The two, who were summoned by the North West Provincial Legislature’ Standing Committee on Provincial Public Accounts (SCOPA, failed to appear for the hearing in a development that has left the committee seething with anger. The municipality’s top brass where expected to present a detailed report of how the municipality is going to address the challenges picked up during the audit outcomes of the financial year 2012/13. But the municipality’s leadership failed to show up “with no written apology given for their absence.” According to the committee only the Chief financial Officer turned up. “This has infuriated the committee in so much that the legislature legal office has been instructed to issue summons to them to come and account,” said SCOPA in a statement. SCOPA Chairperson, Mahlakeng Mahlakeng said the committee is disappointed at the mayor and the senior management of the municipality for failure to send correspondence on their non- availability for the meeting. “In light of the municipality’s disrespect of the constitution and the laws that govern this country, we have concluded to send them summons. “The whole team of the legislature, Department of Local Government and Human Settlement and Department of Finance, Economic and Enterprise Development and the Auditor General’s Office spent government money to attend this meeting yet the municipality’s political leadership has the nerve not to pitch up or send an apology,” said Mahlakeng. Failure of the people who have been summoned to attend the meeting is a criminal offence, punishable upon conviction, by a fine and imprisonment as stated in Section 17 of the Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act, 2004 (Act No 24 of 2004). The North West leadership of the Democratic Alliance (DA) believes that future events to commemorate the Marikana massacre must be held in conjunction with Human Rights Day activities, which are held each year on 21 March.

Anglican Bishop Jo Seoka and the Marikana Support Group have already made known their intentions of lobbying the South African government to consider declaring August 16 a national holiday. It was on this day in 2012 that 34 striking mineworkers were shot and killed in

Marikana, near Lonmin, after clashing with the police. More than 70 others were wounded.In the preceding week, 10 people, including two policemen and two security guards, were killed.Chris Hattingh – who is the leader of the

DA in the North West province – said while the opposition party supported the idea of formally recognizing the tragic incident, it was against the idea of creating a separate “Marikana holiday.”“If you look at the holidays that we already have in South Africa, you will notice that there are already too many. “We cannot, therefore, create another holiday in our view because this would amount to taking away another working day from our calendar,” Hattingh told Leseding News. The DA justified his call to include the Marikana commemorations on the Human Rights Day programme by pointing out that the tragic incident is similar to the Sharpville Massacre. The South African government declared the Human Rights Day holiday in memory of the Sharpville Masacre of 21 March, 1960. On this day, police killed 69 people who were protesting against the unjust Pass laws that were imposed by the Apartheid government. “We have the Sharpville Massacre that is remembered each year on Human Rights Day. Why not incorporate the Marikana commemorations on the same day? This will ensure that we continue to recognize this tragedy in our history without creating another holiday. “Having a separate holiday altogether will mean an additional day where people are not productive and this can affect the economy,” Hattingh pointed out.

eFF LeaDeR booteD out oF NW LegisLatuReThe North West Provincial Legislature, having established facts pertaining to the conviction and sentencing of Mr Papiki Babuile as reported in the media, has informed EFF leader Papiki Babuile that he is no longer eligible to be a member of the legislature. The legislature cited provisions of section 106(1)(e) of the Constitution which states that a person automatically ceases to be a member of a provincial legislature if that person is convicted of an offence and sentenced to more than 12 months imprisonment.“In terms of the correspondence at our disposal, Mr Babuile was indeed convicted for the murder of the former ANC Regional Secretary of Dr Kenneth Kaunda Region, Mr David Chika, on 26 November 2015 and was sentenced for a period of 12 years plus

a further sentence of 8 years imprisonment for conspiracy to commit murder. Both sentences run concurrently,” the North West legislature said in a statement. “According to the same correspondence, Mr Papiki Babuile attempted to make an application for leave to appeal but the court refused the application. “No formal documentation were furnished by the EFF showing any further steps taken by Mr Papiki Babuile on this matter safe for their submission that ‘his attorneys are busy with the appeal processes against the conviction and sentence’. This was despite our numerous requests for them to do so“The Hon Speaker of the Legislature, Hon. Susanna Dantjie, after careful consideration of all facts and pertinent legal matters surrounding this matter, has concluded, as advised, that automatic loss of Membership

of Mr Papiki Babuile has incurred. “It is on such basis as reflected above that the Hon. Speaker had to make a determination and communicated to the leader of Economic Freedom Fighters that Mr Papiki Babuile has automatically ceased to be a member of the North West Provincial Legislature effective from the date of his appeal being refused by the court,” reads the statement. Babuile has immediately ceased to enjoy all benefits and entitlements including the remuneration he enjoyed as a member of the legislature. “It goes without saying that the North West Provincial Legislature reserves all and or any of its rights to recoup all monies already paid to Mr Papiki Babuile after automatic loss of membership incurred,” the North West legislature said.

Kea Malao, a local film producer, is on the way to completing a film that has been shot entirely in Rustenburg.Malao told Leseding News that the film – Dimpho – will be released on the South African market before June. “It is almost ready. We have just finished

the shooting and we are now editing the film. Initially, we thought that the film would be completed by March this year but we do not want to hurry the process because we would like to put out a quality product,” Malao said. “The whole project is being done entirely in Rustenburg. We want to make sure that the film identifies with this area and this is why we have captured the key locations of Rustenburg,” he added. Most of the scenes of the film were shot in the Mogwase and Luka areas. Directed by Michael Motaung, Dimpho will feature established local actors such as Israel Makoe and Jabulani Khubeka. Both actors were known for their roles on SABC’s popular television series, Zone 14. Makoe has also acted in other television series such as Yizi Yizo and Erfsondes. Malao also pointed out that the cast is made up of other young, upcoming actors mostly from the North West province.Explaining the storyline of the film, Malao said Dimpho looks at the experiences of a young girl who is about to write her matriculation exams.

SaNdeRS muRdeR SuSpectS deNied appeaLThe High Court in Pretoria on Thursday dismissed applications to appeal by the three Zimbabweans convicted and sentenced for the murder of former world heavyweight boxing champion Corrie Sanders. Judge Ferdi Preller said the circumstances in the case against Paida Fish, Chris Moyo and Samuel Mabena, all in their 20s, did not warrant a further hearing on appeal. All three applied for leave to appeal against their convictions, claiming the court should have accepted their evidence that they were elsewhere that night and had nothing to do with the robbery. Moyo and Mabena also wanted to appeal against their sentences of 30 years effective imprisonment. Naas de Jager, for Fish, argued that the evidence about his client’s arrest and the robbed items found in his possession had not been credible. Leana Augustyn, for Moyo, argued that the court had erred in finding that Moyo’s girlfriend did not support his claim that he had been at home that fateful night. She argued that Moyo’s evidence that he had bought one of the robbed cellphones from

one of his fellow accused was reasonably possibly true. Charles Mabaso, for Mabena, attacked the veracity of the identity parade at which his client was identified as one of the robbers. Preller on Wednesday sentenced the three to 18 years imprisonment for murdering Sanders. They were sentenced to 19 years imprisonment for armed robbery and a further six years for the possession of unlicensed firearms and ammunition. Preller ordered that some of the sentences run concurrently, giving an effective sentence of 30 years imprisonment for the three men, who are all first offenders. The 46-year-old Sanders was shot during an armed robbery at the Thatch Haven Country Lodge outside Brits while attending his nephew’s 21st birthday party on September 22, 2012. He died the next day in the Kalafong hospital. Sanders was talking to his daughter Marinique and a cousin near the entrance to the boma when three armed men stormed in and started shooting. He was shot when he moved in front of his daughter to protect her. He was already bleeding from wounds to

his arm and stomach when he pulled her to the ground and told her to pretend that she was dead. The robbers ordered guests to lie down and demanded their handbags, cellphones and cash. Two of the guests later identified Fish and Moyo at a police identity parade as two of the robbers. The Zimbabweans were arrested a few days later at the Oukasie informal settlement near Brits after a tip-off. All were found in possession of some of the robbed items. Preller found that the three had decided to “go big” by attacking a large group of people. He said they had carefully planned the robbery and had carried it out with military precision.

However, he found that Sanders had been shot in the course of a random shooting, and that his murder had not been deliberate, although the accused had foreseen his death.

George Mathusi – who was an ANC activist in the then Bophuthatswana – does not take the country’s 20 years of

democracy for granted.

Recounting some of his experiences as an underground activist during the Apartheid era, Mathusi believes some of the things he and his colleagues went through should serve as a lesson to every South African about the importance of the freedom and democracy they enjoy today. Now aged 55, Mathusi still has vivid memories about events leading up to the June 16, 1978 uprisings that set South Africa’s democratic wheel in motion.“When I was still doing standard 8, the revolution among the youth had already started,” he recalls. “Rustenburg was also sucked into the uprisings and soon, the protests in the

country were too big to manage for the regime.” The protests all centered around the homeland system and other repressive laws that were being implemented by the Apartheid-era government. “All areas that were economically viable were known as the Republic of South Africa while other areas were referred to as homelands,” Mathusi

explained. Mathusi – who was arrested several times for his activities – says community media organizations such as Radio Mafisa and a local newspaper were constantly under threat before the dawn of democracy. “The Arpartheid regime burnt down The West, a newspaper that was quite influential in its criticism on the government. Radio Mafisa was not affected as it was established under the Roman Catholic Church’s supervision,” Mathusi said. Today, 20 years after the country attained independence, Mathusi conceded that while some of the country’s objectives are yet to be achieved, there is still a lot that everyone can

celebrate. He urged young people to cherish the country’s liberation by working hard and making sure that they contribute to the development of South Africa. “We have achieved a lot. Old people’s pensions (grants), for example, are one of these achievements. Our parents now get these grants on a monthly basis“In the past, we could not move freely at night in many places because of the laws that were there. Today, the picture is different because there is freedom of movement. “Yes, there are still many challenges but a lot of people have access to water while healthcare is now accessible to all,” he added. He said opposition parties – such as the Democratic Alliance (DA), Congress of the People (COPE), Economic Freedom Fighters (EFF) and others – are vital in maintaining the country’s democracy. “Over and above all, everyone, black and white has a say in the running of the government. We have political parties that can oppose the ANC. These parties have a responsibility to contribute meaningfully in terms of government’s policy. They must not just oppose for the sake of opposing. “Today we are no longer South Africans based on race and culture. The segregation is no longer there and this has allowed younger generations to have better opportunities.” He urged every citizen to uphold the

constitution and work hard towards a better South Africa. “The constitution of the country is very important because it is a result of everyone’s input, a collection of views that represent our diversity. We all have a duty to uphold the constitution,” he said. “From 1994, everyone was of the opinion that since we are now free, everything would be easy. BAKWENA PRIORITIZE CHILDREN’S SAFETY ON THE ROAD

In the run-up to the Easter holidays, Bakwena N1N4 toll and Wheel Well are collaborating to raise awareness of the importance of road safety when children are passengers in a vehicle. They have also joined forces to initiate a drive to collect as many used car seats as possible in order todonate these to less fortunate families.

Charmaine van Wyk, spokesperson for Bakwena, believes that along with other road safety messages, it is vital to educate people on the dangers of driving a car transporting unrestrained children and to assist families who cannot afford to buy appropriate safety seats.“It’s tragic that four children die on South African roads daily and that an average of

40 children are injured every day in road crashes,” she adds.“Car crashes are the leading external cause of death for children up to the age of 15, with the lower income families being most at risk. The World Health Organisation even predicts that it can overtake HIV/Aids as the leading cause of death by 2020 if current trends continue.“These statistics could be avoided if underage passengers are correctly restrained. Research reveals that in a crash scenario, child safety seats can reduce injury to babies by up to 70% and by up to 50% in older children. “If more parents fully understood the serious dangers associated with unrestrained children in a moving vehicle, they would certainly take the initiative to ensure their children’s safety. However, we also realise that there are parents who simply can’t provide their children with the right restraints and need a helping hand, which is why we’ve joined forces with Wheel Well.”Established in 2012, Wheel Well has made it their mission to create awareness around the importance of car seats and has addressed the need to make them available

to all families, especially those who cannot afford to make this vital investment in their child’s safety. Wheel Well achieves this by collecting and refurbishing used car seats and donating these to families in need.Peggie Mars, founder and CEO of Wheel Well, believes that people underestimate how quickly an accident can happen and seriously affect younger passengers.“It’s important to remember that vehicles are designed according to the dimensions of adults and not children,” Mars says.“It is up to the adults in the car to ensure that they make the vehicle as child friendly as possible, by using the most appropriate car seat for the child being transported.”According to South African law, children between three and 14 years old being transported on the road must be restrained in a child car or booster seats in the vehicle. Where a special safety seat like this cannot be provided, children must be secured using the vehicle’s seatbelts. If there are no seatbelts, children must only sit in the back of the vehicle. From April this year, the law will also require children under three to be buckled into car seats.

New Dikwena players promise to deliver

Three new players that joined Platinum Stars during the January transfer window are all eager to add value to the team by helping it to move up the log standings. Punch Masenamela, Bryce Moon, Tlou Segolela and Masibusane Zongo are among the new additions to a team that now has to do without the services of Luvolwethu Mpeta, Siyabonga Mpontshane and Tshepo Gumede, who are now all playing for other clubs. Platinum Stars coach Alan Freese is hoping that the new players will help his team to maintain their competitiveness. “It has all been about getting used to the heat in Rustenburg, getting used to the environment here and fitting in with the rest of the players,” Freese said. “The new players have been fantastic. Everyone has been working very hard and I believe that we will do well during the rest of the season. We are not proud of the fact that we are second from bottom on the log and it is important that we begin to address this. “The only way to go up the log standings is to win all the matches that we will be playing. Everyone has to be professional and I hope

that the new players will give us the edge that we need to have going forward,” Freese added. Asked how they felt, the new players were ecstatic and over the moon. The players expressed how they have been warmly received by the rest of the players at Platinum Stars. Masenamela said: “The heat is killing us but we will get used to it. The facilities are amazing and I applaud the management for the welcome. Honestly speaking, I did not think of what I saw. A lot of professionalism from the man at the gate to the man in the office was observed. I am so happy to be home.” Segolela – on the other hand – hopes that his arrival at Platinum Stars will help him to become of the top players in the South African topflight. “The atmosphere is wonderful. The smiles I met really made me feel at home. It was a different feeling, another atmosphere of its kind. I am looking forward to more positive memories with Dikwena,” Segolela said. Moon hopes that his experience will go a

long way in assisting the Rustenburg-based team to become a formidable force on the domestic scene. “It is little that one does to really make you feel relaxed and well taken care of. I am really looking forward to a great time here at Dikwena and North West,” Moon said. “The change is awkward but I will definitely adapt to the current weather conditions. We are 8 days away from the first home game and I must make sure that I am fit for the condition. The day went so well, and I am really grateful to be here today,” he added. Zongo is thankful of receiving another chance after his contract was terminated by Chippa United over disciplinary issues. “I am really happy that at last I am with a team in the league. I will make sure that I play with passion and show my talent. The family has shown me more than team work, they are family”, he said. The arrival of the players at Dikwena has been seen as a welcome development by the club’s loyal fans who now hope that their favourite team will be able to win some silverware this season.

Chiefs face rollers in ChampioNs League

Kaizer Chiefs – who are marching towards another domestic title in the South African topflight League, will test their continental pedigree tomorrow when they face Botswana champions Township Rollers in the CAF Champions League. The match, to be played before an expected capacity crowd at Soccer City, will go a long way in proving whether or not Stuart Baxter and his men have what it takes to mount a strong campaign in the African club competition. Rollers have named Manqoba ‘Shakes’ Ngwenya in their squad – giving an exciting dimension to the encounter. Ngwenya, 33, is a former Bidvest Wits and Mamelodi Sundowns star who has been in Botswana for the past few seasons.From Rollers, another classy player to look out for will be Segolame Boy – a national team attacker that Sundowns have been tracking for a while now.Additionally, Rollers signed experienced Botswana international forward Jerome Ramatlhakwane who once played for Santos in the PSL.However, Chiefs will have plenty of international experience to rely on with the likes of Simphiwe Tshabalala, Reneilwe Letsholonyane and Itumeleng Khune being the players that immediately come to mind. Their defence is likely to be stabilised by the presence of Eric ‘Tower’ Mathoho, who will be ready to deal with any threats that will be posed by the Rollers strikers. Despite their domination on the domestic front, Chiefs will be eager to get a positive result before completing the match in the second leg, which will be played in Botswana. Stuart Baxter, who has a lot of international experience following his stint at helm of Bafana Bafana, will be eager for a flawless performance at home tomorrow as he looks to prove that Chiefs are also among the top teams in Africa.
