    With the spotlight shining onthe BP oil spill in the Gulf of

    Mexico, and on the executivessizzling in the hot seat onCapitol Hill, environmentaladvocates are looking north.They're worried that Shell Oil

    will start drilling in the ChukchiSea off Alaska before the U.S.government reports on BP'sDeepwater Horizon drill rigdisaster. And the environmentalgroups are not comforted byInterior Secretary Ken Salazar'sreassurances that no newdrilling will take place until thegovernment report is completedby May 28."The May 28 report deadlinestill leaves ample time shouldthe Department of the Interiorchoose to allow this ill-adviseddrilling to move forward inextreme Arctic condit ions,

    where spil l response facesadditional challenges of sea ice,seas of up to 20 feet, darknessa n d a v i r t u a l l a c k o f infrastructure from which tos t a g e a r e s p o n s e , " t h e

    environmental groups -- AlaskaWilderness League, Center forBiological Diversity, Defendersof Wildlife, Earthjustice, SierraClub and The WildernessSociety -- said in a statement.The Chukchi Sea is home to

    polar bears, which are alreadyunder pressure due to meltingsummer sea ice in the Arctic.The big white bears are listed asa U.S. threatened species due to

    the expected continued effectsof climate change in the area. Shell plans to move into thearea around July 1, and get tothe places where it wants to drillexploratory wells by July 4 ifice permits. They plan to leavefor the year by October 31.

    A n a n a l y s i s o f S h e l l ' sexploration drilling plan by the

    Pew Environment Group saysthat provisions for cleanup inthe event of a Chukchi Sea oilspill are inadequate and toodistant from the prospective drillsi te. Marilyn Heiman, theformer director of the ExxonValdez Oil Spill Commissionand now with the Pew group'sU.S. Arctic program, quoted theShell exploration drilling plan as

    saying that a large oil spill,such as a crude oil release froma blowout, is extremely rare andnot considered a reasonablyforeseeable impact. Heimans a i d t h e U . S . M i n e r a l sM a n a g e m e n t S e r v i c e ' senvironmental assessment alsodismissed the probability of thiskind of blowout and spill as"insignificant." A blowout at

    BP's well off the Louisianacoast is the source of the oil spillthere.Since the BP spill in the Gulf,

    the Minerals ManagementService has asked Shell for

    additional safety information byMay 18, but that may not bee n o u g h t o a l l a y t h eenvironmental groups' fears.T h e y w a n t t h e O b a m aadministration to cancel thissummer's plans for Arctic oilexploration.

    during a series of nationallybroadcast dramas on Tuesday astwo congressional panels held

    hearings on the spreading BP oilspill, and a third probed lastweeks mysterious collapse onWall Street.Such high-profile investigative

    proceedings have been a regularfeature on Capitol Hill for years.Theyve included examining:

    the Ku Klux Klan after the CivilWar; the 1912 sinking of theTitanic; the start of The GreatDepression and organized crimein the early 1950s.The quicker a congressionalcommittee can get on the frontpages of newspapers the happierand more content they are, saidStephen Hess, a congressional

    scholar at the BrookingsInstitution, a Washington think-tank.Sure, they want to showconcern and even anger. Butthey also want to take a look atp o s s i b l e l e g i s l a t i v e a n dcorrective action, Hess added.This is particularly true during

    an election year, like this one.Democrats face angry votersand are scrambling to keepcontrol of the House and Senatein the November election.

    They would have held thesehearings regardless who was incontrol of Congress, Hess said.But he added, If this wasnt anelection year, perhaps theywould have waited at least a fewmore days.The House of Representatives

    of the Free Market argues thatthe Chinese economic model which he calls state capitalism is so fundamentally differentfrom Western free market

    capitalism that tensions andeconomic conflict are inevitablein the years ahead.The main goal of Chinas state-

    directed capitalism is to harnesseconomic growth to ensurepolitical stability and keep theCommunist Party in power,Bremmer says. And since thefinancial crisis, China has seenthe United States and the Westas less indispensable.

    Bremmer is not predicting amilitary confrontation, but aneconomic war, in which Chinareserves large parts of i tsdomestic market to domesticfirms, and elbows out Westernmultinationals he explainsGoogles withdrawal fromChina in terms of protecting

    Chinas top internet searchengine Baidu, which is alreadyreaping the benefits.The Obama administration,

    which often stresses the mutualinterests of the two nations andtalks in terms of partnership,sometimes underestimates someof the zero-sum games involvedin the relationship, he says.

    higher than that) are already inthe Gulf of Mexico causingu n t o l d d a m a g e t o t h eecologically fragile Louisianacoast.The oil has already made

    contact with the ChandeleurIslands off of the coast ofLouisiana, and over the next fewdays more areas are expected tosee oil come ashore. But justbecause t h i s d i sa s t e r i sunfolding in s low-motion doesnot mean that this is not going tobe a complete and utter tragedyfor the Gulf Coast region. Infact, many of those living alongthe Gulf Coast now fear that thisoil spill is going to do far moredamage to the region thanHurricane Katrina did. Andafter Hurricane Katrina andeverything else that folks livingdown there have been throughover the past several years, the

    thought of weathering anothermassive tragedy is almost too

    much.

    those attempting to stop the leakdon't really seem to know whatthey are doing. After failing tocontain the oil spill with a giantconcrete and steel dome, BPannounced on Monday that itwill make a second attempt thisweek using a smaller version ofthe dome dubbed the"Top Hat".

    "Top Hat"?If BP was as good at stoppingoil leaks as they are at comingup with cute little code namesfor their operations perhaps thiscrisis would be over by now.But the truth is that attempting

    to do anything at depths of up toone mile below the surface ofthe Gulf of Mexico is extremelydifficult.It kind of makes you wonder

    what in the world we weredoing drilling for oil downthere in the first place.In any event, BP is not just

    relying on the "Top Hat" to stopthe leak.BP is also considering plugging

    the damaged blowout preventeron the underwater well bypumping debris into it at highpressure. This technique isknown as a "junk shot".Or, in other words, BP would

    be plugging the leak by shootinga bunch of garbage into it. One

    official recently described thismethod to CBS News thisway...."They are actually going to takea bunch of debris -- someshredded up tires, golf balls andthings like that -- and under very

    high pressure shoot it into thepreventer itself and see if theycan clog it up to stop the leak."But what many media outlets

    are not admitting is that the"junk shot" procedure isextremely risky. In fact, someexperts a re warning tha ttinkering with the damagedblowout preventer could makethe leak much worse.But something has got to be

So, six days afterthe country went to the polls, apuff of whi te smoke hasappeared above the rooftops ofthe Palace of Westminster and,the journalists are finallyproclaiming, "Habemus PrimumPraetorem!*" And it's a 43-year-old bloke called Dave.

    D a v i d W i l l i a m D o n a l dCameron's upbringing andeducation (Eton--he is theschool's 19th British PM--followed by Oxford University)wou l d sugges t a man o f privilege, out of touch with theman on the street, and as good areason to start a class war as any(the C word being our peculiarobsession). That's not the wholestory, however. He's clever--hegraduated with a First Class

    degree in Politics, Philosophy,and Economics--clubbable, and

    gossipy. Possessed with the

    knack that every good politicianneeds: a photographic memoryfor names and faces, and anabi l i ty to reci te speecheswithout notes, Dave has, sinceh e w o n t h e T o r y p a r t yl eader sh i p r ace i n 2005 ,managed a feat that was seen aswel l -n i gh i mposs i b l e : t odetoxify the Conservatives.And now they're back in power,

    after 13 long years of sitting on

    the opposition benches. Hurrah!you might think, chuck us acanap, will you? But it's notgoing to be that easy. As theTories failed to get a majority,the new Prime Minister has beenforced into a coalition, with ahandful of Liberal Democratsholding seats in the cabinet. Addthose skirmishes to the nationaldebt, unemployment (somethingoutgoing PM Gordon Brown isabout to discover) and whatlooks to be an unwinnable warin Afghanistan, and you can seethe difficulties he's facing.Britain, it can be argued, has

    one of the most combativeparliamentary systems in theworld. The Right HonorableMembers (as the MPs arestyled) sit on tiered benches thatrun down each length of thedebating chamber of the Houseof Commons, the government

    on one side, its opponents facingthem down. It's argumentative,

    quick-witted stuff--it's also veryfunny at times, and can be a joyto watch--that is not built forcoalition politics. If Dave cankeep the Liberal Democrats--inmany ways they are further tothe left of Labour, and Toriesand they are not naturalbedfellows--happy and/or under

    control, the next year will,undoubtedly, bring a new styleof politics to the U.K. Whetherit stands or falls, however, willdepend on the new PM'spolitical skills, keeping theinternecine r ival r ies to aminimum between the twoparties in government, andmaking sure that Labourremains weak and in opposition.Not all juggling acts need balls--

    but in order to keep th isbipartisan circus on the road, a

    rather large pair will be requiredover the next five years.If anyone is up for such a

    challenge, however, it is DavidCameron. The third of four kidsin an extremely close-knitfamily, he and his two eldersiblings see competition as avirtue. Whether it was tennis,

    card games, tiddlywinks, orcreative knitting, the three ofthem have always vied amongeach other for position of topdog. And now he really is.Why he's not like us: On the

    new images surfaced at aVie tnamese forum cal ledTaoViet.tn--and unsurprisinglyt h i s W e b s i t e i s n o we x p e r i e n c i n g p r o b l e m s ,probably due to the massivetraffic hit it's currently taking.So the original images and evencached backups may not becurrently accessible if you try tolook. But there's certainly a tonof them, showing the phonefrom all angles in people's handsand on a desk, including thed i s a s s e m b l e d b o d y a n duncovered chipsets. In otherwords, this is pretty muchconfirmed as the genuine article.How did it get out? We don't

    know for sure--TaoViet.tnapparently relates the story thata Vietnamese businessmanbought it in the U.S. along withan iPad. This sounds extremelyunderhanded to us ... but whoknows? In this age of the

    controlled leak, has Apple's veilof secrecy been permanently

Theoriginal Gizmodo find certainlyis a very late-run prototype--thismore finished version has but afew cosmetic differences.Thoseblack lines around the sides ofthe phone body are still there,and weren't a feature of theprototype nature of the first

    leaked phone.The microSIMslot has been repositioned,probably as the internal chips

    and motherboard were finalizedfrom prototype spec to finalspec.Unibody machining hasobviously been tweaked for theproduction models, and nowthere's no need for those "ugly"screws at the bottom of thephone nex t t o t he dock connector.It looks like thecamera at the front, and theimproved camera at the backhave made it through to the

    production models ... unlikewhat happened to the iPodTouch's camera last year, which

    was apparently removed at thelast minute.While Gizmodo'sphone had "XXGB" inscribedon its back, this new one has"16GB" on it. This is a newthing, since it's the same size asthe current entry-level iPhone3GS, and previously Apple hadbumped the entry level iPhone'sstorage every new edition.     new 64GB version) or it mightbe a feature Apple changes rightat the last minute before next

    The f i rm swi tched f romunderweight European equitiesto overweight in a May 10thEuropean strategy piece. They'rereally hoping to play this marketlike a fiddle, given they wentunderweight Euro equities onJanuary 25th, and caught MSCIEurope's 13% descent as of lastFriday.Morgan Stanley:We think we are in a cyclical

    bull market for equities, becausewe are optimistic on earningsgrowth, driven by EM, US and

    corporates. We are bearish onE u r o p e a n G D P g r o w t h ,especially in the periphery, butEuropean earnings are a play onglobal growth. We recognizethere is a risk that the cyclicalbull market has ended, if thesovereign crisis leads to adoub l e-d i p fo r European

    earnings next year. This is notour current view, and our EGLI(earnings growth leadingindicator) is predicting 59%earnings growth for the next 12months, while MSCI Europenow trades on 10x 2011 IBESPE. Our target of 1280 implies20% upside and 13x PE, 10%below the long-term average of14.5x. We view this correctionas a buying opportunity.Sentiment and valuations point

    to upside:

    This correction could alreadybe over. While there is a chancet ha t t he marke t r emai nsskeptical and pushed the ECB tooutright QE, we think valuationis attractive, sentiment has fallenquite a bit, and we may nowhave seen the fundamentaltrigger.Valuations attractive. Good

    value has now emerged, withthe market on 10x 2011 IBESPE, and our CVI below zero,suggesting an 85% chance of

    rising markets the next 6months. Our combined markettiming indicator, too, is at zero,with similar odds of up marketsthe next 6 months.Some signs of capitulation.

    Some sentiment surveys havefallen a lot in optimism, inparticular the MS Global RiskDemand Indicator and theCBOE put / call ratio. Othersentiment surveys have notshown a big fal l yet , inparticular the AAII survey at

    +11.

    And here it is, the sound-byte:As the saying goes whenauthorities start panicking, themarket can stop panicking.Authorities need to get ahead ofthe curve, in particular withrespect to Spain and the bankingsector. We will be monitoringthe authorities actions closely.Lower commodity prices, lowerUS and German bond yields, theEuropean authorities initiatives,and the 2 trillion Yen of moneymarket injection by the Bank ofJapan are incremental recentpositives.Basically, as Joe said yesterday,

    Philips has just unveiled whatit's calling the "world's firstLED replacement for [the] mostcommon household bulb,"t ak i ng a i m a t t he ag i ng ,inefficient 60W gizmo that'sbeen lighting our homes sinceforever. This is the future oflighting, people.

    Philips lifted the veil--orperhaps, pulled back the shutter--on its new EnduraLED effort atthe Lightfair Internationaltradeshow, but it'll be a fewmonths until it's piling ontoshelves in consumer hardwarestores. In fact, it'll arrive right atthe end of this year in the U.S.,but that's still months ahead ofupcoming legis lat ion thatrequires more efficient lightingsystems.

    We've been hearing about

    supposedly magic LED lightsfor a while now, but Philips isnoting that the 12W Endura unitis a direct swap-in replacementfor the most common 60W bulbin use--over 425 million of

    which are sold in the U.S. everyyear, making up some 50% ofthe bulb sales market. Thesebulbs, while cheap and reliable,have a limited lifespan and such

    a horrendous inefficiency inturning electrical energy intouseful light that they're beingphased out for the sake ofeconomic and environmentalprotection all around the world.

    They were temporarily replacedby a glut of compact fluorescentunits, as you'll know ... buttechnologically these units aren'tideal, and the light they deliver

    is often un-dimmable, and veryartificial-looking to the humaneye.Hence the interest in LEDs.

    Philips is noting it had to call inthe scientists to perfect the

    "remote phosphor" technology

    (the magic that makes theseunits glow in soft white colors)in the new white LEDs insidethe Endura bulbs, as well asworking to get the optical light-casting performance of the bulbsup to standard. The resultingunits are suitably high-techlooking, and each can "deliverup to 80% energy savings andlast 25 times longer than itscentury-old predecessor." Eachunit will cost much more thanits glass and filament 60Wincandescent ancestor, but alifespan of some 25,000 hours(three years permanently lit, orabout 10 years or so of "normal"u s e ) c o m b i n e d w i t h t h eelectricity savings you'll makewill compensate for the price.To keep up with this news
