I am looking forward to my fourth year as superintendent of Lakeview Community Schools and the challenges that come with this position. I would like to take this opportunity to welcome back our staff and students and welcome any new families to our district. The Board of Education, the administration, and staff of Lakeview Community Schools would like to take this opportunity to invite you be a part of our school family. We also would like to thank all of those who have volunteered, given donations of all kinds, and have been involved with the district; as you are a contributing factor in making Lakeview Community Schools successful for our youth. If you are interested in participating in our District Excellence process, the building school improvement process, or volunteering, please contact any of our building principals or central office at 989-352-7221. Most district decisions are decided during the District Excellence and School Improvement process. I would strongly encourage anyone interested in helping shape the direction of Lakeview Community Schools to contact our building administrators. Lakeview Bond Related: February 26, 2013 marked a critical moment for Lakeview Community Schools. After months of conversations and campaigning, the community voted to support our bond for building improvements, technology upgrades, buses, additional classrooms at Bright Start Elementary and roof replacement throughout the district. Bond activities to date include: The district has purchased (7) seven busses with proceeds from the February bond. The bus garage and maintenance facility received a much needed upgraded. The buildings were reinsulated, siding was added and the maintenance facility received a new roof. Technology throughout the district is nothing less than state-of-the-art. Upgrades include: new cabling throughout the district, new servers, increased wireless access points, overhead date projectors in every classroom (with surround sound) and we will be rolling out a 1:1 initiative for every student in grades K-12. Lakeview Elementary (formerly Bright Start) will be the home for our Pre-K through 3 rd grade students this fall with the addition of 9 new classrooms and a gymnasium. The grand opening is scheduled for Wednesday, August 20, 2104 from 5:30 p.m. – 7:30 p.m. Please join us to celebrate! Each building has received selective door replacement and brand new secure entries. The fall of 2014, demolition on the old elementary will begin. Central Office, two classrooms, and the gymnasium will be the only structures that remain after demolition. We are currently finalizing summer 2015 work which will include windows, science lab work at LHS and reworking the parking lot surrounding Lakeview Middle School. Safety and Security: Lakeview is committed to ensuring a safe and secure educational experience for our students. Measures we have taken to reach this priority include: Established a shared service agreement with the Village of Lakeview for a School Resource Officer Security Cameras are strategically located throughout the district (including on most of our buses) Professional Development/training on intruder awareness and response tactics for all of our administrators and staff. Our most recent intensive training occurred on June 26 and June 27 at Lakeview High School. Established an anonymous tip-line on our district website to allow students and families to report critical issues via email. This can be found at the top of our district homepage and is title “LCS Incident Reporting”. Please keep in mind, that this is an additional option and personally contacting someone in authority is the fastest measure to address a safety/security concern. Lakeview Elementary and Middle School 4th/5th Class Lists Families should have received a letter indicating the class their child will be in for the 2014-15 school year. If you did not receive a notification, please contact the appropriate school of- fice (elementary or middle school). Thank-you!

The first day of school: 4th and 5th graders please report to the classroom

6th graders to the cafeteria

7th graders to the gym

4th grade orientation is scheduled for Tuesday, August 27th from 4:30-5:00 p.m. Parents and students should report to the gym at 4:30 p.m. for a brief

meeting. We encourage all incoming 4th graders and their parents to attend. Immediately following this meeting will be an “Open House” where students

and parents can tour the building and visit their child’s classroom.

5th, 6th and 7th grade Open House is scheduled for Tuesday, August 27th from 4:30-6:00 p.m. We encourage all students and their parents to attend.

Schedules will be available in the school lobby.

The program is very informative regarding Middle School expectations, tours of the building, and an introduction to the staff.

*School Pictures will be taken Tuesday, September 17th this year with retakes on October 29th. Picture packets will be handed out the first week

of school. All students should make sure to have a photo taken for their I.D. cards. Students may purchase picture packets additionally.

Letter from Kyle R. Hamlin—Superintendent continued Other Information: The transportation department will be mailing a letter out to each family the week of August 18, that will outline your child(ren)’s bus schedule. Your child(ren)’s routes are developed on the child(ren)’s home address. If you require a pickup/drop-off location that is different from your home address, please contact the transportation department at 989-352-7221 ext. 4000 prior to August 25. We encourage and welcome the support of volunteers in our buildings. For the safety of our students, our school board policy requires any volunteer who works with or has unsupervised access to students shall be screened through the Sex Offenders Registry (SOR) list, the Internet Criminal History Access Tool (ICHAT) criminal history records check and the Offender Tracking Information System (OTIS) prior to being allowed to participate in any activity or program. If you are interested in working as a volunteer, please contact any of the building secretaries. They can answer any questions and guide you through the process. Again, please come and join our school family and be part of the process that will ensure our children’s preparation for the world of tomorrow. We look forward to September 2, when our buildings come alive again with our children. Enjoy the last few weeks of summer vacation.

Lakeview Community Schools is Committed to Helping Homeless Students

Lakeview Community Schools provides assistance to identified homeless families and unaccompanied youth. The federal No Child Left Behind Act emphasizes the

McKinney Vento Homeless Assistance Act as an integral part in aiding students and families in these situations to prevent academic failure and promote success

through graduation.

Who is homeless? Homeless, as defined by the McKinney Vento Homeless Assistance Act, means individuals who lack a fixed, regular, and adequate nighttime resi-

dence. This includes families that are doubled-up and youth not living with a biological parent or legal guardian.

What causes homelessness? Natural disasters, divorce, death, illness, poverty, and abusive situations all contribute to homelessness.

What can the school do to assist those in homeless situations? The school has an identified Homeless Liaison, Johanna Rentschler at Lakeview Middle School. The

school Homeless Liaison can assist identified homeless students with free breakfast and lunch, transportation, school supplies, enrollment in school and programs,

and information regarding area support organizations.

Parents, Do You Know You Have These Rights?

Parents of children that attend Lakeview Community Schools are encouraged under the “No Child Left Behind” Act (NCLB) to understand their rights in regards to school options for their children. Lakeview Community Schools is pleased to collaborate with the federal guidelines by sharing these rights with the entire community, not just parents. The following documentation and information can be accessed through Central Office or on the District website at www.lakeviewschools.net. Please send all requests in writing to Kyle Hamlin, Superintendent, Lakeview Community Schools, 123 Fifth Street, Lakeview, MI 48850.

• Parents have the right to request the qualifications of their child’s teacher.

• Parents have the right to review the district’s annual report to locate academic achievement data from each building and the district.

• Parents have the right to review the district excellence plan or building plans to locate information on district/building goals, strategies, and timelines.

• Parents have the right to attend any and all district or building school improvement meetings.

• Parents will be notified by the district after four weeks if their child’s teacher ( in a Title I Building) has not yet met the definition of “highly qualified” and what the district is doing to assist the teacher in meeting that federal

requirement.

• Parents have the right to request information about what the State and District are doing to help schools that are in program improvement.

• Parents have the right to request the information regarding school transfer options.

• Parents have the right to request information on supplemental service providers and options.

• Parents have the right to know: Lakeview Community Schools protects the rights of homeless children, youth, and families by assisting with school enrollment, transportation, student services, and educational programs.

Pesticide Application Notification Lakeview Community Schools are required by state regula-tion 637 to ask if parents would like to be notified of any pesticide application that might be needed in their child’s school. Please be advised that pesticide applications will be scheduled when students are not in the buildings. Inspections are planned on a quarterly basis and applications of pesticides are then scheduled, if needed. In certain emergencies, pesticides may be applied without prior notice, but parents will be provided notice following any such application. Precautions will always be taken to insure the safety of the students. Ms. Gregory’s 3rd grade summer school class took a walking field trip to the Lakeview Area Museum and Lakeview Department of Public Works. The students were able to explore many artifacts from Lakeview’s past and were able to view the equipment used to care for the town of Lakeview. The students were excited about this experience: Lane R.- “I liked the fire trucks and the museum.”, Taylor- “I liked the museum because there was a lot of stuff that I didn’t know about back then.”, Lillian- “I liked the fire trucks. They were red and they help people get out of their houses when there is a fire.”, Elaina- “ I liked the museum because it was a really cool place and you get to learn about the past.”, Kaedyn- “I liked the museum because you got to touch some of the stuff. I liked the materials they had.”, Caleb- “I liked the big fire trucks.”, Aiden- “I liked the fire trucks and the museum.” Thank you Sharon, Jim, Brian and David!

NOTIFICATION OF RIGHTS UNDER FERPA

The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are: (1) The right to inspect and review the student’s education records within 45 days of the day the School receives a request for access. Parents or eligible students should submit to the school principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect. The school official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. (2) The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA. Parents or eligible students who wish to ask the school to amend a record should write the school principal (or appropriate school official), clearly identify the part of the record they want changed, and specify why it should be changed. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. (3) The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the school

has contracted as its agent to provide a service instead of using its own employees or officials (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official

committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. (4) The right to file a complaint with the U.S. Department of Education concerning alleged failure by Lakeview Community Schools to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are: Family Policy Compliance Office U.S. Department of Education 400 Maryland Avenue, SW Washington, DC 20202-5920 FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA) The Family Education Rights and Privacy Act (FERPA), a Federal law, requires that Lakeview Community Schools, with certain exceptions, obtain your written consent prior to the disclosure of personally identifiable information from your child’s education records. However, Lakeview Community School may disclose appropriately designated “directory information” without written consent, unless you had advised the District to the contrary in accordance with District procedures. The primary purpose of directory information is to allow the Lakeview Community Schools to include this type of information from your child’s education records in certain school publications. Examples include:

• A playbill, showing your student’s role in a drama production

• The annual yearbook

• Honor roll or other recognition lists

• Graduation Programs

• Sports activity sheets, such as wrestling, showing weight and height of team members Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without a parent’s prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, two federal laws require local educational agencies (LEAs) re-ceiving assistance under the Elementary and Secondary Act of 1965 (ESEA) to provide military recruiters, upon request, with three direction information categories—names, address, and telephone list-ings—unless parents have advised the LEA that they do not want their student’s information disclosed without their prior written consent. If you do not want Lakeview Community Schools to disclose directory information from your child’s education records without your prior written consent, you must notify the District in writing by De-cember 12, 2014. Lakeview Community Schools has designated the following information as directory information: Student’s name, address, telephone listing, electronic mail address, photograph, date and place of birth, major field of study, grade level, dates of attendance, participation in official recognized activities and sports, weight and height of members of athletic teams, degrees, honors, and awards received, and the most recent educational agency or institution attended.

Two Time National Champs - Robert Cornell, John Hallada and Brandon Kade A small town can rarely boast of a state championship team, and even rarer is to earn the distinction of a national championship team, but Lakeview has the privilege of doing so, not once, but twice. Lakeview High School Freshmen, Robert Cornell, John Hallada, and Brandon Kade recently competed in June at the Michigan State Skeet and Sporting Clays State Shoot and became twice Clay Target Shooting National Champions. Not only are they elite sportsmen, but they are also elite scholars who qualified for the SSSF/NRA All-Scholastic Team. At the 2014 Michigan-based competition, they ranked first, second, and fourth, and overall their team was number one for the Michigan Skeet and Sporting Clays competition advancing them to the national championship held in Sparta, Illinois. Having won in 2013, the young men again competed and were able to re-claim the team title of national champs in July of 2014. While the young men participated as a team, the Scholastic Shooting Sports Foundation tracks results individually as well. Robert earned the number one national ranking; John was fourth and Brandon was eighth. These young men also had the distinction of being a feature article in the June 2014 edition of sports magazine, Woods-n-Water for being 2013 National Champions. The feature article discussed their commitment and level of practice and expertise in order to be competitive at the state and national level. The boys took first in all their competitions this year, and recently Brandon stated, "As the 2013 National Champs, we really felt like we had a target on our backs this year. Everybody wanted to win. It was incredible to win it once, and the second time was even better."

Lakeview Community Schools would like to extend our congratulations on the academic and shooting achievements of these young men. We are all so proud of their hard work, dedication and diligence to their academics and their sport. If you see Brandon, John or Robert around the commu-nity, be sure to extend your congratulations to the twice Scholastic and Clay Target National Champions in recognition of their achievements.

Runfest Information

On Sunday, September 28th, 2014 the fourth annual Wildcat P.R.I.D.E Runfest and 2nd annual Heath fair and obstacle course will begin at 1 pm. The kids races will begin at 1:30 pm this year, and the 5k run/walk & 10k run will begin at 2 pm. Register at Webscorer.com or mail in form to address provided. Debt Levy Update Lakeview Community Schools is allowed to levy up to 7 debt mills annually, and we are pleased to announce that this year our levy is 6.4 mills. We work closely with our bond counsel, Thrun Law Firm P.C., to make sure we only levy what we need to pay our upcoming bond payments. It is very exciting to see all of the improvements being made with the latest bond passing, at Lakeview Community Schools, and we would once again like to thank our taxpayers for your continued support!! Please Vote November 4th—Millage Renewal Soug ht On Tuesday November 4, 2014, we will be asking voters to renew 18.68 mills of non-homestead operation funding. This is a four year renewal of a proposal, which was previously passed in November of 2011. In order to maintain daily operations, of the district, it is critical that this initiative passes. School funding in Michigan is based on per pupil funding set by the State legislature. However, before the State pays anything to a local district, they first deduct the amount that would be raised from 18 mills of locally voted non homestead taxes. It is assumed, by the State of Michigan, that this money will be collected, and if the funding is not collected the State will not make up the difference. By law, we cannot collect more than 18 mills, however, if we only ask for 18 mills we may be subject to loss of funding due to Headlee Rollback. By asking for 18.68 mills, if we have encounter Headlee Rollback in the four years of collections, the overage allows for us to still ask for 18 mills. For most people this millage request will not apply. Non-Homestead represents industrial, commercial and some agricultural property, along with “second” homes. It does not include a family’s primary residence. Again, this is a millage renewal, which will not be more than 18 mills, and is what you are currently being taxed.

LAKEVIEW COMMUNITY SCHOOLS ASBESTOS NOTIFICATION LETTER AUGUST 2014

Dear Parents, Teachers, and Residents of the Lakeview Community Schools: This notice is to inform you that the Lakeview Community Schools District has an asbestos management plan available in the main office of each school building and a second copy of each plan in the Maintenance Building. The management plan contains information regarding the location of asbestos-containing building materials (ACBM) in all school buildings, the condition of the ACM and a plan for dealing with the ACBM. At least once a year the district will inform you in a similar manner about asbestos activities including: re-inspections, periodic surveillance, response actions, and post-response action activities that are planned or in progress. The following asbestos activities are currently planned for the schools. Re-inspection: A re-inspection of all district buildings is required by law every three years. Our last re-inspection was conducted on June 27, 2013. Periodic Surveillance: Once every six months, ACBM must be visually inspected for changes in conditions. This will be performed by the designated person. Our last periodic surveillance was performed on February 8, 2014 Response Actions: These are activities designed to reduce or eliminate the potential for asbestos hazards. Other ACBM will be repaired if damaged, and will be maintained by district maintenance personnel in accordance with the district operations and maintenance program (O & M). Dear Lakeview High School Students and Parents:

Welcome to the 2014-2015 school year! We are excited to share this informa%on with you so you will be ready for our opening day.

School is scheduled to start on Tuesday, September 2nd, at 7:45 a.m. Dismissal will be at 3:00 p.m. All students will report to the gymnasium for a welcome and informa%on orienta%on program. The remainder

of the school day will consist of a shortened version of the normal schedule. Copies of the opening day schedule will be available upon arrival to school.

New student/8th grade LHS orienta%on is scheduled for Wednesday, August 26th, from 6:30-8:00. We strongly encourage all incoming 8th graders/new students, and parents to a3end. The program is packed

with informa%on regarding school expecta%ons, student schedules, and tours of the school building.

We will be having our first home varsity football game versus Tri-County on August 29th, beginning at 7pm. Following the football game, we will be having a welcome back dance for 8-12th grades. The dance

will be from 9-11:00 in the high school cafeteria and will cost $5 per student. Hope to see you at the dance and the first home varsity football games of the year. Parents that would like to help chaperone this

Our school pictures will be taken September 9th this year and picture packets will be handed out the first week of school. Retake date is set for October 28th. All (8-12, even seniors that have senior pics taken

elsewhere for later purposes!) students should make sure to have a photo taken for I.D. cards and may purchase picture packets addi%onally. I.D. cards are used in the cafeteria and to enter dances among other

things throughout the school year. 8th graders coming from the middle school should bring the old I.D. card that was issued last year un%l the new card arrives.

Student vehicle registra%on and parking permits will cost $10.00 this year and students will be required to register their vehicle (even if you are only driving part of the %me), as they have in the past. Students

are encouraged to come into the high school office beginning Wednesday, August 25th, at 8am to fill out the form and choose a numbered parking space. Please know make, model, license plate number and

color of the vehicle you are registering. You will not be able to purchase your permit without COMPLETE informa%on. Students are required to review driving rules and regula%ons and strictly adhere to the

expecta%ons. If vehicles are not registered properly, they may be subjected to towing with the owner being responsible for the charges. Prime parking spaces go quickly and are sold first come, first serve.

Students may purchase annual parking permits from the high school office for $10. Stop in and pick up your forms. Permits will be available beginning August 14 at 8am. Fall sports that are offered to our high

school students this year are football, volleyball, girl's golf, Cross Country, boys' soccer, and cheerleading.

Lakeview High School Counseling Office News — Mrs. Kathy Marshall, Counselor

Students and Parents will be able to view their fall schedules in mid August on Parent Connect, once the system is “rolled over” so that the 2014-2015 school year replaces the old year. Printed schedules will also be available for students to pick up at the high school beginning August 18 and will be available in the gymnasium on the first day of school. Drop and Add be-gins on August 18 and will continue until September 10. Drop and Add Request forms will be available on the table outside the counseling office. Parent signature will be required. The 2014-2015 Schedule Matrix that shows which classes are offered each period will be available in mid August at www.lakeviewschools.net under Counseling Services. New Student Orientation for 8th and 9th grade students will be held August 26 at 6:30 pm. Students and their parents are encouraged to attend. Older students who are new to LHS are also welcomed. New students can register in the counseling office in August. The office will generally be open from 8:00 am to 3:30 pm Monday –Friday. However, the counseling office will be closed the morning of August 26 for staff meetings. Parents need to bring a copy of their student’s birth certificate and proof of up to date immunizations in order to enroll. Parents will also need to provide proof of residence in the district, such as a driver’s license or rental agreement. Schedules will be developed for students once the required paperwork is complete. Seniors and their parents will receive their graduation audit in the mail by mid September. This report will indicate which classes the student needs to take in order to graduate and will notify parents if there are problems in completing the graduation requirements on time. Senior parents can call Mrs. Marshall at the high school (352-7221 ext 1007) with any questions. Miss Kelsea Solo, our College Advisor, will be returning to LHS and will be helping seniors complete their college admissions and financial aid. She will also be working with underclassmen to develop career plans and college preparations. All students are welcome and encouraged to stop in talk with her. She will be at LHS Tuesday, Thursday, and alternate Fridays. Seniors who would like to raise their ACT scores for college admissions can retake the ACT on October 25 and/or December 13. Students must register online at www.actstudent.org. using Lakeview High School’s code of 232-260. Miss Solo is happy to help students register in her office. Generally, seniors do not need to retake the writing portion of the ACT. The cost of retaking the ACT is approximately $35 without the writing and $50 with the writing. Updated fees are available on the ACT website. Students will need to travel to their choice of one of the local colleges to retake the ACT.

TRANSPORTATION INFORMATION Currently, we are working on bus routes for the upcoming school year. Parents can expect to receive individualized routing information in the mail during the week of August 18th. Please note: Students will not be allowed to ride any bus other than their assigned bus. Lakeview Elementary has moved— It is located at 9497 Paden Rd. (previously Bright Start Elementary). Elementary Students within the Village Limits that currently walk (per board polic y) can board a shuttle bus from the middle school at 7:45 am. They will be brought back to the Middle School in the afternoon by shuttle bus at 3:25pm. Food Service News, Carla Cooper, Food Service Director The food service teams are excited to welcome the students back to our cafeterias for this new school year! The teams will be completing some training days to be fully prepared to supply healthy and delicious meals for the students. The food service is taking steps to be USDA compliant in the time line given to school districts. This transition will provide the district with a great opportunity to improve the health of their children, prepare the district for future anticipated regulatory changes and support positive perception of the food service program in the current child nutrition environment where nutrition in schools is highly scrutinized. The food service teams will be working this school year in assuring that students have access to whole grains, dark green and orange vegetables, legumes, low fat sugared cereals and other healthy items to place on the menus. We will try to expand the healthy products that we offer and Chartwells is developing new recipes to support our efforts to follow the guidelines. We also try to offer locally grown produce when it is available. Cherry Capitol Produce is located in Traverse City and many of our produce products are delivered from this company. This company includes produce grown right in Michigan and we are proud to support this program. July 1, 2014 was the date that the new Smart Snacks in School rule went into effect. Students throughout the school district will see changes in the snacks they are served at school. This stems from the Healthy, Hunger-Free Kids Act of 2010, which required the USDA to establish nutritional standards for all foods sold in school. New standards will require schools to serve snacks whose main ingredients are more whole grain, low fat dairy, fruits, vegetables and protein. The rule also limits the amount of sugar, fat and sodium content in foods. Student meal prices are as follows: Adult breakfast meals are $1.50. Students at the High School, Middle and Elementary schools will receive the universal breakfast, which is free to all students. Elementary lunches are $2.00 for full pay students in grades K-3, $.40 for reduced priced students and free to those that qualify. Students in grades 4-12 will pay $2.30 for a full pay lunch, $.40 for reduced priced students and free to those that qualify. Milk price is $.45. Adult lunches are $3.00 If you have not received an application for free or reduced priced meals, please call (989) 352-7221 x2203. Free lunch applications may be filled out at any time throughout the school year. Applications are available at the offices of each school, at the cashier’s stands, in the food service office, on the web page, in this Lakeview Link, and families can also request a form to be mailed as well.
