1.0 Introduction
Landscope (Mauritius) Ltd. is inviting Expressions of Interest (EOI) from planters
willing to lease plots of land of varying size at Highlands for agricultural purpose only.
2.0 Lease period
The lease shall be for a duration of two (2) years.
3.0 Land available for lease
The following plots of land are available for lease:

The plots of land are located partly within the Moka District Council and partly within
the Vacoas-Phoenix Municipal Council jurisdiction.
The location of the plots of land are shown on the plan enclosed as Annex 1.
The applicants may submit application for one or more adjacent lots. In exceptional
circumstances Landscope may consider the splitting of some lots into two or more
lots.
4.0 Eligibility
This application is open to public willing to lease plots of land for vegetables
cultivation. However, the applicants will be requested to obtain a registration with the
Small Farmers Welfare Fund, Agricultural Cooperative societies or any other
authorized bodies prior to the signature of the lease agreement.
5.0 General Conditions of the lease of land
The general conditions of the lease of the agricultural lands are as follows:
a. Plantation
The Lessees shall be allowed to plant only vegetables in open fields.
Rearing of animals shall not be permitted.

b. Site Clearance and preparation of land
The plots of land will be leased in the present state. Therefore, the Lessees will
have to make their own arrangements to clear the site, cart away debris and to
prepare the fields for plantation and all costs thereof shall be borne by the
Lessees.
c. Water and Electricity supplies
The Lessees shall make their own arrangements to bring and store water on site
for irrigation of their crops if so required or any other uses.
The Lessees shall also make their own arrangements to bring mobile generator
sets for their use if so required.
Landscope (Mauritius) Ltd will not give wayleave for the construction of any
infrastructure works for the supply of water and electricity on site.
d. Access Roads
The Lessees will be allowed to use the existing track roads to access the selected
plots of land for their activities. It is to be noted that Landscope (Mauritius) Ltd
has no intention to upgrade or maintain the existing track roads during the lease
period.
e. Allowable construction on the said plots of land
The Lessees will be allowed to construct small water tanks and erect temporary
structure such as iron sheeting shed to be used solely for their agricultural
activities. At the expiration of the lease agreement, the Lessees will have to
remove the constructions and shed to the satisfaction of Landscope (Mauritius)
Ltd.
The Lessees shall not be allowed to construct stall for the selling of their
vegetables on the plots of lands.
f. Disposal of solid wastes
Lessees to make their own arrangement to dispose of their solid wastes. No
wastes shall be disposed or dumped on the land belonging to Landscope
(Mauritius) Ltd.
g. Damage of Crops
Any damage caused to the standing sugarcane and other crops outside the plots
of land allocated to the Lessees, due to the vehicular movement or any other
operation of the Lessees, shall be compensated at a rate to be mutually agreed
upon.
h. Use of pesticides and herbicides.
The Lessees shall make all necessary to control the fertilizer applications so that
same are in accordance with the dose recommended by the Extension Service of
the Ministry of Agro Industry and Food Security.

The Lessees shall not under any circumstances, use other pesticides and/or
fungicides than those recommended by the Extension Service of the Ministry of
Agro Industry and Food Security.
Landscope Mauritius Ltd (Highlands) reserves the right to designate a
representative to control the fertilizer contribution, use of pesticides and/or
fungicides by the Lessees.
i. Maintaining the plot of land in good state
The Lessees shall, throughout the duration of the lease agreement, maintain the
said land in a good state of cultivation and maintenance, to the satisfaction of
Landscope Mauritius Ltd (Highlands), failing which the latter reserves the right to:
i). Terminate the lease and take immediate possession of said land, subject to
any damages that may be claimed by the Lessees and,
ii). No lease will be signed with the said Lessees in the future.
j. Returning the plot of land
At the expiration of the Lease agreement, the Lessees will have to clean the land
before returning it to Landscope Mauritius Ltd. The Lessees shall, moreover,
within seven days from the expiration of the Lease agreement, remove at his own
expense any temporary structure he/she has erected on the said land, failing
which the said construction will become the possession of Landscope (Mauritius)
Ltd. without compensation or indemnity.
6.0 Payment and mode of payment
6.1 Payment
At the time of signature of the lease agreement, the Lessees shall pay the first year
rental.
The annual Rental for the remaining lease period shall be paid on the first day of each
year of the lease period.
6.2 Mode of payment
The mode of payment for the rental shall be by cash or bank cheque.
7.0 Sub-letting and assignment
Sub-letting of part of the plot of land or assignment of the lease shall not be permitted
under any circumstances.

8.0 Permit and Clearances to operate
The Lessees shall be responsible to apply and obtain any necessary permits and
clearances if required from the relevant authorities to perform the proposed
agricultural activities.
9.0 Termination of lease
The lease shall be terminated:
a. At the expiry of the lease agreement;
b. In case of default of the Lessees to pay the rental on the specified time;
c. In case of failure of the Lessees to maintain the plot of land in good state to the
satisfaction of Landscope (Mauritius) Ltd.
d. In exceptional cases, by Landscope (Mauritius) Ltd at any time before expiration
of the Lease agreement. In such case the Lessees shall return back the plot of land
and Landscope (Mauritius) Ltd. shall pay compensation to the Lessees at a rate to
be mutually agreed upon.
e. By the Lessees at any time before expiration of the Lease agreement on the
conditions to be mutually agreed upon.
10.0 Submission of applications
Applicants must submit the following documents as part of their Expressions of
Interest:
a. Duly filled Application Form enclosed as Annex 2.
b. A copy of National Identity card.
c. A copy of the planters card issued by the Small Farmers Welfare Fund,
membership card with agricultural Cooperative societies or registration card with
any other authorised bodies, if available.
The Expressions of Interest with all the documents shall be sealed in an envelope and
clearly marked ‘Leasing of Agricultural land at Highlands – LM/HL/SP18/86’. The
Expressions of Interest shall be deposited in the tender box at the address below on
Monday 08 October 2018 at latest by 16:00 hrs:

Any application received after the deadline for submission of the Expression of
Interest as mentioned above shall be rejected by the Landscope (Mauritius) Ltd.

11.0 Selection of applications
Based on the choice of the applicants, Landscope (Mauritius) Ltd. will allocate the
plots of land.
In case of one or more applicants opting for the same plots of land, Landscope will
carry out a drawing of lot exercise in the presence of the applicants concerned. The
date, time and venue of the drawing of lot exercise will be communicated to the
applicants at a later stage. The outcome of the drawing of lot exercise shall be final
and not negotiable.
12.0 Signature of the Lease Agreement
A lease agreement will be signed by Landscope (Mauritius) Ltd. and the selected
applicants within 7 days from the date of the drawing of lot exercise.
13.0 Disclaimer
The Landscope (Mauritius) Ltd. reserves the right to cancel the present invitation for
Expressions of Interest without thereby incurring any liability to any applicant or
without having any obligation to inform the applicants of any actions.
