An effective system of teacher evaluation accomplishes two things: it ensures quality teaching and it promotes professional learning. The quality of teaching is the single most important determinant of student learning; a school district’s system of teacher evaluation is the method by which it ensures that teaching is of high quality. When teachers engage in self-assessment, reflection on practice, and professional conversation, they become more thoughtful and analytic about their work, and are in a position to improve their teaching. Evaluators can contribute to teachers’ professional learning through the use of in-depth reflective questions. By shifting the focus of evaluation from “inspection” to “collaborative reflection” educators can ensure the maximum benefit from the evaluation activities.

Charlotte Danielson - International Consultant and Trainer The Danielson Group

Ms. Danielson has worked as a teacher and administrator in school districts in several regions of the United States. In addition, she has served as a consultant to hundreds of districts, universities, intermediate agencies, and state departments of education in virtually every state and in many other countries. This work has ranged from the training of practitioners in aspects of instruction and assessment, the design of instruments and procedures for teacher evaluation, to keynote presentations at major conferences. Clients for the development of materials and training programs include ASCD, the College Board, Educational Testing Service, the California Commission on Teacher Credentialing, and the National Board for Professional Teaching Standards.

Charlotte Danielson has a rich and varied educational background. She holds a BA in history from Cornell University, and advanced degrees (in philosophy, economics, and educational administration) from Oxford and Rutgers Universities. She is based in Princeton, New Jersey, and has taught at all levels, from kindergarten through college, as well as working as an administrator, a curriculum director, and a staff developer. In her consulting work, Ms. Danielson has specialized in aspects of teacher quality and evaluation, curriculum planning, performance assessment, and professional development.

Candi McKay - President, McKay Consulting, LLC, North Lawrence, Ohio A charter member of the Danielson Group, Candi has provided training and facilitation to school districts and state service agencies around the country in using The Framework for Teaching for over a decade. An expert in the Framework, Candi provides customized, ongoing professional development and consulting services in the development of teacher evaluation systems, professional growth plans and models for teacher collaboration. Her passion for student learning and understanding of the importance of teacher quality drive her work with educators at every stage of the career ladder. Candi is the co-author of the book, Implementing the Framework for Teaching in Enhancing Professional Practice: An ASCD Action Tool (ASCD, 2009). Candi McKay

Pamela R. Rosa - Core Service Director for Professional Practices - Consortium for Educational ChangePam Rosa has served as a consultant assisting numerous districts in Illinois and other parts of the United States in the development of evaluation systems, teacher mentoring programs, evaluator coaching and inter-rater reliability training, and professional development based upon The Framework for Teaching. She has presented at the national, regional, and school district level on the Framework, as well as worked with the New Teacher Center (NTC) in presenting NTC Mentor training modules that incorporate The Framework for Teaching across Illinois.

Gayla Moilanen - National Consultant and TrainerSince 1999 Gayla Moilanen has worked closely with Charlotte Danielson and has delivered training and consulting services around the Framework for Teaching in a variety of applications. Gayla has been involved in educational professional development for administrators and teachers for the past 16 years. Prior to that, she was a high school business educator for 20 years as well as a central-office administrator in staff development and training for one of the largest school districts in the country.

Dr. Connie SimsDr. Connie Sims is a recently retired National Consultant for the Elementary and Secondary Division of Educational Testing Service in Princeton, NJ. She is a former teacher of grades pre-school through 12 and the university level. Her specialties were early childhood, reading, English and literature. She has also had administrative experience as a K-3, 4-6, K-6 principal in urban settings; assistant superintendent of curriculum and instruction at both the district and county levels; superintendent of a private school and coordinator of student teaching for the University of Michigan.
