According to the UNESCO, regional and international norms and enterprises in education in penitentiary establishments exists fundamental rights for inmates in penal centers, like the right of reading, asking, imagining and access to education resources. Take it to practice exposed criteria, the education programs in prisons have to center in reaching an education and qualifying guaranteeing the inmates a cultural and social reinsertion. In this respect one of the principal objectives to reach is related invert the high percentage of analphabetism present in the penitentiary community. Having in mind this problematic in penal-education, the UNESCO (2010) outlines the following:Education: Everybody should enjoy of an education oriented according to the personal and professional formation.

(adapted by the Ministers Committee on the 11th of January 2006, during the 952 Meeting of the Ministers representatives) Education -- Prison must encourage inmates to study.-- Preference to the illiterate inmates.-- Special attention to young people.-- Every prison must have a library.-- The education must have the same consideration as work.-- In those places where it is possible, the prison library will be organized with help from the government libraries.-- Education to be part of de educational system and given by external educational establishment.

SPANISH CONSTITUTION Article 25.2The imprisonment shall be aimed at re-education and rehabilitation.
The person serving a prison sentence shall enjoy fundamental rights except those expressly restricted by the content of the Sentence.
In any event, he will be entitled to access to culture and the integral development of his personality.

Respect Units aspire to be an alternative to traditional prison, creating spaces that facilitate the offender’s recovery.

RESPECT MODULES :
Respect Units were created in 2001 in the Penitenciary Centre of León.
Objetive:•This is an educational program in positive values –based on the idea of respect which requires inmates to put these values into practice.
They concentrate on hygiene, health and good habits.
Rules of behaviour
Voluntary signing a contract, to strict compliance with the rules.
Residents also agree to care for their clothes.
Dynamic system with the inmates themselves through their co-
participation and self-responsibility in all tasks they take part in.
