TIA SSafety IInformation
The following is the complete TIA SafetyInformation for Wireless Handheld phones.
Exposure to Radio Frequency Signal
Your wireless handheld portable telephone is a lowpower radio transmitter and receiver. When it is ON,it receives and also sends out radio frequency (RF)signals.
In August, 1996, the Federal CommunicationsCommissions (FCC) adopted RF exposure guidelineswith safety levels for hand-held wireless phones. Those guidelines are consistent with the safetystandards previously set by both U.S. andinternational standards bodies:
ANSI C95.1 (1992) *NCRP Report 86 (1986)ICNIRP (1996)
Those standards were based on comprehensiveand periodic evaluations of the relevant scientificliterature. For example, over 120 scientists, engineers, and physicians from universities, government health agencies, and industry reviewedthe available body of research to develop the ANSIStandard (C95.1).The design of your phone complies with the FCCguidelines (and those standards).

2. What is the FDA's role concerning the safetyof wireless phones?
Under the law, the FDA does not review the safetyof radiation-emitting consumer products such aswireless phones before they can be sold, as itdoes with new drugs or medical devices. However, the agency has authority to take action if wirelessphones are shown to emit radiofrequency energy(RF) at a level that is hazardous to the user. Insuch a case, the FDA could require themanufacturers of wireless phones to notify usersof the health hazard and to repair, replace, orrecall the phones so that the hazard no longerexists.
Although the existing scientific data do not justifyFDA regulatory actions, the FDA has urged thewireless phone industry to take a number ofsteps, including the following:
• Support needed research into possible biologicaleffects of RF of the type emitted by wirelessphones;
• Design wireless phones in a way that minimizesany RF exposure to the user that is notnecessary for device function; and

FDA CConsumer UUpdate
The U.S. Food and Drug Administration’s Center forDevices and Radiological Health Consumer Updateon Mobile Phones:
1. Do wireless phones pose a health hazard?
The available scientific evidence does not showthat any health problems are associated withusing wireless phones. There is no proof, however, that wireless phones are absolutely safe.Wireless phones emit low levels of radiofrequencyenergy (RF) in the microwave range while beingused. They also emit very low levels of RF whenin the standby mode. Whereas high levels of RFcan produce health effects (by heating tissue),exposure to low level RF that does not produceheating effects causes no known adverse healtheffects. Many studies of low level RF exposureshave not found any biological effects. Somestudies have suggested that some biologicaleffects may occur, but such findings have not

typically thousands of times lower than those theycan get from wireless phones. Base stations arethus not the subject of the safety questionsdiscussed in this document.
3. What kinds of phones are the subject of thisupdate?
The term “wireless phone” refers here to handheldwireless phones with built-in antennas, oftencalled “cell”, “mobile”, or “PCS” phones. Thesetypes of wireless phones can expose the user tomeasurable radiofrequency energy (RF) becauseof the short distance between the phone and theuser’s head.
These RF exposures are limited by FCC safetyguidelines that were developed with the advice ofthe FDA and other federal health and safetyagencies. When the phone is located at greaterdistances from the user, the exposure to RF isdrastically lower because a person's RF exposuredecreases rapidly with increasing distance fromthe source. The so-called “cordless phones,” whichhave a base unit connected to the telephonewiring in a house, typically operate at far lowerpower levels, and thus produce RF exposures farbelow the FCC safety limits.
4. What are the results of the research donealready?
The research done thus far has producedconflicting results, and many studies have sufferedfrom flaws in their research methods. Animal

• Cooperate in providing users of wireless phoneswith the best possible information on possibleeffects of wireless phone use on human health.
The FDA belongs to an interagency working groupof the federal agencies that have responsibility fordifferent aspects of RF safety to ensurecoordinated efforts at the federal level. Thefollowing agencies belong to this working group:
o National Institute for Occupational Safety andHealth
o Environmental Protection Agency
o Occupational Safety and Health Administration
o National Telecommunications and InformationAdministration
The National Institutes of Health participates insome interagency working group activities, as well.
The FDA shares regulatory responsibilities forwireless phones with the Federal CommunicationsCommission (FCC). All phones that are sold in theUnited States must comply with FCC safetyguidelines that limit RF exposure. The FCC relieson the FDA and other health agencies for safetyquestions about wireless phones.
The FCC also regulates the base stations that thewireless phone networks rely upon. While thesebase stations operate at higher power than do thewireless phones themselves, the RF exposuresthat people get from these base stations are

5. What research is needed to decide whether RFexposure from wireless phones poses a healthrisk?
A combination of laboratory studies andepidemiological studies of people actually usingwireless phones would provide some of the datathat are needed. Lifetime animal exposure studiescould be completed in a few years. However, verylarge numbers of animals would be needed toprovide reliable proof of a cancer promoting effectif one exists. Epidemiological studies can providedata that is directly applicable to humanpopulations, but 10 or more years follow-up maybe needed to provide answers about some healtheffects, such as cancer. This is because theinterval between the time of exposure to a cancer-causing agent and the time tumors develop — ifthey do — may be many, many years. Theinterpretation of epidemiological studies ishampered by difficulties in measuring actual RFexposure during day-to-day use of wirelessphones. Many factors affect this measurement, such as the angle at which the phone is held, orwhich model of phone is used.
6. What is the FDA doing to find out more aboutthe possible health effects of wireless phoneRF?
The FDA is working with the U.S. NationalToxicology Program and with groups ofinvestigators around the world to ensure that high

experiments investigating the effects ofradiofrequency energy (RF) exposurescharacteristic of wireless phones have yieldedconflicting results that often cannot be repeated inother laboratories. A few animal studies, however, have suggested that low levels of RF couldaccelerate the development of cancer inlaboratory animals. However, many of the studiesthat showed increased tumor development usedanimals that had been genetically engineered ortreated with cancer-causing chemicals so as to bepre-disposed to develop cancer in the absence ofRF exposure. Other studies exposed the animalsto RF for up to 22 hours per day. These conditionsare not similar to the conditions under whichpeople use wireless phones, so we don’t knowwith certainty what the results of such studiesmean for human health.
Three large epidemiology studies have beenpublished since December 2000. Between them, the studies investigated any possible associationbetween the use of wireless phones and primarybrain cancer, glioma, meningioma, or acousticneuroma, tumors of the brain or salivary gland, leukemia, or other cancers. None of the studiesdemonstrated the existence of any harmful healtheffects from wireless phone RF exposures. However, none of the studies can answerquestions about long-term exposures, since theaverage period of phone use in these studies wasaround three years.

with Federal Communications Commission (FCC)guidelines that limit radio frequency energy (RF)exposures. The FCC established these guidelinesin consultation with the FDA and the other federalhealth and safety agencies. The FCC limit for RFexposure from wireless telephones is set
at a Specific Absorption Rate (SAR) of 1.6 wattsper kilogram (1.6 W/kg). The FCC limit isconsistent with the safety standards developed bythe Institute of Electrical and ElectronicEngineering (IEEE) and the National Council onRadiation Protection and Measurement. Theexposure limit takes into consideration the body’sability to remove heat from the tissues that absorbenergy from the wireless phone and is set wellbelow levels known to have effects. Manufacturersof wireless phones must report the RF exposurelevel for each model of phone to the FCC. TheFCC website (http://www.fcc.gov/oet/ rfsafety)gives directions for locating the FCC identificationnumber on your phone so you can find yourphone’s RF exposure level in the online listing.
8. What has the FDA done to measure the radiofrequency energy coming from wirelessphones?
The Institute of Electrical and ElectronicEngineers (IEEE) is developing a technicalstandard for measuring the radio frequencyenergy (RF) exposure from wireless phones andother wireless handsets with the participation and

priority animal studies are conducted to addressimportant questions about the effects of exposureto radio frequency energy (RF).
The FDA has been a leading participant in theWorld Health Organization InternationalElectromagnetic Fields (EMF) Project since itsinception in 1996. An influential result of this workhas been the development of a detailed agenda ofresearch needs that has driven the establishmentof new research programs around the world. Theproject has also helped develop a series of publicinformation documents on EMF issues.
The FDA and the Cellular Telecommunications &Internet Association (CTIA) have a formalCooperative Research and DevelopmentAgreement (CRADA) to do research on wirelessphone safety. The FDA provides the scientificoversight, obtaining input from experts ingovernment, industry, and academicorganizations. CTIA-funded research is conductedthrough contracts with independent investigators. The initial research will include both laboratorystudies and studies of wireless phone users. TheCRADA will also include a broad assessment ofadditional research needs in the context of thelatest research developments around the world.
7. How can I find out how much radio frequencyenergy exposure I can get by using mywireless phone?
All phones sold in the United States must comply

If you must conduct extended conversations bywireless phone every day, you could place moredistance between your body and the source ofthe RF, since the exposure level drops offdramatically with distance. For example, youcould use a headset and carry the wirelessphone away from your body or use a wirelessphone connected to a remote antenna.
Again, the scientific data do not demonstrate thatwireless phones are harmful. But if you areconcerned about the RF exposure from theseproducts, you can use measures like thosedescribed above to reduce your RF exposurefrom wireless phone use.
10. What about children using wireless phones?
The scientific evidence does not show a dangerto users of wireless phones, including childrenand teenagers. If you want to take steps to lowerexposure to radio frequency energy (RF), themeasures described above would apply tochildren and teenagers using wireless phones.Reducing the time of wireless phone use andincreasing the distance between the user and theRF source will reduce RF exposure.
Some groups sponsored by other nationalgovernments have advised that children bediscouraged from using wireless phones at all.For example, the government in the UnitedKingdom distributed leaflets containing such arecommendation in December 2000. They noted

leadership of FDA scientists and engineers. Thestandard, “Recommended Practice forDetermining the Spatial-Peak Specific AbsorptionRate (SAR) in the Human Body Due to WirelessCommunications Devices: ExperimentalTechniques,” sets forth the first consistent testmethodology for measuring the rate at which RFis deposited in the heads of wireless phone users. The test method uses a tissue-simulating model ofthe human head. Standardized SAR testmethodology is expected to greatly improve theconsistency of measurements made at differentlaboratories on the same phone. SAR is themeasurement of the amount of energy absorbedin tissue, either by the whole body or a small partof the body. It is measured in watts/kg (ormilliwatts/g) of matter. This measurement is usedto determine whether a wireless phone complieswith safety guidelines.
9. What steps can I take to reduce my exposureto radio frequency energy from my wirelessphone?
If there is a risk from these products — and atthis point we do not know that there is — it isprobably very small. But if you are concernedabout avoiding even potential risks, you can takea few simple steps to minimize your exposure toradio frequency energy (RF). Since time is a keyfactor in how much exposure a person receives, reducing the amount of time spent using awireless phone will reduce RF exposure.

when a person uses a “compatible” phone and a“compatible” hearing aid at the same time. Thisstandard was approved by the IEEE in 2000.
The FDA continues to monitor the use of wirelessphones for possible interactions with othermedical devices. Should harmful interference befound to occur, the FDA will conduct testing toassess the interference and work to resolve theproblem.

that no evidence exists that using a wirelessphone causes brain tumors or other ill effects.Their recommendation to limit wireless phone useby children was strictly precautionary; it was notbased on scientific evidence that any healthhazard exists.
11. What about wireless phone interference withmedical equipment?
Radio frequency energy (RF) from wirelessphones can interact with some electronic devices. For this reason, the FDA helped develop adetailed test method to measure electromagneticinterference (EMI) of implanted cardiacpacemakers and defibrillators from wirelesstelephones. This test method is now part of astandard sponsored by the Association for theAdvancement of Medical instrumentation (AAMI).The final draft, a joint effort by the FDA, medicaldevice manufacturers, and many other groups, was completed in late 2000. This standard willallow manufacturers to ensure that cardiacpacemakers and defibrillators are safe fromwireless phone EMI.
The FDA has tested hearing aids for interferencefrom handheld wireless phones and helpeddevelop a voluntary standard sponsored by theInstitute of Electrical and Electronic Engineers(IEEE). This standard specifies test methods andperformance requirements for hearing aids andwireless phones so that no interference occurs

Before a phone model is available for sale to the public, itmust be tested and certified to the FCC that it does notexceed the limit established by the government-adoptedrequirement for safe exposure. The tests are performed inpositions and locations (e.g. at the ear and worn on thebody) as required by the FCC for each model. Thehighest SAR value for this model phone when tested foruse at the ear is 1.110 W/kg and when worn on the body,as described in this user guide, is 0.975 W/kg (Body-wornmeasurements differ among phone models, dependingupon available accessories and FCC requirements). Whilethere may be differences between SAR levels of variousphones and at various positions, they all meet thegovernment requirement for safe exposure.
The FCC has granted an Equipment Authorization for thismodel phone with all reported SAR levels evaluated as incompliance with the FCC RF emission guidelines. SARinformation on this model phone is on file with the FCCand can be found under the Display Grant section ofhttp://www.fcc.gov/oet/fccid after searching on FCC IDBEJLX5450. Additional information on Specific AbsorptionRates (SAR) can be found on the CellularTelecommunications Industry Association (CTIA) websiteat http://www.wow-com.com.
* In the United States and Canada, the SAR limit formobile phones used by the public is 1.6 watts/kg(W/kg) averaged over one gram of tissue. Thestandard incorporates a substantial margin of safetyto give additional protection for the public and toaccount for any variations in measurements.

(Specific Absorption Rate)This Model Phone Meets the Government’sRequirements for Exposure to Radio Waves.Yourwireless phone is a radio transmitter and receiver. It isdesigned and manufactured not to exceed the emissionlimits for exposure to radio frequency (RF) energy set bythe Federal Communications Commission of the U.S.Government. These limits are part of comprehensiveguidelines and establish permitted levels of RF energyfor the general population. The guidelines are based onstandards that were developed by independent scientificorganizations through periodic and thorough evaluationof scientific studies. The standards include a substantialsafety margin designed to assure the safety of allpersons, regardless of age and health.
The exposure standard for wireless mobile phonesemploys a unit of measurement known as the SpecificAbsorption Rate, or SAR. The SAR limit set by the FCCis 1.6W/kg. Tests for SAR are conducted using standardoperating positions specified by the FCC with the phonetransmitting at its highest certified power level in alltested frequency bands. Although SAR is determined atthe highest certified power level, the actual SAR level ofthe phone while operating can be well below themaximum value. Because the phone is designed tooperate at multiple power levels to use only the powerrequired to reach the network, in general, the closer youare to a wireless base station antenna, the lower thepower output.
