Utilities - Electricity
Readiness:• General services are being installed and commissioned to
the installation schedule and will be available for the LHC commissioning.
• In the tunnel the F1 (400 V) line will be ready: power boxes with socket outlets, power line for the monorail, power line for the local users and the UPS power line.
• The UPS is overshadowed by a not too well performing contractor which requires permanent attention from the TS/EL management but no major problem is expected.
• In the power centers: US, UJ, UA etc are on schedule and problems are not expected.

Electricity - risks
• 400 kV system, 66 kV system: Most equipment recent (<20 years) and in good condition. Only slight worry might be 66/18 kV transformers from Zaporoshtransformator. However, they seem to be in good condition and they are thermally over-dimensioned, so they should age very well.
• A breakdown would be critical, but is considered to be very unlikely. Repairs will be long.
• 18 kV system: LHC system is in good condition, well maintained and less than 20 years of age for the oldest parts. Repairs will be rapid (days ) if a fault should occur, which is not likely.
• SPS 18 kV is the subject of a consolidation project starting next year

Electricity - Monitoring
Operation and operative readiness of existing applications will be given priority over new applications. Support comes from EFACEC (ENS supervision system supplier) and is contracted already.

Electricity – power and cabling issues
• Sufficient electrical power will be available everywhere. • UPS will be available as requested…• Power consumption will have to be actively monitored
(60MVA available from EOS, additional power comes from EDF). Power consumption needs to be projected from July 2006 to July 2008. The Energy Management Panel is looking into how to ensure the supply of power but needs user input. Presently many activities in the machine and the experiments looks to be parallelized ….
• The last arc cabling campaign ends in September 05! Any new campaign will have to be planned in close collaboration with IC.
• Campaigns in the long straight sections still possible later.• Connectique will be done in the shadow of other activities.

Utilities – CV
• Systems concerned: – Demineralized water cooling – HVAC (air conditioning) system in the underground and their
hydraulic connections. • Status of CV systems:
– Piping commissioned at all points except Pt 5 and IR7,– Flexible connections installation according to coordination schedule
(CS),– Underground cooling plants commissioned at even points. Ongoing
at odd points (May),– Primary cooling towers commissioned and running for cryogenics for
last months already, – HVAC installation ongoing (110 + lots!). Commissioning at the end of
installation of each lot, according to CS. Of particular interest to HCWG are the REs and UAs. CS reviewed recently to take into account HCWG requirements.
– Future 24 h hardware test run will serve for validation of performance.

• Problems?– Installation: None anticipated, although very tight schedule,– Operation: Once commissioned, systems handed over to CV

• Systems operation parameters: – Primary, demineralized, mixed and chilled water cooling as defined in ESs
LHC-FB-ES-0001, LHC-FW-ES-0001, and LHC-FG-ES-0001 respectively.– HVAC and compressed air as defined in ESs LHC-UA-ES-0001 and LHC-FA-ES-
0001 respectively.
– CV operation parameters retrievable from CV’s monitoring systems via web
pages.

• Interactions with other systems:– Survey: Low tunnel ventilation mode (9,000 m3/h) is planned.
Possible interaction in UJs or RRs due to local HVAC systems for racks. Possible if required to stop these systems during a limited time for SU operations.
– Power converters, warm magnets and water cooled cables: procedure for hydraulic connection of these elements and powering after intervention to be determined with groups concerned. Hydraulic balancing pre-set. Final adjustments, if necessary, after connection of elements.

• LHC Access – – Access Control System (LACS) – Access Safety System (LASS) – outsourced, contract to be
awarded in August 2005.– Access supervision in CCC – does the HWC need control of
the access locally? – Interfaces LASS- EIS (machine elements), all elements finally
known, commissioning is now under study– When to start replacing old LEP system… new cards and
access controls…?

Utilities – Access & Security
• Security is on schedule– Automatic Fire detection, AUG – ODH, Evacuation, Red Telephones, CSAM (7/34 zones done)
• RAMSES – not required for HWC, but certainly before the beams arrive.
• Safety Information Panels (SIP) – will be made available but not before mid-end 2006.

Safety – Red telephones
LHC tunnel: All done except for:
- TI 12 : 1 telephone missing (will be installed during the test period)- P 6 : UD 62 and UD 68 - TI 8 : pending on CNGS work, normally foreseen end July.
These are covered by provisional installations and are operational. The final installation depends on the installation of the security cable tray.A general test and verification period is foreseen on weeks 18 and 19 in 2005.
- Points 2, 4, 6: No requests for red telephones received.
In some places old telephones not been dismantled by the end of LEP, are still operational.- P 1: USA15 and UXA15 are finished- P 5: USC55 and UXC55 provisional cabling, alarms L3 not connected- P 8: UX85 finished, alarms L3 not connected.

SU - a plea for co-ordination of co-activities
Objective of SU - final magnet alignment – requirements:• Delay is 8 (initially 12 planned) weeks/sector, 2 teams in
parallel as soon as magnets are cooling down (<200 K). • Authorisation to touch and to move the magnets on their
jacks!.• Max 9.000 m3/h of air movement, with all door closed and
no lateral ventilation in the RR’s. If required for alignment purposes, air conditioning has to be turned off for at least ½ day two times.
• Does this pose a problem with rack cooling?• Easy passage for surveyors through all access zones.• Equipment transport required ( motorised please)• No passage of vehicles during measurement periods
(except bicycles – and then not too many).

FM – Facilities support
• Guards only at Pt2, Pt4 ,Pt6, Pt8.• Note: cleansing etc. requires access to
underground transport….• No large amount of waste – ( only paper at this
stage we presume)?

Conclusions – Utilities, Safety, Access
• Electricity and power – on schedule• Cabling – last campaign this summer!• Cooling/Ventilation – on schedule (but tight)• Safety (CSAM, RAMSES)- on schedule.• Access – on (tight) schedule but no doors/gates in the
tunnels will be installed, access control will depend on the professionalism of the staff.
• Issue on date of LEP –> LHC access hw migration. • Other utilities – lifts, sanitary facilities etc. are ok.• Piquet services – support in 1-4 hours@24/24 regime.

Access - Going to Operation 1/3
• Definition of “Transition phase”– The transition phase goes from the day the first access point
is set in operation until all the LHC is accessible via the LACS.– During this phase, the current system (old LEP+experiment
access) and the LACS will CO-EXIST.– During this phase the access conditions and operations are
NOT THE SAME as the one required for the operation of the LHC.
• Scope of the “overlap”– The current system covers the access to all the LHC pits.

• Problems to be solved– The LACS uses a RFID identifier that is NOT compatible with the current
magnetic card readers.Possible solutions:
• Use a temporary magnetic card reader installed in parallel on the OVERLAP.
• Initiate the production of the CERN cards with the RFID technology ($$$)
– It is required to define a team for the operation and maintenance during the transition phase:
• This team will carry out all the tasks for the normal operation and maintenance
• This team will be supported by the B1221 contract for all maintenance.• This team will ensure the information to the users during the transition
phase

Going to Operation - WHEN?
• OPTION 1 (End 2006 ?):– Delay as long as possible the replacement of the existing LEP access
points.– Start installing the equipment in the underground and leave the
doors open.– Prepare the registration office with the RFID badges and training for
the use of the new system
• OPTION 2 (End 2005 ?):– Start installing the system also replacing the existing LEP access
points.– Temporary install a magnetic card reader to cover the transition
period– Prepare the registration office with the RFID badges and training for
the use of the new system
