in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:02 a.m., with the following members present: Commissioner Wolf, presiding, Commissioner Wagner, Commissioner Menden, Commissioner Marschall, and Commissioner ulrich.

(2) Amendments to the AgendaChair Wolf announced the addition

of an agenda item to honor Ryan Orham upon receiving the Eagle Scout Award.

(3) On a motion by Commissioner ulrich, seconded by Commissioner Marschall, the Minutes of May 8, 2012 were approved unanimously.

(4) Recognition of Interested Citizens:

B. Vice Chair Marschall presented certificates of appreciation to former members of citizen advisory com-mittees.

C. Commissioner Menden moved, seconded by Commissioner ulrich to adopt Resolution No. 2012-104; Proclaiming May 20-26, 2012 Emergency Medical Services Week in Scott County. D. Scott County Sheriff Kevin Studnicka presented the All Hazards Committee Emergency Medical Service (EMS) Outstanding Service Award for 2012 to Ted Weber of Ridgeview Medical Center Ambulance Service. This award is meant to honor an EMS responder during EMS Week for outstanding service to their community in the area of pre-hospital care. Sheriff Studnicka provided a brief history of Mr. Weber’s 25 years of service as an Emergency Medical Technician.

E. Commissioner Marschall moved, seconded by Commissioner ulrich to adopt Resolution No. 2012-101; Proclaiming May 20-26, 2012 as National Public Works Week in Scott County. f. janet Williams, Chair of the Scott County Mental Health Local Advisory Council (LAC),provided an informational update on the work of the LAC.

G. Beth Loechler, Executive Director of families and Individuals Sharing Hope (fISH) provided infor-mation regarding fISH, which is a collaborative effort of the faith com-munity, non–profits, service groups, local government,and the business community. The mission of fISH is to partner together to meet human needs so that individuals will be able to live healthy, transformed lives.

(7) Manage Challenges and Create Opportunities:

A. Natural Resources Program Manager Paul Nelson provided background information on the Plan Amendment #2 to the Scott Watershed Management Organization (WMO) Water Resources Management Plan.

Commissioner Marschall moved, seconded by Commissioner Wagner to open the public hearing at 10:15 a.m.

JUNE 5, 2012(1) The Board of Commissioners,

in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Wolf, presiding, Commissioner Wagner, Commissioner Menden, Commissioner Marschall, and Commissioner ulrich.

(2) On a motion by Commissioner ulrich, seconded by Commissioner Marschall, the Minutes of May 22, 2012 were approved.

(3) Consent Agenda:On a motion by Commissioner

ulrich, seconded by Commissioner Wagner, the following actions were approved unanimously. All resolu-tions are available in the office of the County Administrator and are made a part of this record by reference.

Per Commissioner Wagner’s request, Don Vry of Great Plains Sand introduced jennifer McCartney, the Compliance Officer for Great Plains Sand. Mr. Vry gave a brief overview of Ms. McCartney’s responsibilities as Compliance Officer.

Commissioner Marschall announced that she would abstain from voting on agenda item 5.8 to approve pay-roll processing of personnel actions.

A. Approve the Application for a One-Day Temporary On-Sale Liquor License for St. Mary of the Purification Church in Louisville Township for an event to be held on August 19, 2012.

B. Adopt Resolution No. 2012-108; Authorizing Entering Into an Agreement With the State of Minnesota, Office of Higher Education, for the Management and Operation of the MnLINKGateway Server Site.

C. Approve the request to amend Conditional use Permit (#1044-C-6) for Ron’s Mechanical, Ron Coster, applicant, for the operation of a heat-ing/mechanical contracting business in Section 14 of jackson Township, to expand the existing office and storage areas. This action is in accordance with Chapter 50 of Scott County Zoning Ordinance No. 3

based on the criteria listed on the application for approval.

D. Approve the request for a Conditional use Permit (#1354-C-2) for Eric Thorlaciusand Emma Campbell, applicants, to construct a private horse riding arena in Section 10 of Blakeley Township. This action is in accordance with Chapters 9 and 26 of Scott County Zoning Ordinance No. 3 based on the criteria listed on the application for approval.

E. Approve the appointment of Zoning Administrator Marty Schmitz and Environmental Health and Inspections Manager Allen frechette to the Great Plains Sand Review Committee.

f. Adopt Resolution No. 2012-102; Authorizing the Execution of a Purchase Agreement and Acquisition of Real Property Identified as County Parcel ID 30690010 Located Along County Highway 8 in the Township of Cedar Lake in the Sum of $190,000.

G. Adopt Resolution No. 2012-109; Approving a Two-Year Agreement Between the County of Scott and the Scott County Attorneys Association, Effective january 1, 2012 Through December 31, 2013, and Rescinding Resolution No. 2010-067.

A copy of the resolution is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously.

(5) Develop Strong Public Partnerships:

Professional Engineer jason Swenson provided background information regarding the National Pollutant Discharge Elimination System (NPDES) Phase II General Storm Water Permit for Small Municipal Separate Storm Sewer Systems (MS4s).

Commissioner Marschall moved, seconded by Commissioner ulrich to open the public hearing for the pur-pose of receiving comments on the Scott County Storm Water Pollution Prevention Plan at 9:57 a.m. Motion carried unanimously.

Louisville Town Board Clerk LuAnne Lemkereported on projects located within Louisville Township. Ms. Lemke also commented on the education effort being made by the Shakopee School District.
