• National Policy requires every council to identify enough suitable land to provide housing for 5 years. Councils are required by the government to significantly boost the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development.

• It has been recently confirmed that Herefordshire Council do not have a 5 year supply of housing.

• It is clear there is a substantial housing shortage in the district required to meet the present and future needs of the communities within Herefordshire. Approval of this scheme will help towards addressing this housing shortfall.

Why is the site suitable for development?Clehonger provides opportunities to help meet the housing shortage within the rural area around Herefordshire. The site is sustainably located with easy access to Hereford Town Centre, development here will help support the existing community facilities such as the primary school, existing community amenities and public transport network.

Herefordshire Council provide supplementary planning guidance on Design and Development requirements. This guidance seeks to assist in the creation of well designed sustainable developments that will improve and enhance the existing environment and will be referred to within the design.

Guidance includes details on:

• Securing high standards of layout and design within new developments.

• Respecting the setting, local identity and character of the area.• Creating places that are easy to get to and move through.• Enhancing and retaining existing natural features.

The Herefordshire Landscape Character Assessment (2004) provides a detailed assessment of the landscape character around the county of Herefordshire. The site falls within the area designated as Principle Settled Farmlands.

Key characteristics of Principal Settled Farmlands include:

• Settled agricultural landscapes of dispersed, scattered farms, relic commons and small villages and hamlets. The mixed farming land use reflects the good soils on which they are typically found.

• Networks of small winding lanes nestling within a matrix of hedged fields are characteristic.

• Tree cover is largely restricted to thinly scattered hedgerow trees, groups of trees around dwellings and trees along stream sides and other watercourses.

• A notably domestic character, defined chiefly by the scale of its field pattern, the nature and density of its settlement and its traditional land uses. Hop fields, orchards, grazed pastures and arable fields, together make up the rich patchwork which is typical of Principal Settled Farmlands.

Visual AnalysisThe site comprises five fields, of which four are pastoral and a further consists of an existing mature Orchard. To the north of the site the land drops towards the Cage Brook, and B4352, which defines the northern boundary of the site. Cage Brook lies within a well wooded corridor that runs east to west north of the site. The eastern boundary is bordered by a well maintained mature hedgerow. The southern boundary is lined with mature vegetation and trees which become a well maintained hedgerow towards the eastern field parcel along the B4349.

Existing mature trees and hedgerows contain the site and significantly restrict views from the open countryside to the north and west, longer distant views of the ridge to the west are possible. A number of adjacent properties will have views towards the site but these views will be effectively filtered by existing hedgerows and new tree planting along the site boundaries.

The development is set back from the northern boundary to retain the setting of Cage Brook. New planting within this area will comprise native species and be designed to complement the character of the surrounding landscape.

The village shows relatively little growth within the area until the 1975-1981 map. This illustrates the rapid of expansion of the village with a large estate appearing south of the B4349. The 2002 map shows a small amount of further infill development within the village. There has been little significant development since 2002.
