To the "Skipper" or a baHalion the word command has two fundamcntnl meanings. The obvious one is to d irect with authority. The other and more diHicull is con· cerned with the nspect of "deserving and gelling." It is often associated with the aspect of respect.
I have been privileged with duty assignments that have covered the entire gamut of Civil Engineer Corps acti,,ity. None has been more rewarding or challenging than the duty as Commanding Officer of MCB THREE.
The real challenge to me was not the complexity and· scope of the construction task at Futenma. Admilledly, this was tremendous and of greater magnitude than any other project of recent peace-Lime CB activity. The real challenge was the maller of "deserving" aucl nllcmpting to match the vast rcsen·oir of strength nncl fortitude, both mo ral and physical. that the men were able to show me.
I have grown to realize that the source, for most of the men, of this unmatched vigor lies in the wonderful support derived from the wives and families.
In essence the matter of command '"clesen·ing·' lea,·es me far short of }Our performance. you have earned my profound appreciation and respect.

The transfer is scheduled for August 1961. This custody is a tempora ry honor to he passed on to the next assigned Mobilization Battalion by the Commanding Officer when relie,·ed. The name o f the old and new custodians will be inscribed on the flask.
A task commensurate with this honor is that the custodia n will each year. in a public place. utilize the flask to render a toast to the CB's and the Ci,•il Engineer Corps. This toast will take place during the ceremony in commemoration of the CB Birthday.

Lieutenant Commander Earl Boyd was born in Tacoma, Washington, March 11, 1924. He attended West Seattle High School and graduated in 1942. He attended the University of Washington enrolled under NROTC. Upon graduation in 1945 he was Commissioned Ensign in the U.S. Navy and served as Commanding Officer aboard the USS YMS (45). Since then he has served on tl1e USS Terror (CMS) : USS Ellyson (DMS 19).
In 1948 he attended CECOS, after being appointed a CEC Officer and reported to NA VSCON as Personnel Officer. From there LCDR Boyd has served with BUDOCKS: RECSTA, Washington, D. C.: NAVSTA Guantanamo Bay: NAS Seattle: NAVSTA/ NSD Seattle and is presently with Mobile Construction Battalion Three .
LCDR Boyd says he enjoys being with MCB#3 and like a former Commanding Officer of his once told him, " Duty with a construction battalion compares with my ideal duty assignment-that with an infantry battalion where the officer-men relationship provides for the most satisfying understanding and greater potential effort."

To the Officers and :vien of MCB-3
A successful cruise such as that experienced by MCB-3 in Okinawa is the result of a combination of many factors. The right men. Lhe right materials, the will to excel must be there but, as important, the task itself must be worth while.
It will probably be many years before a single Naval Construction Battalion is again assigned a t!sk equal in magnitude to that of conslrucling MCAF Futenma. Assignments of this caliber are just few and for between and it is to the eternal credit of MCB-3 that it demonstrated conclusively Lbe ability of Lhe SeaBees to undertake and deliver a sound, economical and professionally finished product of this scope. The site is thousands of miles distant from material sources and beset by typhoons, but even more significant Lhe men of MCB-3 proved themselves ready lo fulfill the SeaBee slogan "Construimus Batuimus"-We build, We fight.
These were years then that all of us of MCB-3 will never forget, they were at once difficult but satisfying, trying but rewarding, short lived but enduring. I am proud to have known the officers and men of MCB-3 and to have been a part of this great cruise. May all your cruises in Lhe future be as successful.
