INTRODUCTION

The Aegis EDACS M-PA System modelportable radio is a high-performance two-way ra-dio that provides clear voice, Aegis digital, andAegis private communications. The radio is alsocompatible with Voice Guard® communicationsystems. Personality programming allows maxi-mum integration flexibility into EDACS and con-ventional radio systems.

The radio must be equipped with the en-crypt/decrypt option before operation in Aegisprivate or Voice Guard modes is possible. Thisoption allows the radio to communicate usinghighly secure state-of-the-art Aegis and VoiceGuard encryption and decryption techniques.

Operating controls on the radio include arotatable system/group/channel control knob, ro-tatable volume control, 16-button keypad, push-to-talk, emergency and monitor buttons. Theon/off power switch for the unit is located on theremovable battery pack.

The 8-digit alphanumeric liquid crystal display(LCD) on the front of the radio displays the oper-

ating status of the radio. This backlit display alsohas sixteen status flags that indicate various op-erating conditions such as private communica-tions enabled, transmitter on, scanning, oremergency mode enabled.

The exact operation of your radio will varydepending upon the mode of operation, the ra-dio’s programming, and the particular radio sys-tem. Consult your radio system’s representativefor particular features that are programmed intoyour radio.

CONTROLS

VOICE MODES

Each system (trunked or conventional) in theradio is programmed for either Aegis or VoiceGuard communications. Aegis programmed sys-tems have three (3) different voice modes: clear, digital and private. Voice Guard systems have two(2) voice modes: clear and private. The voicemodes are programmed on a per-group basiswithin each trunked system and on a per-channelbasis within each conventional system. A radiomust be equipped with the encrypt/decrypt optionbefore it will operate in Aegis private or VoiceGuard modes.

Clear Modes

Aegis clear and Voice Guard clear modes areidentical voice modes in which the radio transmitsand receives only clear (analog) voice signals. These analog signals are non-digitized and non-encrypted. Clear mode transmissions can be eas-ily monitored by unauthorized persons. Groupsand channels programmed for clear operationcannot transmit or receive Aegis digital or privatemessages.

15

Page 16: LBI-38795A - AEGIS EDACS M-PA SYSTEM MODEL PORTABLE … · The Aegis EDACS M-PA System model portable radio is a high-performance two-way ra-dio that provides clear voice, Aegis digital,

Aegis Digital Mode

Aegis digital mode allows the radio to transmitand receive digitized voice signals. Aegis digitalsignals provide improved weak signal perform-ance and they cannot be easily monitored with astandard receiver. Groups and channels pro-grammed for Aegis digital operation transmit onlydigital signals and they can receive clear anddigital signals. In other words, with a certain groupor channel selected, the operator cannot changefrom the digital transmit mode but the radio willreceive clear or digital signals. Private (encrypted)messages cannot be received when the radio isin Aegis digital mode.

Aegis Private And Voice Guard PrivateModes (Optional)

The Aegis private and Voice Guard privatemodes allow the radio to transmit and receiveencrypted messages. To operate in these voicemodes, the radio must be equipped with the op-tional encrypt/decrypt feature and the transmittingand receiving units must have identical crypto-graphic keys.

Aegis transmissions cannot be received by aradio set to receive a Voice Guard transmission.Accordingly, a Voice Guard transmission cannotbe received by a radio set to receive an Aegistransmission.

Cryptographic keys are transferred into theradio using a cryptographic Keyloader. Up toseven (7) different cryptographic keys, numbered1 - 7, can be transferred from a Keyloader andstored in the radio. An individual key is automat-ically selected on a per-group/channel basis ac-cording to the radio’s programming. Groups andchannels within Aegis systems can be pro-grammed for keys 1 - 6. Groups and channelswithin Voice Guard systems can be programmedfor keys 1 - 7.

DES radios require a DES Keyloader (optionV4025). Operating details on the DES Keyloaderare contained in LBI-31541. VGE radios require aVGE Keyloader (option V4028). See LBI-31685 foroperating details on the VGE Keyloader.

When operating on a group or channel pro-grammed for private mode, all transmissions willbe private transmissions and the radio will receive

clear and private signals. The "PVT" status flag inthe display turns on when the private mode isenabled. If the selected group or channel is pro-grammed for autoselect capability, the mode maybe toggled between private and clear using the2nd - PVT buttons (shifted SPC). Radios pro-grammed for forced private operation do not allowa change of the transmit mode; the PVT buttondoes not function.

Transferring Keys Into The Radio

The following procedure outlines basic keytransferring steps.

1. Turn the radio off.

2. Plug the modular connector of the Key-loader cable into the Keyloader’s modu-lar jack.

Before private messages can be sent orreceived, one or more cryptographickeys must be transferred into the radiofrom the Keyloader.

NOTE

6. Turn the radio on. The display shouldread "KEY LOAD".

7. Press the EXE button on the Keyloaderto transfer the key. The Keyloader willdisplay "GOOD 1.x TRANSFER" where"x" is the selected cryptographic keynumber.

8. Disconnect the cable from the radio’sUDC. A single beep will be heard fromthe radio’s speaker if the power-up alerttone is enabled. The radio will change tothe selected group or channel as indi-cated in the display.

Key Zero

All cryptographic keys can be zeroed or"dumped" when the radio is on by simultaneouslypressing the STEP and 2nd buttons for at leastone second. When the key(s) have been zeroed, the radio will display "KEY ZERO" and it will emita series of beeps. If the cryptographic key(s) arezeroed, one or more keys must be transferred intothe radio from the Keyloader before private com-munications may continue.

In addition, removing the battery pack forseveral minutes (typically three) or disassemblingthe front half of the radio from the rear half will alsozero all keys. The radio does not have to be turnedon to zero the key(s) using either of these proce-dures (DES versions only).

Displaying The Currently UsedCryptographic Key Number

To display the cryptographic key currently inuse, press and release 2nd and then press KEY(shifted 6). One of the following messages will bedisplayed:

• "NO KEY x" - where "x" is the key number(1 - 7) programmed for the selected groupor channel. The selected group or channelhas been programmed for private opera-tion but the key has been zeroed or nevertransferred into the radio. This messagewill periodically show in the display underthis condition.

• "PVT DIS" - the selected group or channelis not programmed for private operation.

Receiving An Encrypted Message

When receiving, the radio automaticallyswitches between clear or private operation. If thetransmission being received is an encryptedtransmission, it will be decrypted, the "PVT" statusflag will flash, the receiver will unsquelch, and themessage will be heard in the speaker. For this tooccur, the selected group or channel must beprogrammed for private operation and the correctcryptographic key must be loaded into the radio.

Transmitting An Encrypted Message

1. Select the desired group or channel.

2. Toggle operation to private transmit bypressing and releasing 2nd and thenpressing PVT (shifted SPC button). When private transmit mode is enabled, the "PVT" status flag in the display willturn on.

If a group or channel is not programmedfor private mode operation, "PVT DIS"will momentarily show in the display if anattempt is made to enable private trans-mit mode. It is not possible to operate onthis group/channel in private mode.

If the radio is programmed for forcedprivate transmit operation, "FRCD PVT"will momentarily show in the display if anattempt is made to disable private trans-mit mode. It is not possible to transmiton this group/channel in clear mode.

3. Continue with standard transmissionprocedures. In conventional mode, if a

radio in low areas of terrain, under power lines orbridges, inside of a vehicle or in a metal or steelframed building can severely reduce the range ofthe unit. Mountains and buildings can also reducethe range of the unit.

In areas where transmission or reception ispoor, some improvement may be obtained byinsuring that the antenna is vertical. Moving a fewyards in another direction or moving to a higherelevation may also improve communication. Ve-hicular operation can be aided with the use of anexternally mounted antenna.

Battery condition is another important factorin the trouble free operation of a portable radio.Always properly charge the batteries.

Always observe all of the Federal Communi-cation Commission’s rules and regulations.

OPERATING RULES AND REGULATIONS

Two-way FM radio systems must be operatedin accordance with the rules and regulations ofthe Federal Communications Commission (FCC).As an operator of two-way radio equipment, you

must be thoroughly familiar with the rules thatapply to your particular type of radio operation.Following these rules will help eliminate confu-sion, assure the most efficient use of the existingradio channels, and result in a smoothly function-ing radio network.

When using your two-way radio, rememberthese rules:

1. It is a violation of FCC rules to interruptany distress or emergency message. Asyour radio operates in much the sameway as a telephone "party line", alwayslisten to make sure that the channel isclear and/or observe the display for theabsence of the "BSY" status flag beforetransmitting. Emergency calls have pri-ority over all other messages. If some-one is sending an emergency message- such as reporting a fire or asking forhelp in an accident - KEEP OFF THEAIR!

2. The use of profane or obscene languageis prohibited by Federal law.

35

Page 36: LBI-38795A - AEGIS EDACS M-PA SYSTEM MODEL PORTABLE … · The Aegis EDACS M-PA System model portable radio is a high-performance two-way ra-dio that provides clear voice, Aegis digital,

3. It is against the law to send false callletters, or false distress or emergencymessages.

4. The FCC requires that you keep conver-sations brief and confine them to busi-ness. To save t ime, use codedmessages whenever possible.

5. Using your radio to send personal mes-sages (except in an emergency) is aviolation of FCC rules. You may sendonly those messages that are essentialfor the operation of your business.

6. It is against Federal law to repeat orotherwise make known anything youoverhear on your radio. Conversationsbetween others sharing your channelmust be regarded as confidential.

7. The FCC requires that you identify your-self at certain specific times by means ofyour call letters. Refer to the rules thatapply to your particular type of operationfor the proper procedure.

8. No changes or adjustments shall bemade to the equipment except by anauthorized or certified electronic techni-cian.

position, standard and rapid charge units. In ad-dition, the vehicular chargers/repeaters simulta-neously charge the battery packs while the radiois operating. For specific instructions refer to theapplicable charger Operating Manual.

The rechargeable batteries used with the ra-dio can develop a reduced capacity conditionsometimes called the "Memory Effect". This con-dition can occur when a battery is continuouslycharged for long periods or when a regularlyperformed duty cycle allows the battery to expendonly a limited portion of its capacity. The batterypack may show a severe decrease in its ability todeliver full capacity for an extended period. Anyrechargeable battery pack showing signs of re-duced capacity should be returned to a qualifiedservice center for inspection.
