Ward One Residents Association Newsletter ANNAPOLIS, MD SEPTEMBER 2013 O ur most recent Association President has announced her candidacy for Mayor of the City of Annapolis; our most recent past President stepped down to become Alderman of our ward. Such dedication to public service speaks volumes about the volunteers of the Ward One Residents Association. Per the by-laws, as most recent vice-president, I have agreed to become President, and, accordingly, the open Board positions have been filled by current board members. Susan Gillham will move into the Vice- President’s spot. The dynamic nature of the Board keeps us animated and engaged! We wish both Bevin Buchheister and Joe Budge well in their bids for their respective candidacies for Mayor and Alderman. We also want to thank our past Secretary Juliet Thompson for her contributions, and we welcome Fredrik Broen as her successor. Juliet will continue as the Chairman of the Parking Committee, and we hope that members will continue to participate in the dedicated efforts already begun. Please also welcome Donald Booth, AIA, to the board. Donald has been an enthusiastic resident and member of Ward One for many years. As we greet September, we have a lot to anticipate in the “First Ward,” as our former Alderman Dick Israel is fond of calling our community. (CDAC) in November 2010, the Committee released its Visions and Guiding Principles Report in July 2011, CDAC first met with a city-hired consultant in May 2012, and the City Dock Master Plan (CDMP) was finalized in December 2012. In brief, the Planning Commission approved it, the Historic Preservation Commission (HPC), Maritime Advisory Board, and the Annapolis Economic Development Corporation (AEDC) made comments, (dif fering with the Planning Commission). Meanwhile, the owners of the Fawcett Property at 110 Compromise Street, lobbied over several years for a zoning change from the existing Maritime Zone. Additionally, the Fawcett property was/is slated for sale to a potential buyer who proposed a development based on a change in zoning. The Capital newspaper published

this proposed development, and the public responded. Pursuant conversation led us to where we are today. Various groups of interested citizens have formed to galvanize an important conversation about the future of Ward One’s City Dock. Regardless of where your opinions or preferences lie, we agree that careful, conscientious, informed and professionally-guided leadership is essential, taking into account the richly-textured identity of this Historic Capital city on the Chesapeake Bay. The Ward One Residents Association has stated its position, as published on the website, approving and opposing various aspects of the Plan. Foremost, we stand as a resident’s organization that cares about its immediate community. A project of this magnitude should not be rushed, regardless of perceived pressure.

Election cycles, faction-labeling and personal preferences are not compelling drivers when it comes to land, infrastructure, zoning, environmental, legal and long-term planning issues for the City of Annapolis. Legislation, sponsored as a result of this complicated and pivotal issue, sits before the City Council. The Alderpersons of each ward, and the mayor, are now responsible for deciding the next steps. Our Alderman Joe Budge continues to stay actively involved and informed. Contact him; he is your voice on the City Council.

and ask questions of the mayoral candidates.

FROM THE CANDIDATES...Two Democrats and Three Republi-cans are running for Mayor of An-napolis.In response to our request regarding pressing issues in Ward One, including the downtown historic district, here are the responses we received:

Bevin Buchheister (D)Annapolis residents are being hit hard by higher property taxes and the dou-bling of our water fees, which now subsidize the general fund. We cannot keep asking residents to pay for bad management decisions, and we must address underfunded fire and police pensions and health care benefits.Together, we can create a world-class revitalization plan for City Dock that actually achieves the goals of bet-ter walkability and more open space while respecting historic preservation, and utilizing cutting edge green infra-structure.Simple and sound parking solutions, like moving City employees out of Hillman garage, which has been proposed for over fifteen years, must be implemented.

Mayor Josh Cohen (D)Ward One’s mix of residents, business-es, locals and visitors contributes to its small-town charm as well as its innate challenges.My goals in 100 words include:- Continue improving mobility and parking through effective pricing strate-gies, Wayfinding signage, and mobile apps with real-time parking data;- Continue supporting local businesses that contribute to our unique character;- Develop an implementation strategy to enhance City Dock through better pe-destrian spaces, crosswalks and vehicle flow; fixing flooding; and expanding waterfront access.Above all, even as we seek to enhance its vitality, we must protect and preserve the integrity of our historic district.

Bob O’Shea (R)My name is Bob O’Shea and I live in Murray Hill with my wife Maryline and 4 year old son Trey.I am running for mayor because the current administration has failed to deliver on its promises, one example is the Market House which sat empty up until just recently. City Dock is our

crown jewel and if planned properly can be a source of great pride for our city. Now the mayor is making deals with out-of-state developers to forever alter the natural beauty of Annapolis.As Annapolitans we need to set the bar higher so we are a city others reach to be. We should not settle for mediocrity when we know we can build great things together.

Mike Pantelides (R)Ward One is unique in that many resi-dents live in or adjacent to a commer-cial district. I will work harder with the business community and provide more efficient city services in keeping both the commercial and residential streets cleaner.The unwillingness of the present admin-istration to listen and seek true consen-sus is reflected in their pre ordained plan for downtown that includes spot zoning for Fawcetts.Leadership requires the ability to ne-gotiate with all parties concerned and achieve a consensus that is in the best interests of its citizens. I will always put "Annapolitans First".

Frank Bradley (R)“aka Santa”Upon taking the oath of office, I will meet with all department heads on a one-to-one basis. They will have updated reports in-hand as to the present status and conditions within their departments along with their wants and needs of same. Cabinet meetings will be held on a regular basis . . . . I will also demand that all department heads be responsible for their employees’ performance. . . . As Mayor, I will make you only two basic promises:1. I will respect and spend your money better than my own, never forgetting how hard you work for it.2. Every decision made at City Hall, will first and foremost be analyzed for how it improves the well being of our City and the quality of life of City taxpayers.Vote for change instead of continu-ance! It only takes a short time for you to make a difference. It is your privilege and your duty. I hope to earn your confidence and your vote on Tuesday, September 17th.

Every year on the first Saturday in November, the Maritime Republic of Eastport Navy, under the direction of MRE’s Premier Brett Cureton, blockades Annapolis Harbor as an act of war. Tug of war, that is. This year’s 16th annual tug, also known as the “Slaughter Across the Water,” is slated for Saturday, November 2, starting at the crack of noon. Nearly 500 tuggers will pull in as many as nine heats, with 33 competitors on each end of the 1,700-foot-long rope at a time, while thousands cheer on either side.

The tradition goes way back to the last century (1998), when the citizens of Eastport revolted against the City of Annapolis, which had annexed the little village on the Horn Point peninsula across the harbor nearly 50 years before. The drawbridge connecting Eastport with Annapolis was due to be shut down for repairs, and community leaders used that excuse to band together and declare their independence from the City.

What began as a tongue-in-cheek rebellion evolved into a dynamic community-based non-profit institution that stages fun, creative events like the tug-of-war and the “.05 K Bridge Run” that celebrate the neighborhood’s quirky spirit. While some say the citizens of Eastport are still revolting, over the years, the MRE has raised more than $275,000 for other non-profit groups and charities doing good things for the community.

The logistics of producing a huge event like the tug can be daunting, and in some years, the biggest challenge has been finding teams to pull on the City Dock end of the rope. Last year, the MainStreets Annapolis Partnership (MAP) stepped up and the Annapolis side won most of the tugs. MAP is a nonprofit organization made up of local business owners, property owners, the City of Annapolis, lenders, real estate professionals, residents, and local business and community associations. The partners work together to enhance the traditional business communities downtown, along Inner West Street and in West Annapolis, as well as Eastport.

Both sides will host festivities including live music, food, adult and kid-friendly beverages before, during and after the tugs. Organizers are now recruiting sponsors and teams of tuggers. For more information, see www.themre.org.
