At the centre of LEGEND is a Core Land Support Team What we do
LEGEND resources support thinking and decision-making on potential new DFID land programmes by assisting country offices with scoping, design, review and underpinning analysis.
ODI leads a Knowledge Management facility to supply technical expertise, review evidence and DFID’s land portfolio, and coordinate a UK Land Policy Forum.
IIED provides legal and cross-disciplinary expertise on land investment and local-to-global networks for sustainable land policies and responsible business
IDS and PLAAS together bring land-related research skills from across Africa and of global reach
NRI provides technical leadership across the programme
Additional technical expertise from DAI & Cloudburst (USA)
KPMG provides programme and financial management, and will manage a Challenge Fund to promote innovation in civil society collaboration with business and governments and demonstrate lessons
The team provides overall management supports, oversite and backstopping to a group of DFID global partners

World Bank: DFID funding for data collection tools for
country-level land monitoring, impact assessment,

LEGEND • A new DFID central programme: “Land: Enhancing Governance for Economic
Development” designed to mobilise knowledge and capacity for design and
delivery of new country programmes, improve governance of land as a
fundamental and inclusive basis for economic development, and strengthen land
and property rights at scale.
• Weak land governance and insecure property rights constrain economic development – and
land offers opportunity to enable and drive inclusive growth.
Through building policy coherence globally and stimulating innovation across civil society,
private and public sectors at country and local levels, LEGEND aims to improve the quality and
impact of land investments of all kinds so they contribute sustainably to growth while
safeguarding rights and opportunities for poor people, rural and urban, especially women.
DFID Priorities for LEGEND • Stronger land – property rights: 6 new country programmes that improve land governance and lead to security /
protection for land & property rights at scale
• Improved investment: at all levels, to promote inclusive economic development; with robust land rights safeguards and local economic linkages for large-scale land investments.
• Better knowledge and evidence on land: better use of it by governments, private sector, civil society, international agencies in programme / project design and policy debate.
• Promoting coherence and alignment amongst partners on VGGT implementation and the global land agenda.
For DFID land sits under economic development and the PM’s ‘Golden Thread’ of open societies and open economies. Relevant priorities of the Secretary of State include:
• impact for women and girls
• fighting corruption
• strategic influencing to change the international rules of the game towards impact on sustainable economic development and eradication of extreme poverty.
