And believe me, even complaints are welcome, because with an open mind, some of the best ideas and solutions can come out of a complaint. It is often possible to take a “negative” and turn it into a positive. Lake Meade is a very diverse community. Our neighbors settle here from all parts of the nation, bringing new, fresh and creative ideas that can be a great benefit to the entire community moving forward into the future. However, this can also be a dichotomy. On one hand we receive emails, letters, phone calls, et cetera from members adamantly supporting a decision. On the other hand, we also receive emails, letters, phone calls, et cetera adamantly against a decision. In these instances, our first goal is always one of a fiduciary responsibility; to earnestly make decisions based on the best interests of the entire community as a whole. Our second goal is to act in accordance with what our members’ desire; always remembering that the needs of the many outweigh the needs of the few. We earnestly strive to make common sense decisions with an air of compromise to come to amicable solutions for the benefit of ALL our members. One issue that has arisen and is definitely split amongst our members is the use of social media sites as a means to increase communication. Social media is a great way to obtain instantaneous information; however, I’m not sure all of us understand the potential legal ramifications of LMPOA utilizing social media sites as a direct means of communication. Our legal counsel and our liability insurance carriers have both discouraged LMPOA utilizing social media because any comments made can open the door to misinterpretation of meaning and intent, and these misconstrued statements can then be used in lawsuits (usually against a party). We often hear our members expressing their concern over excessive legal fees and lawsuits, and rightfully so. Why would we go against the advice of our legal team and open the door to potential future litigation, especially when information can be readily found on the Lake Meade website, the Lake Meader, and in cases of emergencies, the bulletin board at the front entrance? We are, at the advice and encouragement of our members working on fresh ideas on our website and alternative methods of communication. Finally, always remember, your duly elected Board members are also residents of this wonderful little piece of the world. We volunteer many, many hours trying to do our best to humbly serve our neighbors and our community. It’s with complete sincerity when I state how extremely pleased I am to see our members attending our Board meetings and voicing their concerns and opinions. And believe me, even complaints are welcome, because with an open mind, some of the best ideas and solutions can come out of a complaint. It is often possible to take a “negative” and turn it into a positive. Lake Meade is a very diverse community. Our neighbors settle here from all parts of the nation, bringing new, fresh and creative ideas that can be a great benefit to the entire community moving forward into the future. Do you know people? Will you serve on the Nominating Committee? Will you help seek board members? Now is the time to talk to neighbors that you see more during the summer and discuss your willingness to serve the community.

Transponders Deactivated –Members that are not in good standing will have their transponders deactivated until fees are paid in full. Once deactivated, members and residents will need to enter in the left lane and register with the gate employee.

Budget 2016-2017 – The budget process will soon be under way and the Board of Directors and the Finance Committee need your help. Get involved in the process—attend a committee meeting, talk to your neighbors – help the Board disseminate the financial needs for the community.

Audit 2014-2015 – LMPOA’s financial records are completed. A draft was reviewed by the Finance Committee, June 8, 2015. Members wishing to review should contact the office.

West Niles Virus – Those pesky and/or infectious mosquitoes may cause havoc in our community. Here are some tips to reduce risks; • Dispose of empty cans, ceramic pots

or similar waste-holding containers • Pour stagnant water out of discarded

tires • Clean clogged roof gutters and drains • Turn over wheelbarrows and don’t let

water stagnate in birdbaths • Landscape to eliminate standing

water on your property • Periodically walk around your

property, dump any standing water

Many thanks to all who attended the Memorial Day Program. Standing Room Only says a lot! A special thanks to the organizers and all the participants. A free will collection was taken up to support the Pa Wounded Warriors Program. A thank you letter has been received from Mrs. Helen Sajer, co-founder of this organization, in which she was most appreciative for the Community’s generosity which resulted in a $ 1,780.00 donation to the Pa Wounded Warriors. Helen also stated that in the past year the need has risen by 400 % and that .96 cents of every dollar goes directly to those in need. So truly many a thank you to all who contributed.

Below are two types of sirens that we currently use to alert Emergency Responders and the ones that you may hear in Adams County.

Emergency Responders Alert Siren

A Standard Wavering Siren – 1-3 minutes in length. Emergency Responders are to report to their dept.

Public Notification Information SirenA long and steady Siren – 3 minutes in length. Public notification due to general emergency, hurricane and/or tornado warning, flash flooding, etc. Tune to your local radio station (WGET/WGTY), tv station, weather channel or NOAA weather radio.

ASSISTANT MANAGER’S CORNER: Why are we asking for contact information (cell phone numbers/email addresses) from LMPOA members? Situations arise when it is necessary for the Association to contact the member. For example, lake treatments or road closures in Lake Meade. By using email addresses, we can send e-bulletins to notify residents of this information. Emergency situations may prompt a phone call. A recent situation at several of the common-owned dock areas drew attention to the importance of members registering their boat slip or rack and providing a phone number to the Association office. Every new boating season, the office maintains a register of the information members provide, such as the dock location and slip ID where they have docked their watercraft. This also holds true for the non-power watercraft racks. The importance of this information comes to the forefront when we are presented with situations such as a boat sinking or breaking away from the dock, or dock damage that forces repairs to the point some boats need to be relocated, etc. We refer to our register to determine whose watercraft is affected and contact them.

Boats – must be registered with the LMPOA office. We require proof of PA registration and $300,000 minimum liability insurance coverage. If you purchase a boat, after you have registered with the office, contact one of LMPOA’s boat inspectors (names and phone number provided by office). They ensure that the boat falls within the established regulations. All watercraft (boats, canoes, kayaks, pedal boats, etc.) are subject to our Zebra Mussel Policy and the appropriate forms must be completed. A “Watercraft Re-Entry Pass” can be picked up at the office or gatehouse. Complete the top portion “Leaving Lake” if you are taking your watercraft out of the community (fuel, repairs, etc.) The bottom portion “Re-Entering Lake” allows the member to certify that the watercraft has not been in water infested with zebra mussels. The member must complete the “Certification” block completely. If it is a new purchase, the member should note “New Purchase” on the “Destination” line. To prevent the boat

from being quarantined, provide the receipt that indicates the boat was just purchased to the gate employee. The gate employee will initial the form and file it. Boat dealers delivering a boat to Lake Meade should present their Certified Vendor Pass to the gate employee on duty or the boat will be quarantined.

Proper Boat Sticker – Watercraft (boats, canoes, kayaks, etc.) must display the red 2015 LMPOA sticker in order to use the lake, dock slips or racks.

Lake Treatment – A widespread treatment for Hydrilla and Brittle Naiad is scheduled for late July/early August. Specific information will be posted on the bulletin board and website. If you are removing weeds from the lake, be sure to remove the entire root, otherwise the weed will take root in another location of the lake!

Two Road Projects this Summer:Entrance & Exit Roads Paving and Stormwater Management Project. See details on the front cover of this issue. Base Repair Project – We are planning to do road base repair work on portions of Ewell Dr., Hooker Cove, Halleck Dr. and Pleasanton Dr. in late August. Specific dates will be posted on the bulletin board and website.

Recreational Fires are permitted in Lake Meade provided a few guidelines are adhered to: prior to starting the camp fire you must call Adams County Control, 624-2101 to notify them. Create a fire ring with blocks, rocks or bricks and keep it a manageable size. Someone 18 years of age or older must tend to the recreational fire at all times.

Pool Splash PartyPlan to attend the Pool Splash Party on Saturday, July 25th, from 3:00 p.m. to 7:00 p.m. Included in the festivities will be a D.J. playing your favorite summer music and cake for a treat.

Rainy Days & the Swimming PoolThe pool is subject to weather conditions. Call the pool for a recorded message (259-0490).

TRASH SERVICE DETAILS

Service includes one trash toter (cart) plus 2 bags and one bulk item per week. Yard waste is considered regular trash. Bulk item pick-up should be arranged prior to the trash pick day by calling Republic Services at 717-845-1557 or 800-210-9675. The item will be picked up by a designated bulk truck used specifically for large items. For appliance pick-up there is a $25 fee per appliance that must not contain Freon. Refrigerators and freezer doors must also be removed. Recycle bins – papers, cardboard, newspaper, plastics and cans (plastics and cans must be rinsed clean and caps removed).

Why Prepare Now For Emergencies?

Emergency workers will help after a disaster strikes, but they may not be able to reach everyone right away. That’s why it’s so important to be ready to survive on your own for at least three days during an emergency. This may mean having another place to stay, extra food, water, first-aid and other basic needs. We can’t control natural disasters, emergencies, or terrorist attacks, but we can be ready for them and know what to do to take care of ourselves and our loved ones. This guide will help you become better prepared by learning about: • Different kinds of emergencies • How to create emergency plans and kits for your home,

your vehicle and your workplace • How to plan ahead if you have a special need

Educating Pennsylvania’s families on how to best prepare for a natural disaster; large-scale emergency or unexpected attack means more than anything. All Pennsylvanians need to know there are well-developed and well-rehearsed emergency response plans at all levels of government.

At the core of this effort is the important issue of citizen preparedness. The Pennsylvania Emergency Preparedness Guide provides tips on how to respond to an emergency and will help you and your families prepare in case of disaster. While there is no way to predict what will happen, there are simple steps that you or your loved ones can take. Protecting the life, health and safety of your loved ones and those around you, as well as knowing what to do when a disaster strikes is an important responsibility. All Pennsylvanians should begin

the process of learning about potential threats so that we are all better prepared to act when a disaster or crisis occurs. Lake Meade Rec/Pool Committee News

The Recreation and Pool Committee has made many enhancements recently to the Lake Meade community. Most recently saw the opening of the revitalized Tennis Courts with New Pickleball court. We would like to know any feedback for enhancements or any feedback on the Tennis Courts. We would like to know the good and the bad. Please let Michele Ludy, Seth B. What in the world is Pickleball? Pickleball is a sport in which two, three, or four players use solid paddles made of wood or composite materials to hit a perforated polymer ball, over a net. An enhancement was added to the Tennis Courts in the recent revitalization to allow for Pickleball. On July 15th at 7:00 PM there will be an introduction to Pickleball held at the Tennis Courts. Join us to learn more about this sport, how to play, and more!

SAFETY & TRAFFIC WATCHThe Board of Directors approved a revised fine schedule in the Rules and Regulations with significantly increased fines for traffic violations, which goes into effect August 1st, 2015.

* Examples would be the No Right Turn sign by the visitors lane at the Gatehouse and a Stop bar on the pavement like the one where Lake Meade Drive intersects the entrance/exit roadway.

NOTE THERE WILL NO LONGER BE ANY WARNINGS ISSUED FOR STOP SIGN VIOLATIONS! At a Stop sign you must come to a complete stop, i.e.,

the wheels not turning at all and the vehicle momentarily stationary. It makes no difference whether oncoming traffic is present or not: rolling through a Stop sign - no matter how slowly - can be charged as a violation. Violations (including those committed by your guests) are charged to the property owner. They are accumulated on a rolling 12-month basis regardless of type or severity. Let’s say one of your registered vehicles runs a Stop sign August 1st. That’s the first offense which will stay in your file for 12 months and garners a $100 fine. Then one of your guests is cited for speeding three months later. That’s a second offense — regardless of speed — and the fine would be found in the 2nd Offense column for the observed speed. And so forth. After the earliest offense is removed, a subsequent violation will be recorded as a first, second or third offense, depending on how many offenses are then on file. It’s sad we have to resort to such punitive measures, but necessary since so many drivers ignore Stop signs and the 25 mph speed limit, which has substantially compromised the level of safety you expect to see within our community. We hope this will give all drivers pause and encourage them to adhere diligently to the traffic signs posted on our roadways. After all, the best traffic control device on the planet is between your ears. Feel free to use it. Cheap, too.

By the time you receive this issue of the Lake Meader, we will be starting work on the Entry/Exit road project. Work is scheduled to begin on July 6 and continue until mid-August. We have selected our contractor and the initial bid was less than we expected. Everyone should be aware that the project will include the entry road to the Lake and the exit road from it. Lake Meade Drive from the gatehouse to Lee Cove is included. Please realize that there will be some disruption of normal traffic patterns during this time period. Traffic may need to be diverted to one or more of the side streets while work is in progress. You may need some extra time if you’re going somewhere. The Roads and Safety and Traffic Watch Committees as well as the office will work with the contractor to minimize disruptions.

I’ve heard a quite a few comments from fishermen about how clear the water was this Spring and the number of big fish being caught. The weather certainly had a major impact but let’s take credit for our efforts to help keep the lake clean. Our annual water quality reports show improving conditions. Keep up the good work! Don’t over fertilize your lawn. We have banned phosphorous in fertilizers used in the lake but, nitrogen in fertilizers is also very harmful to the lake and fish. Properly maintained lawns do not require lots of fertilizer. Fertilize only in the Fall when your fertilizer (and cash) won’t wash away. Consider using a mulching blade on your mower when you cut instead of raking your grass clippings. It will help your lawn and eliminates a disposal problem. Cut your grass to a length of 3” or

more. Cut the grass in your front swale longer than your lawn but don’t let it get overgrown. Mulch leaves, use them on your garden or compost them. They’re good for your plants and cheap too! Reminder – you’ll read a lot in the Lake Meader about “green initiatives”. Planting native plants in your swales will help the lake. Scholarship Winner: Nine years ago, the Homemakers began presenting Scholarships to a deserving Bermudian Springs High School Senior, totaling $5,000 so far. This year, our Scholarship was awarded to Adam Stehley, son of William Stehley and Stacey Linebaugh. Adam graduated from Bermudian Springs High School this spring and plans to attend the University of Pittsburgh, majoring in Actuarial Mathematics. Adam and his parents attended our May meeting where he read his winning essay, “How Do You Feel About Service to the Community?” Chairperson Connie Stup then presented Adam with the $1,000 award. We wish Adam all the best in his future endeavors.

Local Charities Benefit: Our membership approved donations this spring totaling $1,625.00, the total proceeds from our last fall and this spring dances. This year’s benefactors were: Lake Meade Fire Company,

All LMPOA committees are very concerned with the improvement of both our lake water and our air quality. The passage of the Burn Regulation, which prohibits the burning of leaves and yard waste, is a huge step in improving air quality. It enhances the existing regulation which prohibits the burning of household trash. In addition, there are several easy and very beneficial practices that property owners can do to improve the environmental health of our community. Mulching grass and leaves saves time, money, and a lot of work. It takes less time and work to mulch leaves and grass than to bag and put them at the curb or haul them to a dumpster. You are also fertilizing the lawn with a natural fertilizer and saving money by not buying a chemical fertilizer. Mulched leaves which are left on the yard enrich both your grass and the quality of your soil, and this practice saves the money

LMPOA spends for leaf dumpsters. Another effort which will impact the water quality of the lake is to grow the grass in your swales to 12 inches. You will be helping to filter and slow the water running into the lake. Cleaner water means less algae, hydrilla, and all of the other yucky undesirables in the lake. Planting native vegetation and letting your lawn grow to 3” will also filter and slow stormwater running into the lake. These efforts also save money because through time less money will be needed to treat the lake. By working together, very beneficial results can be achieved. The lake’s water quality will improve, time and money will be saved, and property values will be enhanced. We will also have cleaner air, better soil, and more money for our large infrastructure projects.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. If you are having a party or gathering at your home, you should submit a party list to the gatehouse so they can admit your guests smoothly. The form is available on the web site, at the gate, or at the office.

This year Lake Meade Fire and Rescue Company is celebrating our 40th Anniversary of serving this and the surrounding communities. Your ongoing support of the company has allowed us to become one of the outstanding fire and rescue companies in Adams County. The first responders, and the general social members, put in a great deal of time and effort in attaining the highest level of proficiency in our service to you. We average approximately 10 ambulance calls and 6 fire and rescue calls per month. What is often missed in the total value of those responses is the number of hours of training and schooling it takes to be a certified first responders. They each deserve our thanks and continued support in providing this service to the community. This year will be one of major improvement in the equipment area. We just signed the contracts for a new ambulance to replace our 15 year old unit. Systems do wear out over time and we cannot afford to have a breakdown during an emergency response. We are also looking into a new combined fire engine and rescue unit to replace the current rescue vehicle. There are new standards that we will be facing in the near future that would require major upgrading of our existing 15 year old fire engine. These changes would not be cost effective in order to maintain our current fire protection grading for the community. Not only would our homes be at risk,

but our homeowners insurance premiums would skyrocket if we lose our protected status. A new fire and rescue unit would meet these standards and would allow us to maintain the current engine as a backup unit. It currently takes all our income in order to maintain our equipment, train our first responders, and provide for the fire hall. The combined cost of the new units, after the consideration of the trade in value of the existing units, will be approximately $650,000. We will be able to receive a few grants and a 15 year low interest loan. It goes without saying that the Executive Board truly feels the awesome weight of the fiduciary responsibility for these decisions. To take an easy route and postpone any decision would not only put our residents at risk, but it would also incur greater costs in the future and a loss of trade in value on the units being replaced. We have put forth a major effort in enlisting new members, increasing our community social programs, and fund raisers. You all have been so supportive of all our outreach activities. We will continue to do our absolute best in providing the services you deserve. It is our hope and expectation that working together we can meet these challenges and continue to make Lake Meade an exciting place to live.

The engineer is moving forward with design specifications for the roof project for the Community Center and it is anticipated that the work will be completed summer of 2016. The committee is researching with local contractors for the possibility of a new front window at the Marina Restaurant. If after researching with local contractors and the committee decides to move forward with board approval, the work would be done in the fall to not interfere with the busy season. Happy Birthday, USA! What a great spring season. The East Berlin Community S i n g e r s pe r fo rmed their 2nd Annual Spring Choral Concert in May at Paradise Lutheran Church. We were delighted to join them in that event. The talent in the little area of East Berlin is amazing. Our involvement with Lake Meade’s Memorial Day program was, once again, an honor. The program of remembrance this year was one of the best. Joe Schwar emceed, and it included Boy Scout Troop 88, Pastor Larry Reinertsen, the Lake Meade Choristers, and Sarah Gresens. Jane Johnston Beth Schulteis, Kathy Schwar sang as a trio. The main event was a young man, Ben Roberts, who wrote and produced a half hour film honoring his great grandfather who was killed in action in WWII. This was a fundraising project for PA Wounded Warriors who was represented by its founder, Helen Sajer. We’re proud to be part of Lake Meade who supported this effort by raising almost $1900. It’s also great to have been invited to add to Adams Electric’s 75th Anniversary festivities on June 27th at Gettysburg High School. Our rehearsals are the 2nd and 4th Saturdays at 9:00 a.m. in the Community Center Lounge. Oh, and look for us cruising the lake on July 4th, weather providing. The Lake Meade Orchestra plans to entertain at your corner of paradise for a little bit.

Communications Committee News Hello fellow members! The Communications Committee is seldom heard from in article form. You do hear from us bi-monthly in the form of the Lake Meader. I would like to let you know that the Communications Committee is busy and we are always looking for more members to join our Committee or just stop by to observe and have input in a meeting. As our primary function is to communicate, with you the member, the Committee has taken a serious topic to relay to the membership this issue. While our greatest asset is the membership we can all agree we would not be the community of Lake Meade without Lake Meade. Many articles have been written on boating safety and safety of towing a person or craft. Little has been written on the actual safety of your watercraft. Recently, the Coast Guard Auxiliary conducted a Vessel Safety Check Inspection at the Marina Complex. Due to the positive response of this event a second date has been scheduled for July 25th. While this is not a requirement to operate your vessel on Lake Meade, it is important for your vessel to be safe. Why not stop over and have a set of fresh eyes take a look? This offering is free of charge and no citations or fines can or will be levied. Just free advice! Wishing you a happy summer season,

Lake Management, Watershed and Source Water Protection

The lake is full of water, fish, wildlife, people and boats. What a grand spectacle!

THE LAKE NEWS: Did you miss the volunteer, free vessel safety inspection last yard sale weekend? The US Coast Guard Auxiliary set up at the Marina. They’re making plans to return in July, so keep on the lookout.

What fish are in the Lake? How many? How big are they? Did any undesirables sneak in? Those questions and more should be answered this fall. Aquatic Environmental Consultants have been working with us in Lake Meade for decades. It’s time for our periodic survey; the last one was done in 2010, so they have been commissioned to do the survey, report and provide expert opinion. We look forward to that again. We’ve not had as much rain through April and May as usual, and this provided a glimpse of what our lake’s water might look like without the mud from Mud Run, and lakeside runoff. Now it wasn’t the Caribbean mind you, but the clarity

actually allowed seeing 2’ – 3’ down. People were reporting “seeing fish swimmin’ around.” Wouldn’t that be fantastic if that were the norm? In combating the sub-urbanization of the landscape there are few easy fixes. The tradeoff of the park-like settings with some degree of lake degradation vs. pristine conditions is a tough balancing act. However, we’ve learned that we are making a difference. The nitrates in the lake are down, and the phosphorous is not increasing. Here’s how you can help: • Keep litter, leaves, and chemicals out of all ditches and

swales; • Maintain lawn grass around 3”; vegetation in swales

longer; • Use silt fence around disturbed soil; • No phosphorous fertilizer, and if fertilizing at all, apply

it in the fall using a lower nitrogen formula; • Slow down the storm water running off your piece of

heaven. This is a update regarding the dam project. We continue to interview engineers, and several of us toured a lake that is undergoing dam rehabilitation that is similar to what’s prescribed for us. We hope to finalize proposals for options sometime this summer. Enjoy our grand July 4th celebrations and the rest of summer! Be safe out there.
