THANKS FOR YOUR SUPPORT. In Liberty Did You Know A Vote Yes, No or Not Voting Can Make Major Change In Liberty Okay Liberty Citizens, I just wanted to make sure that everyone knew that by request of a few people a special item will be on the ballot for voters. The main point of the vote will determine how we elect future Liberty Town Council members and it will be up to the voters that do or do not turn out this November at the polls. So what is this that I am talking about, A District Ward System. On the November Ballot, Liberty voters will see the following: “Shall the Town Of Liberty amend its Charter to change its form of electing the Council form the current system by which all five members of the council are elected at large to a system in which each member is elected from a district by all voters, according to a district plan to be determined by the Council” So if the amendment passes, then the method for electing the Town Council will change from an “at large” system to a “district” system. Once changed it will be hard to undo this. At Large: (If You Vote No) (Current Method Stays) The current method allows any person to run for the Town Council. The Council has five seats. The person receiving the most votes fill the available open positions. If elected, a person serves for a term of four years. District: (If You Vote Yes) (District System Will Start) Under a “district’ system, a person would have to run for a specific seat on the Council. The specific seat would be determined by where the person lives in Town. So to help clear up this I hope the following helps. If the amendment passes (By Voting Yes On The Ballot) , then the Town Council would be required to set up separate districts. Each district would need to contain an equal number of potential voters. Presently there are approx. 1,500 registered voters in Liberty. If the Council chose to keep members at five, then each new district would need to have approx. 500 potential voters. So you may be asking where did all this come from, why change, why fix something that is not broken. Good questions. I was at both the town council meetings where I heard Donald Matthews address the council. The proposed change in how Liberty elects the Council was requested by Donald Matthews. Mr Matthews is the President of the Randolph County Chapter of the NAACP. He recommends that the Town be divided into five districts. One district would consist of an area along West Swannanoa Ave. This District would guarantee that a person from that area would be on the Town Council. The Ballot Question is on the November Ballot as the result of a Petition that Mr Matthews conducted. This was not placed on the ballot by the request of the Town Council . In NC, if ten (10) percent of the qualified voters sign a Petition, then the question presented by the Petition must be placed before the voters. The Question that appears on Liberty’s Ballot is the result of a Petition signed by the required number of voters in Liberty. The names appearing on the Petition were certified to be qualified voters by the Randolph County Board of Elections. Continued On Page 2

In Liberty Did You Know A VoteYes, No or Not Voting Can Make Major Change In Liberty

Okay Liberty Citizens, I just wanted to make sure that everyone knew that by request of a few people a special item will be on the ballot for voters. The main point of the vote will determine how we elect future Liberty Town Council members and it will be up to the voters that do or do not turn out this November at the polls. So what is this that I am talking about, A District Ward System. On the November Ballot, Liberty voters will see the following:

“Shall the Town Of Liberty amend its Charter to change its form of electing the Council form the current system by which all five members of the council

are elected at large to a system in which each member is elected from a district by all voters, according to a district plan to be determined by the Council”

So if the amendment passes, then the method for electing the Town Council will change from an “at large” system to a “district” system. Once changed it will be hard to undo this.

At Large: (If You Vote No) (Current Method Stays) The current method allows any person to run for the Town Council. The Council has five seats. Filmore York ( I would love your vote )

Remember To Register To Vote

Liberty Town Mayor

Vote J.R. Beard for Liberty Town CouncilWho is J.R. Beard?J.R. Beard is a life long resident of Liberty. A decorated Vietnam veteran, J.R. returned from serving his country and began serving his community. He has served the people of Liberty for 44 years and retired last year as Liberty Fire Chief. J.R. is an active member of Hickory Grove United Methodist Church. He has served the Liberty youth as a Boy Scout leader and a Parks and Rec baseball coach. Why Vote for J.R.?Simply put, J.R. Beard loves his town and knows his town--the people, the infrastructure, and how it runs. As Liberty Fire Chief, he has 18 years of experience preparing and balancing Town of Liberty budgets. He knows how to be a good financial steward of town finances. As fire chief, J.R. secured many grants on behalf of the Town of Liberty, including a new ladder truck. He is educated in the history of the town, from the water system to community growth. J.R. has been the familiar face for many in the community

during times of emergency and need, always willing to help. He has the people skill set needed to bring concerns and ideas of the community to the Town Board. J.R. is a dependable, honest, hard working person who this town has counted on for many years and can continue to count on. He has a love for the Liberty community and its people that has shown in his dedication of 44 years and will continue to show as he represents the residents as a Liberty Town Commissioner. Vote for someone who already has been giving dedicated service to our town for so many years. Vote J.R. Beard for Liberty Town Council.  Thank you for your support! From the Committee to Elect J.R. Beard

Filmore York’s BioCurrent Board Member Filmore York to run for Mayor of Liberty. Filmore is a lifelong resident of Liberty and is married to Debby (Smith) also a lifelong resident of Liberty for 43 years. They have two daughters and four grandchildren. He was a graduate of Liberty High School and Nashville Auto Diesel College. Upon completion he immediately received his draft notice for the military and then joined the United States Marine Corps for four years (1966-1970). He served his country during the Vietnam War from February 1968 until March 1969 as a crew chief and door gunner on a helicopter. He is a charter life member of the William Prather York VFW # 8721, and a member of American Legion Post 81 of Liberty. He is also a member of the Marine Corps League Detachment # 1165 of Asheboro where he has served as the Adjutant for three years and is currently serving as Paymaster. He worked for twenty-four plus years at Randolph Telephone Company in Liberty and then Raco, Inc, a telephone construction contractor located in Gretna, Va. as the Executive Vice President for 17 years. While at Raco, Inc. he worked in six states as the company grew from 180+ to 350+ employees. If you did not see him as a RTC employee, you may remember him for the 21 years he served with the Liberty Fire Department holding all Officer Positions and retiring as Chief. He is a member of the First United Methodist Church where he serves as the Chairman of the Board of Trustees, and President of the United Methodist Men. He is an active member of the Liberty Rotary Club. As you can see Filmore has a long list of roots he has established as Liberty being his home and being dedicated for the long haul in all areas of his life. I enjoyed getting to set down and catch up with him on his life. Filmore encourages that everyone should get out and vote! It’s a privilege that many countries

don’t have.

In Liberty Did You Know A Vote… Cont. From Page 1Story By Kevin BowmanI normally stay neutral of items, but when I see my home town in danger I stand up. These are the things that I want you to consider. Do not divide our town, we are not a large metropolitan city but a small town made up of friends, family and neighbors. I am very excited to see all who are running for council. One of the big things that could happen with this is, if we go to the district voting, and no one runs in that district on the ballot, then a person can get elected by a just a few write in votes. This is dangerous. The other major point is that we need voters to the polls. You may think my vote does not matter, but it does. Please make a point to come out to the polls. Also make a point to learn whom you are voting and what you are voting for.

Vote J.R. Beard

Council

From A Desire Of Love A Seed Was PlantedA Heritage Of Love Continues from a seed of love that was planted and nurtured by a loving Christian lady. The Liberty Assoc Of Churches recently held a grand opening and ribbon cutting at their new location on West Bowman Ave. At that a picture of this lady was dedicated to the building in front of her children. That lady was the late Nell Rogers Herndon (1913 - 1999). Nell started The Bargain Shop in the late 1970’s to help First United Methodist Church retire building debt. She began the store in the back of Bush’s TV and Appliance (Now Awesome Finds) on Swannanoa Ave. Eventually, the Bargain Shop became a part of the Liberty Association of Churches and moved to the location on S Greensboro St. In May 2015, the shop found a new home on W Bowman Ave. Nell was well known and loved by many people in her community. Through the Bargain Shop, she devoted many hours of work and ministry to the people of the Liberty area. I encourage you to honor her life and her passion to share love by donating your items to the bargain shop, by volunteering your time and buy shopping here. For every dollar spent here stays here. This is great ministry for our area to be blessed to have.

Eagle Scout Makes MarkJoshua Apple , son of Jeryl and Gloria Apple of Julian, did his Eagle Scout Project at his church, Mt Hope UCC in Whitsett. To obtain his Eagle School Leadership Service Project Joshua decided to build and outdoor kitchen for the picnic shelter at his home church. It was an outstanding accomplishment that will be used for years to come. IT consisted of 2 gas grills, side burners, a stainless steel sink, countertop for food preparation and three storage compartments . Not only did he accomplish this, he told the left over material to build two - 4 foot serving tables on wheels. This is a great example of the things scouting is doing.

Randolph County Mayors Committee for Disabled Persons will host the second annual Disability Parade on Friday, October 16th. Since its inception in 1992, Randolph County Mayors Committee for Disabled Persons has strived to improve the quality of life for persons with disabilities in the Randolph County area by promoting opportunities to work and live in an environment free of barriers imposed by architecture or attitude. On Friday, October 16, 2015, we will celebrate Disabilities Day and encourage the entire community to celebrate & honor those living with any type of disability. The highlight of the day will be the second annual Disabilities Parade. The parade route will begin on Church Street and follow a short route down Sunset Avenue to Bicentennial Park in downtown Asheboro. It will be a day designed to allow individuals with disabilities to be celebrated and raise public awareness about the issues facing individuals with disabilities. This year’s festivities will expand to include a special area for organizations/vendors which provide services and support to persons with all variances of disabilities. Local talent, William Willard, will be on hand with some very special music in addition to a repeat performance from last year by the “Movers and Shakers.” In 2014, parade attendees assembled on Church Street, walked (or rode in wheelchairs) to Sunset Avenue and into Bicentennial Park. The first annual disabilities parade was quickly planned and executed in a span of roughly 5 weeks with hopes of drawing maybe 40-50 walkers and dreams to grow in the coming years. The official 2014 head count: Some 520 marchers, including 393 developmentally disabled walkers. We have moved our celebration to the month of October as October is National Disability Employment Awareness month. The theme for the 2015 National Disability Employment Awareness month is "Who I Am" The important message with this year’s theme is that people with disabilities are just that — PEOPLE, and like all people, we are the sum of many parts, including our work experiences. In celebration & recognition of National Disability Employment Awareness Month, which is a national campaign to raise awareness about disability employment issues and celebrate the many & varied contributions of America's workers with disabilities, we invite you to help us find our 2nd Annual Award Recipients. We will recognize a Randolph County EMPLOYER who is improving the lives of the differently abled persons in our community as well as an individual EMPLOYEE working within Randolph County that is striving to embrace their own limitations and better function within the normal structure of everyday life. The Employer of the Year Award is given in public recognition of a company or organization that actively recruits, hires, and accommodates employees with disabilities. The company must operate or be located in Randolph County. The Outstanding Employee with a Disability Award is given in recognition of an employee with a disability who has provided encouragement & inspiration to others and has proven to be an asset to the workforce and our community. Employee must work in Randolph County. Presentations will be made during our celebration on October 16th. We have vowed to increase our presence in the community by promoting public and private awareness of issues pertaining to the challenges the disabled face. We encourage you to join us as we, along with local dignitaries, special guests and the community, come together for a celebration of people with disabilities and all they have accomplished both prior to the passage of the ADA 25 years ago and all the civil rights activity that lead up to it. Twenty-five years ago, through the Americans with Disabilities Act (ADA), our nation committed itself to eliminating discrimination against people with disabilities. This year is an anniversary year, a year to celebrate accomplishments and set new goals. We look forward to a great celebration and hope to see you there. For more information on registering to participate in the parade, acquiring a vendor space, becoming a parade sponsor, or nominating an Outstanding Employee or Employer of the Year email us at [email protected] or visit our Facebook page at www.facebook.com/rcmcfdp

Boy Scouts of America, Support a Scout FundraiserEvery year local Scouts get the opportunity to experience new adventures such as camping, field trips and different outings they may not normally have a chance too. These adventures are possible with your local support of fundraisers such as Popcorn. When you support a Scout by purchasing popcorn, more than 70% of all sales is returned to your local Scouting Unit to help our Scouts have the Great outdoor experiences they deserve. This year’s Popcorn Sale begins on September 26th and will end on November 9th. There are several ways to help support a Scout during this period. Scouts will be out in the community at several locations with popcorn on site. We have confirmed October 17th at Food Lion Grocery Store, Liberty, starting at 9:00am. We are working on several other locations, so look for our Scouting signs. If you are not located in Liberty, or cannot make it to our community locations, and want to support your local Scouts, please contact our District Executive, Jason Powers ([email protected] or 336-880-8785). Jason will help you contact your local Scouting Unit. Support a Scout and help us develop the lives of our next generation.

Everyone Loves a Parade! The Liberty Christmas Parade! As always, the Liberty Chamber Christmas Parade will be on the fist Saturday in December at 2:30 pm. The date this year will be December 5th. The safest parade route selected by our police dept. will be the same as last year. It will start in the  Freedom Family Church parking lot at 510 N Greensboro St and end at the Dollar General Store at 213 S Greensboro St.Many people in Liberty have requested that the Chamber bring back the professional or elaborate homemade floats. They really want to see the local businesses in town, "going all out" and showing off their businesses by decorating festive holiday floats. Since there has been such an expressed interest form the community for these more professional type Christmas floats, the Chamber would like to challenge you to make 2015 the best, most elaborate Christmas Parade in years! Go ahead, start planning. Show Liberty your  Christmas Spirit! Santa & Mrs. Claus will have a CASH prize for the winners!Parade RegistrationRegister early! Walk To Remember:A Safe Haven for MemoriesRandolph Hospital and the Maternity Services Unit will honor those lives that have been touched by a baby through miscarriage, ectopic pregnancy, stillbirth or newborn death at the Annual Walk To Remember Event. The event will take place on Saturday, October 24, 2015, at Hospice of Randolph County starting at 11 a.m. Walk To Remember is a 10-lap walk to remember the 10 tiny toes that didn’t get a chance to walk. A special program including music, prayer and a message of comfort and hope will begin the event. The walk will follow the program and will conclude with a balloon release and refreshments Walk To Remember is only part of how the Maternity Services Unit helps grieving parents. Caring Through Sharing, a program initiated by Randolph Hospital nurses, continues to help parents cope with their loss.Nurses at Randolph Hospital trained at Duke Medical Center in Durham and at Moses Cone Memorial Hospital in Greensboro before starting Caring Through Sharing. The Caring Through Sharing program uses Walk To Remember as a way to give parents an opportunity to remember their departed infant in an uplifting environment. “It also helps parents see that they are not alone. There are others who have been through the grief they are feeling,” said Julie Mabe, director of the Maternity Services Unit. “We realize this one event is not the answer to their grief, but we want the parents, and anyone touched by the loss of an infant, to know that it’s okay to still miss your child and it’s okay to feel what you feel.” Caring Through Sharing also helps parents create special boxes known as “Memory Boxes.” Memory Boxes are used to hold personal effects from the deceased child including a spoon with the year, the tape measure used to measure the baby, the outfit and blanket used on the baby, a lock of hair, a booklet of poems written by other parents who have lost an infant, the baby’s footprints in a seashell, information on grieving and telephone numbers for any questions. For more information on Walk To Remember or the Caring Through Sharing program, please contact the Maternity Services Unit of Randolph Hospital at 629-8817.

New website shares assets and advantages of Greensboro-Randolph Megasite

Asheboro, NC, September 15, 2015: Now that more than 1,400 acres are under control and utility planning is underway, the Greensboro-Randolph Megasite has launched a new web presence. The new website, at www.greensboro-randolphmegasite.com , was designed to convey visual and detailed information about the assets and competitive advantages of this site for an advanced manufacturing employer and to connect interested parties with economic development agencies for further information. “ Through a unique regional partnership, we have created a highly competitive industrial site and we are now ready to market this megasite, said Bonnie Renfro, president of the Randolph County Economic Development Corporation. “We designed this website to show off the many physical advantages of the land including access to transportation networks and location in the heart of North Carolina.” The centerpiece of the website contains interactive map layers showing the highway network, the rail lines, seaports and airports serving the megasite as well as detailed renderings of how more than 6 million square feet of manufacturing facilities can be accommodated on the site. Details on logistics, workforce and training and supply chain are also included. “It is exciting to begin sharing the competitive advantages of this megasite with

the wor ld, said J im Melvin, president of the Joseph Bryan Foundation and c h a i r m a n o f t h e Greensboro-Randolph Megasite Foundation Board. “We have been working to a s s e m b l e t h i s land, and to make s u r e t h a t t h e u t i l i t i e s a n d support are in place to attract an employer that can bring thousands of jobs to central North Carolina. Launching this website is the next step to make that happen.“ The website was developed in a collaborative process led by Marketing Alliance, Inc., an economic development marketing firm. Collaborators included representatives from Randolph County EDC, Randolph County, the City of Greensboro, the Greensboro Partnership, Guilford County, the Piedmont Triad Partnership and the Greensboro-Randolph Megasite Foundation.
