Why a Rescuer Need Leadership Skills

• Rescuer members need to learn leadership skills because:

• In emergencies, every CERT member will encounter situations where they will need to lead.

• Sometimes they will be the leader of their team.

• Being a leader during an emergency situation requires special skills.

• They need to know if they are comfortable being a team leader.

• They need to know how to support a team leader by being effective team members.

Definition of Leadership

A leader does two things:• Inspires the act of following • Unites people as a team to work toward the

accomplishment of a common mission

Describe The Rescue Leader

A leader is:• Not necessarily a “star” • Open about what he or she does not know • Open about errors• Prepared to accept responsibility • Prepared to give credit to others

• Motivate the team • Take responsibility • Act decisively • Communicate effectively • Behave ethically • Build trust

Motivate The Team

• Show passion for the team’s mission. • Give team members meaningful

responsibilities. • Praise team members• Build a sense of team cohesion. • Create a positive working environment.

Take Responsibility

• Act as the final decision-maker for the team. • Accept consequences of decisions and actions.

• Admit mistakes or errors. • Ask for guidance when needed. • Re-evaluate plans that are not working. • Improve situations that have gone wrong.

Act Decisively

• Make decisions based on facts, not emotions. • Listen to feedback, but make final decisions

alone. • Trust personal instincts. • Make decisions that are timely, before it is too

late to act. • Do not second guess decisions unless it is clear

that a wrong choice was made. Be flexible enough to change a decision.

• Resolve conflicts quickly so they don’t grow.

Communicate Effectively

• Use questions to guide exchanges and keep the conversation focused.

• Ask for the opinions and observations of team members and value their input. o Listen to all ideas, summarize exchanges, and then make a decision.

• Read verbal and non-verbal cues. • Give clear directions. • Ensure balanced exchanges within the team

Behave Ethically

• Be honest. • Treat others with respect. • Take his or her duties seriously. • Treat everyone fairly. • Stay within his or her capabilities. • Set a good example by modeling the behavior

expected of team members.

standards expected of team members. • Be honest about personal strengths and

• Ensures incident safety • Provides information to internal and external

parties • Manages media inquiries when necessary • Maintain a view of the entire situation • Establish team chain of command • Ensure safety and well-being of team members • Be available and visible to the team

Management is about doing things right: • Planning• Scheduling • Organizing • Staffing • Controlling

Good Qualities of a Rescue Leader at Incident

• Communicates by giving specific instructional and asking for feedback.

• Supervises the scene of action.• Evaluate the effectiveness of the plan.• Understands and accepts the need to modify

plans or instructions• Ensures safe work practices.• Takes command of assigned resources.

• Motivates with a “ can do safely” attitude.• Demonstrates initiative by taking action.

Reduce Stress in Team Members

• Brief team members on what they may encounter before the effort begins.

• Emphasize that the CERT is a team and team members should support each other.

• Encourage team members to rest and re-group.

• Direct team members to take breaks away from the incident area.

• Encourage team members to eat properly and maintain fluid intake throughout the operation.

• Rotate teams for breaks or new duties. • Phase out workers gradually from high-stress

to low-stress areas of the incident.
