SAN IGNACIO TOWN,Cayo, Thursday, 10 November2011: A Santa Elena boy isrecuperating from a gunshotwound to the foot while theaccused, a San Ignacio boy, wastoday remanded to jail causingobvious distress of a humblemother who has been spendinglong hours at the police stationwhere her son was held prior togoing to, Hattieville prison. At about 1:00 am on Saturday,5 November police weresummoned to the CommunityHospital in San Ignacio wherethey encountered a young maleperson undergoing emergencymedical treatment. The youth,with a suspected gunshot woundjust above the ankle of the rightfoot, was identified as AlvinGarnett Montero, 17, Belizeanlaborer, residing in Santa ElenaTown. Alvin told the police that aboutone and a half hours earlier, ataround 11:30 on the night ofFriday, 4 November he waswalking on his way home witha 17 year old male friend andthat after making their wayacross the Hawksworth Bridge,three male persons who werewalking behind them eventuallycaught up with them just as theyreached the top of the hill, infront of To The Max cellularrepair and sales shop on theSanta Elena side of the bridge.Alvin identified one of the threepersons by name to the policewhile the other two, he said, herecognized by face only asbeing residents of Santa Elena.

Some harsh words werereportedly exchanged and, infleeing from the trio, Alvininformed that he ran back downthe hill but instead of runningacross the bridge he ran downthe towards the river and whilerunning towards the temporarywooden bridge he felt a burningsensation to his right foot. Hefell to the ground and, being ashort distance from the woodenbridge, he began shouting forhelp. The male friend withwhom he was with prior to theincident arrived and carried himtowards the wooden bridgewhere, despite their requests forassistance, several vehicles justdrove by until eventually one ofthem stopped and transportedthe injured youth to the hospitalwhere he was treated. The

extent of the injury could not beeffectively determined as anX-ray image could not beobtained from the Santa ElenaLoma Luz hospital whichnormally provided this service.It was not until ten hourslater, at about 11 o’clock thatSaturday morning when anambulance left with him enrouteto the Karl Heusner MemorialHospital, in Belize City, wherehe was treated and later released.For the purposes of laying thecriminal charge, the injury wasmedically classified as grievousharm. A subsequent investigationled to the arrest and formalcharging of a 17 year old boy ofa Buena Vista Street address inSan Ignacio Town. Facing agrievous harm charge the

accused appeared in SanIgnacio’s magistrate court,before newly appointed ChiefMagistrate, Ann Marie Smith,where he pleaded not guilty tothe charge. He was remanded toprison for five days to bebrought back to court nextTuesday 15 November. As is normally the case, thisincident has obviously affectedboth families. The mother of theaccused was seen spending longhours at the police station rightup to the time that her son waseventually transported to thecentral prison in Hattieville. Justa moment of indiscretion and theheartache, these incidents cause,especially to the mothers, istremendous – Kenny Rogers, inhis song tells us to walk awayfrom trouble when we can.

Greetings from Houston,Texas. My name is CarlosGuerra. Today I write to you with atwofold purpose; firstly toexpress my gratitude for thework you continue to do andsecondly to seek your assistancewith a family tree project I amcurrently working on. I came across your newspaperjust over a year ago while doingsome research on google.com. Iwas instantly impressed with thelayout of the newspaper, thecontents and the fact that Icould now keep abreast of thehappenings back home. I was born in Belize City butgrew up in between San Ignacioand Santa Elena, mostly in SantaElena. The idea of at least being ableto stay informed with thehappenings “back home” haskept me anxiously awaiting eachnew edition of the newspapersince I came across it. I enjoy the fact that the storiespublished are very honest anddetailed, although it is difficultat times to read about themurders or passing of peoplewith whom I grew up, schoolfriends, relatives or other

persons I knew as a result of mywanderings with my fatherduring my childhood years. Thank you and your wife verymuch for the wonderful workyou are doing. Many of us whohave migrated away from homeoften yearn for some way ofkeeping in touch with thehappenings in our home town“Lena” and now yournewspaper has offered us thisopportunity. Keep up the goodwork. On the second note, over thepast almost two years I havebeen working on assembling afamily tree for my extendedfamily which is deeply rooted inthe twin towns of Santa Elenaand San Ignacio. As I readvarious editions of the STARNewspaper I have come acrossseveral articles bearing thenames and bits of historyfor several members of myextended family. A memoriam for mygrandfather, Juan Guerra Srwas published in the November25, 2007 edition. After havingalso read the article on thereuniting of Ms. CupertinaRequena and her son Gabriel(Edition 143, WednesdayFebruary 27, 2008) I decided tohumbly ask for a space in yournewspaper to try and furthermy family tree project, bypublishing the following openletter / invitation to my relativesin Belize and abroad, whereverthe Star Newspaper is read.

My name is Carlos Guerra,son of Beatrice Recinos and

Jose M. Guerra, who is betterknown as “Polin” Guerra. I attended Sacred HeartPrimary School followed bySacred Heart High School andthen Belize Technical College.Most of my school friends willprobably remember me asDAWSON or DAS, a nicknameI earned way back in standard1. Almost two years ago I startedworking on a family tree for mygrandmother Anastacia Avella’sFamily. I later expandedmy family tree to include thefamilies of each one of my fourgrandparents. My grandparents areMs. Jeronima Zelaya and Mr.Francisco Recinos (my Mom’sparents) and Ms. AnastaciaAvella and Mr. Juan Guerra(my Dad’s parents). It is primarily the family ofmy grandmother Ms. AnastaciaAvella that has led me to seekpublication in the STARNewspaper, as the Avellafamily is deeply rooted in SantaElena. To date, with the collaborationof many of my relatives, I havebeen able to identify 654 personsfrom the Avella family, some289 persons from the Guerrafamily, 89 persons from theRecinos family and 213 personsfrom the Zelaya family. With this in mind I would liketo invite my relatives from myextended families, in particularthe Avella family in Santa Elena,San Ignacio, Belize or whereveryou are reading this article, tojoin me in documenting ourfamily’s history and roots. SAN IGNACIO, Cayo,Thursday, 10 November 2011: After being on the run for 14days, the long arm of the lawfinally caught up on an accusedrobber. On Monday, 24 October,Julliany Martinez, the 21 yearold manager of Spuntino IceCream shop located across fromthe Anglican Church on BurnsAvenue in San Ignacio, reportedto police that she was robbed byan unmasked man who held herup with a knife. Martinez told the police that ashort, brown skin man, wearinga grey jacket, with a knife in hishand entered the ice cream shop,handed her a bag and order herto hand over all the money.Fearing for her life he compliedwith the order. The robber thenran off with all one hundred fiftydollars that was in the cashdrawer. A search of the immediate areawas launched and eventuallyabandoned when, after severalhours the culprit could not befound. It was not until thisMonday, 7 November when

the suspect was detained andtransported to the police stationin San Ignacio, where, a fewhours later he was positivelyidentified, in a police line-up, bythe complainant. The accused, Melhem Kelly,32, Belizean laborer of anOrange Street address in SanIgnacio was subsequentlyarrested and formal charged forrobbery. He appeared in the SanIgnacio courtroom on Chief

Magistrate Ann Marie Smith,on Thursday, 10 November,where he pled not guilty to thecharge.

He was offered bail in the sumof one thousand dollars but wastransported to the central prisonwhen he was unable to meet bail.He will be returning to court onMonday, 30 January 2012.

GUATEMALA City, Guate-mala, Thursday, 10 November2011: Otto Pérez Molina, a retiredgeneral, defeated CongressmanManuel Baldizón in the secondround of Guatemala’s presiden-tial election on November 6. Pérez Molina, of the PatrioticParty (PP), garnered 53.74 per-cent of the vote; Baldizón, awealthy businessman represent-ing the Renewed DemocraticFreedom (Líder) party, won46.26 percent. In 2007, PérezMolina lost to current PresidentÁlvaro Colom in the secondround of elections and, inkeeping with a pattern datingback to 1986, Guatemalanselected the loser of the previouspresidential vote into power.Voter turnout was just above 60percent—slightly lower than inthe first round, which brought69 percent of Guatemalans tothe polls. While Baldizón campaignedon a diverse number of issues,ranging from social programs toqualifying Guatemala for theWorld Cup, the crux of PérezMolina’s campaign focused ona mano dura (iron fist) approachto combating the high levels ofviolence plaguing Guatemala.

Rocky Elections Endwith Peaceful Victory

Accusations of vote buying,disenfranchisement, andviolence sparked concernsduring the election cycle.During the second round, therewere reports of vote buyingon behalf of both candidates,illegal last-minute campaignadvertising, and insufficienttransportation for rural voters toarrive at the polls. armed men burned ballots inseveral provinces in the firstround, the Supreme ElectoralTribunal (TSE) removed somepolling stations to avoidviolence during the secondround, which may havedisenfranchised rural voters.Also, some observers worriedover problems with namespellings on ID cards that mayhave disqualified scores ofindigenous voters. Campaignfinance was also an issue.During the first round of elec-tions, both candidates spentmore than the legal amount—thePP spent $9.5 million and Líderspent $6.8 million—and the TSEforbade them from campaigningin the second round. But the elections also offeredsigns of progress. In a countrywith low female participation ingovernment, the electionmarked a first: CongresswomanRoxana Baldetti will be the firstfemale vice president when shetakes office in January. Therewas also high female voterturnout: 3.7 million womenregistered to vote, the first timethat women accounted for

more than half of registeredvoters. The OAS congratulatedauthorities on a smoother, morepeaceful second round of voting,noting timely and efficientpolling procedures. Otto Pérez Molina, 61, wasborn on 1 December 1950 is aretired General of the Guatema-lan army. He is a graduate ofGuatemala's National MilitaryAcademy (Escuela Politécnica),the School of the Americas] andof the Inter-American DefenseCollege. During his time in the army heserved as director of militaryintelligence and inspector-gen-eral of the army. In 1983 he was a member ofthe group of army officers whobacked Defence Minister ÓscarMejía's coup d'état against defacto president Efraín RíosMontt. While serving as chief ofmilitary intelligence in 1993, hewas instrumental in forcing thedeparture of President JorgeSerrano after Serrano attempteda "self-coup" by dissolvingCongress and appointing newmembers to the GuatemalanSupreme Court. In the wake ofthat incident, Guatemala'shuman rights ombudsman,Ramiro Carpio de León, becamepresident and appointed Pérezas his presidential chief of staff,a position he held until 1995.Pérez also represented themilitary in the negotiations thatled to the 1996 Peace Accords,putting an end to Guatemala's30-year-long Civil War. Between 1998 and 2000 herepresented Guatemala on theInter-American Defense Board. General Pérez retired fromactive military duty in January2000. On 24 February 2001,he founded the Patriotic Party.In the general election of 9November 2003, the PP aligneditself with two other partiesin the Grand National Allianceand Pérez was elected toCongress as a national-listcongressman. He was the candidate of thePatriotic Party in the 2007presidential election, campaign-ing under the slogan "Manodura, cabeza y corazón"("Firm hand, head andheart"), advocating a hard-lineapproach to rising criminality in

the country. After receiving the second-largest number of votes in theinitial contest on 9 September,he ultimately lost the election toÁlvaro Colom of the NationalUnity of Hope in the secondround on 4 November 2007. In November 2011, he waselected president with 54% ofthe vote.

Accusations of humanrights abuses

In July 2011, Guatemalanindigenous organization WaqibKej presented a letter to theUnited Nations accusing Pérezof genocide and torture allegedlycommitted in Quiché in 1982.Among other evidence, theycited a 1982 documentary inwhich a military officer whomthey claim is Perez Molinais seen near 4 dead bodies,allegedly tortured prisoners.Attacks on Pérez's family

and associates On 11 November 2000,Pérez's son, Otto Pérez Leal, wasattacked by gunmen whiledriving with his wife and infantdaughter. On 21 February 2001, threedays before Pérez was scheduledto launch his new political party,masked gunmen attacked andwounded his daughter Lissette.The same day, masked gunmenshot and killed PatriciaCastellanos Fuentes deAguilar, who had just departedher house after meeting withPérez's wife, Rosa María Leal.Human rights groups claimedthat the attacks were politicallymotivated. During the 2007 presidentialcampaign, several members ofthe Patriotic Party were killed byarmed assailants, including a33-year-old indigenous woman,Aura Marina Salazar Cutzal,who was secretary to the party'scongressional delegation andassistant to Pérez.

SAN IGNACIO, Cayo, Thurs-day, 10 November 2011: Four men were today broughtbefore the court on drug relatedcharges when police, in anunmarked vehicle, suddenlyappeared in the area were parkedand sitting inside a green pickuptruck. It was shortly after 10:30 amon Wednesday, 9 November

when police on mobile patrol inan unmarked vehicle spotted agreen Dodge Ram pickup truckparked on Neal Street nearits junction with the WesternHighway at the top of the hill onthe Santa Elena side of theHawksworth bridge. Policereports that they decided toconduct a search of the vehicleand the occupants when they

noted one of the men acting in asuspicious manner. The first to be approachedwas the individual who wasacting suspiciously. When heindicated that he neither spokenor understood the Englishlanguage the police communi-cated to him in Spanish advis-ing him of their intention tosearch him. The search led to thediscovery of a parcel wrapped ina multi-color piece of paper,inside the front right pocket ofthe pant he was wearing. Whenthe parcel was opened in hispresence it was found to containsuspected marijuana. He wasinformed of the offence commit-ted and upon being questionedhe was booked as Ariel DeJesus Rhodas, 30, Guatemalanlaborer of a Kontiki Area addressin San Ignacio. A further search of theinterior of the vehicle, with Cayolicense plates C-25664, led to

the discovery of a largerpackage compressed in a pinkplastic bag wrapped withtransparent tape. When the par-cel was opened it was likewisefound to contain suspectedmarijuana. All four persons, along withthe two parcels of suspectedmarijuana and the vehicle weretransported across the bridge tothe police station in San Ignacio.The other three detainees wereidentified as Alfredo “Bundy”Neal Sr., 50, Belizean farmer ofa Peter August Street address inSanta Elena; Efrain Waight, 39,Belizean farmer, of a KontikiArea address in San Ignacio andElton Neal, 27, Belizean farmerresiding in the Seven Miles areaon the Mountain Pine RidgeRoad. The suspected marijuanawas weighed in their presenceresulting in the smaller packagetipping the scale at 5.8 gramswhile the larger one weighed inat 199.5 grams. The discovery led to the arrestof Ariel De Jesus Rhodas on apossession of controlled drugcharge for the 5.8 grams ofsuspected marijuana found onhis person. All four detaineeswere jointly charged for drugtrafficking for the 199.5 gramslarger parcel found inside theDodge Ram. They appeared, on Thursday,10 November, before ChiefMagistrate Ann Marie Smithwhere they all pled not guilty ascharged. While the threeBelizean were offered and metbail in the sum of five hundreddollars, the Guatemalan was notso fortunate as the prosecutionobjected to bail on the groundsof the flight risk he presents.The prosecution’s objection wasupheld and the Guatemalan wasremanded to jail. The next hearing is set forMonday, 30 January 2012.

COOL SHADE COMMUNITY,Mountain Pine Ridge Road,Cayo, Saturday, 5 November2011: An elderly couple residing onthe Mountain Pine Ridge Road,Cayo, are still traumanizedafter the privacy of their homewas invaded by 7 heavily armed,masked men. The police reports that JosephTulcey, 77, Belizean farmer ofCool Shade Area, MountainPine Ridge reported that at about7 o’clock on the morning ofSaturday, 5 November, 2011he was at home with his wifewhen seven armed men ofHispanic decent stormed into hishouse. According to Tulcey five of themen were dressed in fullcamouflage clothing similar tothat worn by soldiers of theBelize Defense Force while theother two, without shirts, weredressed only in camouflagepants. He informed that they were allarmed with rifles similar to thosecarried by elements the BDF. Tulcey alleges that upon

entering the house theyinformed that were searchingfor drugs. The complainant and his wifewere locked up in one of thebedrooms while the house wasransacked. The intruders reportedly evenbroke away a large portion of thefloor inside a downstairsbedroom. They rummaged the house forseveral hours and before leavingthey instructed the couple not toexit the bedroom until an hourhad passed. About an hour after theirdeparture Tulcey and his wifeemerged from the bedroom and

found their house in a ransackedstate.

Upon checking inside thehouse they noted the jewelrymissing amounting to a value ofBZ$1,400.00. Police sources indicate that thebreaking of the floor inside thebedroom lends credence toreports that the intruders mighthave been looking for a stash ofcocaine and a large amount ofmoney allegedly buriedsomewhere on the property byone of the couple’s son who wasmurdered in Belize City severalyears ago, in a cocainetransaction gone bad. The police investigation intothe home invasion continues.

He was transported tothe community hospital in SanIgnacio where he was admittedfor treatment. The investigation revealedthat the victim was riding themotorcycle heading towards SanIgnacio when a red ToyotaCorolla car, travelling in theopposite direction, collidedhead-on into the motor cycle.The rider was flung into the airlanding on the ground in frontof the nearby Segura’s GroceryStore while the car sped off. Police pursued the fleeing carand found it abandoned on theroadside in Unitedville, the nextvillage up the Western Highway.Investigation revealed that thecar, bearing Belmopan licenseplates C-2721, was registered inthe name of Levi M. Figueroa.Police made several unsuccess-ful attempts to locate the driverat his Unitedville residence. Realizing that the policewere closing in on him; ninedays later, on Wednesday, 9November, Figueroa walkedinto the San Ignacio policestation and handed in himself.He was detained, formallyarrested and charged fornegligent wounding, drovemotor vehicle without due care

and attention, fail to stop andrender aid and fail to report anaccident. He was taken before ChiefMagistrate Ann Marie Smith, onThursday, 10 November, whereall four charges were read tohim. After establishing that hefully understood the charges, theChief Magistrate requested aplea. The accused pled guilty toall four charges. The magistrateproceed to request for theprosecution to read out the factsof the case after which she askedthe accused if he was inagreement with the facts aspresented by the prosecution. Heoffered no objection to the factsof the case as presented by theprosecution. He was again askedif he wished to maintain theguilty plea to which he remainedsteadfast. Then the bombshellcame smashing down when,on the charge of negligentwounding, Chief MagistrateSmith imposed a sentence of twoyears imprisonment. He wasmerely reprimanded on the otherthree lesser charges. A few hours later he washandcuffed and placed inside thepolice vehicle for the trip to theHattieville central prison. The question of the weektherefore is: “How many moretraffic accidents could beavoided if more of us couldcome to the realization that werun the risk of wasting a coupleyears of our short lives in jailfor our negligent actions?”

false report to the media, Augustchanged the story and toldinvestigators that he received theinformation from a policemanattached to the Dangriga Policestation. He was however unableto provide the name or identityof the policeman. The investigation led to thecharging of Timothy August forcommitting a mischievous act.He appeared in Dangriga’sMagistrate Court on Wednesday,9 November. The presiding MagistrateRichard Bradley Jr, was onthe verge of dismissing thecharge on the basis of an illprepared charge sheet whicheven reflected a wrong sectionof the law under which theaccused was charged. Notwith-standing, Magistrate Bradleyproceeded to amend the charge,and read it to the accused whopleaded not guilty to the charge.He was offered and met bail inthe sum of five hundred dollarsand ordered to return to court onMonday, 9 January 2012.
