In 2050, 70 % of the world population will live in cities. The impact of this concentration on the environment, housing, economy, transportation and the overall well-being of citizens raises numerous questions. Lyon Métropole has opted to transform these constraints into opportunities by becoming a territory focused on the experimentation and the rollout of innovative solutions.

Created on January 1st 2015, Lyon Métropole is a one-of-a-kind regional government owing to its authority in various fields (social, urban planning, economic). It perfectly combines economic attractiveness, development, vitality, insertion, good-living, well-being and city uses. As a matter of fact, the Smart City process is enhanced by these new jurisdictions and this new political project, by opening itself to new areas of exploration especially health, people care, culture and education.

Every resident has his/her own way of approaching the city. Lyon Métropole and all the territory’s partners are commited to developing a smooth, customized and intuitive city experience. Residents’ needs and expectations are guiding their reflection. Digital tools are making the “digitalization” of certain offers possible, geolocating and combining them in order to provide, a one-stop point of access to the city’s various services, whether they be public, private, municipal or metropolitan. Similarly, administrative procedures are made easier via a dedicated digital portal.

EASIER MOBILITY, MORE INDIVIDUALIZED AND RESPECTFUL OF THE ENVIRONMENT

Projects, whether operational or in a testing phase, aim to optimize and facilitate urban travel, to increase the share of alternative transportations (public transportation, shared mobility, soft modes of transport), and to encourage intermodal transportation by way of real time, 1h traffic prediction and personalized navigation tools.

Lyon Métropole supports the development of new working spaces (coworking spaces, collaborative places, third places) aiming for open and shared methods. URBAN PASS, ALL-IN-ONE CLOSE AT HANDThe Urban Pass project aims at developing, testing and rolling out a single medium to access all private and public services on the territory. With a unique pass, residents will be able to access car-services

(tolls, parking), transportation services (TCL, TER, car and bike sharing…), municipal services (school canteens, childcare, recycling center…), leisure services (swimming pools, museums, libraries…), entertainment services (OL football club, ASVEL basket club, Aquarium…).

DIGITAL COUNTER, AN EASY ACCESS TO THE CITY’S SERVICES

Who has never felt lost in the administrative maze? Who has never had a hard time identifying the right contact? In order to make access to local services easier, more direct and reactive, Lyon Métropole, together with municipalities and partners, is developing the Metropolitan Digital Counter project. A new additional way for users to access, in a few clicks, a full range of services.

This metropolitan digital counter (smart phone application and web portal) will allow users to access: - Personalized information (swimming

pool opening hours, late-night pharmacy, notification of a pollen peak)

- Online administrative services (file follow up, scheduling appointments, canceling school meals for their child…)

- An input platform (reporting anomalies, signaling accessibility issues on public roads, volunteering…)

- Services provided by private or parapublic players (Veolia, La Poste...)

The digital counter will provide users with:- An answer consistent with their

procedure- A seamless service offer focused on

their needs with various public and private partners

- Easier access thanks to high availability (24/7) outside of regular opening hours and the possibility for an easy follow up of their administrative procedures

- A direct communication channel to interact with local governments via tailored services (reporting a problem)

OPTICITIES OPTIMOD’LYON, WHEN MOBILITY MOBILIZES

MIX TASSIN IS A COWORKING SPACE OPENED IN TASSIN IN 2016 TO WORK, HOST, MEET UP AND EXCHANGE VIEWS.

The “Coworking Grand Lyon” network is the result of collaboration between local coworking project promoters and the public institution, Lyon Métropole. Coworking spaces are addressing a genuine social demand and are promoting new forms of work organization. Connecting these places is a way to share values defined together and to highlight members of the community. Created in 2016, the coworking guide intended for municipalities paves the way for a skills-upgrade via the spreading of good practices.

CREATED IN 2014, NAVYA IS A LYON-BASED COMPANY FOCUSED ON DEVELOPPING INNOVATIVE, SMART AND LASTING MOBILITY SOLUTIONS.

DATA REGARDING THESE TWO PROGRAMS ARE AVAILABLE ON DATA.GRANDLYON.COM.

Optimod’Lyon is a research & innovation project on smart mobility that was completed in May 2015. This research led to the creation of four services, some already operational (Optymod’Lyon, GPS multimodal and Onlymoov, a multimodal itinerary calculation website) others still in testing (urban freight navigator and delivery-round optimization GPS). On a European scale, Opticities picked up the torch. This innovation project initiated and coordinated by Lyon Métropole unites 25 public and private partners (cities, R&D institutions, information and traffic regulation service providers, automakers) from 9 countries. Opticities has been focusing on interfacing multimodal navigation applications with embedded GPS in cars: development, standardization, and integration of dynamic carpooling. Besides, the project has led to the prototyping of an adaptive traffic light management tool via traffic prediction and real-time modeling.

World premiere in the Lyon Confluence district: Navly is the first public transportation offered by an autonomous electric vehicle. This initiative stems from an innovative public/private collaboration between Lyon Métropole/Keolis/Navya. Over a two-year test period, two electric driverless and completely autonomous shuttles will drive in rotations on a 1,350m route along the Saône River. This initiative addresses the issue of the last kilometer not covered by the public transportation network. The experimentation is incorporated within a national framework and aims to develop a mobility solution both innovative and lasting for the city of tomorrow.

WATER, A MAJOR ISSUE FOR HEALTH AND THE PROTECTION OF THE ENVIRONMENT

Improving water quality, developing new services for users, handling rejections and waste in the natural environment, protecting water resources, progressing towards a better water service (water quality, energy consumption, response time for water network maintenance)… are some of the challenges to which Lyon Métropole now has a fine-tuned response thanks to new technologies (sensors, modeling, monitoring).

SMART GRIDS AS LEVERAGE FOR THE TERRITORY’S ENERGY TRANSITION

Since 2015, Lyon Métropole is responsible for the grid. This new responsibility positions it at the very heart of the territorial energy system. With their high potential, smart grids can help accelerate the energy transition: integrating renewable energies, smart energy management and grid balancing, new business models. Lyon Métropole is building a framework for shared action in a large system of players (dealers, energy unions, energy providers, etc.) and to involve inhabitants in the management of their energy demand… in order to promote a more responsible consumption.

AIR QUALITY, A SHARED EFFORT

Lyon Métropole is involved in air quality through the Oxygène plan. A partnership has been developed with ATMO Auvergne Rhône Alpes and the ecosystem of air quality-related project carriers in order to combine digital technology, open data and its exploitation, as well as new practices. It aims to provide partnerships, markets and trial opportunities to companies who design solutions for air quality improvement, and at inciting behavioral changes in citizens.

NEW RESOURCES FOR CLEANLINESS

Sensors in containers, connected vehicles and software solutions to optimize delivery-rounds: these are a few examples of services that improve teams’ operational organization. Lyon Métropole is also co-developing urban modeling platforms to better manage urban services and plan infrastructures.

INNOVATION AT THE HEART OF THE WATER SUPPLY SERVICELyon Métropole set a sophisticated framework and fostered dynamic

innovation when the public delegation contrat was renewed.

Launched in February 2015, HUBLO is a global control center for Lyon Métropole’s drinking water service. HUBLO uses a mapping system to produce real-time continuous visual overview of all the data generated by the different tools involved in managing the water supply service: water quality, network and infrastructure operations, engineering works and maintenance, customer feedback, as well as traffic and metrology data.

In order to avoid leaks along the 4,000km of the distribution network, constant vigilance is essential. HUBLO allows for the simultaneous analysis of events on a single map, and the subsequent optimization of maintenance response in the event of an incident to improve reactivity for users. It also provides real-time analysis of the data collected by the ambitious leak-reduction program, dedicated to preserve water resources and reducing energy, preserving consumption.

HUBLO monitoring center provides accurate and real-time knowledge of all infrastructures and operations involved in the drinking water supply services. The unique visualization display guarantees an outstanding service level. HUBLO fosters proximity with users to offer them the most appropriate service.

LYON MÉTROPOLE CO-PILOTS THE MUG “MODÉLISATION URBAINE GERLAND” PROJECT WITH FORCITY, EDF, VEOLIA AND THE COSMO COMPANY. Lyon Métropole, ForCity and Veolia are co-developing Next Road, a tool designed to simulate and help plan waste management. In order to optimize infrastructures and support cleanliness services strategies, Next Road offers two complementary applications: - the collection and pre-collection simulator- the enlarged local scale planner.

AIR TO GO is a new application developed by ATMO Auvergne Rhône Alpes to inform inhabitants about air quality and encourage them to choose their route in the city accordingly. Lyon Métropole is supporting this project within the framework of the innovative approach chosen for plan Oxygène, which combines air quality and digital technology. The goal is to start a collaborative innovation process, to give open access to data and to federate the local ecosystem via a charter, challenges or federating events. It aims at sparking initiatives and identifying future services to improve air quality.

OPEN CONTENT Le Livre Scolaire is a Lyon-based start up which publishes open source digital manuals for students and

teachers. This functionality has been included in laclasse.com for easy and intuitive access.

The metropolitan outline for educational digital technology targets:- Junior high school students, whom

are granted easier access to digital technology and knowledge.

- Teachers, who are supported (in link with the Academy) in mastering the digital tools and the evolution of education practices to reinforce the educational system’s equity and efficiency.

- The teacher/students community, which is provided with digital tools encouraging collaborative and interdisciplinary work.

The goals are: - To promote teachers and junior high

schools’ innovative initiatives.- To create synergies with all the

players of culture and science.- To stimulate, in relation to the

FrenchTech dynamic, the development of start-ups focused on educational technologies by granting them access to fields of innovation and experimentation.

- To guarantee a solid technical basis to engage the metropolitan dynamic on the digital dissemination of knowledge.

It gathers all pedagogical resources to be informed, produce information, consult data, organize one’s work, communicate, work alone or with a group, learn… It’s a digital space meant to stimulate teachers/students/parents exchanges.

• Digital Cultural Classes provide transdisciplinary and collaborative educational animations. Conducted with junior high schools and educational institutions as well as the National Education body, the Digital Cultural Classes multiply the presence of artists and scientists in junior highs, thus leading to interactive and participative exchanges.

• Digital tablets at junior high school students’ disposal. The first step consists in providing junior highs with interactive devices to support new educational practices. The experiment is set to last 3 years.

DIGITAL CLASSES, CONNECTED KNOWLEDGE

Education falls under Lyon Métropole’s jurisdiction. It has decided to take a committed and voluntaristic stand to include digital technology in practices and teachings.

PASCALINE is one out of 5 projects selected as a result of the “Territoire de soins numériques” call for tender. It is supervised by the Agence Régionale de Santé Auvergne Rhône-Alpes in partnership with GCS Sisra, Lyon Métropole, URPS Médecins, I-Care, Isère department and users representatives (CISSARA) The program aims at developing a whole range of innovative health services, functional as soon as 2017, in order to improve users health path and make exchanges between medical, health care and social professional easier, while still perfectly safe and confidential. The final goal is to empower the user in being an actor of his own health.

EN ROUTE, COMMITTED MOBILITY

DATAMEDCARE IS A STARTUP BORN IN THE I-CARE CLUSTER’S INCUBATOR WITHIN THE FRAMEWORK OF PASCALINE. IT IS DEVELOPING A DIGITAL HEALTH RECORD BOOKLET FOR PATIENTS SUFFERING FROM SLEEP APNEA. IT CAN BE SHARED WITH THEIR PHYSICIAN VIA THE ADEL SANTÉ PLATFORM, TO MAKE HEALTH PATH AND TREATMENT EASIER.

Lyon Métropole is leading in Lyon Part-Dieu district an experimentation to improve accessibility in the public space. First the idea is to chart and devise a shared frame of reference to quality accessibility in the public space, and then to develop operations raising awareness and citizen mobilization. The end goal is the creation of an application supporting pedestrian mobility relying on public/private data but also on the know-how of starts-up such as Dowino, GoSense, IwheelShare, IGuideU, or Tiriad, all partners of the project.

The urban setting can be hard to navigate for people who experience the city as anxiety provoking. Since November 2013, DOWINO is overseeing the conception of an innovative learning-game on mobility. Designed in partnership with Lyon Métropole, the Uni-Est association and PSA Peugeot-Citroën Foundation, this game combines educational objectives with situations as crazy as they are realistic, so that anyone may be able to approach everyday travels from another angle and learn to move better in a complex environment.

EVER SINCE MUSEOMIX IN 2012, NUMEROUS VARIATIONS ARE BEING INITIATED IN THE METROPOLITAN AREA: GAREMIX, EDUMIX, HOUSE OF STUDENTS REMIX, SAINT-FONS SQUARE REMIX...Garemix Lyon Saint-Paul took place in April 2015. For 3 days, 42 re-mixers turned the station into a playground in

order to invent new ways to experience the city, to make it more practical, more fun, prettier or more friendly…

The House of Students Remix in October 2016 saw the creation of 6 main projects for its upcoming reconfiguration in 2017.

MIXES,CREATIVITY IN MOTION

Open innovation entails a change in conception methods to give more freedom to creation and “co-construction” by letting “inventors” of all background play with the tools, data and their imagination. To that end, ERASME, Lyon Métropole’s open innovation laboratory, has co-devised a creative approach to reinvent city spaces and practices in a short span of time: the Remix. These Remix gather users, experts, local authorities and creative people and propose a disruptive approach, which focuses more on the creative and strategic process than on the results.

This Remix approach focuses on a place, with its social and urban background, its uses and constraints. Real on-site immersion is one of the operation’s assets and creativity triggers. It is not a response to an order but a process of taking back a place, of creativity and co-creation.

Key principles are: - full collaboration between communities - crossing skills and expertise- experimentation and prototyping- appropriation by users- lasting project-highlighting- sharing, learning and reproducibility- the creation of joint, open-source

objects

Users share their practices and problems, get involved by letting their creativity loose, test prototypes and share their opinion as citizens, thus giving essential real-life feedback. Experts, participants and creatives build their professional and personal network; detect job or business opportunities and make themselves known by sharing their knowledge and talent. Finally, Lyon Métropole supports the ideas and innovative projects that it will include in its public action, demonstrates its involvement, promotes approaches fostering entrepreneurial spirit, meets the territory’s vital forces and strengthen its link with the creative community.

THEORIZ SPECIALISES IN CREATING INTERACTIVE INSTALLATIONS, SHOW DEVICES AND LARGE-SCALE VIDEO PROJECTION SYSTEMS. WINNERS OF THE “PROJET ENTREPRENEURIAL” AWARD, JONATHAN RICHER AND DAVID-ALEXANDRE CHANEL STOOD OUT IN 2011 WITH THEIR ART INSTALLATION FOR LYON FESTIVAL OF LIGHTS.

Through actions on the field, theory, artistic creation and cultural development, AADN forges links between art, society and technology by questioning digital technology’s relationship to men and cities. It aims at making, sharing and displaying an emerging and sharp art, born of technologies and getting heard through them. To this end, it created a so-called Lablab, a factory of shared digital experimentations. AADN joins force with the Mirage Festival and its ambitious multidisciplinary programming to offer an overview of digital cultures and innovative creation.

OPEN AND COLLABORATIVE INNOVATION SPACESWhether it be a space to support project leaders, an innovation booster, a place to weave links between standard-bearing communities or training spaces, Lyon Métropole offers 50 open innovations spaces, and is filled with such a creative buzz that new places open each month. Acculturation, conceptualization, prototyping, testing, development, and internationalization: every base of innovation is covered.

A CROSSROAD OF EXPERIMENTATIONS OPEN TO ALLTUBÀ, urban test tube is an animation & exchange space designed to test tomorrow’s urban services. TUBÀ brings the ecosystem to life in order to create societal and economical value based on the openness and crossing of data. SMEs, start-ups and project carriers in partnership with big business and research laboratories co-develop collaborative projects there, using or producing urban data. Then they can prototype their idea and test it with the general public, which acts as an instant jury.

A VOLUNTARISTIC DATA-SHARING POLICYLyon Métropole has opted for an original open-data policy by implementing a single territorial platform that provides access to over 800 sets of public and private data on three priority topics: mobility, health and energy, in the hope of creating services for users and for economic activity. To facilitate the opening of public and private data, Lyon Métropole has implemented a local open data governance system, a trustworthy framework for the Smart City’s entrepreneurs.

DIGITAL INFRASTRUCTURES MAKING THE DEVELOPMENT OF INITIATIVES POSSIBLEAs a selection criterion for business implantation, as the “nervous system” on which the “smart city” is being built, as a necessary support for the development of the digital sector, the Ultra high speed broadband is a key competitive asset for the territory’s growth. Well aware of this challenge, Lyon Métropole is currently deploying a very high quality public initiative optical fiber network on all business areas, services cluster and public services sites.

HIGHLIGHTS FOR MORE SHARING Lyon Métropole regularly meets with its professional partners of SMART CITY projects to review big milestones and priorities, but also to stimulate the emerging and implementation of new large-scale partnership projects. The “Rencontres de la Métropole Intelligente” (Smart City Meetings) are structured around two pivotal events: debate-conferences and co-construction thematic workshops on how to address challenges for tomorrow’s city. In 2016, the Rencontres gathered 550 SMART CITY makers (vs. 300 in 2014). Other events such as SIDO, the interconnected Forum, Robotimes Connect, BioTuesday, Creative Times, HappyTIC, Pollutec, or Super Demain are true highlights bringing life to the community.

A CENTRAL PLACE FOR CITIZENSImagining, designing and implementing new uses for the city means including residents in the process, by allowing them to express their expectations and needs, by confronting them with ideas and experimentations, by involving them in full-scale testing, by initiating a use-centered design strategy. Since solutions can’t be global, only an individual and personalized approach can truly enrich initiatives. Tomorrow, citizens want to customize existing services and applications, such as is already the case for Optymod’Lyon, which can be set up according to one’s habits. Nowadays, inhabitants are involved in collective actions on a daily basis: carpooling, volunteering, crowd funding. They take part, impulse and enrich existing systems by becoming co-producers of services. Lyon Métropole wishes to include this new form of active citizenship at the territory’s and users’ service in its public policies. Turning citizens into the first beneficiaries of the Smart City process is at the core of our actions and initiatives. That’s the case, for example, with MesInfos, a project developed by FING, which aims to help citizens claim back personal data.
