a. The shape of the histogram is left skewed-the right tail of the distriburion is considerably longer than the left tail. There is a decrese in the frequency as the length of the calls increase with the exception of 15-21 min range.
b. Since the frequency with which the longest calls are made are low, they should be allowed to make calls first, followed by higher frequency callsers.
