    MAYOR LEE’S STATEMENT ON REVISED WHITE HOUSE EXECUTIVE

    ORDER BANNING IMMIGRATION FROM SIX MUSLIM COUNTRIES

    Mayor Edwin M. Lee issued this statement on the Executive Order banning immigration from six Muslim

    countries:

    “This latest proposal by the Presidential Administration represents more of the same misguided, intolerant

    policies, and is a betrayal to our American values of inclusion, compassion and liberty for all.

    America was built by immigrants, and it is contrary to the founding principles of this country to discriminate

    against individuals based on their religion. As the son of Chinese immigrants, I am personally outraged at these

    continued attacks by the Administration.

    In this country, we should welcome those seeking refuge. It is our duty to provide a safe haven for immigrants

    fleeing violence, prosecution and instability in their home countries.

    Action Items

    · Motion to approve the Jerry Garcia Plaque Number 2 for installation at 5099 Mission Street.

    · Motion to approve Phase 3 of the San Francisco Airport Ground Transportation Unit Relocation Project.

    · Motion to approve post-Phase 3 of the San Francisco Airport Ground Transportation Unit Relocation Project: Fuel Station/Vehicle Wash.

    · Motion to approve Phase 1 of the San Francisco Airport AirTrain Extension and Improvements Project contingent upon: 1) studying the screen angle of the cantilever of the Hotel Station; 2) investigating the exit stair materials and detail to allow clear views from the station platform; 3) creating a more fluid transition between the end of the rail line and the edge of the Long Term Station stop; and 4) moving the janitor’s closet to the interior, instead of sticking out as a pop-out.

    Civil Service (Monday, March 6, 2PM)

    Action Items

    · Review of Request for Approval of Proposed Personal Services Contracts:

    · Airport - $2,500,000 - San Francisco International Airport (SFO) has established the achievement of Zero Net Energy as one of the goals of the Airport’s 2016-2021 Strategic Plan. SFO Currently consumes approximately 450,000 mega Watt hours (mWh) of combined electric and natural gas energy per year. On-site solar power generation could constitute a significant source of renewable electric energy for the Airport. To date, nearly 75,000 sq. ft. of solar Photovoltaic (PV) panels have been installed at SFO. The objective of this study is to evaluate the potential for solar power electricity generation from the installation of solar PV panels on all suitable rooftops, parking structures and parking lots at the Airport. This study will be conducted in three phases: 1) General Site Suitability Analysis; 2) Assessment of Detailed Site Requirements; and 3) Proposed Airport-Wide Implementation Plan.

    · Airport - $95,000,000 - This project is to modernize and improve the Baggage Handling System for the International Terminals at San Francisco International Airport (Airport). Design-Build services are required to modernize the Checked Baggage Inspection System (CBIS) which will replace security screening and associated Baggage Handling System (BHS) equipment that is obsolete or beyond its useful life.

    · Airport - $2,500,000 - Contractor will provide software support and maintenance for the SAFE software, an identity management system that interfaces with the San Francisco International Airport’s (Airport) multiple physical control security systems. In additional to providing for continued support and maintenance, this service will allow the SAFE system to integrate with additional security systems, including the Airport’s Emergency Notification software.

    · General Services Agency – Public Works - $28,000,000 - This request is for design-build services with the successful respondent to the city’s Request for Qualifications (RFQ)/Request for Proposals (RFP) for the design and construction to demolish the existing pier 22.5 and 24; design and construction of a single new pier 22.5 as a floating steel pier (barge); design and construction of the new fire boat station 35 to sit atop the new floating pier. Public Works is managing this work on behalf of our client, San Francisco Fire Department, on Park property along the Embarcadero.

    · General Services Agency – Public Works - $4,000,000 - Consultants will support projects for the Operations Group of Public Works. Consultants will perform specialized, critical, and urgent project control tasks that include construction management, cost estimating, scheduling, and claim analysis for various types of unique projects managed by the Operations Group. The Department intends to award two as-needed contracts not to exceed $2,000,000 each.

    · General Services Agency – Public Works - $8,000,000 - San Francisco Public Works is seeking highly qualified specialty consultants to provide professional Green/Leadership in Energy and Environmental Design or “LEED” Building consulting services and post construction building monitoring, engineering, commissioning and performance optimization for City projects on “As Needed” basis. The services will focus on the following main areas; Green/LEED Building Consulting, Operational Monitoring and Retro-Commissioning, Building Energy Engineering and Design and Commissioning for New Buildings.

    · General Services Agency – Public Works - $200,000 - To provide routine watering for a list of specific street trees and landscape areas as provided by the Bureau of Urban Forestry (“B.U.F.”) at various locations throughout the City and County of San Francisco (“City”).

    · Municipal Transportation Agency - $300,000 - This sole source vendor will provide ongoing preventive maintenance and repair of the San Francisco Municipal Transportation Agency’s (SFMTA) one hundred seventy-six (176) Xerox multifunction printers across its thirty-nine (39) building locations.

    · Children; Youth and Their Families - $350,000 to $500,000 - The Department of Children, Youth and Their Families (DCYF) is seeking one or more consultants to provide technical assistance to conduct a mandated community needs assessment (C.N.A.) and services allocation plan (SAP). Starting in FY 15/16 DCYF will be required to conduct an equity and resources analysis as part of its C.N.A. and SAP, which must include community input from all supervisorial districts. The equity and resource analysis will require technical expertise in quantitative methods of developing and equity analysis that represents the need for services based on existing needs and resources. It will also require expertise in conducting community focus groups to gather qualitative input from all supervisorial districts and analyzing the data to provide a representative assessment of the community-identified service needs for children, youth and family services.

    · Scope Change: The scope of this PSC is being expanded to include work on the department’s upcoming request for proposals. The Department has a three-phase process to develop its RFP, beginning with a community needs assessment, followed by a services allocation plan, and ending in a RFP. We are now in the second phase of this process. During SAP development it became clear that not only is continued technical assistance necessary, but that RFP needs to be created concurrently with the SAP. Therefore we would like for our contractor now working on the SAP to continue with us while developing the RFP.

    · General Services Agency – City Administrator - $50,000 to $500,000 - The Real Estate Division is in need of qualified appraisers to provide primarily commercial property appraisal services including: 1) draft and final appraisal reports, studies, reports, surveys, etc.; 2) expert witness testimony in condemnation trials or other proceedings, and 3) review appraisals. We intend to create a list of pre-qualified firms and/or sole practitioners who will be engaged on an as-needed basis. Pool members will be required to enter into a personal services contract at the time of engagement.

    · Controller - $95,000 to $140,000 - Technical Writing and Electronic Publication Services including Audit Report Editing, Management Report Editing and Analysis Report Editing, Multimedia electronic publication, using source documents that include narrative and/or quantitative audit or analytical data, technical writing services to communicate complex financial, accounting, contracting and systems procedures and legal requirement in the areas of human resources, payroll and personnel, auditing and accounting, finance, information technology, civil grand jury, operations, emergency management and other technical areas.

    · San Francisco Municipal Transportation Agency’s Report on Appointments Exempt from Civil Service under Charter Section 10.104.16 through 10.104.18.

    · San Francisco Municipal Transportation Agency’s Report on Provisional Appointments.

    · San Francisco Municipal Transportation Agency’s Report on Position-Based Testing Program.

    · San Francisco Municipal Transportation Agency’s Bi-Annual Summary of Future Employment Restrictions.

    · Department of Human Resources’ Report of Appointments Past Charter Authorized Durations under Charter Section 10.104.16 through 10.104.18.

    · Department of Human Resources’ Report on Appointments Exempt from Civil Service under Charter Section 10.104.16 through 10.10418.

    · Certification of the Highest Prevailing Rate of Wages for Security Guard Services in City Contracts and for Events on City Property.

City staff last briefed Commissioners on May 5, 2016 on their efforts to guide this investment towards local community and citywide public benefits using targeted negotiation and interagency coordination. Today’s presentation will provide an update on the Southern Bayfront and describe the specific negotiation strategies that have been developed from Commission and community feedback.

    · INDIA BASIN - The portion of the Bayview Hunters Point neighborhood bordered by Earl Street on the southeast, Innes Avenue on the southwest, Hunters Point Boulevard on the west, and the San Francisco Bay on the north and northeast. Informational Presentation of the proposed India Basin project which consists of two main components: The first main component is the 700 Innes Avenue Development Project, which currently consists of 17.2 acres of mostly vacant land. At completion, 700 Innes would include approximately 1,250 dwelling units, up to 270,000 gsf of retail, and 1,800 parking spaces. The 700 Innes Project would also include approximately 5.5 acres of publicly accessible open space, and 4.3 gsf of publicly accessible right-of-way. The second main component is the creation of a new city park at 900 Innes along with the rehabilitation of two existing open spaces: India Basin Shoreline Park and India Basin Open Space. This informational presentation will focus on 700 Innes Avenue.

The requested time extension is needed to continue investigation and monitoring of the electrical reliability of the station’s pump starter equipment and to coordinate with the equipment vendor to make any necessary modifications and/or repairs.

    · Accept work performed by Cal State Constructors, Inc., for Contract, Auxiliary Water Supply System Reservoir and Tanks Improvement (2013); Approve Modification No. 24 (Final), decreasing the contract by $1,340, for a total contract amount of $9,505,582; and authorize final payment to the contractor.

    · Approve the plans and specifications, and award Contract, Foerster Street Auxiliary and Mangels/Hearst/Detroit Sewer Replacement, in the amount of $3,112,150, to the lowest, qualified, responsible and responsive bidder, Precision Engineering, to perform sewer capacity improvements, paving work, and traffic routing along the subject streets.

    · Ratify correction of the contract award amount associated with Resolution, adopted by the Commission on February 28, 2017, which awarded Contract No. WW-653, Marin Street Sewer Replacement, from $4,762,200 to $4,860,250. The agenda Item referenced the correct contract award amount of $4,860,250, however, the Resolution incorrectly referenced a contract amount of $4,762,200.

    · Approve the Water Supply Assessment for the proposed Biosolids Digester Facilities Project, pursuant to the State of California Water Code Section 10910 et seq. and California Environmental Quality Act Section 21151.9 and CEQA Guidelines Section 15155.

    · Authorize the General Manager to execute a Memorandum of Understanding with the Solano County Water Agency to implement a HighEfficiency Clothes Washer Rebate Initiative to provide SFPUC customers with rebates for the purchase and installation of qualifying high-efficiency clothes washers, for an amount not to exceed $175,000, and with a total duration of 24 months (two years).

    · 2070 FOLSOM STREET - west side of Folsom Street between 17th and 16th Streets, Lot 031 in Assessor’s Block 3571, (District 9) - Request for Discretionary Review of Building Permit for the new construction of 127 affordable housing units over ground floor commercial, institutional and community services. Per Planning Code Section 315, the project qualifies for an Affordable Housing Project Authorization (AHPA), which is an administrative review similar to a Large Project Authorization (LPA). Under the AHPA, the project is seeking exceptions to the Planning Code requirements for: rear yard (Planning Code 134), usable open space for residential units (Planning Code 135), dwelling unit exposure (Planning Code 140), ground floor height (Planning Code 145.1), off-street loading (Planning Code 152.1), and the calculation for maximum allowable height from curb (Planning Code 260) (See 2016-011542ENX). The project will provide on-site childcare and housing for transitional aged youth and retail. A publicly accessible promenade will be a feature adjacent to the park with two access points.
