Prime Ministerial Order on MRE and UXO Clearance,

dated 28 September 2016 were issued.

Launched of Sustainable Development Goal 18 by the Prime

Minister of Lao PDR H.E Thongloun Sisoulith and UN

Secretary-General Ban Ki-moon during the ASEAN Summits

on 7 September 2016. SDG provided both ambitious and

realistic aims for the Government of Lao and the UXO Sector

in order to minimize the risk of all forms of UXOs on the

people of Lao.

Lao Government has adopted a new Survey Strategy: ‘From

Survey to Safety’, this strategy will see a national Non-

Technical and Technical Survey completed over a 5-year

period.

Lao PDR has integrated UXO into the primary school’s

curriculum in 10 UXO contaminated provinces. This

curriculum aims to teach children how to live in UXO

contaminated areas, to better understand the dangers

Supplementary information

Lao PDR began its clearance activities in 1996, well before the entering into force of CCM; therefore, information provided may not conform fully with

the standard reporting format, including concerning contaminated areas in each province, land cleared in each province and quantity of each type of

cluster munitions destroyed. The Lao Government has tried its best to conform to the requirement of the reporting format, but due to comprehensive

information from some operators were not received on time, it cannot follow all the requirements.

Form G Measures to provide warning to the population and risk education

Article 7, paragraph 1

(j) The measures taken to provide risk reduction education and, in particular, an immediate and effective

warning to civilians living in cluster munition contaminated areas under its jurisdiction or control;”

1. Measures taken to provide risk reduction education

Prime Ministerial Order No.29, dated 28 September 2016 on MRE and UXO Clearance were issued,

Community Awareness Activities have been conducted (village presentations, educational films and school visits) ;

Village Volunteers undertake house to house visits to present UXO safety precautions, and present at the village level as well; the

total number of village volunteers is 520 persons (136 women and 384 men). 650 t-shirt have been printed and used by village

volunteers on MRE activities and training for UXO Lao village volunteers on MRE in Khammouane, Sekong, Champasack and

Attapeu provinces were completed. 56 village volunteers (30 female, 26 male) were benefitted from this program. In addition to

the foregoing, village volunteers:

- Take note of evidence of UXO contamination;

- Follow-up MRE activities;

- Follow-up with children who are out of school;

- Make taped presentations in the local language of ethnic communities. This is important for illiterate persons and those

who cannot communicate in Lao language.

1,420 sets3 for UXO curriculum textbooks has been printed and provided to primary school in 4 provinces (Saravanh, sekong,

Champasak and Attapeu).

Collaborated with the Ministry of Information, Culture and Tourism to conduct the broadcasting of UXO information and risk

education messages in Khammouane, Salavan, Sekong and Champasack provinces enabling people in these 4 provinces to be

reached by the signal with coverage of 100% and nearby provinces as well. In addition, when the UXO accidents happened the

message radio spot was delivered to people to aware the causes.

Production and distribution of specific materials for specific at risk groups (posters, flip charts, Story books, T-shirts, balls, sport

suits, brochures all with appropriate risk-avoidance messages, even thought kind of material is keeping the same kindly

material support as last year, but number of material provided decreasing according to funding support.

Coordinated with UXO humanitarian operators to conduct UXO awareness rising at schools and UXO impact communities. Total

2.Measures taken for effective warning of the population

Given the vast area of contaminated land in Lao, UXO warning signs have been set up in targeted project areas. But should be

expanded throughout all contaminated areas.

3,640 visits to 699 villages and 459 schools in at-risk areas, -total 261,566 beneficiaries (48,943 boys, 48,323 girls, 80,131

women and 84,169 men).

2. Data collection and assessment of the needs of cluster munitions victims (please indicate gender and age of survivors

as well as information on affected families and communities)

There were 35 accidents with 59 casualties (3 women, 19 men, 32 boys and 5 girls) UXO Victims within Jan 2016-Dec 2016. Of these, 49 were

injured and 10 were killed when compare with 2015 were increasing for 17. 67 survivors received medical treatment (and also retreatment for 18

survivors of 2015). Currently, the result of UXO Survivors Tracking Survey is available for all development partners. This result also provided to

UXO Victims Assistance operators.

3. Development and implementation of national laws and policies for implementation of article 5

With referred to UXO Sector the Multi Year Work Plan for the Unexploded Ordnance in Lao PDR (2016-2020), as a target to achievement is 1,500

UXO survivors received assistances (300 survivors per year).

5. Efforts to closely consult with and actively involve cluster munition victims and their representative organisations in

victim assistance planning and implementation

The Government of Lao PDR works closely with representatives of the Lao Disabled People Association, Lao Disabled Women, World Education,

Cope and Quality of life Association. Among other things, they have actively participated in these consultations, as well on special events including

UXO annual review meetings, UXO sector working group meetings, Mine-UXO awareness day and the celebration of the Entry into Force of the

CCM.

4. Assistance provided by State Parties to another State for cluster munitions used/abandoned prior to entry into force, as

State Parties that have used our abandoned cluster munitions which have become cluster munitions remnants located in areas under

jurisdiction or under control of another State Party are STRONGLY ENCOURAGED to provide assistance to the latter State Party

to facilitate the marking, clearance and destruction of such cluster munitions remnants.

Such assistance shall include, there were available, information on types and quantities of cluster munitions used, precise locations of

cluster munitions strikes and areas in which cluster mention remnants are known to be located.

Form J Other relevant matters: Universalization

Reporting for time period from 01 January 2016 to 31 December 2016

Lao PDR, one of the country’s most affected by cluster munitions in the globe, has done all its efforts to

promote the noble humanitarian objectives of the Oslo Convention, with a view to making the Convention universal. We

have taken every possible opportunity to promote the Convention nationally and internationally and will continue to urge

states not party, to consider acceding to it, as soon as possible, while implementing their international commitments.

With our very limited resources and capacity, we have maintained the practice of advocacy and raising UXO

and CCM awareness through interviews, articles, TV and radio broadcasts. In April and August respectively, we organized

events to commemorate Mine Action Day and the 4th Anniversary of the Entry into Force of the CCM to educate people

about the impact and danger of UXO and to re-emphasize the noble objective of the Convention. On these occasions we

called upon non states party to join the Convention. In addition, a call for the universalization of the CCM was emphasized

by H.E Thongloun SISOULITH, Prime Minister of Lao PDR during his remarks at the ASEAN Summits in September

2016 in Vientiane, Lao PDR as well as joint statement by the President of Lao PDR, H.E Bounyang VORACHITH during

the visit of the US President, Barack Obama in September 2016.
