THE following cablegram, dated 30th March, 1916, received from the Official Press Representative with the Australian Imperial Forces, is published for general information. G. F. PEARCE, Acting Prime Minister. The Prince of Wales was present to -day at an inspec- tion of the 6th Australian Infantry Brigade by' General Sir Archibald Murray. Lieutenant - General Birdwood was present. The Brigade afterwards marched past. The Prince then visited the Australian Artillery. When the parade was finished the men were allowed to break off. They rushed to line the route by which the party rode back and cheered continuously. The Prince visits to- morrow the Anzac troops in certain parts of the Canal Defences. The Prince of Wales was present to -day at an inspec-tion of the 6th Australian Infantry Brigade by' GeneralSir Archibald Murray. Lieutenant - General Birdwoodwas present. The Brigade afterwards marched past.The Prince then visited the Australian Artillery. Whenthe parade was finished the men were allowed to breakoff. They rushed to line the route by which the partyrode back and cheered continuously. The Prince visitsto- morrow the Anzac troops in certain parts of the CanalDefences.

JOHN HENRY BUTTERS, Esquire,Chief Engineer and General Manager, Hydro - electric De-partment, State of Tasmania, be appointed to be a mem-ber of the Advisory Council which has been constitutedto carry out the following objects, namely:

(i) The consideration and initiation of scientific re-searches in connexion with, or for the promo-tion of, primary and secondary industries inthe Commonwealth;

Act 1905, alleged to have been committed by them : And whereas these persons have consented, in writing, to the disputes beinginquired into and determined by me, and I have inquired into and determined them accordingly : Now therefore the ordersmade by me in the determination of the disputes, which orders are set out in the Schedule, are published as directed by Section265 of the Customs Act 1901 -1914.

TENDERS FOR THE CONVEYANCE OF' MAILS TO AND FROMWOOMELANG AND HOPETOUN.

TENDERS will be received at the office of the DeputyPostmaster- General, Melbourne, until Three p.m.

on Tuesday, the 2nd day of May, 1916, for the Con-veyance of Mails to and from Woomelang and Hopetoun,via Mount Roberts, twice a week, from the 9th May,1916, to the 30th June, 1917. Service No. 674.

CONDITIONS OF TENDERING.

Every tender must bear the bona fide signatures, dulywitnessed, of the tenderer and of two responsible per-sons willing to become bound for the due fulfilment ofthe contract in a sum not exceeding the gross amountof the tender for the perid over which it extends.

Tenders must be accompanied, in cases where theamount thereof exceeds £50 per annum, by a depositequal to 5 per centum on the annual amount of suchtender up to £1,000, and 24 per centum on any furtheramount beyond £1,000, such deposit to be in cash or inthe form of a cheque indorsed by the manager of thebank upon which it is drawn, or a bank draft, payableto the Receiver, Public Moneys, General Post Office,Melbourne.

White labour only must be employed in the con-veyance of mails.

Persons under the age of eighteen years must not beemployed to carry the mails in cases where the costof the contract amounts to or exceeds £100 per annum.

Tfie rate of wages paid by the contractor and theworking conditions shall be those recognised in thelocality in which the work is performed.

Special forms of tender, with the conditions attached,may be obtained gratuitously upon application to theDeputy Postmaster General, Melbourne, or at the PostOffices named in the service, and no tender will beentertained unless on the prescribed form.

The Postmaster - General does not bind himself toaccept the lowest or any tender.

Where tenders are submitted through the post theymust be prepaid and registered.

SALARY. The annual salary attached to the positionis Minimum, £39; maximum,. £110; to be attained, sub-ject to good conduct, diligence, and efficiency, by annual'increments. Upon attaining the age of 21 years, anappointee will receive £110 per annum.

ALLOWANCE. A district allowance of £10 per annum,will also be paid.

EXAMINATION FEE. A postal note for 7s. 6d. must ac-company each application.

SUBJECTS OF EXAMINATION. The subjects of examina-tion will be

(a) Handwriting To be judged from the candi-dates' papers in spelling. (Maximum marks,100.)

(b) Spelling To be tested by writing, from dicta-tion, not less than 180 words. (Maximummarks, 150.)

(C) Arithmetic First four rules, simple andmoney. (Maximum marks, 200.)

In order to pass, a candidate must secure at least halfmarks in each subject.

APPOINTMENT SUBJECT TO CERTAIN CONDITIONS. Asuccessful candidate must, upon appointment, produceevidence of the date of her birth and a medical certifi-cate, satisfying the Commissioner in such particulars asbe may determine, of sound bodily health and freedomfrom physical defects. She will also be required toassure her life in accordance with the Regulations.

REFUSAL OF APPOINTMENT. If a successful candidatedecline to accept an appointment offered to her, or failto reply within seven days to a communication from theCommissioner or a Public Service Inspector respectingher nomination to the Public Service, her name may beremoved from the " Register of Qualified Candidates."

PRACTICAL TESTS SUBSEQUENT TO APPOINTMENT. Everyperson appointed to the position of Telephonist shall,after the expiration of three months "from the date ofappointment, be tested in clearness of speech and acute-ness of hearing over a telephone line, and in practicalefficiency in the operation of a telephone switchboard.If an appointee fail to pass this test her appointmentwill be annulled.

Officers of the Public Service should note that in anycase where the minimum salary of a position in theClerical Division is not the minimum salary of a Class,and the successful applicant is not eligible for the formerby reason of not having received the salary of the nextlower subdivision for twelve months, he will be grantedan allowance equal to the difference between the salaryfor which he is eligible and the minimum salary of theposition until he can be advanced by annual subdivisionalincrements to the latter salary.

Where vacancies are notified in positions which havebeen the subject of award, the minimum and maximumsalaries shown are those prescribed by the award. Ifthe officer appointed to any such position is eligible tobecome, but is not, a member of the organization whichobtained the award, he can only be paid the rates ofsalary prescribed in the Public Service Act or Regula-tions for the position to which he has been appointed,unless and until he becomes a member of the organiza-tion. when the award rates shall apply.

Officers who may be transferred without promotion orincrease of salary, as the result of an application for anadvertised vacancy, will be required to pay their ownexpenses of removal unless the transfer comes within theconditions prescribed in Public Service RegulationNo. 54.
