NOISE & VIBRATION MANAGEMENT PLAN

Scope:

This Noise & Vibration Management Plan details prevention and management measures for noise and vibration associated with construction activities. It defines mitigation measures to control of the noise impacts of construction activities on potentially affected receivers, and contingency measures that may be implemented if complaints are received.

Objective:

Comply with all statutory requirements.

Avoid or minimise adverse noise impacts from construction through construction methodology and appropriate management measures.

To minimise the generation of noise and vibration from construction activities which could affect the site personnel

To minimise the generation of noise and vibration from construction activities which could affect neighbouring residences, Base personnel and associated building structures and other community members.

Establish and maintain good relations with the community and neighbouring sites.

Key issues & Risks:

During demolition, excavation and construction works, nearby residential and RAAF Base and Airport structures (and their occupants) may be affected by related noise and vibration.

This Noise & Vibration Management Plan details a range of mitigation measures designed to prevent the following risks from occurring:

Noise and vibration affecting nearby properties.

Vibration affecting site structures including heritage listed items and adjacent facilities.

Complaints from adjacent community and neighbouring sites.

A construction noise assessment was carried out as part of the Addendum Environmental Impact Assessment (SKM 2013).

A summary of the findings of the construction noise assessment is included below:

Existing environment and sensitive recievers

Noise will be generated during construction and may impact upon Base users as well as nearby sensitive receivers. Sensitive receivers are located within the Base, including a range of administrative, residential, recreational, child care facilities and public uses. These receivers may be located within 500 metres or less to construction works.

The Base is a busy aerodrome and subject to considerable aircraft noise, which is likely to be louder than construction noise, construction noise however would be of a continuous nature whereas aircraft noise is intermittent.

The land use around the Base is generally rural residential with dwellings relatively spread out. The closest group of sensitive receivers to the Base are to the south-east, which are within 70 metres of the Base boundary. To the south west there are additional receivers along Cabbage Tree Road, which are about 1 km from the Base. At even greater separation distances from the Base there are receivers to the north and to the west, being located over 1.5 km away.

Residential receivers are located within the Base. The residences are for the use of Defence staff, predominantly at the southern end of the runway. A representative receiver, R9, has been used in this assessment to quantify the likely impacts on these receivers. There are also two childcare centers on the base, these are in the eastern section of the Base further from the NACC project work areas than the on Base residential areas assessed at R9, however they may be

impacted by local services installation work.

An aerial overview of the Base indicating the location of sensitive receivers is presented in Figure 1 Appendix A.

Noise Management Levels

The construction noise assessment measured existing background noise at identified sensitive recievers (known as Rating Background Level or RBL) The rating background level (RBL), the overall single-figure background noise level measured in each relevant assessment period, is used when determining the management level. For short term measurements the RBL is equal to the measured LA90. A separate RBL is assigned to each assessment period (daytime, evening and nighttime).

The RBL is used to calculate Noise Management Levels , these are based on criteria set out in the NSW EPA Interim Construction Noise (See Table 1 Appendix A). The project Noise Management Levels are set out in Table 2 Appendix A.

The noise management levels calculated for the construction noise assessment did not consider the childcare centres, however the NSW EPA Interim Construction Noise Guildeline sets a Management Level for schools and similar institutions as internal noise level of 45dB(A).

Construction Noise

The construction noise assessment calculated the predicted noise levels for each construction scenario and receiver. The results are summarised in Table 2 Appendix A. Where noise emissions are expected to differ from those used in this study, additional noise assessment may be required.

From the table, it can be seen that very few exceedances of the NMLs are likely. This is due to the large distances separating work areas and receivers and high background noise levels/NMLs. Works running into the evening period are likely to have similarly low levels of impact as the day period due to commuter traffic noise.

Earthworks would likely be the noisiest activity at any receiver, followed by paving. Should works be required outside of standard hours, it is likely that the “OOH day” and “OOH night” NML may be slightly exceeded by these activities at R1. To manage these impacts, noisy construction activities should be avoided in work area 4 during these times.

Where the project NML is exceeded for any activity, they have been highlighted. Where results are marked as “N/a”, these receivers are greater than 5 km from construction works and have not been assessed.

As discussed above the Construction Noise Assessment did not consider the noise levels at the childcare centres, however the NSW EPA Interim Construction Noise Guildeline considers that conservatively the internal noise level is 10dB(A) lower than external noise levels. Based on the construction noise levels calculated for the residences at R9, and allowing a reduction for greater distancefrom the noise source and attenuation (conservatively -6dB) and the building attenuation (conservatively -10dB) it is considered unlikely that internal noise levels at the childcare centres will exceed the 45 dB(A) noise management level. Where services work are local to the childcare centres then additional reasonable and feasible meaures will beinvestigated to minimise noise, and the operators of the childcare centres will be notified in advance of the work.

Construction traffic

The noise impact of construction traffic generated by deliveries and movement of materials and equipment has been briefly assessed. It is likely that construction traffic for the airside works for the project, would access the Base via Slades Road and Nelson Bay Rd, and the associated additional construction traffic is estimated at 60 heavy vehicles per day at peak construction. Based on this figure, it is unlikely that construction traffic, approximately 6 heavy vehicles per hour based on a 10 hour work day, would have any discernible effect on existing road traffic noise.

The Environmental Impact Assessment did not assess the impacts associated with construction induced vibration as the distances between potential vibration producing plant and the closest receivers on the Base is such that vibration levels are likely to be undetectable and below associated structural and human comfort criteria

Activity specific vibration monitoring may be required where construction activities may impact sensitive equipement or buildings (eg childcare centre). This requirement will be confirmed with Base personnel as the construction progresses through the regular liaison channels.

Key Legislation / Standards / Guidance

While state legislation does not apply to Defence activities, Defence aims to be good stewards and comply with State government legislation and policies to the extent that these do not conflict with Commonwealth legislative obligations or compromise operational objectives or capability.

NOTE: State Legislation does apply to activities carried out outside of Defence land.

Standard construction hours, as set out in the Environmental Impact Assessment are

6:30am to 6:00pm on Mondays to Fridays, inclusive;

At no time on Sundays or public holidays.

Work outside standard construction hours and with potential to be audible to Sensitive Receivers requires prior approval.

Contractors that are deemed to potentially be undertaking noisy works will submit a Safe Work Method Statement which includes the schedule of equipment types to be used, noise levels these will generate if applicable , expected time and duration of use, and any measures required to ensure the noise levels are acceptable.

All typical plant and equipment used during the construction and demolition works will be within the maximum noise levels specified (at 7 metres) refer to Table 3 Appendix A.

All personnel on the project will be made aware of the risks of construction noise exposure through the site induction.

Vibration:

When planning for construction work that will produce vibration, all practical effort will be made to protect vibration sensitive buildings and the amenity of the

occupiers of the buildings.

Where appropriate the project will apply a practical and economical combination of vibration control measures to manage vibration impacts such as:

Substitution by an alternative process;

Restricting times when work is carried out;

Erecting screening or enclosures;

Undertaking consultation with affected residents or Base personnel.

The basis for vibration management will be to limit the times that certain vibration producing activities may be carried out.

No vibration causing construction or demolition works will be permitted within 50m vicinity of any heritage listed items, features of cultural significance or sensitive Base equipment (as advised by Base personnel), without a location and activity specific risk assessment being carried out be a competent person and approved by the. Where appropriate vibration monitoring during the work should be carried out to ensure vibration deos not exceeed acceptable limits.

For all Environmental noise and vibration aspects and impacts refer to the project LL Building Impacts & Hazards Risk Assessment.

All controls are to comply to the LL Building Means & Methods for Physical GMRs 8.2

Use non-percussive piling techniques for all piles where practicable. If impact piling is required, limit the impact of noise emissions using measures such as limiting hours of operation, lowering the height of hammers, shielding by positioning of construction equipment or use of acoustic shrouding and resilient dollies.
