Introduction

Mobile traffic is growing at rapid pace leading to increasing

spectrum demand.

New frequency sharing concepts are being developed to access

new already licensed spectrum bands on a shared basis.

Europe: Licensed Shared Access (LSA) concept is under heavy

study in regulation and standardisation for MNOs in 2.3GHz.

This paper presents a live demonstration of the LSA concept

implemented using commercial mobile network elements (LTE

base stations, core network, management system).

LSA Concept

LSA concept aims at allowing new licensed users on spectrum

bands that already encompass incumbent spectrum users with

spectrum sharing that provides a certain quality of service for

both the entrants and the incumbents.

Incumbent defines the part of the spectrum, license duration and

area that is available.

License sharing agreement is set between incumbent and LSA

Licensee. Spectrum regulator issues the license to LSA Licensee.

Incumbent can reclaim the spectrum back on demand for own

business -> “dynamic” behavior

LSA concept targets an interference free operation for both.

For MNOs, the LSA might be an opportunity to access 2.3GHz

band, which is not totally used by other type of incumbents.

Some details of the trial

ECC report 172 details the size of exclusion zones for each

incumbent use scenario

Portable video, Mobile video, Cordless camera

TD-LTE is at 2370-2390KHz and FDD LTE at 2100KHz

During LSA de-activation/evacuation some TD-LTE base stations or

sectors are switched off air

Terminals (TD-FDD LTE supported) will switch to FDD LTE

automatically

Conclusions

Live trial of the LSA concept where a TD-LTE live network shares the

spectrum in 2.3-2.4 GHz band with incumbent PMSE service.

Dynamic availability of the LSA band can be handled with existing

network equipment, mainly network management system, and a

minimum number of additional components, LSA Repository and LSA

Controller.

Future work will include small cells, more dynamic traffic steering/load

balansing, and interference measurements.

Trial Environment for Cognitive Radio and Networks programme

(2011-2014) of Tekes – the Finnish Funding Agency for Innovation

offers international partners the opportunity to cooperate with the key

players in Finland:

51 projects, 10 companies and 7 research institutes with a total volume

of 35 M€.

Trial programme has developed trial environments and related

cognitive technology and showcased new spectrum sharing

concepts, such as the LSA, in close collaboration between industry

and research projects and regulation.
