As a result of this review, 10,693 pages and 11,157 assets in whole, and 3,338 pages and 2,416 assets in part have been restricted. Therefore, NARA is proposing to open the remaining 18,544 pages and 16,789 assets in whole and 3,338 pages and 2,416 assets in part that do not require closure under 44 U.S.C. § 2204. A copy of any records proposed for release under this notice will be provided to you upon your request. We are also concurrently informing former President George W. Bush’s representative, Tobi Young, of our intent to release these records. Dear Mr. McGahn:

In accordance with the requirements of the Presidential Records Act (PRA), as amended, 44

U.S.C. §§2201-2209, this letter constitutes a formal notice from the National Archives and

Records Administration (NARA) to the incumbent President of our intent to open George W.

Bush Presidential records in response to the Freedom of Information Act (FOIA) requests listed

in Attachment A.

This material, consisting of 32,575 pages and 30,362 assets, has been reviewed for the six PRA

Presidential restrictive categories, including confidential communications requesting or

submitting advice (P5) and material related to appointments to federal office (P2), as they were

eased by President George W. Bush on November 15, 2010. These records were also reviewed

for all applicable FOIA exemptions. As a result of this review, 10,693 pages and 11,157 assets

in whole, and 3,338 pages and 2,416 assets in part have been restricted. Therefore, NARA is

proposing to open the remaining 18,544 pages and 16,789 assets in whole and 3,338 pages and

2,416 assets in part that do not require closure under 44 U.S.C. § 2204. A copy of any records

proposed for release under this notice will be provided to you upon your request.

We are also concurrently informing former President George W. Bush’s representative, Tobi

Young, of our intent to release these records. Pursuant to 44 U.S.C. 2208(a), NARA will release

the records 60 working days from the date of this letter, which is September 1, 2017, unless the

former or incumbent President requests a one-time extension of an additional 30 working days or

asserts a constitutionally based privilege, in accordance with 44 U.S.C. 2208(b)-(d). Please let

Presidential restrictive categories, including confidential communications requesting or submitting

advice (P5) and material related to appointments to federal office (P2), as they were eased by

President George W. Bush on November 15, 2010. These pages were also reviewed for all

applicable FOIA exemptions. As a result of this review, NARA has restricted 10,693 pages and

11,157 assets in whole, and 3,338 pages and 2,416 assets in part. NARA is proposing to open the

remaining 18,544 pages and 16,789 assets in whole and 3,338 pages and 2,416 assets in part that do

not require closure under 44 U.S.C. § 2204. A copy of any records proposed for release under this

notice will be made available to you upon your request.

We are also concurrently informing the incumbent President of our intent to release these George W.

Bush Presidential records. Pursuant to 44 U.S.C. 2208(a), NARA will release the records 60 working

days from the date of this letter, which is September 1, 2017, unless the former or incumbent

President requests a one-time extension of an additional 30 working days or asserts a constitutionally

The George W. Bush Library has completed the systematic processing of a segment of the office

files of Claude Allen. The George W. Bush Presidential records proposed for opening from the

Administrative files series consist of administrative travel documents, receipts, an invitation, and a

fax cover sheet. The records proposed for opening from the Hurricane Katrina files series include

press releases, reports, status updates, cover sheets, routing memoranda, printed emails,

correspondence, fact sheets, Q&As, charts, and maps. These documents were primarily created

immediately following Hurricane Katrina. These materials detail the status of various components of

infrastructure and the recovery activities occurring in the impacted areas. Also included are agency

and outside organization reports regarding recovery activities, correspondence and proposals from

groups attempting to become involved in the rebuilding and recovery process, listings of which

federal agencies are involved with what aspects of rebuilding, and information regarding the

implementation of the National Response Plan. The records proposed for opening from the Subject

Files series include fact sheets, correspondence, cover sheets, routing memoranda, talking points,

printed emails, news articles, legal documents, presentations, final remarks, published reports, and

promotional material from organizations. Correspondence includes letters from Congress, letters

from organizations with proposals and information regarding those organizations, invitations, and

letters expressing policy viewpoints from the public, think tanks, and lobbying organizations. The

topics covered include a wide-array of domestic policy issues such as education, health care,

housing, marriage and family issues, the usage of stem cells, poverty, space exploration, Title IX,

transportation, reform of the United States Postal Service, and veterans’ issues. A significant portion

of material within this series pre-dates Allen’s tenure in the Domestic Policy Council. Documents

from 2001-2004 appear to have been created by and/or used by Allen’s predecessor, Margaret

LaMontagne Spellings.
