Celebrating 30 Years of Greening the NationSalam One Malaysia, and greetings to all ILAM members and faithful readers.

As I begin this note, I would like to inform all of our readers that the 30th Anniversary of ILAM recently took place on the 24th of September, 2011. This date was identifi ed as the starting point for year-long celebrations, with exciting activities lined up for our members and readers to participate in and enjoy. I would like to take this opportunity to also mention that this issue of Bulletin Landskap is its 10th since the journal began three years ago. Congratulations to the editorial board and its members for their hard work.

As each year goes by, we at Bulletin Landskap feel that the 3rd and 4th quarters often seem quieter, in terms of activities, compared to the earlier part of the year. Therefore, in line with ILAM’s 30th Anniversary celebrations, this issue is packed with special articles on topics such as: ILAM – a 30 Year historical timeline; information about the newly launched National Landscape Policy by the National Landscape Department and also the latest on exciting new training programmes and courses being offered for landscape architects and enthusiasts alike.

Recently, we have experienced rapid change and development in urban centres, especially in the Klang Valley, Penang, Johor Bahru and almost every city and town across the country. However, the ever changing urban spaces and landscape can in fact be a threat to their own natural biodiversity. It has become a challenge for landscape architects to ensure the rich biodiversity of an area is preserved or restored following the completion of a new development or project. Prof. LAr. Dr. Mustafa Kamal Mohd Shariff’s report in this issue outlines his studies and observations surrounding urban biodiversity and he proposes some interesting solutions for landscape architects to ponder.

On another note, the project submission stage of the Malaysia Landscape Architecture Awards process has come to an end and we have a large number of submissions this year, all vying for the upcoming awards. We at Bulletin Landskap wish all landscape architects and their teams the very best of luck. We look forward to seeing the projects receive their due recognition at the Annual MLAA Awards Night, which will take place during the ILAM 30th Anniversary Gala Dinner on the 7th of April, 2012, at the Royale Chulan Hotel, Kuala Lumpur.

To all our members and readers, I hope you enjoy this issue of Bulletin Landskap and I wish you and your loved ones a Happy New Year for 2012. May it bring good prospects and prosperity to you and to the landscape industry as a whole.

Formation of Angkatan Landskap Arkitek Malaysia (ALAM)

The Landscape Architecture profession in Malaysia was initially formed under the name Angkatan Landskap Arkitek Malaysia (ALAM), on 24 September 1981, headed by Mr. Darwin Chaniago as the President, with a pioneer team of 9 members including various professionals, semi professionals, students and private individuals who shared a passion for landscape architecture.

Locally in Malaysia, the association was accepted as a member of the Malaysian Professional Centre (BIM) or Balai Ikhtisas Malaysia, in 1982.

1982 ALAM elects a new president

With the newly elected President, Datuk LAr. Dr. Mohamed Ishak bin Mohamed Ariff, the Director General of The Peninsular Malaysia Town and Country Planning Department, efforts to increase membership were mobilised, with a total membership of 34 by the end of July, 1986. ALAM was then represented by various professions and private individuals.

ITM starts first landscape related courses

Institut Teknologi MARA (known as Universiti Teknologi MARA, UiTM, today) offered the first Diploma in Landscape Design in the country and the first batch graduated in 1989.

Ten years later, in July 1995, the Bachelor of Landscape Architecture (Hons) was offered by the Department. Both programmes are recognised by the Public Services Department of Malaysia (JPA). The Bachelor programme is also recognised by the Institute of Landscape Architects Malaysia (ILAM).

This would not have materialised without the initiatives and discussions with the Ministry of Education, undertaken by LAr. Kamariyah Kamsah from ITM.

Formation of the Institute of Landscape Architects Malaysia (ILAM)

With increasing numbers of graduates from Landscape Architecture courses, there was a need to move the association forward to represent landscape architecture professionals. Hence, on 14 December 1987, ALAM became the Institute of Landscape Architects Malaysia (ILAM).

Amendments to the Constitution

The change of ALAM to ILAM was followed by amendments to the constitution on 18 December 1987, which was approved by the Registrar of Associations (Selangor) under the Association Act, 1966. The changes were made to increase the credibility of the group and to tighten new membership requirements in order to maintain the professionalism and integrity of Landscape Architects.

“An Urban Landscape Architecture” Seminar

ILAM organised the seminar and also participated in various international level congresses and exhibitions.

Landscape Architects’ influence on the national level

The profession of Landscape Architects was recognised at the government level. The position of Landscape Architect was established in various government departments, such as the Town and Country Planning Department, Local Authorities and State Governments and Higher Education Institutions.

Research & Management of Public Parks

With advice and suggestions from Datuk LAr. Dr. Mohamed Ishak bin Mohamed Ariff, the then Prime Minister, Tun Dr. Mahathir Mohamad, instructed that a special division for the Research and Management of Public Parks be set up at the Town and Rural Planning department, under the Ministry of Housing & Local Government office.

Recognition of the Profession of Landscape Architecture in the nation’s mega-projects

With Kuala Lumpur hosting the 1998 Commonwealth Games, several mega projects were began in Kuala Lumpur such as Kuala Lumpur International Airport (KLIA) in 1990 and KLCC development in 1992 which witnessed the strong involvement of landscape architects in their development. This was a milestone as landscape architects were recognised by the government and developers.

Joining IFLA and IUCN

The association gained international recognition by becoming a member of the International Federation of Landscape Architects (IFLA) on 26 September, 1984, at the 22nd IFLA World Congress in Sofok, Hungary and the International Union of Conservation of Nature (IUCN) in the same year.

UTM starts the first Landscape Architecture Degree

Following the increased national demand for Landscape Architects, UTM (Universiti Teknologi Malaysia) started the first Bachelor of Landscape Architecture programme in Malaysia.

A competition was called for a new ILAM logo. The final design selected was created by LAr. Phua Chin Eng from UTM.

UTM students win the first IFLA Eastern Regional Competition

Landscape Architecture students from UTM won the first prize in the International Student Design Competition, during the IFLA Eastern Regional Conference in Christchurch, New Zealand. The project, entitled “Ecotourism Project in Sungai Jelai, Pahang” was jointly submitted by LAr. Mohd Zai Kandar, LAr. Hamidah Ahmad, LAr. Phua Chin Eng, LAr. Rozinah Yacob, LAr. Suzanah Welas, LAr. Meor Abdullah Zaidi Meor Razali, LAr. Effendy Shohaili, LAr. Mohd Hatta Wan Abdullah and LAr. Sabaruddin Buang.

UTM students win IFLA International Awards

Two groups of undergraduate students from Universiti Teknologi Malaysia (UTM), won the UNESCO First Prize in Landscape Architecture for their project entitled “Proposed Ecotourism Development for Corridor of Johor River at South Eastern Johor, Malaysia” which was submitted to the IFLA International Competition for Students in Landscape Architecture under the theme of “Recreation and Landscape: The Re-created Landscape”. The proud students were Abdul Halim Muhammad Yunus, Wong Hong Wei, Shafini Ashraq Karim, Norliza Abdul Jalil and Wismarizah Rahimin.

National Tree Planting Campaign

Under the new initiatives of National Landscape Department, the National Tree Planting Campaign was launched on 3 March 1997, with a target of planting 20 million trees nationwide, by the year 2020.

UPM students win IFLA Student Design Awards

LAr. Charles Teo and Amos Ng from Faculty of Design & Architecture, Universiti Putra Malaysia (UPM), won the First Prize in the IFLA (International Federation of Landscape Architects) International Student Competition for two consecutive years – in 1998 in Bali, Indonesia, during the IFLA World Congress, the award ceremony for which was held a year later at the UNESCO office in Bangkok and in 1999, in Kangwon-do, Korea, during the IFLA Eastern Regional Congress.

The First National Landscape Day 03.03.00

The first of its kind in the world, the inaugural National Landscape Day, was declared by the National Landscape Department on 3 March 2000. This event was to be celebrated each year at national and state levels. The idea was mooted by the then Director General of National Landscape Department, Dato’ LAr Ismail Ngah. The date 03.03, or “Trees” (“Threes”) was chosen as the date to celebrate this event nationwide, each year.

Millenium Tree Planting Campaign

In the spirit of Malaysia Boleh, and to save the enviroment for future generations, a nationwide event, called the “Millennium Tree Planting”, was mooted.

Organised by the National Landscape Department, Ministry of Housing and Local Government, Kuala Lumpur City Hall and the municipal councils in all the states, and the Tree Planting Group, the event took place on October 15, 2000, to celebrate World Habitat Day 2000.

This historic event was initiated by the then Prime Minister, YAB Datuk Seri Dr Mahathir Mohamad at Taman Bukit Jalil, Kuala Lumpur. Participants from all levels of community were stationed throughout 152 locations in the country.

In tandem with a live RTM broadcast throughout Malaysia, 110,461 trees were planted in one minute at the same time, creating not just a Malaysia record, but also a Guinness World Record that still stands as of today.

M-Drive 2000

The new membership drive was started to increase the number of ILAM Corporate Members.

Landscape Architect Act

The idea of having the Landscape Architect Act was mooted by the then ILAM President Datuk LAr. Shahoran Johan Ariffin with the team members LAr. Hj. Fauzi Abu Bakar. LAr. Norhayati Salleh, LAr. Noriah Mat, LAr. Rozita Abd Hamid, LAr. Norhaliza Hanifah & Prof Madya LAr. Zainul Hakim Mohd Zain. Several workshops were held in the process to prepare the document for the Act.

Putrajaya - A Garden & Intelligent City

Putrajaya was the nation’s first city planned as a garden and intelligent city. 38% of the area, reserved for green spaces, emphasises the enhancement of the natural landscape. A network of open spaces and wide boulevards were incorporated into the plan. Construction of the city began in August 1995 and it was Malaysia’s biggest project and one of Southeast Asia’s largest, with an estimated final cost of US$ 8.1 billion. The entire project was designed and constructed by Malaysian companies. With the involvement of local landscape architects, under the leadership of the pioneer members of the Landscape Department, under Perbadanan Putrajaya such as Datuk LAr. Hj. Shahoran Johan Ariffin and LAr. Noriah Mat, Putrajaya materialised as one of the most beautiful garden cities in the region.

National Landscape Department

Under the leadership of Dato’ LAr. Ismail bin Ngah, and being the first of its kind in the world, the National Landscape Department was formed on 1 January 1996. Under the auspices of the Ministry of Housing & Local Governments Malaysia, this department was entrusted with the responsibility of greening the country. It is a department fully managed by professional Landscape Architects.

Professional Master’s Program in Landscape Architecture at UPM

The first accredited professional Master of Landscape Architecture course was introduced by the Department of Landscape Architecture, Faculty of Design & Architecture, at Universiti Putra Malaysia (UPM) in 1996.

1999 Landscape Architecture Professional Practice Course & Examination, KAIALThe first KAIAL was started in 1999 to formally certify landscape architects under a professional course and examination process. LAr. Mustapah Aris and LAr. Noriah Mat were the backbone behind this initiative.

Malaysian Landscape Architect elected to IFPRA

Dato’ LAr. Ismail Ngah was elected as IFPRA (International Federation of Parks & Recreation Administration) Asia Pacific Chairperson. Malaysia was also the host for the IFPRA2005 Asia Pacific Congress from 28 August – 3 September 2005.

Malaysia Landscape Architect Awards

The first Malaysia Landscape Architecture Awards were organised in conjunction with the 25 Years of ILAM. Today, the Malaysia Landscape Architecture Awards have become an annual affair and is now known as MLAA.

IFLA Eastern Regional Congress & LEX2002

With the collaboration of the International Federation of Landscape Architects (IFLA), ILAM became the host for Malaysia’s first congress at the international level, “IFLA Eastern Regional Congress” at Putra World Trade Centre (PWTC), Kuala Lumpur. The Landscape Trade Exhibition (LEX) was organised simultaneously from 9-12 July, 2002.

Malaysian Landscape Architect elected to IFLA Eastern Regional Committee

Professor LAr. Dr. Mustafa Kamal Mohd Shariff was the first ILAM member to be elected to IFLA as IFLA Eastern Regional Treasurer (later becoming IFLA Asia-pacific region) from 2004 until 2008.

LAMAN2004 – The Malaysia International Landscape & Garden Festival

One of the first of its kind in the country, an outdoor garden showcase was organised by the National Landscape Department and hosted by Kuala Lumpur City Hall, at Taman Tasik Perdana, Kuala Lumpur, from 17-25 July, 2004. The garden festival drew talented local landscape architects to create more than 50 stunning show gardens in the park setting. The festival attracted more than 450,000 visitors over 10 days.

2007: IFLA-CHSLA Beijing Olympic Park Visit

ILAM was among IFLA’s members who were invited by the Chinese Society of Landscape Architects (CHSLA) to visit the progress of the Beijing Olympic Park development. The team presented papers during the Landscape Architecture Symposium in Beijing, China. ILAM was represented by LAr. Mohd Fadrillah Mohd Taib, Prof. LAr. Dr. Mustafa Kamal Mohd Shariff and LAr. Charles Teo.

IFLA World Congress 2007

With the collaboration of the International Federation of Landscape Architects Malaysia & the National Landscape Department, Ministry of Housing and Local Government Malaysia, Kuala Lumpur City Hall, Perbadanan Putrajaya and Universiti Putra Malaysia (UPM), ILAM was chosen, once again, as the host for the 44th IFLA World Congress, from 27-31 August 2007. This major event attracted more than 450 delegates from 50 countries worldwide.

FLORIA2007 – Putrajaya Flower & Garden Show

The first Putrajaya Flower & Garden Show, organised in 2007, was designed to be an annual event and an avenue to celebrate the IFLA World Congress in Malaysia. Today, FLORIA has become one of the premium annual flower and garden shows in Malaysia, showcasing garden and landscape design, landscape technology and floral art.

Malaysia Landscape Architecture Yearbook 2007

The first Malaysia Landscape Architecture Yearbook was published, in conjunction with the IFLA World Congress. Thus far, ILAM has published a total of 3 yearbooks, as a collection and a showcase of the submissions for the annual Malaysia Landscape Architecture Awards (MLAA).

ALAM - Assembly of Landscape Architecture Students

The first ALAM – Assembly of Landscape Architecture Students, was organised by Universiti Islam Antarabangsa Malaysia, in 2007. Today, it is an annual gathering for students of landscape architecture in Malaysia.

Liberalisation of Service Sector

The liberalisation of the services sector started in 1995, about 14 years ago, through Malaysia’s commitment made as part of the ASEAN Framework Agreement on services and through the binding commitments made in the WTO.

In 2004, ILAM, represented by Datuk LAr. Shahoran Johan Ariffin and Prof LAr. Dr. Mustafa Kamal Mohd Shariff, has its first meeting at Yangon, Myanmar.

In the case of ASEAN, all its members, including Malaysia, are committed towards full liberalisation of the services sector by 2015 to support the realisation of the ASEAN Economic Community (AEC) by that year.

Introduction of New ILAM Membership Card

Inline with its effort to promote membership integrity and image, the new magnetic strip membership card was introduced on 1 January, 2011.

Following the approval of the Registrar of Associations, chartered Landscape Architects can now use the initial “LAr.”, alongside their name, similar to other professionals, such as the Engineers (Ir.), Architects (Ar.), and Doctors (Dr.).

SOLARE 2011- International Symposium on Landscape Architecture Education

The first of its kind, the International Symposium on Landscape Architecture Education SOLARE 2011, was organised by ILAM with the collaboration of IFLA Asia Pacific, Universiti Putra Malaysia (UPM), Perbadanan Putrajaya and Landskap Malaysia from 30 March – 2 April 2011. The symposium attracted 100 participants from 8 countries who discussed and formulated a resolution which will serve as a guideline for Landscape Architecture Education Development in the Asia Pacific region.

Hutan Kita Kiara -Community Reforestation Programme

The first community reforestation programme co-organised by ILAM, was launched by the then Prime Minister, YA Bhg. Tun Abdullah Ahmad Badawi, with more than 650 private individuals and multi-national corporations participating at Bukit Kiara Park on 15 February, 2009. On 26 April, 2009, ILAM organised a separate tree planting programme at Bukit Kiara Park, to celebrate World Landscape Architecture Month, with over 150 ILAM members participating in this programme.

ILAM Recognition from the Ministry Of Finance Malaysia (MOF)

From 2009, all practising landscape architects are now required to register with ILAM, prior to their registration with MOF. This governmental recognition is another milestone for Landscape Architecture programmes, courses and services.

ILAM joins MGBC

ILAM joined the Malaysia Green Building Confederation (MGBC) on 9 December, 2009.

Landskap Bulletin

In June 2008, ILAM started a new publication, entitled “Landskap Bulletin”. This periodical journal provides updates about the landscape architecture industry and important news for professionals and interested companies, individuals and parties. As of today, a total of 10 issues have been published, with more to come in the near future.

2008: Malaysian Landscape Architect Makes History in Mecca

Prof LAr. Ismawi Zen, was personally granted the honour by His Majesty Raja Abdullah of Arab Saudi, to form part of the architect panel for the expansion project of Masjidil Haram. He is the only panellist selected from the Asian region.

2009Landskap Malaysia

Landskap Malaysia is an independent, not-for-profit body, functioning to support the government and relevant agencies to enhance public awareness about the importance of landscape architecture and the management of the natural environment through education, technical assistance, and an advisory panel. The formation of Landskap Malaysia was the initiative of Y.A.Bhg Tun Abdullah Ahmad Badawi and Y.A.Bhg. Tun Jeanne Abdullah.

Dato’ LAr. Ismail Ngah was appointed as the CEO of Landskap Malaysia, together with other prominent Landscape Architects, acting as the panel of experts. These include LAr. Mohd Fadrillah Mohd. Taib, Prof. LAr. Dr. Mustafa Kamal Mohd Shariff, LAr. Nik Malik Zainal Abidin, LAr. Siti Zakiah Muhammad and LAr. Rotina Mohd Daik.

ILAM Joins the Social Network

In order to reach the younger generation and bridge the gap between senior and junior Landscape Architects, ILAM joins the social network platform “Facebook” and revamps its old website. Today, the social network platform has more than 2350 followers.

Amendment of Constitution & Scale of Fees

The second amendment to the constitution was carried out, after more than 20 years, which was approved during the ILAM AGM and by the Registrar of Associations. This step also includes the revision of the Professional Scale of Fees and the recognition of using the initial “LAr.” for ILAM Corporate Members.

Landscape Architect Act - On the road to realisation

The draft Landscape Architect Act was presented to the Ministry of Housing & Local Government Malaysia, following a workshop for the preparation of a Concept Paper for the Landscape Architect Act, held from 7-8 May 2011 at Puteri Resort, Ayer Keroh, Melaka. With a group of 26 professional landscape architects, consisting of ILAM council members, practitioners, and government representatives from the Ministry of Housing and Local Government Malaysia, the National Landscape Department and educators, the outcome of the workshop was for the Concept Paper to be fine tuned and used for the next step of the journey to table a completed Landscape Architect Act, scheduled for 2013.

The inaugural ILAM Fellowship was awarded during the annual ILAM Gala Dinner on 2 April, 2011, to Corporate Members who contributed and serviced the institute for more than 30 years. Malaysia to host the IFLA Asia Pacific Congress 2014

During the IFLA World and Regional Council Meeting held in Zurich, Switzerland from 27-29 June 2011, ILAM was proud to be selected by the IFLA Asia Pacific region as the host for the 2014 IFLA Asia Pacific Congress.

Launching of National Landscape Policy

The National Landscape Policy was launched by the National Landscape Department, Ministry of Housing & Local Governments Malaysia on 30 September, 2011. The policy is an important initiative in the search to find and implement effective ways to enhance the quality of life for the general population, by providing safe, healthy and clean landscapes which are a valuable asset and heritage site for communities, both urban and rural. The launching of the National Landscape Policy paves the way for the materialisation of the long awaited Landscape Architect Act.

2011 ILAM’s collaboration with UPM for Research & Development

ILAM identified a number of strategic topics which will be undertaken in collaboration with the Faculty of Design & Architecture, Universiti Putra Malaysia (UPM), as part of their research programme. The research data will be used as a valuable resource for the future development of Landscape Architecture in Malaysia.

On the 30th of September 2011, the Ministry of Housing & Local Government Malaysia launched the National Landscape Policy (NLP). This policy displays the commitment of the government towards preserving the environment and creating a better quality of life for all Malaysians.

The National Landscape Policy (NLP) is a guide to steer National landscape development, comprising strategic policies and action plans as a catalyst for the National Development Policy. With the aim of becoming “The Beautiful Garden Nation” by 2020, Malaysia’s NLP is expected to boost the country towards an all-encompassing, quality living environment, as well as accentuating Malaysia’s unique landscape identity.

This aspiration can be achieved through the preservation and conservation of natural resources, the implementation of planned development, as well as an effective national landscape management system. The establishment of a conducive and balanced living environment will encourage socio-economic growth as well as the creation of an ethical and cultured society.

The Role and RationaleThe National Landscape Policy (NLP) was formulated as an operational guide, based on the approach of encouraging sustainable ecosystems. This policy will further enhance the sustainability of the Nation’s development. The formulation of this document takes into consideration existing policies, it will complement and strengthen relevant procedures, and can be adapted in accordance with current demands and local settings.

Current Scenario

Globally, more people are moving into cities. It has been reported that more than half of the world’s population is now living in cities (United Nations, 2007) and that highly densely populated urban areas now occupy 10.2% of the earth coastal land areas (McGranahan, et. al. 2005) The reasons are many and rather obvious – economic, security, excitement, and the dream of a better place to live. As more cities are created and existing ones balloon into megacities, the natural environment continues to shrink. People become more separated from nature and the natural ecosystems that provide vital services to humans and other creatures are becoming less sustainable themselves.

We may have heard quite a bit about urban biodiversity from our readings. In many countries, this issue has come to the forefront of the Landscape Architecture profession. But what is urban biodiversity and why is it so important that it needs our support? Urban biodiversity (UB) includes the plants and animals within the built environment. This includes also the patches of land that remain idle in cities and around neighborhoods and have survived development and human activities or are in the process of recovery. Encouraging urban biodiversity is about protecting the plants and wildlife that have learned to co-exist with us in cities and protect their threatened habitats.

care?Today, it has become important to create beautiful landscapes in the form of public and private parks for people to enjoy. So much so that we may have forgotten the other aspects of the landscape that we need to care about. It is often not enough to just create beautiful places for people to enjoy but also to look beyond by contributing to the well-being and the welfare of other creatures and the world. These are very important responsibilities embedded in the stewardship espoused by landscape architecture.

We place our priority on creating new projects and thinking about rehabilitation and conservation, in the ever changing urban environment….but, do we really care?

“Lost in Transition”

We often wake up from a beautiful dream only to be brought back to reality by urban sounds of engines revving, horns blaring, and loud neighbours drowning out whatever pleasant sounds of nature may exist in our local neighbourhoods. For some, biodiversity may only exist in a memory of some great weekend outing with friends and families. For others, contact with facts or information about biodiversity may only exist on their television screens during a program about nature.

There is clearly a lack of biodiversity in our urban environment. Our cities are stale where mechanisation and sterility prevails despite laudable attempts to create parks with manicured lawns and pretty blooms. It is more an environment for transforming robots from outer space, rather than feeling, sentient humans. And if this trend continues and at the same time the biodiversity of our forests and natural environments diminishes with every development, we will pay a heavy price. We need to improve the biodiversity of our urban environment.

We favour Formal over Naturalistic

Urban biodiversity should be found not only in the parks that we create, the urban forests that we help protect, but also in the patches of neglected and leftover spaces in our cities. These patches more often than not are the remnants of the original fl ora and fauna which existed prior to development. The criticism which has been leveled is that our created parks possess poor biodiversity and this may need to be seriously investigated. It is hard to deny that our current approach to landscape design still favours the formal rather than naturalistic. We still assume the role of the “creator” rather than “facilitator” of nature rehabilitation.

Perhaps the importance of urban biodiversity lies in its contributions towards the sustainability of our urban environment. Much like biodiversity in our forests, urban biodiversity is an essential part of our complex urban ecosystem. It provides signifi cant ecosystem services such as food, water, nutrient recycling, etc. Furthermore, it also brings benefi ts to the urban communities which landscape architects serve from the aspects of environment, aesthetics, recreational activities as well as economic growth. Without these services provided by a healthy urban ecosystem, life in our cities would be more expensive as we would have to rely heavily on man-made technologies which consume energy and may produce waste that may be diffi cult for us to dispose of, such as nuclear energy.

The role and importance of plants in ecosystems and their importance to us and other beings, is well understood. In urban areas, plant communities can be broadly divided into 3 categories. These are:

• The left-over or remnant plant communities in areas that are left for special purposes such as urban forests, on slopes, and in swamps;

• The colonising plant communities that consist of new plants that are naturally brought in or some remnant plants that have managed to grow in the new environment;

• The cultivated plant communities often consisting of exotic plants that we introduced as ornamental plants and lawns in parks and private gardens.

Think as a Facilitator, not the Creator

Today, Landscape Architects have a bigger role to play in facilitating the recovery and rehabilitation of urban biodiversity. Instead of being the creator of the outdoors, perhaps we need to think of ourselves more as facilitators to ease the return of those “benchmark”* plants that will ultimately bring the ecosystems back to a healthy level of life. * Benchmark plants are those plants that were originally there before the area is cleared for development and they provide the connection with the rest of the regional ecosystems.

We need to re-sharpen our knowledge of urban ecosystems and convince others of their importance to our continued survival and the survival of other species upon which our lives depend. We need to design projects with biodiversity enhancement in mind. These include protection, reinforcement, and rehabilitation of urban biodiversity. It should be thought of as a package, together with “green buildings” and alternative and low energy designs. Low impact urban design should also be a priority in promoting conservation and restoration of urban soils and plants, reducing impervious surfaces as well as ensuring proper management of storm water.

The challenges facing us in our task to promote urban biodiversity are many but perhaps the time is right for us to revisit and update ourselves with relevant knowledge about urban ecology. With the current concern among the public regarding the impact of climate change, rising costs of living, food insecurity, and striving for a higher quality of life in our cities, it might be easier for us to convince others to employ an environmental and nature - friendly approach when attempting and designing sustainable urban living.

Landscape architects should take this leadership role by educating the public that perhaps while colorful fl owers and manicured lawns may be wonderful to view, messy or unkempt patches in cities may be more valuable in ensuring that we live well in our urban areas.

ILAM 30 Years Celebration CalendarILAM is rolling out a series of training workshops, seminars, study visits and award programmes to celebrate the 30 years of its establishment in Malaysia since 1981. The profession has gone from strength to strength and this will be an important year as ILAM will make its appearance more prominent throughout Malaysia.

ILAM Office Gets A New LookMembers can now look forward to a new look at the ILAM office. Several council members have been working around the clock to decorate and furnish the interior of the space, to prepare for the new training and meeting events which will take place from December 2011 onwards. The newly furnished meeting room will also be the venue for the upcoming 2012 ILAM workshop series.

The policy is targeted to provide a beautiful, comfortable and safe living environment as a prerequisite to improve the overall quality of life for all Malaysians.

In conjunction with the launch, there was a landscape and garden bazaar and also an exhibition about the new NLP. ILAM and other landscape related organisations and institutions were among the exhibition participants.

The NLP was earlier approved by the cabinet on 22 December 2010, with the vision to drive the country towards balanced and sustainable development and ensure national landscape resources and assets are managed wisely.

UiTM Landscape Architecture Alumni 25 Years Dinner Date: 12 November 2011Venue: Dewan Seri Budiman, Universiti Teknologi MARA (UiTM)A total of 360 UiTM landscape architecture graduates, lecturers and the dean of the faculty attended the Alumni night, to celebrate 25 Years of the establishment of the Landscape Architecture course at this prestigious institution. Over 1,500 invitees attended the gala dinner, graced by the Sultan of Perak, Sultan Azlan Shah.

Prior to the Royal Fundraising Dinner, approximately RM 2 Million had already been collected from concerned corporations and individuals. These funds will be channeled to the Pulau Banding Foundation for research and development purposes. ILAM was represented by LAr. Charles Teo.

Dr Mohd Ramzi bin Mohd Hussain (UIAM) and Dr. Izawati Tukiman (UIAM) at this event which aimed to create awareness of the importance of providing access for the disabled within built environment designs.

IFLA Asia Pacific Symposium on Cultural Landscape 2011Date: 5-8 December 2011Venue: Seoul National University (SNU)This year the symposium was attended by 22 delegates from the Asia Pacific region. (Korea, India, Taiwan, PR China, Japan, Iran, New Zealand, Thailand, Malaysia, Bangladesh and Indonesia). The event was jointly organised by IFLA APR Cultural Landscape Committee and the Korean Urban Greening Institute and hosted by Seoul National University (SNU). ILAM was represented by LAr. Dr. Nor Atiah Ismail with a paper presentation entitled, “Rural Cultural Landscapes in Urban Residential Areas”, alongside delegates from UTM, LAr. Dr. Hamidah Ahmad and UiTM Prof. Madya LAr. Dr. LAr. Nik Ismail Azlan Nik Abdul Rahman. These august figures also presented papers on Cultural Landscape issues. During the symposium, Malaysia was given the opportunity to host the 2012 International Symposium on Cultural Landscape, scheduled for December, 2012.

Workshop on The New Direction of Landscape Architecture for Higher InstitutionsDate: 30 November 2011Venue: ILAM officeA workshop on “The New Direction of Landscape Architecture for Higher Institutions” was organised and led by ILAM president LAr. Mohd Fadrillah Mohd Taib and Prof. LAr. Dr. Osman Mohd Tahir.

The event was also accompanied by a discussion, which 10 ILAM members and practitioners attended. The objective was to obtain responses about landscape architecture courses offered by the local institutions, from the perception of the landscape architects themselves. The outcome of the workshop will be passed to the Ministry of Higher Education for further action.

Among the outcomes of the discussion to be suggested to the ministry are:

To produce 2000 landscape architect graduates by the year 2020, • with the ratio of Landscape Architects to the general population being 1:15,000.The ratio of the academicians to landscape architecture students to • be 1:820 practicing landscape architects will contribute their time to help • universities to run programmes and courses, from time to time.

Bandar Malaysia International Master Plan Design Competitionwww.bandarmalaysiacompetition.comThe Bandar Malaysia International Competition is organised by the Malaysian Institute of Planners (MIP) for 1MDB to seek innovative master plan which will create a new landmark for Kuala Lumpur.

ILAM, represented by LAr. Dr Nor Atiah Ismail alongside Prof. Madya LAr. Dr. Osman Mohd Tahir and LAr. Dr Mohd Ramzi bin Mohd Hussain, is currently involved as Working Committee Members while Datuk LAr. Haji Shahoran Johan Ariffin is one of the Panel of Jury for the Design Competition”.

Access Audit in Built Environment WorkshopDate: 6-8 December 2011Venue: Dewan Sri Siantan, Perbadanan PutrajayaLAr. Sharipah Mohamed represented ILAM and worked as the facilitator for a workshop organised by KAED Universal Design Unit, UIAM, held recently in Putrajaya. The workshop allowed the participants to conduct an audit on the built elements, around Putrajaya, specifically focussing on accessibility for the disabled.

ILAM CPD Workshop(Continuing Professional Development) Date: 21 December 2011Venue: ILAM officeRealising the importance of CPD for landscape architects, ILAM organised a one day CPD workshop, aimed at discussing and understanding objectives, topics, processes and regulations and implementation plans based upon best practices of the landscape architecture industry. The workshop was attended by several ILAM councils with the discussion topics presented by LAr. Zainuddin Ya, LAr. Wan Salamatul Juita Wan Hashim, LAr. Dr. Nor Atiah Ismail and LAr. Dr. Suhardi Maulan.

Landscape Architecture Accreditation WorkshopDate: 13-14 December 2011Venue: ILAM officeA Landscape Architecture Accreditation Workshop was organised to formulate the accreditation standards and procedure for local Universities offering Landscape Architecture courses. The accreditation programme will ensure the courses on offer prepare graduates to fulfil market demands and be up to date on the changing trends in landscape architecture. The actual accreditation process will begin in 2012 throughout local universities who offer relevant landscape architecture courses.

UTM Alumni Night 2011Date: 24 December 2011Venue: Hutan Bandar MPJBT, Mutiara Rini, Johor ILAM President, LAr. Mohd Fadrillah Mohd Taib was invited, as the guest-of-honour, to officiate the Alumni Night for Universiti Teknologi Malaysia (UTM). The Alumni dinner, which was held at the park setting of the Limas House, Hutan Bandar MPJBT, was attended by over 200 alumni from UTM, lecturers and students. This was the first time UTM organised such an event in conjunction with the official launch of the Kelab Alumni Landscape for UTM.

KAIAL (Landscape Architecture Professional Practice Course and Examination) WorkshopDate: 28 December 2011Venue: ILAM officeThe changes in the landscape architecture practice and prevailing current market demands, which have shifted focus to promoting green technology and creating sustainable future designs, are among the reasons ILAM revised the KAIAL (Landscape Architecture Professional Practice Course and Examination) co-curriculum for implementation in 2012 onwards.
