Learning & Development Prospectus
Welcome to the Learning and Development Prospectus. This brings together the current
offerings from your Learning and Development Department here at Royal Cornwall NHS
Trust. It is, however, not an exhaustive list and we are always happy to hear from
individuals and teams looking for learning and development opportunities which we may
be able to deliver bespoke for you, or search for what you need within our network of
partners.
This year, our training and education team have partnered with a range of external
providers to bring you the very best, top-quality development programmes and
pathways. Some are mandatory or essential – but many are here to enrich and support
your working life. Our Trust’s strategy incorporates a strong focus on valuing staff
through development, and this Prospectus provides a visible and real way of putting the
detail behind the aspiration.
We are lucky to be participating in the Cornwall Leadership Academy for a further year,
and in the Prospectus you’ll find details of the many leadership and management
development opportunities on offer.
Please do ensure that this Prospectus is cascaded around your department and your
teams. Because dates can change – we haven’t included them in this Prospectus, but
confirmation of the next course is only a phone call away.

Booking onto Training
RCHT uses the NHS national system Electronic Staff Record (ESR) to manage its learning and
development opportunities. You can use your ESR account to manage your own training
portfolio by viewing course dates, enrolling onto classes and by completing e-learning from
any computer – either on any RCHT site, or at home. You can also download the My ESR
app, available on iOS and Android.
The Trust recognises that not every staff member has easy access to a computer and has
therefore provided computers in the library services and the intranet café, both of which
are located in the Knowledge Spa, Truro.
When it comes to eLearning we understand that using systems like the ESR may sometimes
be worrying and unfamiliar so we have provided information in the paragraphs below to
help you find your way around. ESR provides access to both classroom learning and
eLearning courses which are supplied by local and national providers.
If you need any help navigating around ESR we are available to assist either by phone or
email (ext. 5148 or [email protected] ).

Courses that are supplied by national providers are available by eLearning delivery mode
only. These courses can be easily recognised as their titles always begin with the figures
000.
Local Courses
Courses that are supplied by local providers always begin with the figures 156, and they can
be available in a classroom (known as Instructor-Led in ESR) or by eLearning. If you choose
eLearning you will be taken to a page that shows a single class for you to enrol on, and if
you choose instructor-led you will be taken to a list of classes, with dates and venues clearly
displayed for you to choose from.

Blood Transfusion Induction and Mandatory Training
Description Induction The Blood Transfusion Induction session gives staff an introduction to Transfusion Services across all 3 acute sites. Staff will be signposted to the designated training and competency assessments required to take part in the transfusion process. Patient safety issues are covered including Positive Patient Identification, who can do what, what components and products are available and information to give to patients. Learning Outcomes To ensure staff are aware of RCH requirements for safe storage, collection, administration and observation in relation to all blood components. Staff will be informed of the requirement to complete the appropriate assessments in a face to face assessment delivered by ward based assessors. These assessments should be completed within 3 months of Induction. Staffs are also required to complete eLearning for Bloodhound after assessment. http://elearningcornwall.nhs.uk/site/m/bloodhound/index.html to be completed from RCH computers. Who needs this training? All Clinical staff involved in storage, collection, administration and observation using blood products. This session will be attended once. Mandatory Blood Transfusion Blood Transfusion is on the Clinical Mandatory Update Programme biennially. Staff are expected to have completed at least one face to face assessment in the relevant transfusion competencies prior to attendance. On-going face to face assessment is covered in the form of a workbook that is completed at the mandatory session. Competency for collection of blood is monitored with the use of Bloodhound (after completing initial eLearning). There are ‘top up’ sessions organised by the Transfusion Practitioners for staff who need to attend mandatory blood transfusion in the year it is not on the programme. This can be booked through [email protected] Blood Transfusion Theory is also available by eLearning on ESR but this is not counted as mandatory training. Staff may complete it as extra study. Blood Transfusion Assessor Training
Description This half day course allows the staff member to become a Blood Transfusion Assessor. Learning Outcomes By the end of the course participants will: • Be able to assess other staff in Transfusion sample taking, collecting blood from the blood fridge, administration and observations. • Have knowledge of the reasons for transfusion assessment, including NPSA SPN14. • Be a point of reference in the ward area for transfusion information. Suitable for: Registered nurses with at least 2 years post registration experience. Some experience of training and assessing would be beneficial. Casenote Management Training
Description Casenote management training is mandatory for all staff that handles casenotes i.e. collect and/or tracer notes from one location to another or enters information or documents into the casenotes. The session explains the creation, structure and content of a health record and includes tracking of the record when it is moved. Additionally it informs users of any changes that have been, or will be, introduced to systems i.e. eNotes implementation & PAS. Fire Safety Awareness
Description This course will enable you to meet the knowledge requirements of the Regulatory Form (Fire Safety) Order 2005 and the NHS Fire Code.

Resuscitation Training - Level 1- Adult in Hospital Life Support (Basic) including Automated External Defibrillation (ABLS & AED)
Description To educate and train personnel within the Trust to administer adult basic life support competently. In addition, staff will be taught how to use a defibrillator in the automated mode. The skills will be in accordance with Royal Cornwall Hospitals NHS Trust procedures, with underpinning theoretical knowledge to ensure evidence-based practice. Adult basic life support training is the minimum requirement for any clinical member of the Royal Cornwall Hospitals NHS Trust who has adult patient contact. This training must be undertaken annually. For further guidance please refer to the latest RCHT Cardiopulmonary Resuscitation policy. Reminder: Staff that has contact with paediatric patients should also receive training in a minimum of level 1 paediatric basic life support. Description
To educate and train personnel within the Trust to administer paediatric and adult basic life
support competently. The skills will be in accordance with Royal Cornwall Hospitals NHS Trust
procedures, with underpinning theoretical knowledge to ensure evidence-based practice.
Any member of the Royal Cornwall Hospitals NHS Trust who has paediatric patient contact is
required to undertake both paediatric and adult basic life support training. Level 1 basic life
support is the minimum standard required. For further guidance please refer to the latest
RCHT Cardiopulmonary Resuscitation policy.
Notes & Exceptions
Exceptions to PBLS include staff that hold a current PLS certificate for the year of accreditation
only. Thereafter, they should undertake PBLS annually. Staff holding a current APLS certificate
need to update their PBLS in year 3 following the date of their APLS certificate, in year 4 they
should be updating APLS.

The ILS course is designed in order to standardise much of the in-hospital training. Its aim
is to train healthcare personnel in skills that enable them to manage patients in cardiac

This is a NATIONAL 2-day course held at the Falmouth Hotel some 12 miles away from the

This course will prepare senior members of a multi-disciplinary team to manage an adult
patient in peri-arrest and/or arrest situations and to effectively administer post arrest care
with a view to transfer to a critical care area. The complexity and management of cardiac
arrest situations, including decision-making and effective communication with the team and
the patient’s relatives, are included.

This is a NATIONAL 1-day course (08.30 a.m. – 5.30 p.m.) held at the Postgraduate
Education Centre.
The Newborn Life Support (NLS) course has been developed under the auspices of the
Resuscitation Council (UK) to provide clear practical instruction in airway support and the
theoretical background to illustrate its importance in resuscitation of the newborn. The
aim of the course is to give those responsible for initiating resuscitation at birth the
background knowledge and skills to approach the management of a newborn infant during
the first 10-20 minutes in a competent manner. The course concentrates on the
importance of temperature control, practical airway management and ventilatory support.

Description
This is a NATIONAL 3-day course held at the Falmouth Hotel - 12 miles distance from the
hospital site. There is also a one day refresher course for candidates who hold a valid
ATLS certificate.
A course for medical staff only enabling a standardised language of trauma care across the
specialties. Attendance at a course also exposes the candidate to a network of motivated
colleagues with an enthusiasm for trauma management. It teaches a simple systematic
approach to the management of trauma patients, treating the most life-threatening injury.
Course Pre-requisites
The manual is sent to the candidate at least one month before the course date and the
candidate is strongly advised to study this thoroughly before completing a pre-course
multiple-choice questionnaire (MCQ). This MCQ must be handed in, with the question
paper, on arrival at the course centre. This pre-course assessment provides a baseline
measure upon which new learning can be evaluated and it should be completed without
reference to the manual.
Who needs this training?
All applicants should hold a current clinical appointment and professional healthcare
qualification. Due to the number of candidates across the UK requiring places on ATLS,
names of candidates interested in our courses will be taken and application forms sent to
those who are short listed. ATLS certificates are valid nationally and locally for 4 years.
Nurses & paramedics can attend as observers if they work in the appropriate areas.

Description
This on-line training delivers the knowledge required to deal with an anaphylaxis emergency
quickly and effectively. It is pertinent to all staff that administers medications and is

Description This three hour session will ensure clinical frontline staff have the knowledge and understanding to support their role and responsibilities towards adults who may be at risk in their care. Safeguarding Children Level 3 Update
Description This programme provides staffs that have attained level 3 with one option of evidencing their annual requirement to update their child protection/safeguarding mandatory training. The course incorporates learning outcomes from national and local serious case reviews (SCR’s) and explores how they influence and inform practice, forthcoming or new legislation, policies and guidance. Alternative Methods of achieving Level 3 Up-date Staff may have undertaken a local or national conference, study day or undertaken further study which they could use as evidence of their annual update for Level 3. Staff would need to demonstrate their learning by discussing the training experience with their Trust Named professionals (see below) who would be responsible for signing off compliance against the training competence framework.

Waste Management
Description The main Waste Management objective since 2007/8 across all Trusts is compliance with the Hazardous waste regulations 2005 (as amended 2009) and the subsequent DoH document ‘Safe Management of Healthcare Waste’ in order to meet legislative requirement and Standards for Better Health C4e compliance. Description This is a 1 day workshop that will equip you with the knowledge & skills to investigate an incident using a root cause analysis process. Leadership and Management – Introduction
RCHT believes that all new and existing staff progressing into a leadership and management role should have the opportunity to develop a set of core management skills, behaviours and attitudes, underpinned by the Trust’s values. The Manager’s Passport sets out the leadership & management competences to be achieved. It also outlines the leadership & management development courses that underpin the Manager’s Passport. It is a mandatory requirement that all Team Leaders and Front Line Managers attend the relevant courses and complete the Manager’s Passport. University Based Education Description The University of Plymouth offers a range of undergraduate level clinical or professional modules which can be used as part of a pathway leading to a BSc Health Studies or BSc (Hons) Health Studies or as a standalone module to support clinical practice. Applicants should usually be in possession of a diploma before accessing these modules but this is not always the case. A list of available modules can be accessed via the University of Plymouth Continuing Professional Development Prospectus for Health Care Professionals which can be found online via the University of Plymouth link below. Description This is a 3 stage competency framework for enteral feeding and administration of medicines via a fine bore feeding tube. It discusses best practice recommendations and testing methods for correct tube placement and position checks prior to the administration of fluids, enteral feeds and medicines. Please note that full competency in this skill also requires evidence of theoretical assessment and successful completion of a period of a supervised practice using a workbook. Full instructions will be provided on the day. Competency will only be recorded on ESR when all elements of the competency framework have been achieved.

Administration of Injectable (Intravenous) Medicines
Description This competency framework is a 3 stage process which includes online theoretical assessment (Step One), supervised practice using a workbook (Step Two) and a final assessment of competency (Step Three).Registered Healthcare Professionals (HCP) who administer injectable (intravenous) medicines in RCHT must access and achieve this competency through the approved route prior to practicing this clinical skill independently. Competency will only be recorded on ESR when all elements of the competency framework have been achieved.
Step 1-E-learning theoretical assessment – The following Injectable Medicines modules must be completed via the National Learning Management System (ESR).
Drug Administration Module 1 (Core) – Legislation
Drug Administration Module 2 – Drug Calculation
Injectable Medicines Module 1 – Preparation of Injectable Medicines
Injectable Medicines Module 2 – Administration and Monitoring Injectable Medicines
Step 2- Supervised Practice - Successful attainment of the theory component must be followed by a period of supervised practice where at least 6 ward based assessments on a minimum of 6 patients using the injectable medicines matrices must be undertaken. Supervision must be provided by a Healthcare Professional who is competent in the administration of injectable medicines. Access the injectable medicines workbook from the Learning and Development Department or the Education Link.
Step 3. A final ward based assessment - Successful completion using the final assessment matrix will evidence full achievement of competency and the Healthcare Professional may then undertake the administration of injectable medicines independently. The supervised practice and assessment activity must be completed within 2 months of successful attainment of the theory element.
Learning outcomes Following achievement of this competency framework, registered nurses, midwives and allied healthcare professionals will:
Be aware of the legislation which relates specifically to the administration of injectable medicines
Demonstrate how to accurately calculate correct dosages and appropriate methods of dilution for safe administration
Demonstrate knowledge of contraindications and side effects
Demonstrate health and safety principles in relation to the safe preparation of injectable medicines for administration

Clinical Supervision
Description Clinical Supervision is a process by which professionals are assisted to improve practice, develop professionally and personally and deal productively with the stresses inherent in a caring role. It is a method of supporting and developing competence by providing practitioners with the opportunity to meet on a regular/as required basis with an experienced colleague to discuss their own work and reflect on and learn from their actual clinical experiences under discussion. Clinical supervision is available to all clinical staff. It is acknowledged that time in clinical supervision is fluid and is dependent on the needs of the individual. Clinical supervision does not seek to replace managerial supervision and the trust policy recognises the importance of line management relationship between staff ensuring effective performance There are a range of formats for clinical supervision; we encourage individuals and departments to consider the most appropriate format to meet their individual/departmental needs. Description This is a 3 stage competency framework to ensure that the insertion and management of indwelling urinary catheters in to adults is carried out in accordance with Trust procedures and best evidence. Knowledge is delivered through completion of the RCHT Insertion of Indwelling Urinary Catheter Theory Pack which is available from Employee Support. If possible, but not compulsory this is then followed by a classroom based Best Practice study day/ simulated practice. Finance Skills Development for Non Finance Staff Strategy
A Plan to Develop First Class Financial Management Skills Training for Non Finance Staff in Royal Cornwall Hospitals Trust Introduction The Finance Skills Development for Non Finance Staff Strategy is designed to support the objectives of Royal Cornwall Hospitals NHS Trust in providing first class healthcare to the people of Cornwall by making the best use of the resources the Trust has available. The Finance Skills Development for Non Finance Staff Strategy sets out the overarching principles that will enable training and support to be in place for all staff where appropriate, and will ensure that non finance staff employed by Royal Cornwall Hospitals NHS Trust are equipped to deliver first class financial management and governance. The programmes will aim to build on the success of the finance budget training programme provided during previous years, where, of those that scored the programme, 96% rated the programme as Excellent or Good. Purpose Robust financial management and strong financial governance across the whole organisation is paramount for the continuing organisational development of the Trust. The importance of developing sound financial management skills across the Trust cannot be underestimated. Developing these skills across non finance staff, will help to ensure the Trust delivers future surpluses to repay historic deficits, moves on a transition path to becoming a Foundation Trust and continues to improve the financial good health of the Trust in order to reinvest surpluses to develop patient care. The purpose of this strategy is to underpin these things and make sure that they are delivered and more specifically is to ensure that:
All staff within the Trust is given the opportunity to develop the finance skills and competencies required to fulfil their roles. For some staff financial training will be essential in order for them to effectively fulfil their roles within the Trust.
All staff that have the Knowledge and Skills Framework dimension ‘G4: Financial Management’ within the requirements of their posts are trained in the finance skills required by this dimension.
There is a development programme for financial training that allows non finance staff to access more advanced financial training if required.
The provision of finance learning and development activities are made available as part of an e- learning and internal training package and form part of a sound appraisal process and personal development plan based upon the Knowledge and Skills Framework.

The HFMA Introductory Certificate in Healthcare Finance
Description The Introductory Certificate in Healthcare Finance will provide staff with a basic understanding and awareness of fundamental aspects of NHS finance and will help develop the knowledge in specific areas to carry out the financial responsibilities associated with the role. Participants will be required to sit 5 modules each selected from the following of which the ‘Introduction to NHS Finance in England’ is mandatory: • Introduction to NHS Finance in England • Managing Budgets – An Introduction • Introduction to NHS Governance • Introduction to Payment by Results • Introduction to Practice Based Commissioning • Introduction to the Foundation Trust Financial Regime • Introduction to PCT Finance • Introduction to Business Cases • Understanding the Accounts The Certificate is aimed at non finance professionals in the NHS, particularly General Managers, Nurse Managers, Practice Managers and other clinicians as well as staff new to the NHS. The Trust piloted the introduction of this certificate during 2008-09 with 8 staff within the Trust completing the Certificate, a further rollout saw c35 members of staff take up the certificate in 2009-10 and feedback has been favourable in all cases. It is therefore proposed that the Certificate in Healthcare Finance is offered more widely across the organisation for Clinicians and Managers who wish to undertake the course. HFMA Training Package External Events
Description In addition to the Introductory Certificate in Healthcare Finance, the Trust has also subscribed to a HFMA Finance Skills Development Package which includes free access for a limited number of places on the following: • Introduction to NHS Finance (4 places) – 1 day training event • Finance for Non Finance Staff / Non-Executive Directors (7 places) – 1 day training event • E learning licences (4 Healthcare Certificates or 20 individual modules) These places will be offered to staff within the organisation when these events are publicised. IM&T IT training team – an overview
The team responsible for providing IT Training to NHS staff across Cornwall is hosted by the Royal Cornwall Hospitals Trust on the Royal Cornwall Hospital site. Our fully qualified and experienced staff provides training in a wide range of applications to meet the needs of clinical and administration staff. This also includes training and support on Mobile Devices, iPads and iPhones. We also deliver training for our clinical systems relating to the modernisation programme across the county. What you need to know: From May 2017, there are national changes to how apprenticeships will be funded which will affect the NHS. This presents an exciting opportunity for the Trust to increase the level of training delivered through apprenticeship routes for both new starters and as learning and development opportunities for existing staff. Apprenticeships are no longer limited to those who work in Band 1-4 roles. Opportunities are continuing to grow at all educational levels, and in many new specialties, including degree level apprenticeships such as Leadership and Management and Nursing at Level 6. Apprenticeships in Healthcare
Description An Apprenticeship is made of a framework of qualifications that relate to your work role. To achieve the full apprenticeship you must achieve each of the components outlined below. Functional Skills

Communication (English)
These will be at Level 1 if completing a Level 2 Apprenticeship (intermediate) and Level 2 if completing a Level 3 Apprenticeship (advanced). You will be required to complete a portfolio of evidence, take part in discussions and, if completing Level 3 Apprenticeship, give a short presentation. A short test will also be involved. This will take approximately 3 months dependent on individual learning needs. Employment and Personal Learning Skills in Health Level 2 & 3 This is made up of 5 units which will be covered within Key Skills and 2 half day study sessions. Evidence for this award will be shown through e-portfolio. Diploma Level 2 & 3 This is made up of a combination of mandatory and option units relevant to your job role. The units cover both the knowledge and practical skills required to show and prove competence. These units will need to be assessed by an occupationally qualified assessor (D32/33, A1 or TAQA). Higher Apprenticeship – Diploma Level 5 for Assistant Practitioners
To be able to undertake this course you need to secure a post as a Trainee Assistant Practitioner. Interviews for these posts take place in February each year. The course runs for 2 years and you will attend 1 day a week on study. What is an Assistant Practitioner in Health? A senior support worker (Band 4 NHS Career Framework) who is able to deliver elements of healthcare and undertake clinical work in domains – performed safely with training and under protocol and supervision - that have previously only been within the remit of registered professionals. What is The Higher Level Apprenticeship in Health Care? This Apprenticeship provides the learner with the skills and knowledge required to become competent as an Assistant Practitioner in a health setting. Apprentices on this framework are employed as a trainee Assistant Practitioner and will work alongside Health Professionals (e.g. doctors, nurses, physiotherapists, radiographers, podiatrists, speech and language therapists, occupational therapists) to provide patient care in a range of settings including clinics, people’s homes or hospitals. Apprentices gain the new higher skills and learning they need to carry out these job roles as well as preparing them for future employment as Assistant Practitioners and career progression within the health sector. Eligibility and Entry Requirements: This apprenticeship is primarily (but not exclusively) intended for a Health Care support worker who
Is employed by the Trust and has worked in a care role in an acute setting for 2 years or more
Has a level 3 vocational qualification in Health Care
Has GSCE in Maths and English A-C or Functional Skills Level 2

Training Assessment and Quality Assurance (TAQA)
Description The TAQA has a number of components. The units and qualifications will provide people who carry out assessment and internal quality assurance roles in their organisation with the opportunity to develop and improve their practice as well as achieving a professional qualification for the role.
Suitable for These qualifications are for people working in, or looking to enter roles in assessment and internal quality assurance. They are available to anyone working in: accredited learning; non accredited learning (where people may assess performance but do not assess for a qualification); and the Qualification Credit Framework.

Business Administration Intermediate Apprenticeship (Level 2) Overview Covers key areas of administration alongside developing confidence and presentation skills. New additions include business sales and event management. Complementary level 2 CIEH Certificate embedded. Who is the course for? Administrators, office staff, Personal assistants, secretaries and all administrative roles where organisation, planning, systems, communication, IT, dealing with customers, supporting team members and managers and producing accurate correspondence are important.
