    Wewillintroduceafullyfundedpupil

    premiumtogiveeverychildafairstart

    inlife.Wehavealreadyraisedthe

    incometaxpersonalallowancebya

    thousandpounds,meaningnearlyamillionfewerpeoplepayincometax.

    Andwewillcontinuetoraisethepoint

    atwhichpeoplepayincometax

    throughouttheparliament,helpingto

    ensurethatmanymoreofthelowest

    paidwillpaynoincometaxatall.

    IhaveannouncedthatnextMaywe

    willhaveareferendumonelectoral

    reformgivingusachancetoendthe

    unfairFirstPastThePostsystemfor

    electingMPs.Thecoalition

    governmentiscommittedtoreformof

    theHouseofLordsleadingtoa

    directlyelectedsecondchamber,we

    willtakebigmoneyoutofpolitics,as

    wellasincreaseregulationof

    lobbyists.ChrisHuhnemeanwhileis

    headinguptheDepartmentforEnergy

    andClimateChangeandtakingalead

    ondeliveringthegovernmentsgreen

    agenda.

    Butwehaventjuststoppedthere

    weveabolishedtheilliberalandwastefulIDcardscheme,weare

    bringinganendtochilddetentionfor

    immigrationpurposes,weve

    scrappedthethirdrunwayat

    Heathrowandareintroducinga

    FreedomBilltoscrapLabours

    uselessandilliberallaws.Allthings

    LiberalDemocratsupanddownthe

    countryhavebeencampaigningon

    foryears.

    Conference notes that while much of the public debate on conicts of interest in UK governance

    andcaseswhereprivateinterestshavetrumpedpublicpolicyhavefocusedonMembersof

    Parliament, the bigger problem of conicts of interests and pursuit of private gain in government

    amongstpublicservantshasbeenneglected,despitethemulti-billionpoundsumsinvolvedin

    statesectortransactionsandprocurement.

    Conferencefurthernotesthatkeyareasofconcerninclude:

    A. Public servants leaving their posts to take up highly rewarded roles with suppliers to

    government or organisations which have beneted from decisions taken by such public

    servants, where links between such rewards and regulatory and procurement decisions

    cannotberuledout.

    B. Public servants having direct or indirect nancial interests in organisations that benet from

    the activities of such public servants, while in ofce, including the ownership of shares in

    companiesfromwhichmajorgovernmentpurchasesarebeingmade.

    C. Thepurchaseofpublicassets,includingpropertyandcommercialundertakings,byinsider

    publicservantsresponsibleforthemanagementofsuchassets,atnon-marketpricessetatlevels subject to inuence by those public servants purchasing such assets.

    D. Thetendencyofsuchpracticestocreatemonopolisticrelationshipsbetweensuppliersand

    government,totheextentthatthepublicinterestisdamagedbythegovernmentfacingonly

    smallnumbersofverylargesuppliersinkeysectorssuchasdefence,IT,PFI,largerscale

    generaloutsourcingandmajorpublicworks.

    E. Thepermissivelegalandregulatoryframeworkforsuchbehavioursamongpublicservants,

    the lack of prohibition in direct cases, and the culture of self-regulation by those beneting

    from such nancial relationships in particular the lack of clarity in the role of public servants

    inthewakeoftheabsenceofaUKcivilservicelaw,andtherelianceoninformalguidelines

    anddiscretionarydecision-makingpowersamongthepublicservantsthemselves.

    F. Thefurtherpermissiveenvironmentcreatedbythelackofdisclosurerulesfortheinterestsofpublicservants,theuseofgovernmentsecrecyrules,andtheexcessiveuseofcommercial

    condentiality.

    Conferenceexpressesdeepconcernat:

    i) Thenumerous cases wherethe scope hasexistedforpublicservants to be rewarded for

    decisions taken when in ofce, and the potential impact on those decisions of future rewards

    inITprocurement(eg.NHS,DoT),defenceprocurement(helicopters,armaments),Revenue

    &Customs,BIS(outsourcing)forexample.

    ii) Cases which have come to light of procurement ofcers having shares in the companies they

    are purchasing goods and servicesfrom,andthelackof actionon thisproblemfollowing

    recommendationsmadebytheformerheadoftheCommitteeonStandardsinPublicLife.

    Conferencewelcomes:

    a) Commitments by the coalition government to publish more fully the details of contracts

    awarded, as an aid to integrity, competition and transparency and a reduction in

    monopolisticprocurementrelationships.

    b) Continuing commitments to ensure a better ow of employment between the public and

    privatesectors(two-way),whichbetterruleswillfacilitate.

    taken by public servants, to eliminate the scope for links between decisions taken and

    subsequent nancial rewards.

    3. The passing of a public service law which claries the role, parameters, obligations and

    responsibilities of public servants, both in general and in relation to Parliamentarians and

    electedbodies.

    4. Parliamentary scrutiny of the procurement performance of government departments,

    including monopoly and competition aspects, and the ability of scrutiny bodies to table

    reportsinfullsessionsoftheUKparliament.

    5. Further limitations on the use of secrecy laws and commercial condentiality to mask conicts

    ofinterest.

    Conference notes a report by the Commons Culture Media and Sport select committee,

    published in February this year, that the Press Complaints Commission is widely viewed as

    lackingcredibilityandauthorityamongthepublic.

    Conferencefurthernotesthat:

    a) Ofthe7membersofthePCC,sevenareservingeditorsoreditorialdirectors.

    b) A clear conict of interest arises if a complaint is made against a publication whose editor is a

    PCCmember,particularlyifthateditoristhePCCchair,asin200809.c) The PCC receivedmorethan 37,000complaintsfrommembersof the publicin2009 a

    sevenfoldriseonthepreviousyear.

    Conference believes that for the Press to retain the condence of the public, it is vital to have an

    Conduct.

    Conferenceassertsthatsucharegulatorshouldbeentirelyindependentofservingeditors,and

    should have the power to take disciplinary action, including nancial penalties, against editors

    3. Conference believes that abuses of suspects rights are unacceptable and that such

    Conference calls on government to ensure that schools remaining within the Local Authority

    family are not nancially penalised by the creation of academies and specically:
