communities to climate change Assessing adaptive capacity, vulnerability and opportunities

Recording of observed changes in climate, such as temperature rise, sea-level rise, precipitation decrease, changes in runoff due to earlier snow melt, increase in the frequency and/or intensity of extreme weather events, etc. in natural and managed systems related to climate change worldwide and in Cyprus during the last decades.

Step 1: Recording of the baseline situation (current resources, measures and plans for their management, importance of each sector for the country, pressures)

Step 2: Impact assessment due to climate changes for each sector. Effect of impacts on other sectors (cross-sectoral impacts)

Economic criteria: infrastructure, capital value, surface area, labour force

40% of total fish production (fishery & aquaculture) is covered from domestic sources (in exclusive economic zone and in fish farms)

Fisheries production from the inshore fishery and aquaculture reached 3,300 tn in 2009

Per capita fish consumption is about 13kgr annually Fishery sector has a relatively small contribution to its

Gross National Product (GNP), as it does not exceed 0.3%.

Approximately 1,500 individuals are directly occupied in the fisheries sector as fishermen or aquaculturists

Aquaculture production comes mainly from marine fish farms and represents about 65% of total fish production by weight and 55% by value. Total value of aquaculture products in 2009 reached EUR 18.2 million

It serves for the direct supply of safe, nutritious and affordable food to society and plays an important role in landscape preservation and prevention of desertification

It currently accounts for about 2% of GDP and 7% of the total workforce (Cystat, 2010)

Deliverable 2.1: Report on the existing national and regional adaptation strategies and practices as well as on the guidelines for the development of adaptation plans

Status: In progress

Review of applied National and Regional Adaptation Plans (NAPs and RAPs) for developed countries, National Adaptation Programmes of Action (NAPAs) for Least Developed Countries. The review focuses on NAPs and NAPAs of countries that acquire common characteristics and face similar problems due to climate change with Cyprus.

Their effectiveness and viability of NAP & NAPAs is evaluated based on the results of their implementation. Recording of existing and emerging assessment methodologies and tools; views on lessons learned from their application; opportunities, gaps, needs, constraints and barriers

The trip to Finland will be realized probably during January-February 2012 in order to meet the FINADAPT (National Strategy for Adaptation to Climate Change) Coordination Group and the ISTO (Climate Change Adaptation Research Programme) project team. Contacts with their representatives have already been made, but the exact date of the trip has yet to be defined.

Evaluation of existing Global and Regional Climate Models (GCMs, RCMs) used for the projection of climate change variables (temperature, sea level, precipitation rate, rainstorm events occurrence)

Selection of the most appropriate models for the needs of the project

The projection will be based on the IPCC emission scenarios which represent consistent developmental paths for the key factors which drive emissions of greenhouse gases (i.e. demographic, social, economic & technical development)

The output of the models will include temperature changes, precipitation variation changes in the hydrological cycle, socio-economic impacts etc.

Impact assessment based on climate change projection in Cyprus

A 2nd vulnerability assessment will be performed for each sector and compared to the existing situation which is considered as the baseline

Activity 5(b): Monitoring and evaluation of the implementation of the National Adaptation Plan in Cyprus

Development of monitoring indicators

In order for an effective implementation of the developed NAP to be achieved, the adaptation efforts and effects must be thoroughly monitored and evaluated on the basis of meaningful indicators and follow up measures making it possible to clearly identify the progress made and the remaining need for action.

A set of indicators will be developed by which the performance of adaptation activities will be assessed. These indicators will provide the basis for before and after analyses and describe the effects (positive and negative) of project interventions.

The formulation of a monitoring and evaluation committee composed of a number of concerned institutions and stakeholders will be proposed, within, or under the jurisdiction of, a competent ministry (e.g. MANRE). The committee will use the produced indicators in order to monitor and evaluate the respective adaptation needs and activities.

The Workshop Conclusions are summarized as follows:

A. The LIFE+ CYPADAPT will contribute substantially to the development of the National Strategy for the Adaptation to Climate Change.

B. The next actions for the formation of the above strategy are: Action 1: Collection of all the scientific research and its connection with the European Clearing House Mechanism by the Department of Environment Action 2: Suggestion to the Competent Authority to set a proposal to the Ministerial Council for the formulation and establishment of a policy on adaptation. Action 3: Create a national coordinating committee for the development of institutional framework, with the contribution of all stakeholders. Action 4: Investigation and ensuring the necessary financial sources for implementing the adaptation measures. The selection of the adaptation measures will be based on the assessment of the associated risks, cost and benefits.

 C. Promotion of the adaptation to the climate change, as a priority and discussion issue, for the Informal Council Environment Ministers, during the Cyprus Presidency of the EU Council.

ADAM project. The project intended to support the EU in the development of post-2012 global climate policies, the definition of European mitigation policies to reach its 2020 goals, and the emergence of new adaptation policies for Europe with special attention to the role of extreme weather events.

CIRCLE-MED is a geographical group in the frame of CIRCLE ERA-Net. It aims at creating a Mediterranean research community network through collaborative research projects on Climate Change Impact Research, with the objective to bring the results of this research to policy and decision-makers.

AQUIMED. Its objective is to develop capacity building methods for water users to define and discuss possible strategies of adaptation to future changes including climate change. Support definition of adaptive ground water management strategies and practices.

The objective of CANTICO is to develop a methodology to assess and prioritize risks from combined Climate Change and anthropogenic impacts on coastal areas (create decision support tools). Indicate on preliminary adaptation and Integrated Coastal Zone Management options.

MAREMED (Networking in progress): The project focuses on those constituents of maritime policy with a strong transnational dimension, namely Integrated Coastal Zone Management, pollution, adaptation to climate change in coastal areas, fisheries, coastal and maritime data management.

REGIOCLIMA: The overall objective of the project is to assist societies to adapt to the new climate conditions both by minimizing the risk of damage and exploiting the new opportunities arising from a changing climate.

COASTANCE (Networking in progress): The main project aim is to develop mid and long term Integrated Coastal Zone Management Plans. The results produced will be used as Public Policy Tools for erosion control by regional, national, EU administrations.

SESAME (Networking in progress): The general scientific objectives of the project are to assess and predict changes in the Mediterranean and Black Sea ecosystems as well as changes in the ability of these ecosystems to provide goods and services.

CARBONTOUR (Networking in progress): The project objective is to develop a strategic approach for CO2 offsetting and carbon neutrality for the tourist accommodation industry which will provide guidelines for the reduction of tourism contribution to climate change.
