The following letters were presented that summarized concerns he spoke about. Dear County Commissioners,

As you know, the Flathead Solid Waste Board is planning on closing all Green Box trash collection sites throughout the County. I am writing this letter on behalf of the many concerned citizens of Flathead County. We strongly believe that the plan the Solid Waste Board is now following is not well thought out, nor has it been thoroughly studied. Consequently, solid waste collection plans as now being implemented will negatively impact all County residents. The Solid Waste Board is the decision maker regarding solid waste matters. However, County Commissioners are responsible for establishing County policies under which the Solid Waste Board takes action. We ask that you request the Board to delay anymore closures until this important issue can be reevaluated, and give you an opportunity to develop or update policies regarding residential solid waste collection. This is a critical issue. Once the sites are closed, residents will either have to start paying for curbside pickup or drive to the Solid Waste landfill (just south of Whitefish) to dispose of their trash and recyclable materials. This situation represents a significant reduction in current County services and would result in significant cost increases to county residents, in addition to the landfill levy a homeowner now pays. For example, private trash collection companies, with very few exceptions, do not drive onto private property, but only to the edge of public roads (curbs), regardless of how far a home is away from the curb. These private companies currently charge $280.20 per year for curbside pickup. For anyone living in a rural area and needing an animal/bear proof container that’s another $80.00 per year. If the truck operators are willing to drive onto your property, they will charge an additional $200.00 per year to do so. All told, County residents will pay an additional $280.20 to $560.20 per year to dispose of their trash via curbside pickup. For those of us who can’t afford or qualify for curbside service, our only other choice is to pay for the drive to and from the landfill site near Whitefish. Depending on where we live in the county, this could amount to several hundred miles a year. Neither of these scenarios was given serious study. However, we consider both of the alternatives to be a significant and hidden “tax”, along with a drastic decrease in current services offered by the County. The plan to close the sites is based on a 2009 Strategic Study commissioned by the Board. I and many other concerned residents attended the Board’s last meeting. We voiced our opinion that the study is flawed and too narrow in its scope. This study only looks at ways to reduce the County’s direct solid waste operating costs. There is an urban land use bias within it that tends to ignore our more rural setting. Further, the study gives no consideration to the impact these closures would have on the broader financial, economic and environmental issues on the Flathead community, as well as public safety, recycling needs and other critical matters. We can find no compelling financial reason to take such a narrow focus. As shown in the Board’s latest year-end financial report, they had nearly $4.5 million in operational cash reserves, plus another $13 million in trust fund accounts.

Please note that the closure of the Bigfork Green Box site is on the Solid Waste Board’s January 22, 2013 agenda. In response to our concerns raised at the last meeting, the Board will be entertaining two action items. First is our request for a three-year moratorium on any further closures of Green Box Sites Countywide. During this time we ask that the Board, their staff and consultants undertake and complete a much more comprehensive study of the way the County should collect trash; current and alternative approaches should be evaluated. And, for each alternative, they need to take into consideration the financial and economic pressures that would be placed on our citizens, plus the impact on public safety, recycling efforts and the environment. Based on this thorough review, the Commissioners would be able develop or update Flathead County’s solid waste collection policies. The second action item will deal directly with the pending Bigfork Green Box site closure. We are asking that this site remain open until a more thorough and balanced study can be prepared and its results publically evaluated. We also feel that the site can be improved in the interim, if there is a willingness on the Board’s part, to bring it up to their “standards” for a Green Box Site. This is not just a Bigfork issue but one that impacts the entire County. I thank you for your attention to this matter.

September 26, 2013 Flathead County Commissioners Kalispell, MT Via Email Dear County Commissioners, The Community Foundation for a Better Bigfork (CFBB) members would like to recommend completion of the Bigfork Stormwater Project by implementing the RSID process. We feel that it is important to complete the last two phases and fund maintenance costs. CFBB was very involved with the beginning of the Stormwater Project, especially regarding the coordination with the contractors during construction and acting as a liaison with the business community. Also, we have had a positive relationship with the Stormwater committee, (one of our standing committees) and promoted communication on the community level. We were very pleased with the effectiveness of the installation on Grand Drive, along with the second phase on Electric Avenue and River Street. Control of local flooding and clean water is essential to the health of the Bigfork economy and water quality of the Flathead Lake. The first two phases have made a significant difference in flood control and reducing the pollution flowing into the Lake. In a survey that was taken, 58% of the areas businesses supported the project and 47% supported the RSID assessment without knowing the cost. We would encourage the Flathead County Commissioners to give the Bigfork community the opportunity to support or not support this project via the RSID process. September 26, 2013 Flathead County Commissioners Kalispell, Montana Dear County Commissioners, I am writing this letter on behalf of many concerned citizens of Flathead County. As you know, the Flathead Solid Waste Board is planning on closing several, if not all, Green Box trash collection sites throughout the County as called for in their “Strategic Plan”. This Plan was prepared by a private consultant and adopted by the Solid Waste Board. We strongly believe that the Consultant’s Plan is flawed, and does not bring value to the board or you in making the important decisions you face. It is far too narrow in its scope, and the critical issues underlying their conclusion on collections were not thoroughly studied and evaluated. Consequently, solid waste collection plans as now contemplated most likely will have negative impacts on nearly all County residents. In spite of efforts by some to focus on it as just being a Bigfork issue, rest assured that it is not. This issue impacts all of the southern and middle parts of the County. They are planning to close the Bigfork site, then Lakeside and then Creston, all by 2014. In my earlier letter to you in January of this year, copy attached, we asked that the Solid Waste Board delay anymore closures until this important issue can be evaluated properly. You, as Commissioners, will then have the opportunity to develop or update policies regarding residential solid waste collection. The Boards current approach would result in a hidden tax on many county taxpayers by an unelected body with no accountability to the public. So we again ask for a three-year moratorium on any further closures of Green Box Sites Countywide. During this time we ask that you direct the Board, their staff and consultants to undertake and complete a much more comprehensive and accurate study of the way the County should collect trash; current and alternative approaches should be evaluated, and especially take into consideration the financial and economic pressures that would be placed on our citizens, the impact on public safety, recycling efforts and the environment. Before the Commissioners, the Director of Solid Waste stated to you in your public meeting that the “Plan” is an evolving document and several parts are no longer being followed or relevant. Received Individual Transportation Contracts from all school districts, processed, filed, submitted electronically to OPI

Discussed 2012 legislative audit of student transportation program in Montana with districts.

Began annual budgeting process assistance to all schools—provided information to schools for Trustees’ Financial Statements; received taxable values from DOR, checked and forwarded to all schools; received trustees’ report of annual financial activit ies of each fund; received annual fiscal reports for joint school districts and forwarded to Lake County; computed revenue available to finance the transportation budget, final budgets reviewed; reported levy requirements to Commissioners; submitted school budgets to Commissioners; published “Financial Report of the School Districts in Flathead County, Montana for the Year ending June 30, 2013 (Sept. 15- Daily Inter Lake)

MONTHLY MEETING W/ DAVE PRUNTY, SOLID WASTE DISTRICT 9:38:13 AM Present: Chairman Pamela J. Holmquist, Commissioner Calvin L. Scott, Commissioner Gary D. Krueger, Assistant Mike Pence, Public Works Director Dave Prunty, Solid Waste Operations Manager Jim Chilton, Paul Mutascio, Dr. Wayne Miller, Charlotte French, Lloyd Brynie, Faith Brynie, Gary Ridderhoff, Kim Schwegel, Kera Schwegel, Clerk Kile Prunty met with the commission and reported the Solid Waste Board took action rejecting the response received from Evergreen Valley Recycling to close out the RFP since they are most likely headed in a different direction. In other business, he reported on the Bigfork container site potential relocation, and noted the landowner would be interested in leasing the site for $8,000 a year, but is not willing to sell. He reviewed the Solid Waste Boards discussion pertaining to what it would take to build the new site in Bigfork, and the board decided since it is the commissioners who control if a piece of property is purchased or leased they would need direction from them before moving forward with any preliminary work at the site. Commissioner Scott stated he personally is not at all encouraged to pay $8,000 a year for a 20-year lease and spend money to improve the site. He further spoke about the grade of the road. Commissioner Krueger noted the Bigfork group looking at options for the Bigfork container site still has time to look at other site possibilities. He stated if we can convey to the Bigfork community that we are trying to do what is best for Bigfork, and not put a lot of money into a site that might be very difficult to do; they have talked about sharing some of the expense in the site through an assessment/ matching dollars. What is best for them will be to find a site that can be done economically. Prunty pointed out flat sites are certainly preferred by them for their trucks. He said they would pave the road going into the site, which is standard. General discussion was held relative to the strategic plan that calls for consolidation of sites and looking at the plan in detail. Commissioner Krueger said I don’t believe we need to completely redo the strategic plan, yet it needs to be looked at. Chairman Holmquist pointed out she would not be in favor of putting money into a leased site. Prunty further spoke about recycling changes to be implemented to reduce current costs. He noted the Solid Waste Board is recommending a decrease in the number of sites down to where they feel they will ultimately end up when they get to the new program. Chilton reported the corridor container site at Essex is substantially complete now. Prunty reviewed proposed hours of operation at the Essex container site during winter months that will be reduced. General discussion was held relative to commercial use of green box sites. Prunty summarized the volume report prepared by SWT Engineering. CONSIDERATION OF PRELIMINARY PLAT EXTENSION REQUEST: MCGREGOR LAKES RV PARK 10:16:12 AM Present: Chairman Pamela J. Holmquist, Commissioner Calvin L. Scott, Commissioner Gary D. REQUEST FOR PROPOSALS (RFP)

SECURITY ELECTRONICS UPGRADE

The Flathead County Sheriff’s Office is requesting statement of qualification proposals from vendors interested in providing correctional facility security electronics services to Flathead County pursuant to the requirements of Section 18-8-201 et seq., M.C.A. Services needed include upgrading existing security controls to an integrated touch screen control system, digital intercom, CCTV and video recording systems. The project will also include remodeling the current workstation(s) to accommodate newly installed systems and address staff efficiency with the new system. Services associated with this upgrade will ideally begin in January of 2014. Copies of the detailed RFP, including a description of services to be provided by respondents, the minimum content of responses and the factors used to evaluate the responses can be obtained by contacting Detention Commander William Smith or Chief Detention Officer David Cooper, Flathead County Sheriff's Office, 920 S. Perry McCahill then reviewed traffic concerns at the church off Coverdell Road. He explained church attendance bulges to around 1,000 attendees during summer months, and during winter months shrinks down to less than half after that. He noted he met with the highway department to look at the issue, and was advised the only way something could happen is if the commission requests the state look at traffic counts.
