INTRODUCTION
THE ANNUAL REPORT OF LEMBAGA GEMAWAN
“Seize the Right, Strengthen the Access and Participation, and
Ensure the Sustainability of Natural Resources Management”
The role of an organization in the social and humanitarian missions is highly
determined on the effectiveness of the vision achievement strategy, and the extent of public
legitimacy level which feels the impact. Therefore, the reflection on the works which have
been carried out, as well as the tools modification and the approaches become the necessity to
maintain the existence of the organization in order to be always ‘up to date’ along with the
dynamics of shift in space, time, issues, and needs.
2010 was a first year of Lembaga Gemawan in conducting the recommendation of
Strategic Planning which have formulated the strategic issues as the standard guide to plan
the program and activity. As an organization which is driven by the activist passion who has
big dreams to build changes, many issues need to be handled as the consequence on the
people issues. However, Lembaga Gemawan naturally has limitations that are incapable to
reach all issues faced by people. Therefor, the program and activity which were held in 2010
based on the philosophy: ‘the small work with the large impact, or act in local but impact on
global’.
Besides the programmatic works which attach to the work area division of Lembaga
Gemawan, such as the organizing of community base, the women and economic
empowerment, the local governance reform. Throughout 2010, Lembaga Gemawan also
encouraged some breakthrough programs, including the Village Forest in North Kayong
regency, Integrity Pacts in Pontianak City, and strengthen the networks for international
campaign in the advocacy framework. The mediation experience of land disputes settlement
between the oil palm company and the local society of Sambas Regency, for example now
becomes the reference for the indigenous and local society in Indonesia and even South East
Asia, when dealing with the oil palm plantation which is the fund borrower of IFC-World
Bank and a member of RSPO. Starting from the international advocacy works, Lembaga
Gemawan was once invited to convey the testimony related to the investment of IFC-World
Bank in the Global Consultation Framework Strategy on Palm Oil Sector in Frankfurt
German.

As an organization which always keeps learning and improving in order to fix the
strategy, consolidate the strength, read the opportunity and the changes momentum, Lembaga
Gemawan is certainly not spared from the shortcomings and limitations. Therefore, Lembaga
Gemawan is willing to accept any criticism, suggestion, and input for the improvement to
optimalize the thrust of changes ahead. Amen.

INTRODUCTION AND CONTEXTS
On the one hand, the annual report of Lembaga Gemawan in 2010 is a beginning journey of
the organization after conducting the Strategic Planning in March – April 2010. But on the
other hand, it formally concluded the previous Five Years Strategic Planning of the
organization. Evaluate the long journey of organization which has been worked for eleven
years. Like the journey of human being, it could be categorized into children age, but it is
different with the measurement of organization. According to the measurement of the
organization’s journey, eleven years is the growth age with young blood and the process
toward the full-grown development. In this process, the new creativity, previous years’
experiences and future prediction become references to formulate the organization’s future
strategy. Based on the organizational mandate which is carried, that is to create a strong
coastal community who is politically sovereign, economically independence, culturally
dignified, and gender justice, so that the Strategic Planning (SP) of Lembaga Gemawan in
2010 provides new direction in implementing the programs and achieving the mission goals
in the next five years, 2010 - 2015. The Strategic Planning in the next five years focuses on
the development of the Training Centre, strengthen the advocacy and assistance, it pays
attention to the special program, raise and maintain the network, and it always improves the
management for being an accountable and reliable support system.
In 2010, the partiality of Lembaga Gemawan on Women’s issues is an integral and sinergic
perspective compare to other issues. Womes are vulnerable group toward injustice, poverty,
and violence. The marginalzation that we obviously face is the economic marginalization of
women with the lack of woman’s access and control to the economic resources such as land,
credit, and market. Whereas in the daily life, we see most women work in the garden, field,
and market where they are the sellers of micro business in the informal sector. Women are
less prioritized to be given the additional knowledge to enhance their economic life, and lack
of support from the local authorities to the women’s economic development. So that, the
efforts of women group in both political and economic they conduct is seemed difficult to
develop. The women still just become political commodity for the Local Authority and far
from the expectation to be an independent and sovereign political community.
Nowadays, the global attention focuses on the issue of climate change impacts which have
shown its signal. Climate can not be predicted, the impacts on the life of human being and
earth cause apprehension to many parties. Therefore, many parties need to rethink about the
way of human manage and arrange the world with its available natural resources. The
expectation is several parties are able to use the limited resources with due regard to the
capability of social, economic, and enviromental carrying capacity.
In 2010, the dynamics have been occured amid the society in maintaining and managing the
natural resources which is currently managed, either directly as private property or communal
area which is maintained jointly by the local community. The dynamics are public’s
response toward the perspective of country in managing the available natural resources. The
country that is represented by the Government Officials seems lost the footing on how to
prioritize the natural resources management principle which is clean and proper for the
nation. The issuance of industrial permits in the large scale for the third parties is occured
blindly to exploit the available natural resources without regard to the principles of social,
economic, enviromental and proper management for the viability of Indonesian people in the
future.

The poor governance with its full corruption, collution and manipulation practices are not
only occured in the natural resources management, but it is also happened in the public
service management. It can be seen from the use of the state budget which is not maximum
for the public interest. We still view the budget leaks that occured mainly in the procurement
of goods and services, the programs are not well targeted, the management of construction
project is not transparent so that people rights to attain the best should succumb to the “illegal
quota” of political elites, bureaucracy, and entrepreneurs. Viewing the condition, then the anti
corruption programs and good governance will be a priority of Lembaga Gemawan in its
organizational history.
All effort will be achieved if all people’s power could be well organized. Thus, the
democracy that begins and ends with people sovereignty can be implemented, not like today
where the democracy is merely presented the procedural democracy, and not the substantial
democracy as it is expected.

STRENGTHEN THE WOMEN ACCESS IN THE ECONOMIC – POLITICAL
EMPOWERMENT
- Organizing and Capacity Building
The strengthening of
women access as a
perspective in all program
implementation and
strategies is strengthened by
the activity implementation
which reaches the women
group and the members
directly. The series of
activities are commenced
by the regular meeting
which is held once a month
in the villages and wards in
Sambas and Singkawang as
a part of women organizing
in the basic level. In
addition, the improvement
activity of women capacity
through the technical and strategic training also must be conducted along 2010, that is the
entrepreneurship and management training,marketing strategy, and the improvement of
product quality for the assistance group and the series of exhibitions attended by the women
group which directly contributed to the group and members. The process of consciousness
transformation is also being performed by the cadres of group, it is proven by the work which
brings good news to the empowerment process, the members by itself have established two
new groups, that is a group in Singkawang, especially in Semelagi Hilir Kecil which
established by the group of Semelagi Kecil, and a group in Sambas, in which a women group
in Sebayan established by the women group Asoka from Tanjung Mekar Village.
The further effort to strengthen the organization of Serikat Perempuan Pantai Utara
(Serumpun) is by conducting the Meeting of Serumpun to reflect a year of Serumpun and the
program evaluation. The consolidation is expected to be able to develop and strengthen the
organizing of Serumpun, to build communication and cooperation between the management
of Serumpun and Women Group in order to achieve vision and mission of Serumpun, and to
improve the strategy in order to strengthen Serumpun, which is expected to be able to fight
for the women’s interest, or at least to bring peace, justice and gender equality for the
member of Serumpun which aggregates approximately 1000 people .
Participative advocacy
Throughout 2010, the Women Group along with the members through the advocacy was
success in encouraging 40 cadres of groups who are able to be the activator in their villages
in the matters of the women’s interests advocacy and to occupy the strategic position of their
village institution. The synergy between the leadership and economic activity also becomes a
tremendous opportunity to increase their revenue, through the indication of an increase in
revenue approximately 10 % from the business of women group assisted by Lembaga
Gemawan, as the form of their advocacy toward the increase of members’ revenue. Besides,

every groups also have at least one
health cadre who related to the
improvement of women groups’
access on the health access.
Exclusively for the women group
which is able to advocate itself in
accessing the funding and aids to
the Government. In advocating,
they are able to cooperate with
other parties, for example with the
manager group of agricultural
products. The group in
Singkawang is able to advocate
itself to achieve their rights related
to their business improvement in
order to obtain the product support
tools, and one other group has been succeed achieving the certificate of Food and Drug
Administration and another group has achieved training about the household industry from
the Health Agency of Singkawang City.
Establish Networking and Market Access
As a member of the Association for Support for Female Entrepreneur (ASPPUK), Lembaga
Gemawan along with the other members of ASPPUK conduct the network expansion to assist
the Network of Women Entrepreneurs (Jarpuk) in the area of Sambas, Kalimantan by
involving the representative of the assistance group which has business to join the
consolidation activity and the Annual Meeting of Jarpuk which is expected to be able to pry
and establish the joint
commitment for the PUK
community in establishing
the women movement
through the economic
activity. The effort to fix
the women group business
is also performed by
having cooperation with
Packaging Port Pontianak
for the training. Business
Development Service
(BDS) through Jarpuk is
supported by and
synergized with the other
programs of women
empowerment which
cooperated with Cordaid and Tsadik Foundation. The activity is a business assistance activity
and the development support of women business product. The future expectation is the
companion is able to be the professional consultant for whom she assists. The women are
able to be businesswomen on account of the consultant’s services.

Several activities significantly are succeeded in encouraging the increase of product variation
which produce five new food product and one new for the weaving business. Furthermore,
the incease also occurs on the number of new members who begin new business, there are 10
people who do it. It continuously impacts on “Women Shop” in Sambas which has regularly
sold the product of women group and given savings to the Gemawan’s works and Serumpun
which is saved in the account of Ponjen the special CUSI. It is interesting about how the
increase of promotion and socilitation campaign about the existance of Women Entrepreneurs
is conducted by other parties, one of them is Ruai TV. It significantly impacts on the product
promotion conducted by the organization’s networks. Several exhibitions which are attended
to promote the products of the assistance group in Sambas for ten times independently by
women group with the networks they have and two times in Pontianak cooperated with Ruai
TV, and the products of the assistance group were also brought to join exhibitions in the other
cities, including through The 12th
Jakarta International Handicraft Trade Fair 2010 (Inacraft).
Accumulate Joint Capital through Credit Union Sari Intugin and Credit Union Gemawan
The future goals for the women empowerment and community economy can not be separated
from the development and reinforcement of the women economic infrastructure in the basic
level, village, and community through the empowerment of Credit Union Sari Intugin (CUSI)
in Sambas dan Singkawang. Credit Union Sari Intugin in the end of 2010 has assets Rp
6.787.554.307 with 1.873 members. In 2010, in order to facilitate the members with services
and for the development, CUSI
opens Service Area in Sata
Village. Meanwhile, CU
Gemawan which its head office
located in Pontianak City has
assets Rp 3.684.268.651 with
876 members. CU Gemawan is

Pesisir which is now no longer
under the advisory of Lembaga
Gemawan. The loyalty to the

the development of CU as the
financial cooperation activity
and synergized with all
programs of Lembaga
Gemawan, that is women program, Village Forest, and the people’s organization based
comodity which is being established are its own strength for the empowerment developmenet
conducted by Lembaga Gemawan.

THE VIABILITY OF WOMEN AND SOCIETY, AND THE
SUSTAINABILITY OF NATURAL RESOURCES
MANAGEMENT THROUGH THE VILLAGE FOREST
The effort to Rescue the threatened area.
The Village Forest Program which is initiated by Lembaga Gemawan along with the society
in 5 villages in the Maya Karimata Island which entirely supported by the Local Government
of Kayong Utara is a part of effort to rescue the people indigenous area which is being
threatened. Kayong Utara Regency is a new regency, creation of new Ketapang district since
2007. Observing the
tendency of the expansion
of forest and land which is
conducted in Ketapangn
District, therefore the effort
to give mutual
understanding about the
importance of area rescue
to the society and the local
government is an urgent
thing that should be done.
The selection of proposed
people’s forest system
which is taken has been
passed the long analysis
process looking at the
situation of economic,
politic, the law opportunities and the impacts on the management rights of societys. If it is
related to the prespective of women viability to achieve the opportunities in managing the
natural resources of forest which is integral part of the alignment perspective toward the
women, the village forest program becomes the choice.
Through the activities of advocacy, both lobbying, hearing, intensive communication and
meetings either formal or informal with the parties who involved in the proposal. The Village
Forest program is commenced in 2009 and it has been entered the last stage of the first year
program and the beginning stage of the second year program which has supported by the
General Directorate of RLPS, the ministry of Forestry by accepting the proposal of area
52.000 hectares of village forest proposal from the Regent of Kayong Utara 2010 to be
presente in the Ministry of Forestry in November 2010. The support is also implemented
through the meetings which is conducted officially or via electronic mail by providing
feedback about how a village area which still has forest area can be created into the area of
Village Forest. The Local Government of Kayong Utara supports the effort to discuss the
area that can be created into the area of Village Forest. The Village Forest that will be applied
in the villages located in Maya Island, Kayong Utara District is going to provide big
opportunity for women in the villages to utilize the forest products.
The participative mapping is conducted for the area which becomes the submission of Village
Forest area. The method of participative mapping in the Village Forest planning is aimed to
involve the society directly in doing the availble potential mapping in their village because it
is appropriate for them to do it since they have and manage the area. Besides the data that has

been obtained by the society, the secondary data supports for the mapping is also obtained
from the goverment which related to the data of area that can be created into the Village
Forest.
In order to complement the activity that has been enhanced by the team work in a complete
document of proposed Village Forest, to be forwarded for the Administrative Filing, lobbying
the stakeholder, negotiation,
proposal presentation, media
campaign, and informal meetings to
facilitate the submission of proposal
to accelerate the process of Village
Forest. Entering the second year of
program which is conducted, the
significant achievement is the
certainty to conduct the proposal
verification by the team established
by the Minister of Forestry.
The learning process to encourage
the verification process is also
conducted by following the
verification process of the Village
Forest in Merangin District, Jambi.
The activity is succeeded in supporting the learning process which conducted by the
verification team that performed the meetings with the related parties especially with the
Forestry Agency.
The meeting was also conducted in the Local Government, in the Forestry Agency of
Merangin District to discuss about the region map which is proposed, and to divide the team
work for the villages that will be verified. The meetings were also conducted in the sub
district with the Urban Village Head whose area is proposed to create the Village Forest.
After that, the taking of coordinates in the field which becomes the area of Village Forest.
Only some coordinates were taken, the coordinates which taken in the process whether in
accordance with the status of forest area based on the Law of Protection Forest and
Production Forest.
A balanced information in the society becomes very important to maintain the natural
resources in their residential areas. The map of 5 villages supported by the social economic
information from the society becomes current data in Maya Island. Through the initiation
from the society and the Village Government, and facilitated by Lembaga Gemawan, the
initiation waits for the Ministry of Forestry decree. But the process must through a long
struggle particularly the affinity of national’s interest about the existance of forest in
Indonesia including in Maya Karimata island

THE NATURAL RESOURCES The Advocacy of District Lay Out
The position of strategic advocacy about the management rights of society eventually will
discuss about the lay out. The advocacy of lay out should be synergized between the dstrict,
province, region and national level. Because the details of duty that must be done make the
advocacy of lay out can not
optimal, plus lack
participation of multi-
stakeholder which
conducted by the Country.
In this case, Lembaga
Gemawan only works in the
district level by actively
involving in supervising the
Local Government of
Kayong Utara to subsume
the proposal of Village
forest in RTRK that they
made. And along with the
society in Sejangkung sub district and Sajingan Besar conduct the participative mapping and
the planning of area which is proposed to the City's Development Planning Board of Sambas
District. But for the Provincial level, Lembaga Gemawan tries to involve in the discussion
occured in the provincial level on the forum of the advocacy of lay out in national and island
in January 2010 which implemented with Jaringan Kerja Pemetaan Partisipatif (JKPP) and
National Family Planning Board,
Department of Public Works which
followed by the networks NGOs of
Kalimantan, Sumatera, Java island, and
the representative of Papua to conduct the
discussion about data and the potency of
area. The activities include the meeting of
NGOs’ networks which have role in
observing the process of lay out
arrangement, cooperating with several
NGOs that concerned on the lay out
changes in the West Kalimantan
Province, such as Walhi Kalbar, Titian,
Sawit Watch, Diantama, WWF Kalbar,
AMAN Kalbar, and several other NGOs.
The activity changes indicate that the social development occurs in the dynamic society, thus
the field strategy which was applied also develops in accordance with the dynamicization of
the social condition on the society. The capacity improvement of society impacts on the
needs of different strategies in accordance with the indentification of the related stakeholder,
therefore the capacity improvement of staff becomes things that should be done continuosly,

so it can immediately adjust to the social condition and the needs of strategic change which
will be done quickly and accurately.
The strengthening of area which has threatened by the expansion of large scale
plantations
The oil palm plantation is a mainstay sector in West Kalimantan if it is viewed from the
development of licensing given by the Local Government to the plantation company,
especially after the price increase of the Crude Oil palm (CPO) in the world market in 2005.
Until 2010, there were more than 4,9 million hectares of land are given to 326 oil palm
plantation companies. Compared to the extensive land tenure by the oil palm plantation in
2004, it can be concluded that the expansion level of the oil palm plantation in West
Kalimantan reached 400,000 hectares per year.
With a monoculture system of the oil palm plantation, “justifies” clear cut and potentially
dominate the land more than 160 years, it is no wonder that since the beginning of 2005,
great concern occured in the civil society group for the negative impact of the the oil palm
plantation expansion toward the sustainability of forest and local society in West
Kalimantan. The concerns were later proven by the emergence of 120 new conflicts between
the local society and the oil palm plantation in 8 districts in West Kalimantan. While the
international organization WWF-Sarvision recorded “anomaly” deforestation in West
Kalimantan as much as 916,492 hectares for the period of 2004-2008 which the the oil palm
plantation as the main contributor.
Some researchs of NGOs, such as Greenpeace in the case of Golden Agro Resource/Sinar
Mas in Ketapang and Kapuas Hulu, and the research of VMD, Lembaga Gemawan and KRB
on Wilmar International in smbas and VMD-Walhi Kalbar on IOI in Ketapang reaffirm that
the disloyalty of the oil palm plantation toward the legislation rules as if the iceberg peak of
the illegal activities conducted by the company with the approval of Local Government and
indifference of Central Government.
The disloyalty is commenced from the illegal logging as the process of land clearing, illegal
occupation of forest area, activities without the approval of EIA, to the theft of local society
land.
The impacts of the oil palm plantation development on the local society are:
1. The development pattern of the oil palm plantation has destructed the economic
resources of the society.
2. Led to the dependency and control of the society by the businessman, which
obviously also caused the destruction of the life and socio-cultural regulation of local
communities.
3. The process of land disposal often emerged prolonged conflict, either vertical or
horizontal conflict.

Legal Assistance
As a result of the expansion of oil palm plantation which violates the rules, it does not respect
the rights of society and
enviroment. Lembaga Gemawan
has got many complaints from
the society in several districts
ranging from Sintang, Sambas,
Bengkayang and Singkawang.
The case that surfaced in 2010
was the case of PT. PATIWARE
I which the advocacy was
implemented with the society of
Semayong village and
surrounding based on the demand
of society upon the investment in
the location of plantation land
and society agriculture. The
society has attempted to conduct the defense of their land, by several times coming to the
Sambas Regent Office to file their claims. Because of the public pressure in Mei 2010, the
Regent has issued a decree number 582/016/BPMPPT-4/210 to PT. Patiware I for the
temporary termination of the company activities. But the company disregarded the decree and
kept open the society land. The
chaos caused the occurence of
protests of Semayong’s people
which led to the litigation which
was experienced by 2 people, that
is Sarimi and Ramadi. In the
litigation, Gemawan provided the
lawyer to defend the society.
In 2010, the legal education related
to the people’right in the land right
issue also became activity that was
conducted from a village to other
village. All the time, people do not
know their rights, so when the land
conflict occured, the society was
faced the choice between

the Coorperate Cempaka Biru
with PT ANI (Wilmar Group),
in which the process of conflict
resolution has been conducted since 2008 facilitated by Compliance, Advisor, and
Ombudsman – International Finance Corporation (CAO-IFC). The new case which jointly
handled by the organization of society and students is the land conflict resolution between the
society of Mekar Jaya village and PT. Agrowiratama (Musimas Group). The society refused
the presence of oil palm plantation
in their area because they believe
that rubber plantation, fruit, and
forest plants are enough to support
them, and they also believe that
with the management they have,
the natural resources will remain
sustainable.
Organizing to seize people’s right
Lembaga Gemawan worked in the
grassroot and cooperated with the
grassroot organization through
people’s organization. Throughout
2010, viewing the struggle of people’s organization and at once viewing the complexity in
establishing people’s organization through the challenges and success, then it begins to
establish the farm group and the preparatory committee of farmer organization. The advocacy
is also actively involved the infraction related to the environmental aspects.
The advocacy works and assistance to the society which was conducted become people’s
need currently especially in the work site in Sambas, Kayong Utara District, Kubu Raya
District, Ketapang, Singkawang city, and Pontianak city. The current issue is the plantation
license always on behalf of the investment for the development, which turns out to be
boomerang for the society because the society whose have the land become worker in his
own land.
The awareness of struggle is inseparable from the effort that has done in the capacity
improvements in the village level, because village is the main subject in conducting changes,
all natural resources in the villages are available and located in the area of village. The
changes that was occured in the natural resources management in the village area affect to the
economic and political aspects in the village government.

Organizing is very important to strengthen the society in extending the understanding to the

(STSD) in conducting the
advocacy, STSD was
really intense in
supporting the society
whose land taken by the
company, for example PT
PATIWARE I took
people’s land in
Semayong Village, Teluk
Keramat sub district for
the reason of the
development investment,
but people’s land that
have farm on it such as
rubber and rice was exposed by the company heavy equipment, then the society get angry and
consistently maintain their land that was taken by the company, the society have also reported
the incident to the Local Government and the police sector, but they did not get any response
from both, so that the society did protests in the Regent office to ask the Regent to revoke the
license of PT. PATIWARE I.
Several activities that were conducted, such as education, FGD, Seminar, Workshop,
Training, and Political actions in a certain sense have given changes to the ways of society
views especially in seeing the problems and solving the problem they face. The society are
able to do lobbying and hearing toward the policies that they considered inappropriate or
detrimental for them, they also begin to understand the impact of the environmental damage,
the disadvantage of make demands with violence, the need to build a broad network and
actively involve the women in every activities, either in small group (Farm group) or
activities conducted by the organization, such as Tani Serumpun Damai (STSD)
Campaign seeking for the Public Support
The campaign was conducted by some media, in accordance with the strategic choice for the
current activity. Mass media becomes one of alternatives that is always being used for the
inexpensive campaign which affects to the stakeholder. The media campaign is aimed to
conduct issues deployment, indirect pressure on the current issues, and propaganda to public
related to the activities which are conducted. Besides mass media, campaign was also
conducted by mass action due to the pressure effort to the Local Government to give greater
concerns. Mass action was conducted on 20 May 2010, it was a joint action with some
elements of students, along with NGO who was also involved giving significant impact on
the sustainability of advcacy and assistance of the cases.

The network meetings is implemented based on the strategic development in the networking,
some activities which conducted in the network meetings in accordance with the current
issues, such as the advocacy of lay out, the case of society criminalization, and other
meetings. The network meetings either implemented directly by Lembaga Gemawan or the
local or national partner. The network meetings are implemented to strengthen the network
action in accordance with the current issue and the joint planning in the activities that are
conducted.
The control of the strategic policies in the enviromental license which were issued in the
great scale investment either plantation, mine, HTI, and other investments is conducted by the
entrance of Lembaga Gemawan in the EIA commision of West Kalimantan Province that was
implemented in the Agency of Environment in West Kalimantan Province. All the time, the
discussion of EIA only in some districts, because the districts have their own commision of
EIA in the district level, all the time the discussion is about the district of Ketapang, Sintang,
Landak, and some other districts which become the EIA commision authory in the provincial
level. The investment which was discussed including the oil palm plantation and industry,
mine, other great scale investments which will come to the certain area.
GOOD GOVERNANCE AND ANTI CORRUPTION
Integrity Pacts
As has been described
previously that Lembaga
Gemawan concerns on the
good governance and anti
corruption since it was
established. Since October
2010, Lembaga Gemawan
implements the program of
integrity fact, that is the
assistance of Integrity
Pacts implementation in
the Pontianak City
Government. The program
is implemented as the
effort to suppress the
occurance of corruption
cases in terms of
Procurement of Goods and
Services.
The program of Integrity Pacts (Good Governance and Anti Corruption) is a cooperation
program between Transparency International Indoesia ( TI-I) with Lembaga Gemawan
Pontianak. In the process, Lembaga Gemawan takes 3 other NGOs to join in a team, they are
LPS-AIR, UP-LINK dan JARI Borneo Barat.

The activity that has been undertaken during October until December 2010 was the workshop
to prepare the work plan for the implementation of the Integrity Pacts. The workshop was
held on 3 and 4 November 2010 in Hotel Santika Pontianak. The participant was consisted of
the official of Pontianak City Government, the representatives of entrepreneur, the society
and NGOs. Other activity which has been conducted to support the publication of Integrity
Pacts program was roadshow to the local media for the socialization of Integrity Pacts
program implementation. There were six local media that have been visited, such as The
Daily Pontianak Post, The Daily Equator Pontianak, Borneo Tribun Pontianak, Tribun
Pontianak, RRI Pontianak and Mujahidin FM Pontianak. The topic or the matters that were
discussed in the invitation to the Local Media were the brief introduction about the assistance
program of the Integrity Pacts in Pontianak City Government, in order to establish joint
commitment with the media to campaign the program to the society through media reporting.
The activity with the media was followed up by the journalism workshop for the Corruption
Issue Investigation which held on 28-29 December 2010 in Hotel Santika Pontianak. About
the refreshment of journalism work, the reflection of participants experience in covering the
corruption issue, the deepening of insight and investigation techique of corruption case, and
the protection and safety in covering the corruption case.
The identification of a number of problem that was faced in the effort to prevent the
occurance of corrupt practice in the procurement of goods and services in the Pontianak City
Government. The parties who are involved in the workshop activity and media roadshow
realize about the importance of Integrity Pacts implementation as a prevention instrument of
corrupt practice in the procurement of Goods and Services. The publication of activity /
program of Integrity Pacts assistance in the Pontianak City Government by the daily
Pontianak Post and the daily Equator Pontianak. The future expectation is the increasing of
desire and / or commitment of Pontianak City Government and entrepreneurs to perform
Integrity Pacts in Pontianak City Government particularly in the Procurement of Public
Goods and Services. The increasing of local media effort to campaign the implementation of
Integrity Pacts to the society through its on media. The establishment of Independent
Monitoring Agency which is expected to be able to monitor the implementation of Integrity
Pacts. The implementation of e-procurement which was held by LPSE the Pontianak City
Government in accordance with the applicable regulation particularly The Decree number 54
Year 2010.

Strategic Communication with the Policy Maker in KKU. Lembaga Gemawan is always trying to be the strategic partner of the Local Government of
Kayong Utara for the strategic policy issues that they conduct. It is because the Local
Government of Kayong Utara from the beginning has declared to establish good governance
and to use the district budget allocation for the fulfillment of people’s right particularly basic
right. Besides the cooperation for the Village Forest program, other partnerships between
Lembaga Gemawan and the Local Government of Kayong Utara is in the terms of village
funds allocation, in which Gemawan published a book entitled “ Tanya Jawab Seputar ADD”
in order to provide insight to the government officials about the Article of Association in the
village that becomes the program of the Local Government of Kayong Utara. It is important
to ensure that the
village is the spearhead
of empowerment for
the society directly, so
the village government
officials realize the true
functions of their funds
management and it will
be used entirely for the
interests of rural
communities. Kayong
Utara is the only
district in West
Kalimantan that
provides its society
with free health and
education. The populist
policy of the Regent
becomes the inspiration for other districts. In addition, the Regent also has commitment to
fight the corruption, although it is still gradual. It is because of the Government’s limited
resources.
In addition, in order to anticipate the slow bureauractic in the reign of Regent North Kayong,
Hildi Hamid prepares the companion of village who will back up the duty of the Urban
Village Head and Sub District Head in responding the matters that need to communicate
immediately between the district, sub district, and village. Lembaga Gemawan which
provides assistance and the improvement of capacity for the village companion.

INTERNATIONAL CAMPAIGN
Lembaga Gemawan believes that the works of empowerment and advocacy which are
conducted have relation with the global struggle for the justice and peace of the world. So the
works that are conducted in the village in West Kalimantan will contribute to the struggle for
the better changes in all over
the world. This belief makes
Lembaga Gemawan is always
connected with other struggles
of civil society in the world.
In March – April 2010,
Lembaga Gemawan is actively
involved in the Asian Women
Human Right Defender
Meeting which was held in
Nepal. The activity was the
experience sharing activity of
the Women Human Rights
Defenders in Asia. The activity
was attended by the partner of
Cordaid in Asia. The program
of Linking and Learning became a place to share the experience and to establish the joint
strategy in the struggle for the justice and peace conducted by the women in Asia. Many
successful experiences were shared by the representative of Indonesia including the field
experience of Lembaga Gemawan in the works of advocacy and empowerment which also
conducted by participants from other countries especially the Countries in Asia Pasific.
Besides the women issue above, Lembaga Gemawan is also actively involved with other
networks, such as Forest People Program and Sawit Watch in an effort to provide input
toward the changes of Performance and Strandart IFC in their investment strategy in the oil
palm plantation sector through
public consultation which
conducted in some places, such
as Pontianak dan Frankfurt,
Jerman in 2010. IFC conducts
several public consultation in
order to receive input about
draft they set. The change of
investment strategy in the oil
palm plantation sector is
commenced from the
investment case of IFC to
Wilmar Internation which in
practice caught doing some
violation of law, social and
enviromental in some regions
including Sambas district. Due to the complain sent by the society and several NGOs to the

IFC insisted IFC to conduct some changes of their strategy that in accordance with the goal of
IFC-WB.
Besides using legal
mechanism in Indonesia, we
also try to find a way of
conflict resolution which the
society faces with the oil palm
plantation company through
the RSPO Grievance Panel for
the company or the RSPO
member of International
Financial Institution. Some
cases which we try to solve
through Grievance Panel of
RSPO are the case of the
society in Sajingan Kecil –
Senujuh with Wilmar, the
society in some villages in
Sajingan Besar – Semunying with Duta Palma. In addition, the case of the society in Kuayan
(Mekar Jaya) with PT. Agroinvestama – Musim Mas is also solved through the procedur of
New Planting Procedure RSPO. Some cases above have been solved by the return of people’s
land who refused the oil palm plantation, and for those who have no choices except to accept
the land because the land has planted by palm, then the solution gets the benefits of
smallholders practice.

realizes that the capacity
improvement for the
activator is really needed.
It is because of the job is
getting bigger, and the
world challenges is also
increasingly complex, so
it requires activists who
have sufficient capacity in
implementing the works
of empowerment,
advocacy, and the
organizational activity.
Therefor, Lembaga
Gemawan has special
program of capacity
development for its activists. The program in the form of training, course, internship, or even
learn self-taught on each field works. In addition, Lembaga Gemawan also has training
program and discussion for the volunteer. The program shall be held through the workshop or
directly in the field in the practice the acquired knowledge and science.
Lembaga Gemawan is internally trying to establish the system of internal and external
communication based the performed activity database. The database program is useful for
facilitating to access and publish the information, because it affects to the future program and
the achievements that have been and have not been conducted. The cooperation of all
organization elements is needed to establish the database because all output is used as the
future research material. Basically, two important components are included in the database,
namely data and information.
Lembaga Gemawan applies the performed activities are expected to be able to provide a
broad impact not only to the beneficiaries of the program, but it is expected to be able to be a
snowball that can be rolled to another party. Therefor, Lembaga Gemawan always tries to
convey the information about activies that are being conducted through the website. The
media also becomes the media of communication with public who would like to ask,

Lembaga Gemawan in 2010 was supported by several parties either in the form of financial
