Quarterly Progress Report(February April 2010)
Sir Dorabji Tata Trust, Mumbai pleased to support an intervention of Janakalyan inSindhanur taluk of Raichur district of Karnataka to leverage NREGA funds forcreating productive assets for the farmers. The program commenced from
February 2010 in 17 villages of 3 Gram Panchayats of Sindhanur taluk. This reportis prepared at the end of the 1st quarter to document the achievements.
1. Team building & capacity building: Success of a project of this nature lies inthe team and the approach adopted in implementation of the activities by theteam. Janakalyan took utmost care to build an efficient team within theavailable resources.

2. Village selection: Selection of the villages is equally important as that of theteam building. It took more than 1 months to finalize the list of villages after
several steps and lot of analysis. Interactions with villagers, farmers, opinionleaders, PRI members and also with the front line government functionariesinvolved in implementation of NREGA.2. 1 List of villages: Finally, the team has finalized 17 villages from 3 Gram

After studying following 6 GPs of Sindhanur taluk, 3 have been selectedfor future work to leverage NREGA funds for creating productiveagriculture assets. The list of GPs selected finally for operation are-a. Alabanur GP (Alabanur, Belagurki, B R Camp, Maladinni camp,

Similarly, GPs dropped after the study is d. Dhadesugure. Ragalparvif. Gonwar
Gist of the report in the above format is presented below to state whythese 3 GPs have been selected for operation and why the other 3 GPshave been dropped for the time being. Alabanur, Badarli and MadasirwarGPs are selected because-i. The farmers have only 10-15% irrigation facility by LIS (lift irrigation
scheme)ii. Almost no village has irrigation tanksiii. Single crop is being grown by the farmers due to acute shortage of
irrigation water
iv. All the 3 GPs are affected by the recent flood and economy has brokedown
v. Saline and alkaline soil exist in the farmsvi. Ground water is brackish and cannot be used for irrigationvii. NREGA activities have mostly been to repair of connecting roads,
internal roads, etc.

viii. Almost none of the activities have been targeted to create productive
agriculture assets such as irrigation tanks, connecting road for thefarms, tree plantation, drainage of waterlogged land, flood controlmeasures, etc.
We find greater scope for taking up all these activities under NREGA andresolving the issues to make agriculture profit-making. Therefore, theabove 3 GPs (about 17 villages) have been selected for operation underthe project.

2. 4 Agriculture scenario of these villages: The agriculture scenario of thevillages is stated below- Land is filled with sand during the recent flood in these villages and
thus cannot grow any crop.

All the Lift Irrigation Pump sets have become defunct during the
flood. Due to lack of technical information, farmers are growing mono-crop. About 36% (SC & ST) of the total population is considered to be
vulnerable and about 73% of the working population is directlydependent on agriculture in these villages.
To get 1 acre irrigated, the farmers are selling 1 acre to the
landlords who are putting large scale lift irrigation schemes in
these villages. Less than 1.5% land is covered by forest species and another 2% by
trees & grooves thus increasing global warming. About 20-30% farmers have lift-irrigation systems and about 15-20%
farmers get canal water for growing single crop per annum whileothers completely dependent on agriculture.
Agriculture has become a loss-making enterprise and factorscontributing to it being inadequate irrigation, land degradation,physical connectivity, less biomass availability, etc.
NREGA funds have not been utilized for any agricultural interventionsin the last 4 years.

2. 5 NREGA status of these villages: Though, we have opportunities to bringmore cropped area under irrigation using NREGA funds but least hasbeen utilized so far for this very important cause; the reason being lackof will among the PRI and Gram Sabha members. Necessary sensitizationabout the necessity and importance of irrigation tanks, physical
connectivity to the farms, drainage of water- logged areas, plantation
of trees and taking up flood control measures by leveraging NREGA
funds would make agriculture profit making and thus SUSTAINABLE
in long term. Huge amount of funds are made available to the district
under NREGA and if not this time, the fate of these villages wouldnot change ever.
2.6 Potential for taking up 4+1 activities under NREGA in these villages:
Based on the study conducted by Janakalyan team, it is found that thereis huge potential for taking up the activities proposed by Janakalyanunder the following heads-1. Huge potential for taking up drainage in waterlogged areas, saline and
alkaline land; similarly lot of investment required for land developmentactivities such as bunding and silt removal from the land.

2. Excavation of irrigation tanks in the farms to harvest water during
the rainy season and using it during peak season for life-savingirrigation.
3. Plantation of trees to strengthen bunds and also generate biomass.4. Connecting road to the farms from the villages need to be improved.5. Flood control measures are essential under the schemes as preventive
measures.
3 Gram Sabha: Gram Sabha is the strongest tool that we have planned tomake use of during implementation of these activities. The objective is to
make the community aware about the provisions of NREGA which can bemade use to create productive assets to make agriculture profit-making. Thebirds eye view of the gram sabha conducted during the reporting period ispresented below-

3.1 Process followed in conducting Gram Sabha : The schedule for gramsabha in all 17 villages was prepared in a staff meeting to complete within
time. Accordingly, information passed on to the volunteers and contactpersons in each of these villages and announced about the date, time andvenue of the Gram Sabha in advance. The respective GPO arrived in thevillages and conducted the Gram Sabha in the following order-
1. Welcome & Introduction of Janakalyan2. Why Janakalyan has taken up this project with the support of SDTT?3. Salient features of NREGA and its provisions which could be made use
to create productive agriculture assets.4. How do we go ahead from here with the cooperation of villagers?5. Plan of action for situation analysis and micro-planning

6. Gram sabha concludes with sharing of opinions followed by vote of
tanks.
3. 2 Major issues raised in the gram sabha : The project being ofconfrontation nature, as the PRI and government officers have vestedinterest in its implementation, the communities are seem to be skepticabout its implementation. Most of the issues raised during the gramsabha are in the periphery of it. Some of the important issues are listedbelow-1. All the lands on the banks of the rivers (where these villages are
located) have silt deposits and also the existing bunds have broken.NREGA has a provision of Land Development activity and thereforesilt removal and bund strengthening activities shall be taken up underNREGA on priority basis.
2. Can jungle cutting be taken up in the lands of poor farmers underNREGA?
3. Irrigation canals have silt deposit and need to be widened anddeepened with NREGA fund.
4. Deepening and silt removal from existing irrigation tanks.
5. Farm pond is essential for all farmers while NREGA has a provision forSC/ST farmers; what is the way out?
6. Natural drainage course shall be cleaned, widened and deepened.7. Salinity and alkalinity is common on the river banks subsurface and
open drainage is must for most of the farmers.8. Leveling of land for poor farmers need to be taken up under land
development head of the NREGA.
3.3 Important questions raised by the community : The major questions
raised by the participants in the gram sabha are-1. Everybody does not work efficiently during group work and thus theprogress/ achievement is less under NREGA; Engineer does not makecorrect payment due to this problem: what is the way out?
2. PRI members & GP secretary uses machines to complete the works bypaying little money to the job-card holders to draw money through ourcards; what is the way out?

3. You said the wages would be paid in 15 days, while we have not
received the wages for last 3 months; why?4. We get more wages than NREGA if work outside; why should we work
with you?5. Flood has deposited silt in the land, broken the internal bunds; would
you take up such activities?6. How do you take up drainage works?7. We dont like mixed cropping, SRI paddy, IFS, etc; why are asking us
to do this?8. The GP Secretary said that farm pond cannot be excavated in the land
which comes in the command area of TBP: what is the way out?9. Many of us still do not have job cards; will you provide job cards to
such people?10.You have excavated many farm ponds / irrigation tanks using tractors;
why cant you do it in similar ways?
3. 4 Major problems encountered in conducting grama sabha: Typicalproblems faced in conducting gram sabha are-1. Drunkards created problems is few gram sabha
2. PRI members sometime hijacked the discussions and tried to deviatefrom the topics.
3. Participation of Secretaries remained as an issue through theyexpressed their wholehearted support during our discussions.
4. Confrontations between the PRI members and communities in somecases, when they speak out about the misappropriation of the PRImembers in implementing NREGA works.
5. In most of the cases, PRI members suggested not to conduct anygram sabha instead they will provide whatever information we want.
They will also provide the list of farmers / labors to constitute AIG.The PRI members do not want to conduct gram sabha.
3. 5 Expectations of the communities from Janakalyan team: Janakalyanhas been working in the villages of Sindhanur and other taluks for last 13
years and is talk of the farmers today. The contribution of Janakalyan to

the peasant communities is tremendous in their opinion and thus expects
the following in future from Janakalyan1. Addressing individual issues of each farmer related to farming.2. Training to farmers to earn more profit from less investment.3. Training on SRI, IFS and vegetable cultivation in their farms.4. Translate whatever you are talking today it should not be simply
discussed and left.5. Ways to excavate farm ponds to farmers other than SC/ST.6. Ensuring quality seeds, inputs and other necessary materials.
4 Agriculture Interest Group: Promotion of AIG (Agriculture Interest Group)is a strategic decision to mobilize the communities into teams, which will actas pressure groups for the PRI members as well as governmentfunctionaries. It is through these AIGs, all the planned activities to createproductive agricultural assets would be implemented. Lot of efforts havebeen put by Janakalyan team to constitute AIGs; however, still we believethat some of the weeds have become part of these AIGs and need to beuprooted in the days to come. Lot of inputs to strengthen these AIGs arerequired and we believe that the success of the project lies with quality of
the AIGs.

4.1 Process adopted in promoting AIG: The concept of AIG proposed in thefirst gram sabha when the project orientation was done. Instruction toshortlist interested farmers/ wage-earners to the volunteers was alsogiven; date of meeting to finalize the members for each AIG was fixed inthe same gram sabha. Accordingly, a meeting of the short-listedfarmers/wage-earners was conducted where the purpose of AIGformation, roles and responsibilities of each of the member, rules ®ulations, etc. were discussed in details. Finally, the AIG constituted.The list of members in each AIG is annexed to this report.
4.2 What are problems faced in forming AIGs: The bottlenecks inpromoting AIGs in the villages in the first phase are-1. Participation of women in AIG2. Lack of harmony & difference of opinion among the village
communities.

3. Caste discrimination still prevail in the villages
4. Illiteracy is also an issue which hinders the process of awareness

5.1 Problems in growing crops in these villages: The Janakalyan team has
also tried to understand the factors contributing failure of crop orbottlenecks in cultivating various crops in these villages. Major amongthese are-1. intermittent dry spells between 2 rains2. lack of connectivity with the lands3. inadequate irrigation water available for these farmers4. over dozes of chemical fertilizers and pesticides has degraded soil
fertility to any extent5. salinity and alkalinity caused due to water logging condition of the soil
6. recent flood has broken the farm bunds, deposited silt and erodedthe top fertile soil from the land in the river banks
7. lack of proper marketing facility8. inefficient functioning of Krishi Vigyan Kendra and Raita Sampark
Kendra caused inadequate percolation of information to the farmers9. migration of laborers to the nearby cities in search of employment10.lack of complete scientific & latest knowledge about any crop among
the farmers
5.2 Whether NREGA can address these issues? Most of the aboveproblems could be addressed, if the NREGA is implemented in asystematic manner.1. drainage of waterlogged, saline and alkaline areas;2. farm pond to harvest runoff and resolve irrigation issue;3. desilting of land, bunding, flood control measures, etc. to bring land to
the original condition;4. providing connecting road to the land5. promotion of AIGs in the villages and making them aware about
scientific know-how about the crops6. implementation of labor-oriented activities to bring migratedpopulation back to the villages

6 Micro planning: Actual implementation of the project starts with micro-
planning; micro-planning is an exercise to empower the communities to identifytheir issues related to farming, preparing proposal in NREGA terms to getthese issues resolved, approving it in the gram sabha and submitting theseproposals to GP to get sanctioned under NREGA. Learning from Field
8 Problems: The social projects are implemented to learn from the field andstakeholders. This being a project of national importance, learning from theexperiences would be an important section to be documented in the report.With the limited interventions in the field, we have tried to document thelearning in the following sections.
8.1Major problems faced in implementing program in 1 st quarter: The majorproblems encountered by the team in implementing the activities during the 1 stquarter are-1. Villages belong to a Gram Panchayat while the land of the farmers falls in
the boundary of another revenue village. Which village microplan shall coverthe farmer?
2. Many farmers are requesting to take up productive asset creating works intheir farm only; how to prioritize and whom to leave?
3. The normal wage rate in these villages for male is Rs.150-200 while forfemale it is Rs.100-120; NREGA provides equal wage of Rs.100: Why shouldone work under NREGA?
4. During rainy season, it would be difficult to get labors for the works likedrainage line, farm pond excavation, etc.
5. Lack of participation of PRI members in the gram sabha as well as microplanning exercise.
6. If the land falls under Tungabhadra command area, then farm pond cannotbe excavated, the GP secretary says.
7. Farmers do not sit in the gram sabha throughout the discourse to deal withthe issues related to farming.
8. Many of the farmers do not have job cards; how to get is an issue for thefarmers.
9. Most of the farmers are interested to show their own land during thetransect walk; they dont walk to others land due to hot sun in this summer.
10. Difficult to get 50 members in each AIG especially in the small villages.

11. Election of Gram Panchayat is creating difficulty in completing the
microplanning exercise and also the estimate; similarly approval of the planwould also be difficult until the election completes.
12. Communities having negative attitude towards social development initiativesand government functionaries, especially anything related to GramPanchayat.
13. Lack of cooperation by Gram Panchayat Secretary and Members.14. Some of the farmers still do not know about NREGA.
8.2How have you resolved such problems? Most of the issues are resolved
through discussion and debate among the farmers themselves. Various types ofstakeholders such as youths, leaders, farmers and wage earners are involved inthese meetings. Lot of discussions about NREGA and Janakalyan approach tomake it successful with the cooperation of farmers helped resolving most ofthe unhappiness among the farmers. How Janakalyan is different from GramPanchayat and government functionaries was clarified to address these issues.
8.3How these could have been implemented better? To make these microplanmore effective, following should have been adopted-
1. Little more time shall have been provided to make these plans moreeffective and interactive.
2. Election and paddy harvesting hindered the process of participation; it wouldhave been more effective, had it been done little later.
3. Presence of Gram Panchayat members as well as secretaries could have beenensured after another 15-20 days (after completion of election process)
9 Learning: The major learning during the reporting period are-1. Microplan is an important tool to bring communities to the same platform.

Farmers have greater needs for productive assets creating activities butare not aware about the provisions of NREGA.3. Farmers have very negative attitude towards Gram Panchayat and are
reluctant to participate any activities in the name of Gram Panchayat.4. Farmers have their own reservation against SRI, IFS and vegetable
cultivation and might become difficult to implement these activities in thesevillages.
