As the Las Vegas Metropolitan Police Department prepares to celebrate its 40th anniversary, it is important to look in the rear-view mirror and see how far we’ve come.

The LVMPD was created when the Clark County Sheriff ’s Department merged with the Las Vegas Police Department on July 1, 1973. It is safe to say that the Las Vegas Metropolitan Police Department of today isn’t the same as it was four decades ago. Las Vegas has transformed from a sparsely populated gaming oasis to a thriving metropolitan destination and Metro has grown with it.

In 1973, Metro began with 593 officers. We now employ almost 3,000 officers. We estimate that LVMPD dispatch handled about 160,000 total calls for service in 1973. Now we answer more than 1.1 million 9-1-1 calls each year. Policing has become increasingly dangerous and this organization has experienced a lot of change just in the last few years alone.

In 2012, the U.S. DOJ COPS Office and the Consortium for Police Leadership and Equity reviewed our practices and procedures. The LVMPD has also earned several accolades for our policing efforts, crisis team and stringent standards.

LVMPD earned national recognition when Officer Brooke Lavin was presented with the 2012 International Crisis Intervention Team Officer of the Year Award. The department was also honored with the CALEA Tri-ARC Triple Crown Award for meeting organizational standards of accreditation for law enforcement, LVMPD was one of only nine agencies in the country to have earned this title.

Our ongoing community partnership with the residents of West Las Vegas won national recognition last year as well, garnering the coveted Webber Seavey Award for our Safe Village Initiative. This initiative partners with area churches and community leaders to strengthen police relations, promote community participation, clean up neighborhoods, protest shootings, and develop creative approaches to solving the area’s problems. Over time, this initiative worked. Today, crime has been reduced in the Bolden Area Command by 44 percent. This is a wonderful example of what a community can do when we all work together.

One of the things I am most proud of about this agency is its commitment and determination to continually improve as a police agency. The awards that the LVMPD has received are all a credit to the people who proudly serve this agency.

A Tribute: Assistant Sheriff Ray Flynn

On January 18, 2013, Assistant Sheriff Ray Flynn, with barely a hint of a New York-Queen’s accent, retired from the Las Vegas Metropolitan Police Department after 32 years and seven months of service. He claims his accent was teased out of him by training officers who jokingly demanded his

passport, as if Flynn wasn’t even speaking English. “I learned real quickly, when in Rome, do what the Romans do,” Flynn said.

A college student in 1980 in New York, Flynn applied during spring break and, six weeks later, was told he would be in the next Academy if he could get to Las Vegas in four days. Flynn began his law enforcement career that same year. At that time, Clark County had fewer than 500,000 residents, officers worked foot patrols, and some would use “call-boxes” with rotary phones to contact a supervisor.

One day, in 1982, Flynn and his sergeant responded to a domestic violence dispute and faced an armed suspect who forced him to make a split-second decision. The call was to a downtown public housing unit where an estranged husband had beaten his wife with a liquor bottle. Flynn and his sergeant confronted the gunman, who had his young son at his side. Flynn’s sergeant tried to grab the suspect, but he got away and cocked the gun, and fired multiple rounds. Flynn shot twice, neutralizing the suspect. “He shot the button off my winter coat,” said Flynn, who was wearing body armor. As a reflection of the incident, Flynn stated, “I’m not proud that occurred by any means, it was just something that happened in my career.”

Flynn earned a Master’s Degree in Administration of Justice; an Executive Certificate with POST; completed Harvard’s Kennedy School of Government - Program for State and Local Executives; and the FBI National Academy. Flynn taught Criminal Justice at the College of Southern Nevada for five years, and his favorite class to teach was the History of Organized Crime in Las Vegas.

In 1998, as a Deputy Chief, Flynn was assigned to the Human Resources Division. This was his first experience with the administrative side of the department, and Flynn points to this assignment as instrumental in helping him to become an executive with this department. Flynn then spent four years as the Deputy Chief of Investigative Services, which was his first opportunity to oversee internal investigations and major incidents such as officer involved shootings. Flynn served as the Chairman of the Use of Force Board, as well as the Chairman of the Pre-Termination Board for nearly three years.

Flynn was promoted to Assistant Sheriff in 2003 and placed in command of the Law Enforcement Services Group of the department, where he remained for eight years. In 2007, he lived in Carson City and lobbied on behalf of the department for law enforcement legislation. He also represented the department in Washington D.C. as part of the National Team of Public Safety Alliance lobbying for the Broadband Radio Spectrum, which was signed into law by the President Obama in 2012. Flynn said of this experience, “It was a proud moment, walking across the Capital representing this agency.”

Flynn’s most recent position was in command of the Law Enforcement Investigations Group. Flynn worked nearly every aspect of department operations in his career, and has been a member of the LVMPD’s Executive Staff through three administrations (Sheriffs Jerry Keller, Bill Young, and Doug Gillespie).

Reflecting on his career, Flynn recently said, “I lived the dream. A kid from the lower middle class in New York City, and Metro gave me the opportunities, training, and rewarded hard work. It’s a tough job, you need to like the job, but you can’t let it eat you up. Anyone who tells you leadership is easy has never led. But if you don’t make your own destiny, someone else will.”

Flynn enjoys spending quality time with his wife, Linda, his four kids - Joshua, Kimberly, Ray Jr. (also a police officer), and Kelli - and his grandson, Carter. A great collector of police memorabilia, Flynn also enjoys reading, particularly Civil War era history, cooking, and plans to spend more time deep sea fishing.

“I’m as proud of this department now as the day I hired on,” Flynn said. “I’m going out happy. I’m going out enjoying this job.”

Linda KruegerExecutive Director Criminalistics Bureau

Hired as a Criminalist (Forensic Scientist) in August, 1977, Linda Krueger has been with the department for over 35 years. Less than three months prior, she had received her Master of Science Degree in Forensic Chemistry from the University of Pittsburgh. Having relatives

in the Las Vegas area, Linda decided to apply with the LVMPD and that has proven to be great fortune for both parties. Linda promoted to Criminalist II in 1980 and served in that position for 13 years. In her 16 years as a Forensic Scientist with the department, Linda had studied a wide variety of sub-disciplines of forensic science including toxicology, controlled substance analysis, gunshot residue determination and specialized in serology (blood typing, protein and enzyme typing), the pre-cursor to modern DNA testing. In 1993, Linda was promoted to Forensic Laboratory Director, and would oversee the expansion of the Lab from a small group to a full service laboratory. She also guided the creation of the DNA Laboratory in 1997. Linda spearheaded laboratory accreditation by the American Society of Crime Laboratory Directors Laboratory Accreditation Board in 2003. She served as Lab Director until January, 2011, when she was appointed as Executive Director of the Criminalistics Bureau. The bureau includes the Forensic Laboratory, the Evidence Vault, and the Crime Scene Investigations Sections.

Linda has witnessed tremendous strides in technology and science since entering in the field. Staying abreast of these advances with continued training is extremely important in any scientific field. In conjunction with these advances in technology, Linda believes hard work, attention to detail, and dedication to forensic science are the primary keys to success. She is intensely loyal to both the field of forensic science and the LVMPD. Throughout her career, Linda has been active in the American Society of Crime Laboratory Directors (ASCLD), serving a three-year term on the ASCLD Board of Directors and participating on a number of committees. She was a member of the National Institute of Justice Technical Working Group on Education and Training in Forensic Science which resulted in the publication of A Guide for Forensic Science Laboratories, Education Institutions, and Students. Currently, Linda is the ASCLD’s Advocacy Point of Contact for the Southwest United States Region and a member of the Forensic Science committee for the Major Cities Chiefs Association. In her rare free time, Linda enjoys time with her family - her husband John, also a department member, and their four children: Larissa (29 years), Anna (28), Rudy (25), and Nick (24). However, Linda’s greatest joys are her four grandchildren Tony (12 years), Emma (3), Ethan (2), and Ryan (18 Months). Linda also enjoys reading with her book club, which features a variety of subject matter, though her favorites are historical works and biographies. Linda’s leadership and expertise in Forensic Science, and her value to the LVMPD cannot be overstated. Linda retires in June 2013.
