    Need for LicensureThe primary purpose of registration is toprotect the health of the people byestablishing minimum standards which

    qualified practitioners must meet.It is the most important tool for legal controland enforcement of the nursing practice.

    Definition of RegistrationRegistrationRegistration is the recording of names or persons whohave qualified under the law to practice their respectiveprofession.Nurses names are recorded in a registry or registrationbook which contains the following information:

    1. Full name2. Number and date of registration3. Age, sex and place of birth

    4. Place of business5. Post office address6. Name of school, college or university7. Date of graduation

    Registration by Examinationa. Examination and RegistrationS ection 12. Licensure examination all

    applicants for registration as a nurse topractice nursing shall be required to passa written examination given by the Boardin such places and dates designated bythe Commission. Such examination mustbe in accordance with and fully compliantwith RA 8981

    b . Requirements for Examination

    1. Original transcript of records with specialorder.2. Original TOR with date of graduation.3. RLE4. Actual number of operating room scrubs anddeliveries assisted.5. Birth certificate, Marriage certificate, Alien

    Certificate of Naturalization and clearanceshowing dismissal of case from the Court or Prosecutors office.

    c. Fee for Examination and Registration

    Applicants for licensure and for registration shallpay the described fees set by the commission.

    d. Scope of Examination

    Section 14. Scope of the examination for thepractice of nursing in the Philippines shall bedetermined by the Board.

    Areas of nursing Fundamentals of Nursing,Maternal and Child Nursing, Community HealthNursing, Nursing Adolescents, Adults and Aged,

    Anatomy, Pharmacology and Therapeutics,Microbiology and Diet Therapy.

    e. Rating of the Nursing LicensureExamination.Section 15. in order to pass theexamination, an examinee must obtain ageneral average of at least 75% with arating of not below 60% in any subject.

    Oath-Taking of NursesAll successful candidates in theexamination shall be required to take anoath of profession before the Board or anygovernment official authorized toadminister.Schedule of mass oath-taking is within 15days upon the release of the results of thelicensure exam.

    Professional Oath includes a pledge tosupport and defend the constitution, bear true faith and allegiance, obey the laws,legal orders and decrees promulgated bythe duly constituted authorities of thePhilippines and adhere to the ethical andprofessional standards of nursing.

    Issuance of Certificate of Registration/Professional License and

    Professional Identification CardRA 9173 sec 17Issued upon payment of prescribed fee.Certificate of registration will show thefollowing:

    a. Full name of the registrantb. Serial Number

    c. Signature of Chairperson of the Commissionand members of the Board

    d. Official seal of the Commission.

    Annual Registration

    (PRC Rules and Regulation Article III Section 41)3 years birth monthFail to renew (annual) surcharge of 20%shall charged and for each calendar year.If after a lapse of 5 continuous year fromthe year it was last paid, the delinquentscertificate of registration shall be

    considered suspended.It can reinstated after payment of requiredfee and application without examination.

    Registered practitioner desire to stoppracticing the profession shall inform theBoard in writing 1 year from the time hestopped practicing to exempt frompayment.Intend to resume practice, name shall bereinstated to the annual roster.

    Automatic Registration for Nurses(RA 9173 Section 19)

    All nurses whose name appears at theroster of nurses shall automatically or ipsofacto registered as nurses under this actupon its effectivity.

    Non-registration and non-issuance of Certificate of Registration/ProfessionalLicense or Special/Temporary Permit

    Renewal of Nurses LicenseShall renew in 3 years before the due date, withPRC prescribed form.PRC Resolution Np. 2004-179 StandardizedGuidelines and Procedures for theImplementation of Continuing Education for ProfessionalRequire that the total CPE credits for registeredprofessionals with a Baccalaureate Degreee

    shall be sixty (60) for 3 years.Excess credits shall not be carried for the next 3-years except for Doctorate/Masters.

    Revocation or Suspension of Certificates of Registration

    Philippine Nursing Act of 2002 (RA 9173Section 23) the nursing Board shall have thepower to revoke or suspend the certificate of registration/ professional license or cancel thespecial temporary permit of a nurse upon anyof the following grounds:

    a. For any causes mentioned in section 22 of RA9173

    b. For unprofessional and unethical conduct.c. For gross incompetence or serious ignoranced. For malpractice or negligence in the practice of

    nursing

    e. For the use of fraud, deceit, or false statementobtaining a certificate of registration/professional license or a temporary/ specialpermit.

    f. For violation of this Act, the implementing rulesand regulations, Code of Ethics and Code of

    Technical Standards for nursing Practiceg. For practicing the profession duringsuspension from such practice.

    S uspension of certificate of registration/professional license shall be for a

    period not exceeding four (4) years.

    Re-issuance or Revoked Certificates

    RA 9173 section 24 re-issuance of revoked certificates and replacement of lost certificates.S uspension the nurse is not allowed topractice temporarily until the final

    judgement of the case against him/her isrendered. The license is not confiscated.

    Prohibitions in the Practice of Nursing

    a. Any person practicing nursing in thePhilippines within the meaning of this Act:1. without certificate of registration,professional license and professionalidentification card or special/temporary permit.2. use of above by another person.

    3. use of invalid certificate of registration,professional license and professionalidentification card or special/temporary permit.

    4. who give false evidence to the Board to obtaincertificate of registration/ professional license.5. who falsely possess or advertises as aregistered and licensed nurses or uses anyother means that tend to convey the impressionthat he/she is a registered and licensed nurse.6. who appends BSN/RN or any similar appendage to his/her name without having been

    conferred said degree or registration.7. abets or assists the illegal practice of a personwho is not lawfully qualified to practice nursing.

    b. Any person or chief executive officer of a juridicalentity who undertake in-service educationalprogram or who conducts review classes for bothlocal/foreign examinations without permit/clearancefrom the Board or Commission

    c. Any person or employer of nurses who violate theminimum base pay of nurses and incentives andbenefits that should be accorded them.

    d. Any person or chief executive office of a juridicalentity violating any provision of this Act and its rulesand regulations.
