Education: University of Pittsburgh, J.D. magna cum

laude 1983. Princeton University, B.A., 1980

Questions:

Q: What are your top 3 priorities in office?

A: Jobs/economic development; education/workforce;

restoring financial integrity (e.g. No Budget No Pay;

fiscal transparency)

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: I have long supported the creation of a bipartisan

citizen commission, because districts should be drawn to

protect the value of citizens’ votes, not the self-interest

of politicians.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: I support the development of Cybersecurity stand-

ards; simplification of absentee/early voting; and up-

dates of technology to enhance verification of results.

Education: Distinguished Cadet, United States Military

Qualifications: Served as a Paratrooper in the 82nd Air-

borne Division; Successfully built a $500M global

health care business during his nearly 30 year career at

McKinsey and Company’s Pittsburgh office; Supported

numerous Veteran-related causes in the community.

Questions:

Q: What are your top 3 priorities in office?

A: 1. Bringing our jobs and children back to Pennsylva-

nia by prioritizing job growth in all regions in the state.

This includes reducing our obscene business tax struc-

ture that kills jobs, empowering counties to eliminate

school property taxes and alleviating Harrisburg's enor-

mous regulatory burden and anti-business culture. 2.

Tackling the opioid epidemic more comprehensively by

addressing the social and criminal aspects of the prob-

lem in addition to the criminal elements of the problem.

I was the first candidate to call for a statewide emergen-

cy declaration nine months ago. We must go further to

eliminate "diseases of despair" that lead to drug addic-

tion. 3. Reimagining our education system to prioritize

two outcomes: are our children competitive in a global

economy and are they good citizens? This involves

eliminating Harrisburg mandates and re-thinking stand-

ardized testing, bringing dignity back to the trades and

vocational education, and tying programs to the needs of

local employers

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: I support the model established in the state Constitu-

tion. Any proposed replacement process can be corrupt-

ed as easily as the existing process. Elections have con-

sequences and I believe that the Constitution was quite

clear on the process for drawing districts. I believe the

Supreme Court overstepped its bounds by changing the

congressional districts in this instance.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: Voting is an essential element of our American de-

mocracy, and I support efforts to increase accessibility

and confidence in our elections. There have been several

proposals in other states that we should adopt in Penn-

sylvania. I support early voting, either in person or via

no-excuse absentee voting. I also support requesting

absentee ballots online. Finally, I would also advocate

for continued federal funding for replacing voting ma-

chines that are approaching the end of their useful lives

based on funding from 15 years ago.

LIEUTENANT GOVERNOR

JOB DESCRIPTION: The Lieutenant Governor is

President of the Senate and Chair of the Board of Par-

dons. He or she presides over the Senate, but has no vote

unless the Senate is equally divided. The Constitution

provides that he or she shall be chosen at the same time,

in the same manner, for the same term, and subject to

the same provisions as the Governor, and that in case of

the death, conviction or impeachment, failure to qualify,

resignation, or other disability of the Governor, the pow-

ers, duties, and emoluments of the office for the remain-

der of the term or until the disability be removed shall

devolve upon the Lieutenant Governor.

ment of the City of Philadelphia, Former President of

Questions:

Q: What are your top 3 priorities in office?

A: (1) Governor Wolf has already expanded access to

healthcare, moving the needle from 14% of Pennsylva-

nians uninsured to 10%. I want to bring that number

down to zero. I believe that healthcare is a fundamental

human right. (2) I will make sure that every child, re-

gardless of the zip code they live in, has access to quali-

ty public education. This can happen through increased

funding and legislative accountability. (3) I will fight

mass incarceration and work with the legislature to

make clemency easier to achieve, as well as end the

Board of Pardons’ three-year backlog.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Absolutely. Partisan legislators have long abused

their redistricting power to silence poor and minority

voters. Pennsylvania should form an independent redis-

tricting commission that not only allows but encourages

everyone to get involved, and most importantly, we need

to actually approve and implement fair maps.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: There are so many things we can do as a state to in-

crease voter turnout and ensure that every Pennsylvani-

an feels involved in the democratic process. I fully sup-

port no-excuse absentee voting, as well as online absen-

tee voting applications. I also support early voting, same

day voter registration, open primaries, and funding for

voting technology upgrades. Additionally, I believe

election day should be a state holiday, and would

advocate for legislation prohibiting employers from

punishing employees who leave work to vote. Voting is

the most fundamental building block of democracy, and

Questions:

Q: What are your top 3 priorities in office?

A: My top three priorities are criminal justice reform,

workforce development, and pipeline infrastructure and

safety.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Yes, the redistricting process should be a nonpartisan

effort conducted by an independent commission.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: Early voting and same-day registration are important

ways to increase voter turn out, and I support them, pro-

vided counties have a say in how these measures enact-

ed, so the cost is not onerous to counties, and subse-

quently to property tax payers.

ly reduced food and clothing insecurity - eliminated heat

insecurity this year - successfully implemented commu-

nity policing model Founder of Braddock Redux Direc-

tor for Out-Of-School Youth Program

Questions:

Q: What are your top 3 priorities in office?

A: I will be a progressive backstop for the Governor,

advocate for economic justice and our forgotten commu-

nities in Pennsylvania, and utilize and transform the

office of the Lt Governor to its fullest potential.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Congressional and legislative districts should be

drawn to ensure that candidates and elected officials are

held accountable by voters. Boundaries should protect

the interests of all voters and protect voting rights, and

should not show preference to one political affiliation.

We recently had a huge win with redistricting in Penn-

sylvania. I would certainly support formalized citizen

input for a more fair and unbiased redistricting process.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: I support any reform that gets more people to turn

out to vote, and makes voting easier. In addition to the

above measures I think we should make Election Day a

holiday and get more working people to the polls.

cy Management Response and was Chairman of the

Governor's Human Rights Advocacy Committee for ten

years.

Questions:

Q: What are your top 3 priorities in office?

A: 1) Advocate for compulsory education for our pris-

oners and post prison opportunities. 2) Establish a per-

manent and reliable funding formula for our schools that

protects our homeowners. Provide a safe environment

for children in our schools. 3) Help for the farming com-

munity through fair taxation, infrastructure, broadband

and subsidies to give our farmers the upper hand.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: I do support reforming our congressional and legisla-

tive process. It must have non partisan civilian oversight

to make sure districts are drawn fairly.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: I would support additional funding for voting tech-

nology upgrades. I would also support early voting and

same day voting registration. I however consider no-

excuse absentee voting risky and it exposes our system

to fraud.

years Lieutenant Governor

Questions:

Q: What are your top 3 priorities in office?

A: Reforming our criminal justice system to make the

pardons process more accessible for lay people and to

reignite the commutation process to end death by incar-

ceration. Expanding the Lieutenant Governor's Veterans

Task Force to include experts from all corners of the

commonwealth and ensuring that every veteran in every

county has access to a specialized Veterans Treatment

Court. Ending partisan gerrymandering.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Yes. I was a defendant in the League of Women Vot-

ers lawsuit, but I instructed my attorney not to seek re-

moval from the case, but to help expose the secretive

partisan process that produced the 2011 maps. At a frac-

tion of the cost of the other defendants, we were suc-

cessful in showing the court the partisan nature of the

maps and producing our own map for the court's review.

We must build in this success to reform the state legisla-

tive map-making process. It is highly suspicious that all

statewide officeholders are Democrats but the Senate is

two-thirds Republican. The current system is not work-

ing.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

Qualifications: For the last 18 years I have owned a

create change, and get results. I have been a local elect-

ed official for the last nine years where I have used good

leadership practices to get results.

Questions:

Q: What are your top 3 priorities in office?

A: 1. Leadership- Based on my experience, I will imple-

ment good leadership practices to this office and work

with the Governor to set a culture of cooperation and

results. We need to bring alignment at the top through

creating a clear mission, vision, and plan while setting

goals and a budget to accomplish the vision. 2. Account-

ability-This office is loosely defined and highest paid in

the Country. I believe the people of PA should be able to

see what the Lt. Gov is accomplishing. I would create a

clear set of goals and share them with the public to have

transparency. 3. Attract new businesses and work with

local governments. I would use my business develop-

ment background to work with the Dept. of Economic

Development to recruit new businesses to PA. Using my

local government experience I would help create pro-

grams to align and help municipalities save money and

use resources more effectively.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Yes- I believe there needs to be accountability in

place to make this a non-political process. A truly inde-

pendent commission that would have nothing to gain

from the process, but to look at the redistricting from a

logical, unbiased, fresh perspective. The challenge

would be the process of appointing these people to the

commission. As we know from past practices, these

commissions end up being highly political and appoint-

ed by politicians with much to lose or gain.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: I am in favor of looking at ways to modernize voting

around better technology. I think our State would have

to research the best technology and practices that are

most secure and efficient. I'm not sure our current sys-

tem is the most effective way to make voting accessible

and accurate. Also, there needs to be better training for

the judge of elections, local election boards, and election

workers. I have seen many inconsistencies. I would like

to study States who are currently using some of the other

reforms to see if it's working and learn from their suc-

cesses and mistakes. Without seeing how it is working it

is hard for me to make a hard decision on early voting,

same day registration, etc.

growth, a healthy pension fund and a AA S&P bond

rating.

Questions:

Q: What are your top 3 priorities in office?

A: -Bringing our jobs and children back to Pennsylvania

by increasing the economic fortunes for all people, in all

regions in the state. This includes; creating a corporate

tax structure that is encouraging, not discouraging, em-

powering counties to eliminate school property taxes

and alleviating Harrisburg's enormous regulatory burden

and anti-business culture. -Tackle the opioid epidemic

by taking a comprehensive approach that acts swiftly

and compassionately by going after suppliers of the

drugs, improving treatment, and reinstating mandatory

minimum sentences for dealers. -Criminal aliens are

going unpunished by fleeing to sanctuary cities. One of

my priorities will be to end sanctuary cities in Pennsyl-

vania. If you commit a crime you should be punished,

illegal aliens shouldn't be given special treatment by the

law when legal citizens are not.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an inde-

pendent citizen's redistricting commission? Why or

why not?

A: I support the model established in the state constitu-

tion. Elections have consequences; however, I believe

the Supreme Court overstepped its bounds by changing

the congressional districts.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technology

upgrades) would you support to ensure that our elec-

tions are accessible, efficient, and secure?

A: Voting is an essential element of our American de-

mocracy. Some voting reforms and modernization pro-

posals I support include: * Early Voting - 2 week period

prior to Election Day ending the week before Election

Day for voters who will be out of town on Election Day,

or those just wishing to vote early. * No Excuse Absen-

tee Voting - It would eliminate the requirement of vot-

ing in person on Election Day if your plans changed and

it would eliminate sending voted absentee ballots to the

polls for poll workers to 'void' if voter voted in person.

Sending the voted absentee ballots to polls can result in

lost ballots because of poll worker error. * Submit re-

quests for Absentee Voting online via the votespa.com

web site. I also support funding for upgraded voting

machines that ensure the accuracy, security and reliable

verification of votes cast.

A: My top three priorities are keeping Pennsylvania’s

families safe, protecting Pennsylvania jobs, and standing

up for the men and women who serve our communities.

More than anything, people want someone willing to

fight for them, when no one else will. That’s what I have

always done, and that’s why I’m running for the U.S.

Senate.

Q: If elected, what will you do to ensure that the vot-

ing rights of all Americans are protected and that

our elections are accessible and secure from internal

and external threats?

A: Congress has a constitutional duty to preserve the

integrity of our democracy and ensure that our elections

are both free and fair. As a member of the House Home-

land Security Committee, I have worked with my col-

leagues to make sure our voting systems are secure. I

recently voted for increased funding for states to im-

prove their election security, as well as increased fund-

ing to counter Russian cyber attacks. I also spoke out

against the Pennsylvania Supreme Court’s decision to

throw out Pennsylvania’s bipartisan, constitutionally-

drawn congressional map in the middle of the election,

creating chaos and confusion among voters.

Q: What steps will you take to ensure that the up-

coming census is fully funded, accurate, and avoids

under-counting?

A: The Census is important to provide legislators with

accurate information to make informed policy decisions

that are in the best interest of our country. I continue to

support efforts to fund the Census and ensure that it ac-

curately reflects our nation’s demographics.

U.S. HOUSE OF

REPRESENTATIVES

JOB DESCRIPTION: The U.S. Constitution requires

that the House of Representatives be composed of elect-

ed Representatives (also called Congressmen or Con-

gresswomen) from each State. There are 435 voting

members of the House of Representatives. The number

of Representatives from each state is proportioned ac-

cording to its population, with 18 Representatives from

Pennsylvania. A US Representative must (1) be at least

twenty-five years old, (2) have been a citizen of the

United States for the past seven years, and (3) be (at the

time of the election) an inhabitant of the state they repre-

sent. A Representative's term of office is 2 years.

The House of Representatives is responsible for creating

the budget and initiating bills to collect taxes and other

money, although all bills must pass the Senate and be

signed by the President. The House is also responsible

for impeaching federal officials (the Senate then tries the

case) and electing the President if there is a tie in the

Electoral College.

Questions:

Q: What are your top three priorities in office?

A: 1. The education of all of our children. I will fight for

universal pre-K; quality, equitable education in our pub-

lic schools, K-12; free community college; and interest

free student debt for college. How we educate our chil-

dren determines not only their future, but their own. 2.

Ending gun violence. That means at a national level

passing legislation for universal background checks,

banning assault weapons, passing lost and stolen legisla-

tion, and increasing the age required to buy a firearm,

among other measures. 3. Ethical good government. Not

only does this mean speaking and acting with purpose,

but also being transparent, accountable to our constitu-

ents, and serving others. It is time our lawmakers serve

their voters instead of serving themselves. I have taken

that obligation seriously in Harrisburg, and will bring

that same behavior and help foster that culture in Wash-

ington, D.C.

Q: If elected, what will you do to ensure that the vot-

ing rights of all Americans are protected and that

our elections are accessible and secure from internal

and external threats?

A: To secure the voting rights of all our residents, we

must increase access. President Trump's commission on

election integrity was a barely concealed attempt at lim-

iting who has access to the ballot box on Election Day.

We are a democracy, a nation that prizes and relies on

the beliefs of all our people. That is what makes us

strong, our diversity. Here in Pennsylvania, the Republi-

cans tried the same tactic in the form of Voter ID laws.

But together we fought back that attempt to limit our

electoral freedom. In Congress, I will work to pass legis-

lation that protects every individual’s right to vote,

while simultaneously working to remove or prevent any

policy limiting the electoral freedom of all voters. Addi-

tionally, I will work to protect our elections and our vot-

ing machines from any outside influence and tampering,

ensuring the integrity of each ballot cast.

Q: What steps will you take to ensure that the up-

coming census is fully funded, accurate, and avoids

under-counting?

A: The first step required is to fully fund the Census

Bureau. We must make sure the administrators of that

agency have the tools they need to accurately report the

number of people living in America. Anything other

than full funding cannot guarantee an accurate count –

to the detriment of everyone. Second, I will work to

make sure President Trump’s attempt to not count cer-

tain residents in the census does not go forward. The

census was made to ensure an accurate count of people

living in all parts of the United States – not as a tool to

find or scare immigrants to our country. Not only is this

change a moral failing, it is also a technical one: it will

not accurately report how many residents live in differ-

ent cities and regions across the country, which in turn

can negatively impact funding formulas for important

programs.

Qualifications: A life-long resident of Montgomery

County, Shira has educated employers on anti-

discrimination issues, worked for fair courts and equal

access to justice, and fought gun violence and for better

gun laws as Executive Director of CeaseFirePA.

Questions:

Q: What are your top three priorities in office?

A: 1) Passing commonsense gun violence prevention

legislation and treating gun violence as the public health

crisis it is. 2) Economic fairness and justice, which in-

cludes raising the minimum wage, making college more

affordable, providing medicare for all, and working for

greater equality. 3) Fighting Donald Trump and the Re-

publicans' attacks on our government institutions, the

press, and women's reproductive health rights.

Q: If elected, what will you do to ensure that the vot-

ing rights of all Americans are protected and that

our elections are accessible and secure from internal

and external threats?

A: Voting should be free, fair, and accessible to all

Americans - which includes supporting opening up the

availability of vote-by-mail, expanding voting hours,

and automatic voter registration while fighting onerous

voter ID laws. Additionally, Congress should immedi-

ately dismiss the myth of wide spread voter fraud. To

protect the integrity of the process, the Secure Elections

Act should be passed and other efforts should be made,

including replacing outdated voting machines, require

post-election audits, and upgrade voting IT infrastruc-

ture.

Q: What steps will you take to ensure that the up-

coming census is fully funded, accurate, and avoids

under-counting?

A: Every effort should be made to fight new proposals

to ask citizenship questions during the census count. I

support Rep. Cummings and Senate Democratic mem-

ber's call for hearings on Sec. Ross' decision to purpose-

fully undercount persons in the 2020 Census. Addition-

ally, the Census Bureau should be fully staffed and

funded for such an important exercise.

A: My top three priorities are as follows: 1.) Reinstate

the assault weapons ban, close the gunshow loophole for

background checks, and pass Red Flag legislation that

will allow guns to be temporary removed from some-

body's possession if they have made threats of violence.

2.) Pass DACA and assure that Dreamers and any immi-

3.) Pass Medicare for all to make sure that nobody dies

A: I have signed the pledge to support the American

Anti-Corruption Act. This piece of model legislation

would ban contributions from lobbyists, and close the

revolving door between K Street and Congress. I will

also fight to see Citizen's United overturned.

Q: What steps will you take to ensure that the up-

coming census is fully funded, accurate, and avoids

under-counting?

A: I will fight for legislation that mandates that the cen-

sus is adequately funded and staffed, that every step is

taken to assure its accuracy, and that it includes no ques-

tions that would discourage somebody from answering.

An accurate census is not only a constitutional require-

ment but a moral one as well if we are to have a true

representative government.

Qualifications: Dan David is an accomplished business

executive and entrepreneur with leadership experience

in the financial and retail sectors who has spent years

working to protect the retirement and other savings of

American investors.

Questions:

Q: What are your top three priorities in office?

A: Economy - The most important issue affecting

America today is the state of our economy. Too many

Pennsylvanians are out of work while many others are

underemployed. It’s been said all politics are local. In

today’s economy, local economics are global. We need

to achieve better trade deals and America’s interests

should be at the center of our policies. Financial Reform

- I have been leading an effort to change federal law

regarding the listing of China-based firms on U.S. stock

exchanges. U.S. investors have been defrauded of more

than $50 billion by Chinese companies. I have lobbied

dozens of members of Congress and the Senate to fix

this issue in order to safeguard our retirement and other

savings. Healthcare - As a small business owner and

consumer of health care, I know full well the need for

quality care and access to our health care system.

Obamacare has caused deductibles and premiums to

skyrocket and failed to cover all Americans. We should

repeal and replace.

Q: If elected, what will you do to ensure that the vot-

ing rights of all Americans are protected and that

our elections are accessible and secure from internal

and external threats?

A: Foreign interference in our political process under-

mines our national security and further divides our

country. We can and must improve our election process

while ensuring all Americans can express their Constitu-

tional rights. Too often, "reform" has served lobbyists

and global corporate interests at the expense of private

citizens. I've endorsed the the American Anti-

Corruption Act, supporting state, federal and local ef-

forts to reform our campaign laws.

Q: What steps will you take to ensure that the up-

coming census is fully funded, accurate, and avoids

under-counting?

A: Political conflicts regarding the census predate our

Constitution and continue today. We need to make this

process as non-partisan as possible, which can be ex-

tremely difficult. Simply trying to identify organizations

that are truly "non-partisan" causes great debate. I be-

lieve that many people (some from lower income areas)

are understandably hesitant to participate in the census

and it is my belief that improved technology, training

and better language skills can assist in our efforts to

accurately count our population.

Questions:

Q: What are your top three priorities in office?

A: Increasing the State Funding of Education PA ranks

#46 nationwide for state funding of public education,

which leads to high property taxes and the most une-

qually funded schools in the country. Instead of pledg-

ing not to raise any taxes, I will fight for a severance tax

on the fracking industry, cutting corporate welfare, and

shrinking the size and cost of the state legislature. Gun

Violence Prevention Instead of empowering the NRA to

sue municipalities that require reporting lost or stolen

guns (because the legislature refuses to act), I support an

assault weapons ban, closing the loophole for domestic

abusers to turn over guns to family members instead of

law enforcement, prohibiting the private sale of “long

guns” like AR-15s without background checks, and “red

flag” legislation. Horsham Water Contamination I will

fight for those exposed to water contaminated by the US

Military so they can drink clean water and walk into

their doctor’s office and get a blood test at no cost.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Yes, I support reforming Pennsylvania's redistricting

process including House Bill 722. Having a fair and

unbiased redistricting process is a non-partisan issue and

one that strikes at the heart of democracy. Politicians

should not be allowed to skew the districts to entrench

themselves in power while suppressing the will of their

constituents.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technolo-

gy upgrades) would you support to ensure that our

elections are accessible, efficient, and secure?

A: Every eligible voter should have their voice heard, so

I support reforms including automatic voter registration,

same-day voter registration, early voting, and no-excuse

absentee voting. We must also ensure that our voting

machines are easy to use regardless of a voter's ability,

and also safeguarded against hacking. Election security

and voting access are non-partisan issues, thus I support

additional funding to protect the integrity of our elec-

Questions:

Q: What are your top three priorities in office?

A: PAs current gun laws are ineffective. Our Legislature

has heeded the gun manufacturer-led agenda, including

penalizing municipalities for common sense gun

measures. Access to high-capacity weapons must end.

Our current background check system must be strength-

ened, by requiring local or state police review prior to

issuing licenses. Our Legislature has failed our constitu-

tional commitment to equal rights. The majority contin-

ues to support a male leadership that failed to discipline

even one legislator accused of sexual harassment, while

passing bill after bill that threaten women’s access to

secure health care protected under the U.S. Constitution.

We’ve failed to assure that all students, including those

with special needs, get access to quality education,

while imposing extraordinary property tax and tuition

payments increases. State support for education has

dropped drastically over the last decade, resulting in an

ever-increasing burden on suburban residents.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Pennsylvania has become a national example of how

not to draw the boundaries of its legislative and congres-

sional districts. We have seen our local communities,

such as Upper Dublin and Upper Moreland, divided by

totally arbitrary lines unrelated to the interests of local

residents. We need an independent process, such as pro-

posed by Fair Districts PA. It is time that we put the

interest of citizens ahead of the interests of incumbent

politicians in securing lifetime health benefits for them

and their families after ten years of service.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technolo-

gy upgrades) would you support to ensure that our

elections are accessible, efficient, and secure?

A: Pennsylvania has a system worthy of the 19th centu-

ry, including voting for dozens of offices in which vot-

ers never get information while subsidizing incumbents

with tens of thousands of dollars a year. Most states

have same-day registration, early voting and absentee

ballot methods that will give all citizens the ability to

vote in every election. We need to safeguard our elec-

tion process by preventing a takeover by undisclosed

and hidden forces, whether foreign or domestic. The

Legislature’s failure to act has a purpose, to hide special

interests behind a screen to avoid public scrutiny while

discouraging voting. That neglect of the public interest

must end.

Questions:

Q: What are your top three priorities in office?

A: We must address the opioid epidemic - Pennsylva-

nia’s biggest public health challenge. Our approach

must be multi-disciplinary and treat addiction as a dis-

ease, increase access to treatment, aggressively prose-

cute drug dealers, amend Medicaid rules so reimburse-

ments can be made for the treatment of addictions, and

reform our criminal justice system to prioritize treat-

ment and recovery. We also need to address gun vio-

lence by expanding the Gun Violence Task Force be-

yond SE Pennsylvania, prosecuting prohibited purchas-

ers who fail background checks, expanding background

checks to cover private sales of long guns, revising laws

against straw purchasing, and establishing a lost or sto-

len gun reporting requirement. Finally, we must im-

prove how we care for Pennsylvanians struggling with

mental illness. Assisted Outpatient Treatment (AOT) is

a proven treatment protocol that needs to be offered in

Pennsylvania. I have authored HB 1233 to establish

AOT as an approved option in Pennsylvania.

Q: Do you support reforming our congressional and

legislative redistricting process to implement an in-

dependent citizen's redistricting commission? Why

or why not?

A: Pennsylvania ranks third worst in the nation for the

fairness of its electoral boundaries. This is a result of the

Gerrymandering of our legislative boundaries. I support

implementation of an independent citizen’s redistricting

commission to address the need to reform the congres-

sional and legislative redistricting process. I am an orig-

inal sponsor of House Bill 722 which is a bipartisan bill

that amends the Pennsylvania Constitution be establish-

ing an Independent Redistricting Commission. Such a

commission would provide a nonpartisan process for

redistricting in the Commonwealth for State Senate,

State House, and Congressional districts. The Independ-

ent Redistricting Commission would be tasked to draw

boundary lines and would be beholden to politicians,

political leaders, nor political parties. This proposal en-

sures that State Legislature and Congressional districts

are drawn in an equitable, fair, and impartial manner

and would address Gerrymandering in a meaningful

manner.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technolo-

gy upgrades) would you support to ensure that our

elections are accessible, efficient, and secure?

A: It is time that voting policies and procedures in Penn-

sylvania, be updated to be in-sync with the technologies

of the 21st century. All such updates to the voting pro-

cesses in the Commonwealth, should at all times, protect

the integrity, security, and secrecy of the voting process.

These updates should include: 1) Allowing a qualified

voter to apply for an absentee ballot at any time prior to

an election. 2) Allowing a qualified voter to obtain an

absentee ballot without having to state a reason. 3) Im-

proving the processes we use to mail, receive, and tally

absentee ballots, especially from overseas voters, in-

cluding our military men and women and their families.

4) Articulate polling place accessibility requirements

and standards for compliance so as to allow Pennsylva-

nians with disabilities the right to cast their vote in-

person if they so desire. 5) Allowing voter registration

in-person or on-line up to Election Day. This will im-

prove voter turnout as it has in many other states.

A: I do not think that an additional redistricting process

commission is a wonderful idea, but it invents a false

narrative that the commission would be entirely unaf-

fected by personal biases and party goals. It is better to

allow any redistricting commission to commence with-

out putting on a façade of impartiality, and rather let all

parties come to a mutually beneficial agreement on how

to do what's best for all the various voices of different

people in our state. I am more dedicated to being honest

with the voters of Pennsylvania than I am about trying

to play "fair" when it is inevitable that not everyone will

be completely satisfied with the final outcome.

Q: Which voting modernization reforms (such as no-

excuse absentee voting, early voting, same day voter

registration, additional funding for voting technolo-

gy upgrades) would you support to ensure that our

elections are accessible, efficient, and secure?

A: I am in favor of requiring an ID to vote at the polls to

ensure that our elections are less corruptible. I am also

in favor of mandating one system of voting rather than

the several different types of voting booths that are cur-

rently scattered throughout Pennsylvania. One agreed

upon method of tallying votes to make the process more

uniform would be ideal to further eliminate any fraudu-

lent processes.

THE LEAGUE OF WOMEN VOTERS

The League of Women Voters was founded back in 1920 to help women exercise their hard won right to vote. It is firmly nonpartisan and neither supports

nor opposes any candidate running for any office at any level of government. However, the League takes positions on many issues affecting the country and

strives to increase the public’s understanding of these issues through education and advocacy. At one time, only women could join the League; however, in

1973, the League’s charter was modified to include men. Today the League operates in all 50 states plus the District of Columbia, Puerto Rico, and the U.S.

Virgin Islands.

Although the League of Women Voters remains highly associated with the U.S. Presidential debates, it has not hosted them for many years. The League

sponsored the Presidential debates in 1976, 1980 and 1984. But on October 2, 1988, the 14 trustees of the League voted unanimously to pull out of the

debates, and on October 3, they issued a press release condemning the demands of the major Democrat and Republican candidates' campaigns:

The League of Women Voters is withdrawing sponsorship of the presidential debates...because the demands of the two campaign organizations would

perpetrate a fraud on the American voter. It has become clear to us that the candidates' organizations aim to add debates to their list of campaign-

trail charades devoid of substance, spontaneity and answers to tough questions. The League has no intention of becoming an accessory to the hood-

winking of the American public. —League President Nancy M. Neuman, LWV October 03, 1988

Despite relinquishing this high-visibility role, the League continues to actively work for voters by conducting candidate forums, organizing legislative

interviews and protecting voters’ rights. Above all, we are nonpartisan in our activities, neither supporting not opposing any party or candidate.

The League’s local chapter, the Abington-Cheltenham-Jenkintown Area League of Women Voters, works to keep citizens actively involved in local civic

affairs and democracy in Pennsylvania. Our League is active in the communities of Abington, Cheltenham, Jenkintown, Rockledge, Springfield and Upper

Dublin in southeastern Montgomery County, taking in six municipalities and five school districts with a combined population of some 144,000 in one of our

commonwealth’s most populous counties.

It is your local League that writes and distributes the Voters Guide you are reading now. Funding for this Guide comes solely from League members and lo-

cal business sponsors (listed on back page). No government funding is used to compile this Guide.

Our League is highly active and seeks conscientious, civic-minded members who want to encourage understanding and action on important issues affecting

our government and our society. Despite our name, we welcome both men and women as members. If you care about accountable government, fair elec-

tions, and an informed and engaged electorate, please consider joining the League of Women Voters today!
