    Introduction

    Joint Special Operations Command (JSOC) is a US and allied

    commando unit, famously killing Osama Bin Laden. It leads a secret

    glo!al "ar# against al$%aeda !y capturing and&or killing mem!ers of t'e

    terrorist net"ork, and is a maor part of t'e O!ama administrations#

    counterterrorism strategy. *'is essay focuses on t'ese e+traterritorial

    counterterror raids, "'ere commando teams are transported to a foreign

    country, gain entry to targeted premises and capture or kill t'e target.

    Jurisdiction issues

    Some argue t'at e+traterritorial counterterror raids are not armed

    conflicts, and I3L "ould not apply, 'o"e0er I37L "ould apply, and

    "'ere t'ere is armed conflict, "ould apply simultaneously.9@ I37L
