi-dent to secure his re-lease,” he said.
“If you watch ques-tion period, you get the impression Harper sent emails and letters…People have asked, ‘Have you phoned?’ and they
skirted the question.”In addition to the
prime minister’s per-ceived lack of action, Fuhr has been told that Baird has failed Fahmy.
During a recent visit to Cairo, Baird had said Fahmy wouldn’t have to serve the rest of his sen-tence if he were to be de-ported to Canada.
“� at � ies in the faces of an agreement being made,” said Fuhr.
He would like to see Canadians start putting pressure on the govern-ment to ensure that cit-izens abroad are pro-
tected. “� ey need to reach out to their MPs, if they feel that Canadians abroad deserve better from the government,” Fuhr said.
“Most people feel if there’s a problem, the Canadian government will come to their aid…We need to get the guy a passport and the prime minister needs to step up, get personally involved, and assure (Fahmy) that the government is doing everything that we can to get him home.”

lution happening. As hunter-gatherers, he ex-plained, humans needed extra-large teeth at the back of our jaws, to apply maximum leverage for cracking bones and nuts. But as our diets changed from raw food to fast food, wisdom teeth be-came super� uous.

wisdom teeth anymore.I mentioned this sta-
tistic to my optometrist. “I don’t know anything about wisdom teeth,” he said. “But I know that more people are short-sighted now than they used to be.”
� at too makes sense. When humans had to watch for snakes in the grass or tigers in the thickets, long-range vi-sion gave a distinct ad-vantage. Today, we’re more likely to focus on a printed page or video screen. Outdoors, we read giant billboards. Short-sightedness is no longer an evolutionary handicap.
Evolution is going on all around us, even if some deny it. � e uni-verse right now is not what it was 10 seconds ago. Somewhere, a star has blown itself to bits; another star has col-lapsed into a black hole.

seniors’ advocate has issued her
second report, and the media mostly ignored it.
When this new of-� ce was promised by a campaigning Premier Christy Clark two years ago, I suggested that B.C. already has 85 sen-iors’ advocates. � ey’re called MLAs, and in-quiries go to their local o� ces.
Much to the chagrin of the opposition, Sen-iors’ Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh as-sortment of horror stor-ies to embarrass the gov-ernment.
Instead, it is to look for “systemic challen-ges” and recommend ways to deal with them. � e latest report is based on a survey of more than 500 seniors from around the province, and the key � nding was not what she expected.
“We were surprised to learn of the lack of
awareness among sen-iors, particularly low-in-come seniors, of govern-ment programs and the subsidies available to as-sist them,” Mackenzie said.
� e survey found that 60 per cent of seniors liv-ing on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived.
Other frequent-ly overlooked programs are a monthly rent sub-sidy called Shelter Aid
for Elderly Renters (SAFER), grants for dis-ability modi� cations called Home Adap-tations for Independ-ence, drug cost assist-ance called Fair Phar-macare, property tax deferment and the fed-eral Guaranteed In-come Supplement pro-gram. � ose older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed spe-ci� cally for them. But you don’t get these bene-� ts unless you apply and show that your income quali� es.
� e survey also found that the biggest fear of low-income seniors is that they won’t be able to a� ord to stay in their homes. See home adap-tation, property tax and rent subsidy programs above.
Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not sur-prising since the B.C. government exists more
in theory than in fact in many remote places.
So what should the government do about this? Well, it could ad-vertise these programs. � e government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s.
Clark’s government did a whack of adver-tising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hard-hats and blueprint-style graphics and arc welding and stu� like that.
� en last year the gov-ernment’s big ad cam-paign was around the teachers’ strike, and the payments to parents to help with child care while teachers demanded twice as big a raise as all the other unions.

Somewhere, an atom of uranium has transmut-ed into an atom of lead. I am not the same person I was 10 years ago; neither are you.
Five hundred years before Jesus, a Greek philosopher understood the principle of endless evolution. Heraclitus de-scribed change as central to the universe. “Every-thing changes and noth-ing stands still,” says one quotation attributed to him. Another says, “You cannot step twice into the same river.”
One glorious sum-mer, I worked in the woods 55 miles up the Kitimat River. � e riv-er ran by my tent door. But never the same riv-er. Every minute, di� er-ent water rushed over those rocks. If I slipped o� those rocks and got swept away by the cur-rent, I could travel with the same water, but fun-nelled into a raging can-yon downstream.
Five hundred years af-ter Heraclitus, I think Jesus also grasped the principle of evolution.
� e institution-al church has tend-ed to treat Jesus either as a revolutionary or as a source of unchanging truth.
Seen as a source of
unchanging truth, Jesus gives the church its au-thority to de� ne social standards and morality. Seen as a rebel against Roman values and be-liefs, he gives modern Christians a model for opposing contempor-ary empires of capitalism, corporations, and corrupt governments.
As I read the biblical narratives, though, I see Jesus advocating evo-lution, not revolution. With one exception—when he drove the local bankers out of the Tem-
ple—I don’t see him en-couraging his followers to rebel. “Render unto Caesar that which is Caesar’s, and unto God that which is God’s,” sounds more like in-struction to live di� er-ently within an existing culture.
Similarly, his repeat-ed assertion—“You have heard it said… but I say to you…”—implies that historic truths need up-dating. He didn’t tell his followers either to im-pose or to resist change; he told them to be invis-
ible change agents, like yeast in � our and water.
If Jesus lived today, I think he would endorse the principle of evolu-tion. And he would hail
people like Darwin, Ein-stein, and Heisenberg as modern prophets.

To be in the presence of someone who
is terminally ill or ap-proaching the � nal days of their life through the natural process of aging, is a valuable opportunity to share in the epiphan-ies that facing death can bring to someone. Con-fronting your own mor-tality opens a door to looking at your life in a new way.
Old grudges, judge-ments you have held of yourself, focusing on things that are really not that important, all take a back seat when the days that you have to share with those you love have been given a time lim-it. Suddenly, it is easier to see the bigger picture and let go of things that you have been clench-ing on to too tightly in
your being. � ings that are not really serving you or the people around you as you live in guilt from the past or fear of the fu-ture. Recognizing that all any of us have is the present moment seems easy enough to acknow-ledge, but not so easy to practice.
As I cared for my own Mom in her � nal year of life, I sat and lis-
tened to her express re-grets that she had about the past—the mistakes, missed opportunities and so on that she recognized looking back on her life. It was a healing time for her and held many Aha moments for myself. � e position she was in of coming to the end of her life did not hold the possibility to go back and “do it di� erently”. How-ever, I could see that it held the fertile ground
of coming to forgiveness of herself and others, by working it through in her storytelling to me and to other loved ones who sat at her bedside and listened. � e gift of this sharing time was that it made me think about my own life and where I might want to change some things, so that when I came to the end of my time here on earth, my story would be one that I could be proud
of and content with.A Hospice nurse,
Bonnie Ware has writ-ten about the journey many of her patients ex-perienced coming to � nd peace before they pass away in her book, “Top 5 Regrets of the Dying.” She says that, “� e wis-dom that is the fabric of the lessons we learn from regrets expressed of the dying is that we only live once, and we must make the most of the life we have.” � is can help us to age without harboring disappointments and embrace more joy, peace, vulnerability and accept-ance into our lives.

second report, and the media mostly ignored it.
When this new of-� ce was promised by a campaigning Premier Christy Clark two years ago, I suggested that B.C. already has 85 sen-iors’ advocates. � ey’re called MLAs, and in-quiries go to their local o� ces.
Much to the chagrin of the opposition, Sen-iors’ Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh as-sortment of horror stor-ies to embarrass the gov-ernment.
Instead, it is to look for “systemic challen-ges” and recommend ways to deal with them. � e latest report is based on a survey of more than 500 seniors from around the province, and the key � nding was not what she expected.
“We were surprised to learn of the lack of
awareness among sen-iors, particularly low-in-come seniors, of govern-ment programs and the subsidies available to as-sist them,” Mackenzie said.
� e survey found that 60 per cent of seniors liv-ing on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived.
Other frequent-ly overlooked programs are a monthly rent sub-sidy called Shelter Aid
for Elderly Renters (SAFER), grants for dis-ability modi� cations called Home Adap-tations for Independ-ence, drug cost assist-ance called Fair Phar-macare, property tax deferment and the fed-eral Guaranteed In-come Supplement pro-gram. � ose older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed spe-ci� cally for them. But you don’t get these bene-� ts unless you apply and show that your income quali� es.
� e survey also found that the biggest fear of low-income seniors is that they won’t be able to a� ord to stay in their homes. See home adap-tation, property tax and rent subsidy programs above.
Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not sur-prising since the B.C. government exists more
in theory than in fact in many remote places.
So what should the government do about this? Well, it could ad-vertise these programs. � e government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s.
Clark’s government did a whack of adver-tising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hard-hats and blueprint-style graphics and arc welding and stu� like that.
� en last year the gov-ernment’s big ad cam-paign was around the teachers’ strike, and the payments to parents to help with child care while teachers demanded twice as big a raise as all the other unions.
Education Minis-ter Peter Fassbend-er is still bragging about the response rate for $40-a-day parental strike pay, which was snapped up by almost 100 per

As we launch into each new year, it is a time when many of us pause from our habitual forms of behaviour and re� ect on what is honest-ly going on in our lives: the good, the bad and the ugly.
We can take the opportunity to recognize the habits and ways of thinking that prevent us from being happy, espe-cially in our interactions within our relationships with others. We can stop living our lives always
hoping for the next big thing and start living in the present moment.
In an interview be-tween the Atlantic Magazine and 101-year-old Marian Cannon Schlesinger, they talked about the importance of seeking your bliss. She said: “Early on I decid-ed being a painter was what I wanted to be, but I wanted to be a lot of other things too. I want-ed to write. I wanted to play tennis. I wanted to have a lot of friends. I wanted to have a lot of beaus. I think I’ve been
very lucky, but I think that I’ve made some of it for myself. I never gave up. I wanted it all in other words, and I think I really almost got it all too.”
I started the year of 2015 taking myself through a process called � e Five Wishes. You begin by imagining your-self on your deathbed, whether it is this month or 30 years from now and someone is asking you the question: “Was your life a complete success?” Upon visualizing your life, you � rst de� ne � ve
things you wish you had done more of to enhance a sense of ful� llment in your life. After describ-ing these things, you turn each “wish” around into a positive present-tense goal from which you can then begin to create action steps to achieve, day by day, in your life right now.

Any parent knows it can be a strug-gle to give ad-
vice. It obviously has to be useful, but that’s not enough. � ey have to lis-ten, and it has to be con-sistent.
One of the most dif-� cult pieces of advice for many kids to hear is one your own parents prob-ably told you: � e easy path isn’t always best.
Kids have a harder time looking past instant grati� cation, or seeing that hard work pays o� in the long run.
I was thinking about that last month, as we delivered our third bal-anced budget in a row. We didn’t achieve that by simple good luck, or relying on windfalls from
one par-ticular re-source or in-dustry. We did it the hard way—control-ling spend-ing, say-ing no when necessary, and grow-ing a diverse economy.
It’s not always easy, but just like your parents’ advice, it pays o� . Hard work and discipline has allowed us to keep taxes among the lowest in Canada, while continu-ing to make meaning-ful investments like new tax credits for children and families, allowing
lower in-come earn-ers to make more than $19,000 without paying in-come tax, and ex-empting child sup-port pay-ments from income as-sistance cal-culations.
It also includes major investments in facilities and services here in the Okanagan, like the new Interior Heart and Sur-gical Centre, and the ex-pansion of trades train-ing facilities at Oka-nagan College.
Balancing the budget
means controlling spending, but it starts with fostering a grow-ing and diverse economy. � at’s why we continue to implement the BC Jobs Plan that has cre-ated 74,000 jobs so far. Since we introduced it in 2011, B.C has enjoyed the largest reduction in unemployment of any province.
Our diverse economy is matched by our diverse export markets. In 2001,
some 70 per cent of BC’s exports went to the United States—and just 2 per cent to China. Just 14 years later, we rely on the US for only half of our exports, with 20 per cent going to China and 40 per cent to the wider Paci� c Rim.
By focusing on the key competitive sectors of the BC Jobs Plan—agrifoods, forestry, inter-national education, min-ing and energy, natural
gas, technology and the green economy, tourism, and transportation—we will further diversify our economy, so that if one industry or market strug-gles, B.C will still be in the best possible pos-ition.
Unfortunately, balan-cing the budget puts us in an exclusive club. B.C. is the only province with a balanced budget, and the federal government is projecting a de� cit as well. Given that per-spective, deciding what to do with a near-billion dollar surplus is a nice problem to have.
� ere are those who say we should spend it all. And I understand, it’s tempting. But what would you rather leave
your own kids—a leg-acy, or bills to pay? � at’s why we’re focusing on paying down our debt.
Over the term of the � scal plan, direct operat-ing debt will decline by more than 50 per cent, from $10.2 billion to $4.8 billion—the lowest level since 1991.
� e future is bright. � e Conference Board of Canada says B.C. will lead the country in growth this year. And that’s all the more rea-son to stay the course—because our approach is working.

I t looks like spring will be coming early in the Okana-
gan this year, and toes everywhere are happy to be free again. Being re-leased from our bulky sorels, skiing and snow-shoeing boots, most of us will be donning the light runners, � ats and � ip-� ops in no time.
Over the winter many of our feet have become accustomed to the rig-id supportive boots we wear for tackling icy and snowy terrain.
As the snow melts o� the roads and trails you may � nd yourself run-ning or walking more frequently in a less sup-portive shoe.
Some feet may re-spond negatively to the lack of support found in most summer shoes. If we transition to spring too quickly in � imsy shoes there is the poten-tial of developing an in-jury known as plantar fasciitis.
� is condition can cause pain in the arch, heel or ball of the foot due to in� ammation in the plantar fascia from
overuse or over stretch-ing.
� e plantar fascia is connective tissue that covers the arch of your foot and connects your heel bone to the bones of your toes. � is painful condition can be caused by standing, walking or running for long periods of time; walking or run-ning on unstable surfac-es like sand; or rapidly changing the amount of standing, walking or run-ning involved in your day to day routine.
If you have plantar fasciitis you may expe-rience pain on the � rst steps out of bed in the morning, or after sit-ting or driving for pro-
longed periods; as the plantar fascia and mus-cles of your foot have be-come tight while immo-bilized, and respond with pain when being stressed upon those � rst steps.
Some people may be at higher risk of develop-ing this condition based on the shape of their foot.
People with very low arches and people with high arches who over-pronate, or lose the
arch in their foot when they walk or run, may be at a greater risk. Howev-er, there is no evidence proving that if you have this type of foot you are
guaranteed to develop plantar fasciitis.
In fact, there has been recent debate on whether or not it is better to wear supportive footwear, to help maintain our arch shape; or wear minimal-ist shoes with very little support, so that our mus-cles are required to func-tion properly to support our arches.
We do know, howev-er, that most of us will change our footwear from sturdy winter shoes to summer � ip-� ops, and most of us will increase the amount of time we spend walking or run-ning in the summer compared to the winter.
In order to mini-mize the e� ects of this transition there are a few things you can do. While the weather is still warming up, you can start a training regime to stretch and strength-en the muscles of your calves and feet.
Recent research by Jung DY et el. 2011 and Mulligan EP, Cook PG 2013 shows that exercis-es for the bottom of the foot lead to an increase
in strength in the mus-cles that support your arch and less navicular drop, a measurement of pronation.
One simple exer-cise you can start with is: stand on your feet, shoul-der width apart, keep-ing your toes and heels on the ground. Imagine a pin is coming up from the ground and poking your foot in the center of the arch.
Try to contract the muscles of your foot so this pin does not poke you.
Now with the muscles of your arch contracted, balance on one leg while trying to maintain the position of your arch.
Challenge yourself by throwing or kicking a ball while in this po-sition or lifting up onto your toes.
After exercises, and a few other times during the day, remember to stretch the calves and bottom of your feet, to ensure they do not be-come too tight with the new amount of activity.
When you are ready to tackle your spring and summer activities, make sure to do it gradually.
If you are a runner, don’t start running the distance you were run-ning before the snow covered the trails. Take a few weeks to slow-ly increase the amount of running you are doing each day.
If your goal is to wear a less supportive shoe, like a barefoot sports shoe or � ip-� op, the same rule applies.
Wear this shoe for short periods of time each day, then switch to a more supportive shoe for the rest of your activity.
Slowly increase the amount of time you spend in these shoes, so your feet have time to adapt to the change.
If you want happy feet this summer, slowly in-crease the time spent in new footwear during your spring and summer activities and get a head start on exercises that will help you to avoid plantar fasciitis.

After four years with the � ompson Oka-nagan Football Club, George Elliot student Joella Koblischke will take her talents to the UBC Okanagan women’s soccer team this year.
Koblischke, a goal-keeper, was announced as a recruit for the 2015 UBCO women’s soccer team late last week and will join a bevy of young players on the Heat ros-ter, competing to replace outgoing starter Chris-tine Tallon of Kamloops, who will vacate the Heat net.
“With the gradua-tion of Christine Tallon this season it has been imperative for us to or-ganize the next crop of stellar netminders,” said UBCO women’s soccer coach Claire Paterson.
“Joella has many of the great attributes that can lead to her becoming a very good goalkeep-er for us—size, athletic ability, and a fantastic de-sire to be better.”
Koblischke, a 5-foot-11 Lake Country native, will compete for play-ing time in the net with other young keepers.
A former provincial MVP, she is a product
of the Shel Brodsgaard Advanced Island Keep-er Clinic every summer, and has been mentored and trained by Taryn Swiatek, a former goal-tender with the Can-adian women’s nation-al team.
Koblischke is also a product of the Oka-nagan Whitecaps Acad-emy, with whom she has trained for the past two fall and winter seasons.
She describes her-
self as a keeper who likes to come out of the goal to attack the ball, close down the angles and intimidate shooters.
“I’m not afraid to slide under people’s cleats to get the ball. I am a very motivated and deter-mined player,” she said.
� e soon-to-be Heat athlete will enter into the human kinetics pro-gram in September and has been motivated to play in Canada West for
some time. “I am excited to play
CIS-level soccer, as well as play for my home-town,” she said. “I am also looking forward to receiving Claire and (Heat goalkeeper coach) Kai Tolpinrund’s great coaching.”

YLW wants to be your link to Europe.
Kelowna International Airport, which uses the slogan “Your Link to the World,” in its market-ing as a nod to its iden-ti� cation letters, is seek-ing public input about possible future European direct routes.
� e airport is asking the travelling public to � ll out a survey that asks about where in Europe people here want to � y to, how frequently they would travel, if they have family or business con-nections in Europe that would make them trav-el more frequently and where they � y out of now if heading to Eur-ope.
According to airport director Sam Samaddar, with a runway now long enough to handle the
large jets needed for dir-ect � ghts between Ke-lowna and European air-ports, it’s time to start building a case for fu-ture � ights that can be made to potential airline clients.
But, he warned, secur-ing routes anywhere—whether it be in Can-ada, North America or Europe—can take years. One example is the cur-rent Kelowna to San Francisco route, which took � ve years of lob-bying. It was original-ly Kelowna to Los An-geles but was changed by United last fall to San Francisco (Kelowna’s � rst choice) because San Francisco is the U.S. air-lines West Coast hub.
� e now well-estab-lished Kelowna to Se-attle route, operated by Alaska Airlines, near-ly six years to secure, said Samaddar.
In the case of dir-
ect � ights to Europe, it could take even longer as larger aircraft are needed to service the routes—planes carrying at least 250 people—and as a re-sult the commitment of an airline would be even greater than an air-line � ying to West Coast destinations in North America from Kelowna.
But Samaddar said the airport is committed to extending its � ight network and is starting the process of gauging the local travelling pub-lic’s appetite for Euro-pean routes.
“When we (extended) the runway in 2008, we said we wanted to de-velop our intercontinent-al reach, and that’s what we are doing,” he said.
Kelowna’s airport, the 10th busiest airport in Canada, hit the 1.6 mil-lion passenger mark in 2014, a year ahead of schedule.
While it would be a coup for a medium-sized Western Canadian air-port such as Kelowna to secure a direct European route, airport manage-ment say they are not only focusing their atten-tion on that part of the world.
Samaddar said at the same time, the local air-port has three other thrusts underway— more interprovincial routes in Canada, trying to get year-round direct � ights to Toronto, which is currently served from Kelowna on a seasonal basis and securing a dir-ect route to a Mid-West-ern U.S. major airport to allow better connections to Atlantic coast cities.

� e impact teams are dedicated and skilled volunteers who are en-trusted with thorough-ly assessing requests for funding, and in making recommendations that honour the generosity and intentions of United Way supporters.
“� e organizations we work with are addressing important issues in our region,” said Avril Paice, community investment director.
“We assess each appli-cation against stringent criteria to ensure that our investments produce im-pact on priority needs.
“Once an investment is made, we track the re-sults to ensure that a measurable and lasting di� erence is being made in our community.”

People love their hock-ey analogies, and B.C. Fi-nance Minister Mike de Jong recently made a ‘Great One’ (pun in-tended) in the legislature on Budget Day.
He noted British Col-umbians have scored a ‘� scal hat trick’—for the third year in a row, B.C. will have a balanced budget.
� e signi� cance of this can’t be overstated. Our province may be one of the only ones in Canada to table a balanced budget for 2015.
But getting there wasn’t easy. Fis-cal discipline, and the tough deci-sions that go along with it, helped us achieve this goal.
� at discipline remains at the heart of the 2015-16 provincial
budget, de-spite the fact we’re able to � nd room for mod-est invest-ments that strengthen
and encourage growth in key eco-nomic sectors and sustain core pub-lic services.
Some of these investments will also make life a little easier for fam-ilies and those in need. Starting April 1, 2015, about 180,000 fam-ilies will begin receiving the BC Early Childhood Tax Bene� t.
It provides up to $660 a year for each child under the age of six, to help o� set the cost of child care.
Also coming on line in 2015 is
the Training and Education Sav-ings grant—a one-time payment of $1,200 for every child resident born since Jan.1, 2007, to support future education needs. � at future might include a stint at Okanagan Col-lege’s new trades training complex, made possible through a $33 million share of the $2.1 billion we’ve ear-marked for infrastructure spending for post-secondary education, skills and trades training.
B.C. families also enjoy one of the lowest overall tax burdens in Can-ada including income taxes, con-sumption taxes, property taxes, pay-roll taxes and health care premiums. Provincial personal income taxes for most taxpayers have been reduced by 37 per cent or more since 2001, and today an additional 400,000 people no longer pay any B.C. income tax.
When it comes to the tax credits that support a strong and diversi� ed economy, Kelowna’s growing tech sector will bene� t from our exten-sion of the Interactive Digital Media tax credit to 2018.
It is a 17.5 per cent refundable tax credit on eligible salary and wages, for eligible companies that develop video games and other interactive digital media products.
Agriculture is another signi� cant sector, and we are committing a fur-ther $2 million to our Buy Local program, which helps farmers and food processors promote their B.C. products.
In the coming year, our govern-ment will also explore options to give farmers credit for the thou-sands of pounds of fresh, nutritious food they donate for those who need
it most. � e new budget also allows for
$1 million in additional funding for the B.C. School Fruit and Vege-table Nutrition Program, which pro-vides milk, fruits and veggies free of charge at participating schools.
We’re pleased to be able to make these very modest investments, but will continue our prudent and cau-tious approach.
Next year we’ll have a surplus of $1 billion, which will be applied dir-ectly to the debt so it doesn’t burden our children and grandchildren.
It’s a balanced budget that not only looks after present needs, but takes into account our future gener-ations as well.

YLW wants to be your link to Europe.
Kelowna International Airport, which uses the slogan “Your Link to the World,” in its market-ing as a nod to its iden-ti� cation letters, is seek-ing public input about possible future European direct routes.
� e airport is asking the travelling public to � ll out a survey that asks about where in Europe people here want to � y to, how frequently they would travel, if they have family or business con-nections in Europe that would make them trav-el more frequently and where they � y out of now if heading to Eur-ope.
According to airport director Sam Samaddar, with a runway now long enough to handle the
large jets needed for dir-ect � ghts between Ke-lowna and European air-ports, it’s time to start building a case for fu-ture � ights that can be made to potential airline clients.
But, he warned, secur-ing routes anywhere—whether it be in Can-ada, North America or Europe—can take years. One example is the cur-rent Kelowna to San Francisco route, which took � ve years of lob-bying. It was original-ly Kelowna to Los An-geles but was changed by United last fall to San Francisco (Kelowna’s � rst choice) because San Francisco is the U.S. air-lines West Coast hub.
� e now well-estab-lished Kelowna to Se-attle route, operated by Alaska Airlines, near-ly six years to secure, said Samaddar.
In the case of dir-
ect � ights to Europe, it could take even longer as larger aircraft are needed to service the routes—planes carrying at least 250 people—and as a re-sult the commitment of an airline would be even greater than an air-line � ying to West Coast destinations in North America from Kelowna.
But Samaddar said the airport is committed to extending its � ight network and is starting the process of gauging the local travelling pub-lic’s appetite for Euro-pean routes.
“When we (extended) the runway in 2008, we said we wanted to de-velop our intercontinent-al reach, and that’s what we are doing,” he said.
Kelowna’s airport, the 10th busiest airport in Canada, hit the 1.6 mil-lion passenger mark in 2014, a year ahead of schedule.
While it would be a coup for a medium-sized Western Canadian air-port such as Kelowna to secure a direct European route, airport manage-ment say they are not only focusing their atten-tion on that part of the world.
Samaddar said at the same time, the local air-port has three other thrusts underway— more interprovincial routes in Canada, trying to get year-round direct � ights to Toronto, which is currently served from Kelowna on a seasonal basis and securing a dir-ect route to a Mid-West-ern U.S. major airport to allow better connections to Atlantic coast cities.

Discover Camping, the province’s camping reservation system, will open for business at
9 a.m. this Sunday, March 15.
Just a few clicks is all it will take to reserve a campsite in many prov-incial parks, up to three months in advance through the Discover Camping website (Dis-
coverCamping.ca). But, if history is any
indication you will have to act quick as most campsites, especially for during the busy summer months, are snapped up quickly. after the reserva-tion system opens.
Bookings can also be made through the call centre at 1-800-689-9025.
Up to three reserva-tions can be made in one easy transaction for those avid explorers looking to book more than one
camping excursion. New for the 2015
camping season, fam-ilies will be able to re-serve campsites in Sum-mit Lake, Juniper Lake, Whiskers Point and Kootenay Lake provin-cial parks.
And more camp-sites will also be available in Mount Robson and Kentucky Alleyne prov-incial parks.
� is year, Haynes Point and Okanagan Falls provincial parks are being managed by the

Water meters will be installed in homes of District water utility customers in Lake Country and will provide each resident with a fair and equitable payment system based on the “user pay” principle. All installations will be conducted on an area-by-area basis by the District’s contractor, Neptune Technology Group (Canada) Ltd. TENDER-2015-001-Winfield Arena Floor and Board Replacement
The District of Lake Country invites Bids for construction of the work, which in general terms, will consist of the following:
Replacement of existing refrigerated concrete slab, under-floor refrigerated heating system, and plant, 19,000 sq. ft.
Replacement of dasher boards Expansion of existing referee room, 300 sq. ft. Work includes reinforced concrete, refrigeration and mechanical
systems, proprietary dasher board systems, concrete masonry, wood frame construction.
The successful Bidder will be required to enter into a CCDC 2 (2008) Stipulated Price Contract.
