Manhole Odor Control Units

1.A.1 – Description of the Equipment and How it Functions

The following paragraphs provide a brief description of the nine (9) Manhole Odor Control Units installed in the Vent Structures throughout Sites 1995, Site 4, Site 17 and Site 27:

The Manhole Odor Control Units are installed inside of the manhole vent structures and are designed to remove malodorous compounds from the foul manhole air as it is diffused from the vent structures. As malodorous air from the manhole enters the bottom of the carbon canister support in each manhole, it is diffused up through the activated carbon media by the ambient pressure in the sewer vault. As the foul air is diffused through the activated carbon media, the odorous compounds are absorbed by the activated carbon media. The carbon canisters can be easily removed and the carbon media can be replaced as required. The pressure drop through the carbon canister is less than 1.0 inch water column at a velocity of 35 feet per minute.

Each Manhole Odor Control Unit is comprised of four major components: the Carbon Canister, the Carbon Media, the Canister Support Plate, and two Backdraft Dampers.

The Carbon Canister, manufactured by Bay Products, Inc., is white in color and composed of 90-mil thick High-Density Polyethylene (HDPE). This canister has a porous bottom with a polypropylene carbon retention screen and a closed flat top with treated air release holes. The Carbon Canister has a 12 inch diameter top, a 10-¾ inch diameter bottom, and is 15 inches in height.

The Carbon Media provided within the Carbon Canister is virgin, granular, bituminous coal derived activated carbon. Please find the table below summarizing the Carbon Media specifications:

The Canister Support plate, used for holding the Carbon Canister and mounting the Backdraft Dampers, is 24 inches in length, 24 inches in width and ½ inch in thickness and composed of Fiberglass Reinforced Plastic (FRP).

The Backdraft Dampers (two per Manhole Odor Control Unit) are designed to allow atmospheric air in but prevent malodorous air from leaking out of the vent structure. The dampers are white in color, gel-coated with UV inhibitors, and are composed of AOC K022, Vinyl Ester Resin with Class 1 Flame Spread Rating, with a 100 mil corrosion barrier consisting of a 10 mil layer of Nexus surfacing veil, and backed with two layers of 1-½ oz. chopped strand mat. Please see the table below referencing the construction materials of the individual components associated with the Manhole Odor Control System Backdraft Dampers:

ACTIVATED CARBON SAFETY PRECAUTIONS

1.A.2 Identification Information

DESCRIPTION

Activated Carbon is a Vapor Phase Virgin Activated Carbon that has been specially developed for odor removal (adsorbtion) from sewage treatment operations. This bituminous coal based product is unique in that it provides high adsorbtion capacity for H2S without chemical impregnates and adsorbs volatile organic compounds (VOCs) in an effective manner.

Vapor Phase Virgin Activated Carbon, Bituminous Coal based with high adsorption capacity for H2S without chemical impregnates.

Butane Activity (wt. %) 15.6 minimum

Iodine Number - 800 minimum

CAUTION: WET ACTIVATED CARBON DEPLETES OXYGEN FROM AIR

Whenever workers enter a vessel containing carbon media, all precautions must be taken since dangerously low levels of oxygen may be encountered. Atmosphere sampling and work procedures for potentially low oxygen areas should be followed.

The Odor Control Manhole vent structure is not an enclosed structure. It is recommended that after opening the Bilco Hatch that all workers wait 2 minutes for the vent structure to ventilate to the atmosphere before reaching down to replace the carbon media.

CAUTION: Used Carbon Media is Highly Acidic

Workers must wear protective gloves whenever handling the used “Spent” carbon media.

1.A.2 Identification Information

MANHOLE ODOR CONTROL UNIT HIGHLY EFFECTIVE, PASSIVE MANHOLE ODOR CONTROL

Bay Products, MANHOLE OCU is compact, modular unit designed to remove unpleasant odors

such as hydrogen sulfide, mercaptans and other organic odors venting from sewer conveyance

manholes. The unit comes equipped with media that is specially designed to have high-activity

for use in odor control applications. The MANHOLE OCU offers the following features &

benefits:

>- Eliminates Unpleasant Odors - By removing hydrogen sulfide and organic odors from the air

stream, each MANHOLE OCU prevents unpleasant odors from entering the atmosphere around

the manhole covers.

>- No Energy Requirements - There are no mechanical parts. Unpleasant odors are removed by

adsorption from the air stream as a sewer conveyance line breathes through the manhole.

>- Flexible Treatment - Since the MANHOLE OCU is based on adsorption principles it is

passive in operation, which means it can be highly effective on changing flows and odor

concentrations.

>- Non-Corrosive - All MANHOLE OCUs are manufactured from industrial plastics that have

proven reliability in this type of service.

>- Passive Odor Control - By using positive pressures inside the sewer conveyance line,

odorous air passes up through the unit where the unpleasant odors are adsorbed and

stored in the media, allowing purified air to vent through the top of the unit into the

atmosphere. The pressure or surges of pressure with the sewer conveyance line is sufficient

to overcome the pressure drop from the media bed.

>- Cost Effective - The MANHOLE OCU is a simple media adsorption unit, which offers a high

degree of odor control and performance at a low cost.

>- Replacement Media - When odor breakthrough is detected, the media needs to be replaced.

Bay Products can provide replacement media. Media replacement is as simple as dumping out

the old media and filling with fresh media. This can be done at the site in a manner of a few

minutes.

Equipment Description

A. Process Description

Foul air enters the bottom of the carbon canister support and is diffused up through the media by ambient pressure in the sewer vault. Odorous compounds are adsorbed on to the carbon media. The carbon canisters can be removed and the carbon replaced as required. The pressure drop through the carbon canister is less than 1.0 inch water column at a velocity of35 feet per minute.

2.A Installation

2.A.3 Identify Trade Skill Level Required to Replace Carbon Media It is Bay Product’s recommendation that a Journeyman perform any media removal at the Manhole Odor Control Units to ensure proper Safety and Carbon Media Replacement and Disposal Procedures are followed.

2.A.4 Specify Any Special Rigging Required There is No Special Rigging required. 2.A.5 Specify Any Special Test Equipment Required There is no testing required for the Manhole Odor Control Units. The media is to be changed during the annual inspection for each of the nine Manhole OCUs. If odors are detected at the Odor Control Units, this is an indication that the Carbon Media is spent and it must be replaced immediately. Should testing of the air within the manhole be desired, the following equipment can be used to check the performance of the Activated Carbon Canister: Gas Tubes such as Drager, MSA, or Sensidyne, or portable analyzers such as OdaLog and Jerome 631X. This equipment will test for the presence of Hydrogen Sulfide, Mercaptans, and other Organic Compounds that cause Odors.

2.B Safety 2.B.1 Identify All Safety and Tag-out Procedures

CAUTION: WET ACTIVATED CARBON DEPLETES OXYGEN FROM AIR

Whenever workers enter an enclosed vessel containing carbon media, all confined space precautions must be taken since dangerously low levels of oxygen may be encountered. Atmosphere sampling and work procedures for potentially low oxygen areas should be followed.

2.D Statistical Information 2.D.6 Approved Operational Startup and Testing Forms and Procedures The nine (9) Manhole Odor Control Units are stand-alone OCUs that are not directly associated with the four (4) Odor Control Structures located at Sites 1995, 4, 17, and 27. Bay Products provided a Carbon Media Certification for the Media used in the Manhole Odor Control Units. 2.D.7 Data From Start-up and Testing

The start-up and testing data available is from Bay Products as shown on its Media Certification. 2.D.8 Identify Test Method, Equipment and Procedure Used There is no testing required for the Manhole Odor Control Units. Each Manhole Odor Control Unit is based on adsorption principles. The Manhole OCU utilizes a passive operating system that has no mechanical parts and no energy requirements. The Activated Carbon Media was tested and is certified by Bay Products to meet the Contract Specifications. The Bay Products Media Certification is attached here.

2.E Preventive Maintenance (PM) For Components Within An Equipment System 2.E.1 Inspection, Testing, Routine Adjustments and Lubrication Tasks There is no prescribed preventative maintenance other than the following steps:

1. Annual Inspection of each Manhole Odor Control Unit for proper operation.

2. Replacement of the activated carbon media at the time of each inspection.

3. Lubricate Bilco Hatch at time of Annual Inspection.

4. Until the normal frequency for changing the Activated Carbon Media is established, (currently recommended for every 12 months) it is also Recommended to Inspect each Manhole Odor Control Unit every four (4) months to verify the OCU is performing as intended until the normal frequency for changing the carbon media can be established. The Expected Carbon Media Life Graphic is Provided Here:

2.E Preventive Maintenance For the Manhole Odor Control Unit Preventive Maintenance the following should be observed:

1. Fresh Activated Carbon Media should be ordered from Bay Products or from any of the other suppliers of Activated Carbon Media listed approximately three weeks prior to the normally scheduled annual inspections. This activated carbon media has a shelf life of 6 to 8 months and cannot be stock piled for longer periods.

2. Have 1 can of WD-40 Lithium Spray Lubricant for the annual inspection to lubricate the Bilco hatch.

3. The GPS coordinates are provided in this manual that will take the Inspectors directly to each Manhole OCU site.

4. The Parks Department should be contacted prior to each inspection so DC Water

can obtain permission to inspect the Manhole Odor Control Units that are located on Park Properties.

5. Once you have the fresh activated carbon media delivered and have received authorization from the Parks Department for site access, the Manhole Odor Control Unit inspection and carbon media replacement can commence.

6. Upon locating each Manhole, wearing protective gloves, clear debris from around the manhole structure including the air vents.

7. Open the Bilco manhole cover and allow the manhole cavity to vent to the outside air for a few minutes.

8. Clear any accumulated debris from the interior of the manhole vault and from the Bilco Hatch tracks.

9. Whether the site visit is for the regularly scheduled annual inspection or for an emergency inspection, the first inspection of the Manhole OCU is of the two (2) air intake Backdraft Dampers. Wearing protective gloves reach down and inspect each back draft damper to ensure each damper plate moves freely and closes properly. If a backdraft damper is not moving freely, the carbon canister will need to be removed, and using a flashlight, visually inspect the counterweights for the dampers to ensure that the counterweight is not bound by debris. If it is being restricted by debris, carefully reach into the hole and clear the debris from the

counterweight mechanism. This should allow the damper to perform normally. If this procedure does not correct the backdraft damper issue, then Bay Products will have to be contacted to schedule a site visit to remove the support plate and repair the damper.

10. After inspecting the backdraft dampers, the carbon media should be replaced. To do this, the 5 gallon bucket containing the used (spent) carbon media needs to be removed. The lid to the carbon canister (5 gallon bucket) needs to be removed carefully. The spent carbon media should be carefully poured into plastic bags for proper disposal, and fresh activated carbon added to the carbon canister. The lid is then replaced “carefully” to ensure it is properly closed. Re-insert the carbon canister into the manhole support plate and ensure it has a good seal.

11. Lubricate all pivoting joints, the latch, and the rear portion of the lower tubular spring housing.

12. Close and Lock the Bilco hatch, and remove all debris and spent carbon media from the Manhole OCU location. Dispose of all debris properly.

2.E.2 The Trade Skill Level Required to Maintain It is Bay Product’s recommendation that a Journeyman perform inspection of the Manhole Odor Control Units and the removal and replacement of the carbon media to ensure proper safety and disposal procedures are followed. 2.E.3 The Time Required To Perform Work The time required to inspect the Manhole Odor Control Unit and replace the Carbon media should take approximately 20 minutes for each of the nine Manhole Odor Control Units. This does not include the time required to travel to and from each individual Manhole OCU location. If the backdraft damper requires more than just the verification of proper operation inspection, then more time will be required to access and make adjustments to the backdraft damper counterweights. 2.E.4 The Number Of Personnel Required The inspection of each Manhole Odor Control Unit and replacement of the Carbon Media Canisters requires two (2) people.

2.E.5 The Frequency For Performing Work It is Bay Product’s recommendation that annual inspections be performed at each of the nine (9) Manhole Odor Control Units to ensure that the OCUs are operating properly. At the time of the annual inspection, the carbon media at each location will be replaced with fresh activated carbon media. If a report comes in that there are foul odors coming from any of the Manhole Odor Control Units, then an inspection should be performed immediately to determine the cause of the foul odors being released. If it becomes a pattern that any of the Manhole Odor Control Unit carbon canisters requires fresh media sooner than the annual inspection (every twelve (12) months), then the scheduled inspections for those OCUs should be scheduled more frequently based on the pattern of foul odors detected. 2.E.6 Drawing References (Equipment Drawings or Exploded Views) The Equipment Drawing and Photographic View of a typical Manhole Odor Control Unit shows the various components and the final layout of the Manhole structure. 2.E.7 Show Test Points and Maintenance Checks On Drawings The Equipment Drawing and Photographic View also show the Inspection Points for the OCU and Maintenance Locations for the Hatch. 2.F Corrective Maintenance 2.F.1 Provide Details For Equipment Disassembly and Assembly… 2.F.5 Troubleshooting Checklists If a backdraft damper is not moving freely, the carbon canister will need to be removed, and using a flashlight, visually inspect the counterweight for the damper to ensure it is not bound by debris. If it is being restricted by debris, carefully reach into the hole and remove the debris from the counterweight mechanism. This should allow the damper to perform normally. If this procedure does not correct the backdraft damper issue, then Bay Products will have to be contacted to schedule a site visit to remove the support plate and repair the damper.

If a Manhole Odor Control Unit appears to be not functioning properly by letting malodorous air pass through the manhole structure and into the atmosphere, then the first step is to check the operation of the backdraft dampers. If the backdraft dampers appear to be operating normally, then this is a good indication that the Carbon Media is spent and needs to be replaced. It is possible that concentrations of H2S and other organic compounds become elevated and shorten the normal life expectancy of the Activated Carbon Media dramatically. 2.G Parts Lists – No Spare Parts Required

2.G.2 Complete List Of Parts and Part Numbers

The Parts Chart below shows the information for the four (4) main components that make up the Manhole Odor Control Units. The Activated Carbon Media for the Manhole Odor Control Unit is the only part of the OCU that needs to be replaced. Bay Products identifies this carbon media as “Manhole Media Replacement” There is no Part Number from Bay Products Inc for this item.

2.G.3 Specify Unit Of Issue (Quantity)

The Activated Carbon Media from Bay Products is packaged in 5 lb Bags. This is the exact amount for replacement of the Activated Carbon Media in one (1) Manhole Odor Control Unit Carbon Canister. 4.A.l Warranty Information Including Effective Warranty Dates

WARRANTIES: Seller warrants that the carbon adsorption system sold hereunder shall

be free from defects in materials and workmanship for a period of one (1) year from the

date of acceptance. The warranty does not apply to problems associated with normal

wear and tear, improper maintenance, negligence, misuse, or the failure to operate the

system in strict accordance with the operating and maintenance plan provided. For those

items provided by, but not directly manufactured by the Seller, the manufacturer's

warranty shall apply provided warranty coverage exceeds that which is provided by the

Seller. All other warranties, either express or implied, are hereby disclaimed including

but not limited to the warranty of merchantability and fitness for a particular purpose.

Seller warrants that any/all activated carbon provided hereunder shall conform to the

specifications for such grade as published from time to time by the Seller. There are no

warranties made with regard to the activated carbon or system to be sold hereunder other

than those contained in this paragraph or stated elsewhere in the proposal. All other

warranties, either expressed or implied, are hereby disclaimed including, but not limited

to, the warranty of merchantability and fitness for a particular purpose.

This warranty is limited to the replacement and/or repair by the Seller of any part, parts

or material, which in the Seller's determination are defective. This warranty does not

cover any charges by the Buyer for replacement of parts, adjustments or repairs, or any

other work unless such charges shall be assumed or authorized in advance in writing by

the Seller.
