    THE SPIRIT OF CRICKETCricket is a game that owes much of its unique appeal to the fact that it is expected to be played not only within its laws, but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains.

    1. There are two Laws, which place the responsibility for the team’s conduct firmly on the Captain.Responsibility of Captains—The Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.Players’ Conduct – in the event of a player failing to comply with the instructions by an Umpire, or criticising by word or action thedecisions of an Umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the Umpire concerned shall in the first place report the matter to the other Umpire and to the player’s captain, and instruct the latter to take action where required.

    2. Fair and Unfair Play — According to the Laws the Umpires are the sole judge of fair and unfair play. The Umpires may intervene at any time and itis the responsibility of the captain to take action where required.

    3. The Umpires are authorised to intervene in cases of:• Time-wasting• Damaging the pitch• Dangerous and unfair bowling• Tampering with the ball• Any other action that they consider to be unfair

    4. The spirit of the game involves RESPECT for:• Your opponents• Your own captain and team• The role of the umpires• The game’s traditional values

    5. It is against the Spirit of the Game• To dispute an Umpire’s decision by word, action or gesture• To direct abusive language towards an opponent or umpire• To indulge in cheating or any unsportsman like practice.

    (a) to appeal knowing the batsman is not out(b) to advance towards an umpire in an aggressive manner when appealing(c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side

    6. Violence – there is no place for any act of violence on the field of play.

    7. Players – Captains and Umpires together set the tone for the conduct of a cricket match. Every player is expected to make an importantcontribution.

    SENIOR PLAYER CODE OF BEHAVIOURIn addition to the General Code of Behaviour set out in this By-law, as a player in any activity held by or under the auspices of a Community Cricket Peak Body, a Region or an Affiliated Club and Association you must meet the following requirements in regard to your conduct during any such activity or event:

    1. Play by the rules and abide by the Spirit of Cricket

    2. Never argue with an umpire. If you disagree, have your captain, coach or manager approach the umpire during a break or after the game.

    3. Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in Cricket.

    4. Work equally hard for yourself and your team-mates. Your team’s performances will benefit and so will you.

    5. Be a good sport. Applaud all good plays whether they are made by your team or the opposition.

    6. Treat all participants in Cricket as you like to be treated. Do not bully or take unfair advantage of another competitor.

    7. Cooperate with your coach, team-mates and opponents. Without them there would be no competition.

    8. Respect the rights, dignity and worth of fellow players, coaches, officials and spectators.

    9. Refrain from conduct which could be regarded as sexual or other harassment.

    10. Respect the talent, potential and development of fellow players and competitors.

    11. Care and respect the uniform and equipment provided to you.

    12. Be frank and honest with your coach concerning illness and injury and your ability to train and play fully.

    13. Conduct yourself in a responsible manner relating to language, temper and punctuality.

    14. Maintain a high standard of personal behaviour at all times.

    15. Be honest in your attitude and preparation to training. Work equally hard for yourself and your team.

    16. Cooperate with coaches and staff in relation to programs that adequately prepare you for competition.

    17. Do not engage in practises that affect sporting performance (alcohol, tobacco and drug use).

    PLAYER BEHAVIOUR REGULATIONSThe Wangaratta & District Cricket Association adopted a Member Protection Policy By Law at the Annual General Meeting on 25th August 2004. Codes of Behaviour form part of the By Law, comprising the following:General, Administrator, Coach, Junior Player, Senior Player, Umpire, Parent/Guardian, Spectator, and Media.While always a most competitive game, the continued strength of the sport has relied upon the acceptance of the Umpire’s decision and the preparedness to play within the “spirit of the game”.The areas of main concern and those clearly unacceptable to the Association are:

    (a) The use of offensive language – generally as a disparaging remark to an opposing player or toward an Umpire, or even as an expression of frustration or self-admonishment. This includes racial or religious vilification (any act that is reasonably likely to threaten, disparage, vilify, insult, humiliate or intimidate another person or group based on race, religion, descent, and colour or national or ethnic origin).

    (b) The questioning/disputing of the Umpire’s decision – often in an aggressive or sarcastic manner. This applies equally to dismissals and unsuccessful appeals as to the judgement of calls on no-balls, wides, byes, etc.

    (c) The excessive number of frivolous and ridiculous appeals -primarily aimed at pressuring and intimidating the Umpire into a favourabledecision.

    (d) The actions of the dismissed batsman- in failing to leave the crease promptly on being given out and any equipment abuse (e.g. banging the bat into the ground or against the fence or race, etc, and or throwing the bat or equipment during or after his return to the pavilion).

    (e) ‘Send offs’ – usually to a dismissed batsman by the bowler or a member of the fielding side. This can often lead to a more serious altercation.

    The Wangaratta and District Cricket Association has two processes for the reporting and consideration of unsatisfactory behaviour:

    1. SERIOUS OFFENCESerious breaches of misbehaviour will see the player immediately reported by the Umpire(s) controlling the match. Refer to Rule 31 – Rules for the Conduct of Matches (‘Reporting of Players’)

    2. A MINOR OFFENCE For less serious breaches where an Umpire has occasion to speak to the player regarding his/her behaviour, but does not believe a report is necessary, the incident will be noted on the Umpire’s Match Report on MyCricket. Should a player be noted on three (3) such Reports during the season, they will automatically be suspended for one match, see Reports page TBA, and may be called by the Executive to appear before the Independent Tribunal to explain his/her behaviour. After a player has been noted on three reports, if the player is mentioned on a report again during that season they will receive an automatic 2 match suspension. IN BOTH INSTANCES, SHOULD A PLAYER BE FOUND GUILTY OF AN ACT OF MIS-CONDUCT, HE SHALL BE LIABLE FOR A SUSPENSION, WHICH MAY BE DETERMINED OR ENDORSED BY THE INDEPENDENT TRIBUNAL.The Umpire(s) will be the sole judge(s) as to whether an action is A SERIOUS OFFENCE or A MINOR OFFENCE.A schedule of set minimum penalties shall be determined from time to time by the Executive of the Association and published in a schedule of set minimum penalties prior to the commencement of each season

    RULES FOR THE CONDUCT OF SENIOR MATCHES

    1. APPLICATION OF LAWS and RULES(a) LAWS of CRICKET

    Laws of Cricket (2017 Code 2nd Edition - 2019) as adopted by Cricket Australia shall apply to all matches, except as hereinafter modified.(b) EXECUTIVE COMMITTEE POWERS and EMERGENCY RULINGS(i) The Executive Committee shall have the power to take any action deemed appropriate against a club or player breaking a WDCA rule or a Law of

    Cricket.(ii) Subject to the Rules and Constitution of the WDCA the Executive Committee shall have the power to decide all questions arising out of WDCA

    matches not provided for in these rules.2. PROGRAMMES of MATCHES(a) DETERMINATION of PROGRAMMES

    The Clubs comprising the Association shall compete in such program of matches and play on such grounds and under such conditions as may be determined by the Association Executive.

    (b) ALTERATION to PROGRAMMESubject to the approval of the Executive, the President and Secretary may if necessary, alter the programme in respect to dates or grounds on which any of the matches shall be played.

    3. MATCH VENUES(a) NOMINATION and APPROVAL of VENUES

    Within Thirty (30) days after the Annual General Meeting of the Association in each season, each club shall nominate for the coming season, the grounds to be the home venues for club. Such grounds shall be subject to the approval of the Executive.

    (b) CHANGING NOMINATED VENUES(i) Any application to change the nominated venue for any

    scheduled match shall be lodged in writing via email with the Executive no later than Wednesday 12noon prior to the first date for which approval is sought.

    (ii) Any such application must nominate an alternative venue and the dates that the ground will be unavailable and the reason for the ground being unavailable on those dates.

    (iii) The Executive shall have no obligation to consider any venue change application received after the Wednesday 12noon deadline.(c) FAILURE to MEET ENGAGEMENT or to HAVE GROUND FIT

    Any club failing to meet its engagement or with due regard to the weather, to have its ground, or a ground to be approved by the Executive, in a proper condition for play, shall be fined an amount determined by the Association, and/or the Adverse Weather Committee shall have the power to award points to the opposing club unless the Executive accepts the reason given.

    (d) REGULAR GROUND and PITCH REPORT – SEPTEMBER and OCTOBERDuring the month of September and early October each club must report to the Senior and Junior Executive members on a regular basis, on the condition of the ground and pitch of its ovals and on the progress being made to have them ready for play on the second Saturday in October.

    4. VENUES FOR SEMI FINALS and FINAL MATCHESThe Executive shall fix the dates of play and appoint venues for semi-final and final matches. 5. TWO DAY MATCHESTwo-day matches will be conducted under the following conditions

    A GRADE5.1 (a) - Hours of play and Interval

    Play will commence at 1.00pm with the scheduled finishing time 6:00pm. On each day of two day matches 75 overs shall be bowled to constitute a day’s play subject to allowance for the following:(i) Interval for change of innings – deduct 3 overs(ii) Delays due to adverse weather effects of an aggregate 30 minutes or less, and play is considered safe to resume, it will continue until the days constituted number of overs is reached.(iv) In the event of excess of aggregate 30 minutes lost, the umpire in consultation with the captains, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost and whether number of overs remaining constituting a day’s play shall be equalised or not for each team.The umpire shall make the final ruling as to the number of overs to be bowled that will constitute a day’s play.(v) Any unforeseen and/or unavoidable field delays unrelated to time wasting – deduct as per adverse weather interruptions above. (vi) Play will continue after the scheduled finishing time of each innings if required to allow the required number of overs to constitute a days playto be bowled. Umpires shall note on the Umpires Match Day report the number of overs started at the scheduled finish times and the WDCA Executive will administer set penalties.

    (b) - Tea interval:Tea adjournment will be from 3:30 untill 3.50pm, unless: (i) An innings ends after at least 140minutes of play (3.20pm)(ii) There is a stoppage caused by weather or bad light which extends or occurs after 60minutes of play (2.30pm) in which case the interval shall be

    taken immediately(iii) In the event of the team batting has 9 wickets dismissed (or 1 wicket remaining) at the scheduled tea interval play shall continue until either

    the last batsman is dismissed or 30 minutes has lapsed without further wicket falling whichever occurs first, when tea interval of 20 minutes shall be taken.

    5.2 Length of Innings(a) On each day of a two-day game there will be 75 overs bowled (less 3 overs for each change of innings) play will cease when 75 overs are completed. Umpires will note how many overs are bowled at 6.00pm and at the closing time of each innings. This information will be provided to the WDCA on the Umpires Match report sheet.(b) Subject to Rule 5.3 or Rule 5.4, the innings of the team which bats first, if not otherwise terminated, shall be compulsorily closed on the completion of the bowling of 75 overs.(c) If during the innings of the side batting first play is interrupted by stoppages for weather or bad light at or after 280 minutes playing time, the innings shall be compulsorily closed at that time unless Ordinary Conditions apply(d) If the innings of the side batting first is compulsorily closed, the side batting second, if it is not first dismissed shall be entitled to bat for the same number of overs as bowled to the side batting first.(e) If the innings of the side batting first has been completed other than by compulsory closure, and the team (“Team 2”) batting second commences its innings on the first day, Team 2 is entitled to bat until the time for completion of the required 75 overs (as determined by Rule 5.5), and to receive 75 overs on Day 2 (or such fewer number of overs as determined by Rule 5.3 or 5.4), unless it is first dismissed.

    5.3 Playing Time Lost at Start of Match(a) If the scheduled start of play is delayed by weather, bad light or ground conditions and play subsequently commences within 60 minutes of thescheduled starting time on the first day, the match shall be played as a normal75 over match and the scheduled completion time will be extended to 7.00pm on both the first and second days. Once this additional time is invoked it must be used even if more than 60 minutes playing time is lost(b) If more than 60 minutes of playing time is lost at the start of the first day of play, playing time will be extended on both days to 7.00pm and the cut-off for compulsory closure will be reduced by 1 over for every 4 minutes (or part thereof) lost over 60 minutes. This may mean the team batting first may bat on both the first and second days of the game to complete its innings.

    5.4 Playing Time Lost After Play Has Started(a) If on either the first or second day, less than 30 minutes play is lost to adverse conditions, play shall continue until 7.00 pm on that day to allow the full 75 overs to be bowled(b) If on the first day, more than 30 overs are bowled and more than 30 minutes play is lost, play will be extended to 7.00 pm on both days to try and get 75 overs per side played. If lost time is greater than 60 minutes, each innings will be reduced by 1 over for every 4 minutes (or part thereof) lost over 60 minutes. This may mean the team batting first bats on both the first and second days of the game to complete their innings.

    (c) If, on the second day, less than 30 minutes is lost to adverse conditions, play shall continue until 7.00 pm on that day to allow the full 75 overs to be bowled(d) If, on the second day, greater than 30 minutes time is lost, play will continue until 7.00 pm in an attempt to gain a result. If no result is gained or the full 75 overs are not able to be delivered, the match will be drawn.

    5.5 Completion of Play on Day 1(a) If the innings of the side batting first on Day 1 is compulsorily closed stumps shall be drawn at that time (b) If the innings of the side batting first is terminated other than by compulsory closure on Day 1, the normal interval between innings shall be taken, the team batting second shall commence its innings and play shall continue until 72 overs have been bowled for the day (75 overs less 3 for the change of innings).

    5.6 Conversion to One Day Match(a) On the first scheduled day of play, if all play is abandoned by the Adverse Conditions Committee, or if less than 30 overs are bowled, the match shall be played on the second day as a One Day Match in accordance with Rule 6, without regard to any toss for choice of innings on the first day.(b) If less than 30 overs have been bowled on day one as per 5.6(a) and the game is reverted to a one day game, no wickets, runs, catches or run outs will be counted towards individual awards. No bonus points to either team will be allocated ie the day will be considered abandoned as if there was no play.

    5.7 Two Day Matches – Cancellation of 2nd Day’s Play(a) On the second day of all Two Day matches, the Adverse Conditions Committee with the assistance of the Board will cancel the day’s play only when Extreme Conditions apply(b) Otherwise it will be up to the Appointed Umpires, or (in the absence of an Appointed Umpire) the Captains, to assess the suitability and fitness of the ground and pitch for that day’s play.

    5.8 Result and Completion of Match(a) (i) Except as provided for elsewhere, and if the match is not played to a further result, the winner shall be the side scoring the greater number of first innings runs irrespective of wickets lost.(ii) When the game is being played under “ordinary conditions” due to time lost a first innings result will occur only if -

    (1) The team batting second is dismissed for less runs than the team batting first or the team batting second makes more runs than the team batting first and has faced less overs than the team batting first, inside the matches scheduled finishing time.(2) If 5.8.(a).(ii).(1) has not occurred while playing under “ordinary conditions” the result shall be a draw.

    (ii) If both sides score an equal number of first innings runs, the result shall be a tie irrespective of wickets lost.

    5.9 - Cricket Balls:The fielding side shall provide a new approved four (4) piece red ball for its first innings and the fielding captain may if he so desires provide a new approved four (4) piece red ball at the beginning of the second innings and also after 80 overs.

    5.10 - Provision for early finish:At any time after five o’clock on the second day when in agreeance the captains consider there is no opportunity to gain a further result may request the umpire to terminate the match. Captains should clearly acknowledge possible repercussions of points lost, averages affected, impact on end of year awards etc. before requesting time is called. The umpire satisfied all factors have been taken into account may then grant their request.

    5.11 – Two Day Match – Finals: In finals matches only, when play on day 1 is interrupted for more than 60 minutes for the second day to commence up to and not exceeding 70 minutes earlier providing the side batting has not previously completed its innings. The innings shall be compulsory closed when relevant first day overs quota is reached.

    A RESERVE

    5.1 (a) - Hours of play and Interval

    Play will commence at 1.30pm with the scheduled finishing time 6:00pm. On each day of two day matches 68 overs shall be bowled to constitute a day’s play subject to allowance for the following:

    (i) Interval for change of innings – deduct 3 overs(ii) Delays due to adverse weather effects of an aggregate 30 minutes or less, and play is considered safe to resume, it will continue until the days constituted number of overs is reached.(iv) In the event of excess of aggregate 30 minutes lost, the umpire in consultation with the captains, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost and whether number of overs remaining constituting a day’s play shall be equalised or not for each team.The umpire shall make the final ruling as to the number of overs to be bowled that will constitute a day’s play.(v) Any unforeseen and/or unavoidable field delays unrelated to time wasting – deduct as per adverse weather interruptions above. (vi) Play will continue after the scheduled finishing time of each innings if required to allow the required number of overs to constitute a days play to be bowled. Umpires shall note on the Umpires Match Day report the number of overs started at the scheduled finish times and the WDCA Executive will administer set penalties.

    (b) - Tea interval:Tea adjournment will be from 3:40 untill 4:00pm, unless: (iv) An innings ends after at least 120 minutes of play (3.30pm)(v) There is a stoppage caused by weather or bad light which extends or occurs after 60minutes of play (2.30pm) in which case the interval shall be

    taken immediately(vi) In the event of the team batting has 9 wickets dismissed (or 1 wicket remaining) at the scheduled tea interval play shall continue until either the last batsman is dismissed or 30 minutes has lapsed without further wicket falling whichever occurs first, when tea interval of 20 minutes shall be taken.

    5.2 Length of Innings(a) On each day of a two-day game there will be 68 overs bowled (less 3 overs for each change of innings) play will cease when 68 overs are completed. Umpires will note how many overs are bowled at 6.00pm and at the closing time of each innings. This information will be provided to the WDCA on the Umpires Match report sheet.(b) Subject to Rule 5.3 or Rule 5.4, the innings of the team which bats first, if not otherwise terminated, shall be compulsorily closed on the completion of the bowling of 68 overs.(c) If during the innings of the side batting first play is interrupted by stoppages for weather or bad light at or after 250 minutes playing time, the innings shall be compulsorily closed at that time unless Ordinary Conditions apply(d) If the innings of the side batting first is compulsorily closed, the side batting second, if it is not first dismissed shall be entitled to bat for the same number of overs as bowled to the side batting first.(e) If the innings of the side batting first has been completed other than by compulsory closure, and the team (“Team 2”) batting second commences its innings on the first day, Team 2 is entitled to bat until the time for completion of the required 68 overs (as determined by Rule 5.5), and to receive 68 overs on Day 2 (or such fewer number of overs as determined by Rule 5.3 or 5.4), unless it is first dismissed.

    5.3 Playing Time Lost at Start of Match(a) If the scheduled start of play is delayed by weather, bad light or ground conditions and play subsequently commences within 60 minutes of thescheduled starting time on the first day, the match shall be played as a normal 68 over match and the scheduled completion time will be extended to 6.30pm on both the first and second days. Once this additional time is invoked it must be used even if more than 60 minutes playing time is lost(b) If more than 60 minutes of playing time is lost at the start of the first day of play, playing time will be extended on both days to 6.30pm and the cut-off for compulsory closure will be reduced by 1 over for every 4 minutes (or part thereof) lost over 60 minutes. This may mean the team batting first may bat on both the first and second days of the game to complete its innings.

    5.4 Playing Time Lost After Play Has Started(a) If on either the first or second day, less than 30 minutes play is lost to adverse conditions, play shall continue until 6.30 pm on that day to allow the full 68 overs to be bowled(b) If on the first day, more than 30 overs are bowled and more than 30 minutes play is lost, play will be extended to 6.30 pm on both days to try and get 68 overs per side played. If lost time is greater than 60 minutes, each innings will be reduced by 1 over for every 4 minutes (or part thereof) lost over 60 minutes. This may mean the team batting first bats on both the first and second days of the game to complete their innings.(c) If, on the second day, less than 30 minutes is lost to adverse conditions, play shall continue until 7.00 pm on that day to allow the full 68 overs to be bowled(d) If, on the second day, greater than 30 minutes time is lost, play will continue until 6.30pm in an attempt to gain a result. If no result is gained or the full 68 overs are not able to be delivered, the match will be drawn.

    5.5 Completion of Play on Day 1(a) If the innings of the side batting first on Day 1 is compulsorily closed stumps shall be drawn at that time

    A GRADE6. ONE DAY MATCHES One Day matches will commence at 1.00pm with a scheduled finishing time of 6.30pm. Scheduled tea interval of 20 minutes will be taken between teams’ innings.

    Constituted days play will consist of 80 overs, comprising of 2 equal innings of 40 overs for each team, subject to the following allowances;(i) when applicable interval for change of innings - deduct 3 overs. (ii) If the game be interrupted due to adverse weather conditions by 30 minutes or less, and play is considered safe to resume, it will continue until the days constituted number of overs is reached. In the event of excess of aggregate 30 minutes lost, the umpire in consultation with the captains, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost - and whether number of overs remaining constituting a day’s play shall be equalised or not for each team.The umpire shall, make the final ruling as to the number of overs to be bowled that will constitute a day’s play.For a winner to be declared both teams must bat for at least 20 overs unless dismissed. The result will be determined by the number of runs scored irrespective of wickets lost. Following the adjournment, the team batting second will recommence their innings, which shall consist of at least the same number of overs or total of the balance remaining overs, available to complete the number of overs that constitutes a day’s play.In the event of the side batting second being dismissed prior to the completion of its allotted overs and prior to 6.30pm, play will continue under ordinary conditions to complete the number of overs that constitute a day’s play - namely 80 overs.Cricket Balls:The fielding side shall provide a new approved four (4) piece white ball for its first innings.Coloured Clothes Mandatory (A Grade Only) – Playing Attire not to conflict with White Ball.Provision for early finish:

Umpire, satisfied all factors have been taken into account, may then grant their request.

    ONE DAY GAMES - Over Limit for Bowlers: ALL SENIOR GRADES

    (i) Limit for bowlers - A bowler shall not deliver more than eight (8) overs of the maximum overs permitted for an innings.(ii) Incapacity or suspension of a bowler unable to complete their over, shall see the over completed by another bowler providing they do not bowl two consecutive overs. It shall be counted as each bowler bowling a full over.(iii) Should there be a reduced overs due to wet weather or any unforeseen and/or unavoidable field delays unrelated to time wasting - deduct as per adverse weather interruption above.

    Where excess overs apply in an innings, once the required number of overs has been completed as stated for that grade, only then can bowlers exceed the stipulated quota.

    Junior Fast and Medium paced bowlers are required to comply with rule 38 on page 53.

    7. ALLOCATION of MATCH POINTS(a) The results of matches of the program series of matches shall berecorded on the points system, via:

    Match Points (One-day & Two-day):

    Outright win if winning team leads on first innings 10 points

    Outright win following a tie on first innings 8 points

    Outright win if winning team behind on first innings 6 points

    Outright tie 5 points each

    First innings win and no further result 6 points

    First innings lead, Outright loss. 4 points

    First innings Tie and no further result 3 points each

    Match drawn or abandoned 3 points each

    Tie first innings, Outright loss 2 points

    Match Points (T20):

    First Innings Win 3 points.

    Tie, Draw or Wash Out 1.5 each.

    Bonus Points:(i) Program Series of Matches:

    In completed games, bonus points shall be awarded in respect of each innings on the following basis - Batting: 0.01 points for each run scored; Bowling: 0.2 points for each wicket taken.

    (ii) Drawn Games:Bonus points shall be awarded as detailed in 7(a) (i) in addition to match points when a game has commenced. In any one round, if other games are played to a result, for any game abandoned without a ball being bowled, each team shall be awarded bonus points equal to the average bonus points of the winning teams in that round in the respective Grade.

    (iii) Bye:All competing teams with the bye in those rounds as designated by the Executive, shall receive the average of the Match Points and Bonus Points of all winning teams in that round, in the respective Grade. In the event of no results in that round, all competing teams with the bye will receive the average of all match points and bonus points of the competing teams in that round.

    (b) In the event of an equality in the aggregate number of runs in which each side has two innings, one of which is not completed, the match shall be decided by the first innings provided that the team which had not completed its second innings was leading on the first innings. If the team which had not completed its second innings was not leading on the first innings the match shall be a tie.

    (c) In the event of the forfeiture of a match through any cause, the opposing team will be awarded Match Points - six (6) for a one-day game; ten (10) for a two-day game and one (1) for a T20 game; plus bonus points equal to the average of bonus points scored by all other

    winning teams competing in that round of matches, in the respective Grade. The Regulations in respect to Forfeits are set out in Association Handbook immediately following the Rules for Conduct of Matches.

    (d) In the event of a match, or matches, being declared lost under Rule 8 the opposing team or teams shall be awarded ten (10) points in a two-day game and six (6) points in a one-day game and retain bonus points earned. The offending team shall lose all match points and bonus points for each match in which Rule 8 is applied.

    (e) T20 Match Points will collectively allocate over to the seasonal premiership ladder.

    (f) In the event of a team withdrawing from a grade mid-season the association executive shall decide how points are to be allocated to the competing teams.

    8. PLAYING INELIGIBLE PLAYERAny Club playing a player not possessing the requisite qualifications shall be declared to have lost the match or matches in which such player took part. In addition to the loss of points as in Rule 7 (d), any such Club and/or player or players offending shall be dealt with by the Executive under Rule 19 of the current WDCA Constitution

    9. DECLARATION of the WINNER of a MATCH(a) All matches not played to completion shall, except as herein provided, be decided on the first innings and any match not decided in the time allotted for play shall be considered drawn.(b) Where matches are played with equal number of overs applicable the match shall be decided by the number of runs made in such first innings irrespective of the number of wickets lost.

    10. CONTRIVED RESULTS(a) POWERS of INVESTIGATIONThe Executive shall have the power to investigate a game or the actions of the captains of the clubs or any players involved in a match if it suspects reasonably that the competing clubs with or without the assistance or collusion of any other person or club have colluded to contrive the result of a match. If the Executive decides to carry out an investigation it will conduct such enquiries as it sees fit and invite submissions about the match or conduct of either captain or any player and will give the person the opportunity to be heard.(b) OUTCOMEIf the Executive finds that the clubs, captains or players have colluded to contrive the outcome of a match, the Executive may in its absolute discretion do one or more of the following:(i) fine a club, captain or player;(ii) suspend a captain or player from playing in any match or matches;(iii) disallow any points earned by a club in respect of the match;(iv) amend any points earned by a club in the match; or(v) take such action as is deemed appropriate by the Executive

    11. DETERMINING PERCENTAGESFor the purpose of ascertaining percentages, the following system shall be adopted - The batting average of a team shall be obtained by dividing the total number of runs scored by the total number of wickets lost. The batting average against such team shall be obtained by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by the latter. The team having the highest quotient shall be considered to have the better performance. For the purpose of ascertaining such averages, a team shall be deemed to have lost the number of wickets, which have actually fallen.

    12. PRELIMINARY FINALS and SEMI FINALS MATCHES(a) When finals matches are to be decided by the six competing teams that have obtained the highest proportionate number of points at the completion of the program series of matches, a preliminary round of finals matches will be held, with the first placed team playing sixth, second playing fifth, and third playing fourth. The two lowest ranked losers of this round will be automatically eliminated. The remaining four teams will compete in a semi-final round of matches, with the remaining highest ranked winning team playing the remaining lowest ranked losing team, and the remaining second ranked winning team playing the remaining third ranked winning team. Should no decision be reached, or a tie result, in any of these matches, the winner shall be deemed to be the highest ranked winning team from the first round of finals.(b) When finals matches are to be decided by the four competing teams that have obtained the highest proportionate numbers of points at the completion of the program series of matches, those teams shall compete in a semi-final round of matches - first team playing fourth and second playing third. Should no decision be reached, or a tie result, the winner shall be deemed to be the team higher on the list at the completion of the program series of matches.(c) All A, A Reserve and B grade semi-finals and grand finals will be played on a turf wicket. If a higher placed side does not have a turf wicket at its home ground, the executive shall nominate a suitable venue for that final.(d) All C grade semi-finals and grand finals will be played on a hard wicket. The WDCA Executive may approve a finals match to be played on turf upon application and both teams are in agreement.

    13. ELIGIBILITY to PLAY(a) Unless the sanction of the Permits Committee is obtained, no player who has played with a higher grade team or teams on twelve (12) playing days shall be eligible to play in a lower grade match for the remainder of the season.(b) If play commences on a scheduled day’s play, a player named in the team on MyCricket is deemed to have played that day. It is the captain’s

    responsibility to ensure that this team corresponds with the team that was handed to the umpire and/or opposing team captain.(c) In the event of a bye, forfeit or washed-out match, a player who has played the previous two (2) games in a higher grade cannot play in a lower grade team. (d) No player shall play for a Club in any finals matches unless he shall have played at least six (6) days with the Club in that season.(e) Where clubs are fielding teams in all grades, no player shall be allowed to drop more than one grade in successive weeks.(f) Finals – Any player who has accumulated more playing days in any higher grade or grades teams during the season shall be ineligible to play in lower grade semi-final or final matches.(g) In a finals match when a club’s higher grade team or teams are participating in any final matches or home and away matches on the same day or days, a player can be selected in any grade. The player must meet the requirements of rule 13(d), 13(e) and 13(f).(h) A player ineligible under rule 13(g) must obtain a permit from the Permits Committee to play with a lower grade team in semi-final or final matches, when a club’s higher grade team or teams are participating in semi finals and/or final matches on the same day or days. (i) Permits committee have the power to approve any permit request for a player currently playing underage cricket in WDCA Juniors. This will only apply when a player is required to play Juniors in morning for one club and seniors in afternoon for a different club.

    14. FINALSThe teams winning the semi-final matches shall play off in a final round. Should no decision be reached, or a tie result, the winner shall be deemed to be the team higher on the list at the completion of the program series of matches.

    15. LATE STARTS and SLOW PLAY(a) If it is reported by any Club or Umpire that play has notcommenced within ten (10) minutes of the time appointed the offending Club shall be subject to a fine, the amount of which shall be determined from time to time by the Executive of the Association and published in a schedule of fines and penalties prior to the commencement of each season.(b) Slow Play - It is the duty of the fielding team captain to ensure that the full quota of overs is bowled in the allotted time.For the purposes of this rule:(i) the onus for this to occur is on the fielding side and that for each over remaining to be bowled at the scheduled finishing time a penalty of 0.1 bonus points will be deducted from the fielding side.(ii) the finishing time is the scheduled finishing time for each innings of a one-day match and the scheduled finishing time for each day of a two-day match.(iii) the umpire/s have a duty to report all breaches of the rule, which must be included in the official match report, and recommend the appropriate application of the penalty;(iv) where, in the opinion of the umpire/s, the batting team has contributed to a slow over rate, the umpire/s shall include this in the match report and recommend a sharing of the penalty(v) the umpire/s have the authority to recommend waiving of any penalties to a team, where it is considered extenuating circumstances contributed to the late finish.

    16. ADVERSE WEATHER COMMITTEEAn Adverse Weather Committee of three (3) persons shall be appointed by the Executive at the first meeting of the Executive following the Annual General Meeting.

    (a) WET WEATHER(i) In the program series of matches, the Adverse Weather Committee may abandon play in any or all matches for that day if they consider conditions are not fit for play. (ii) When a clear decision for ALL clubs cannot be reached the Committee may institute a Report to Grounds situation. Umpires will attend and be the sole judge of the weather conditions, and the fitness of the ground for play, bearing in mind the safety of all participants. Where the umpire and the teams unanimously agree that there is absolutely no possibility of any play for that day, the game may be abandoned 10 minutes prior to scheduled starting time of 1.30pm. However, where there is the possibility of play commencing at a later time from the scheduled 1.30pm start, a decision on the fitness of the venue for commencement of play can be called when suitable to do so. In the event no play has been possible prior to 3.30pm a final adjudication will be then being made.When the first day of a two-day match, play commences prior to 3pm, (no later), overs will be in regular observation of number of overs constituting a day’s play. Second day will then consist of the recognised constituted days play.First day no interruption, second day will be adjudicated as stated above. Captains and umpire will confer as to the number of overs to constitute the days play.

    In such Report to Ground circumstances the umpire will invoice the Association for 50% of the normal fee, and the Association will recoup the fee from the clubs involved.

In recognition of this, the Association has developed guidelines to be adopted to reduce the likelihood of injuries and illness in these conditions.

    17. CLOSURE of an INNINGS/FOLLOW ONAt any time during a match, either side may declare its innings closed. The side which bats first and leads by 100 runs in a two-day match or 75 runs in a one-day match, shall have the option of requiring the other side to follow on.

    18. PITCH and GROUND MAINTENANCE(a) The pitch and grounds may be rolled, watered, mown, or otherwise prepared prior to each day’s play, and the pitch may be rolled and/or swept for seven (7) minutes before the commencement of each innings. If a side so desires, it may, through its Captain, declare its innings closed before the time of adjournment, but it must do so in sufficient time to enable the other side to roll and/or sweep the wicket for seven (7) minutes. The wicket shall be prepared to a width of not less than eight (8) feet and marked in accordance with the laws of cricket.(b) Where the dates of play in the program series of matches and finals are scheduled on Saturday and Sunday (consecutive days) the only attention to the pitch and ground from the commencement of play on the first day and the completion of play on the second day will be by agreement between the captains and umpires.

    19. USE of COVERS on TURF PITCHESCovers shall be used for all matches, including, finals that have been drawn to be played on turf wickets under the control of all affiliated clubs of the Association. This includes all senior grade matches, Region 6 representative matches and Junior Country Week. The use of covers shall be in accordance with the regulations as determined from time to time by the Executive of the Association.

    20. PRE-MATCH REQUIREMENTS(a) Before play starts, it is each Captain’s responsibility to provide the Umpires with a list of Junior Players participating in the match, and their ages, in accordance with Rule 37.(b)Prior to the toss of the coin for choice of innings in two-day matches, the Captain of each team shall give the opposing Captain a team list of the eleven (11) chosen to play in the match; and having done so, subject to Rule 21 (Interchange of Players), no alteration shall be made without the consent of the opposing Captain.(c)In one day matches, twelve (12) players may be named in each team. However, only eleven (11) of these players shall be allowed to participate as batsmen and only eleven (11) shall be permitted to bowl and keep wickets (ie the batting twelfth man and the bowling twelfth man may be two different players). The non bowler cannot be the wicket keeper.Prior to the toss of the coin for choice of innings, the Team Declaration Form must be completed and indicate which player will not bat and which player will not bowl and keep wickets, and having done so, no alteration shall be made without the consent of the opposing captain. Subject to consent of the opposing team Captain or team Manager, the twelfth man, when a team is in the field, may be interchanged at any drink’s interval.

    All the above rules apply for all matches, home & away and finals.

    21. INTERCHANGE of PLAYERSIn the program series of matches two day games, one (1) interchange player is allowed in A Grade and A Reserve and two (2) interchange players are allowed in B Grade. 11 players are to be named prior to the toss on day one and any interchanged player(s)are to be named before the start of play on day 2. Only 11 players on each day shall be allowed to play. The interchange of players shall be in accordance with the regulations below.

    REGULATIONS for USE of “INTERCHANGE of PLAYERS” RULE 1. Applicable in two-day matches only; the rule does not apply in semi-final and final matches.2. Details of use of “interchange of players” rule must be detailed in Match Review section of Match Results report by the Captain.3. A player who has played on the first day of a match shall not be allowed to act as an “interchange player” on the second day in any other team. 4. An “interchange player” must be a registered player with the Association and eligible to play under all relevant rules.5. For the purpose of assessing eligibility and days played in each grade, a “replaced player” and “interchange player” will be deemed to have played

    one (1) day each under Rule 13(d).6. An “interchange player” shall be subject to the WDCA rules for the conduct of matches as would be applied to the replaced player if he/she had continued playing in the match. This means that the “interchange player” will on the second day continue a not out innings (though will begin his individual innings on 0 runs) or complete an over which has not been completed by the “replaced player” on the first day of play. All performance statistics will be allotted to the individual player concerned and any replaced “not out” batsman will be deemed “not out” for the purpose of determining batting statistics/averages.

    22. SUBSTITUTE PLAYERA substitute may be employed in the course of a one day or two day match in accordance with Law 24 in the 2017 Laws of Cricket.

    23. TOSS for CHOICE of INNINGS Captains shall toss on the field of play in the presence of the Umpire where appointed no earlier than 30 minutes and no later than 15 minutes before the scheduled or delayed time for start of play. Immediately after the toss the winning captain must notify the other captain of his decision to bat or field.

    24. INSUFFICIENT PLAYERS: FORFEITURE of MATCH A side which has fewer than six players in attendance at 30 minutes after the time appointed for a match to commence shall forfeit the match and the Executive shall have power to award appropriate points and/or impose on the forfeiting club a fine, the amount of which the Executive shall determine.

    25. CRICKET BALLSWhere the Executive enters into a sponsorship agreement with a cricket ball manufacture, that brand of cricket ball shall be the approved ball to be used by all Clubs in all matches under the control of the Association.For failure to comply with the requirements of this Rule, an offending Club shall be liable to a fine, the amount of which shall be determined from time to time by the Executive of the Association and published in a schedule of fines and penalties prior to the commencement of each season, and/or loss of any bonus points earned in match in which offence occurs.

    26. DEFINITION of an OVER(a) An over shall consist of six (6) balls. An umpire shall see that no trial or practice balls are bowled whilst both batsmen are at the wickets ready to play. Play is deemed to have begun from the time an Umpire signals the scorers that play is about to commence and calls “Play” to the striker.(b) For games conducted on hard wickets, covered with artificial turf or other material, balls bowled that are pitched outside the margins of the covered surface shall immediately be called as “No Ball” by the umpire. Balls which are pitched on the surface but are not within reach of the batsman shall be deemed as “Wide” deliveries. (Refer to the Laws of Cricket, No. 22, Wide Ball).

    27. RECORDING TEAMS and MATCH RESULTS (SCORESHEETS)After the termination of each day’s play in every Grade, it is the responsibility of both teams to enter or confirm the match status or result, their players’ scores including batting and bowling figures, methods of dismissal and fielders’ name, and any alterations to the selected team. This is to be done by 10.00 a.m. on Sunday morning for matches only played on Saturdays, and by 7.00 p.m. on each day of play for matches over both days of a weekend. All captain reports, were applicable, are to be completed by 10.00am on the Sunday morning for matches only played on Saturdays and by 7:00pm on the last day of play when matches are played over both days of the weekend.The Executive shall determine the procedure to be adopted in respect of this Rule, and forward a copy of the procedure to each Club prior to the commencement of each Season.For failure to comply with the requirements of this Rule, an offending Club shall be liable to a fine, the amount of which shall be determined from time to time by the Executive of the Association and published in a schedule of fines and penalties prior to the commencement of each season, and/or loss of any bonus points earned from that day’s play. The Executive shall determine a schedule of fines in respect to this Rule, and forward a copy of the schedule to each Club prior to the commencement of each Season. All outstanding fines must be paid before a team participates in the finals.

    28. REGISTRATION of PLAYERS(a) The registration of players is maintained by the use of the web-based player management system (My Cricket). The registration shall provide among other things for – surname, Christian names, place of residence, date of birth, email address and mobile phone number. Each new player shall be eligible to play for a Club once his/her registration is approved by the web-based player management system, prior to the commencement of any match in which he participates.(b) Any player who has not participated in any Wangaratta and District Cricket Association Inc. fixture for two (2) seasons shall be deemed to be unattached, providing such player was financial on the books of his previous Club.29. A CLUB FIELDING TWO TEAMS in the SAME GRADEAny Club which fields two teams in the same grade in this Association may use any of its players in either team for up to five (5) games in each season. When a player has played six (6) games with either team they shall be tied to that team for the remainder of the season and the Club shall

    notify the Secretary of the Association within five (5) days after the completion of the match in which such qualification occurs. A player is eligible to play in final matches only with the team they have played the greater number of games with during the season.

    30. CLEARANCE of PLAYERS BETWEEN CLUBS WITHIN the ASSOCIATION(a) Clearances are required for all Junior and Senior players from any club registered on My Cricket System, including all clubs within the Association.(b) The “New Club” must enter the details via the MyCricket electronic system and an automatic request will go to the “Old Club” and the WDCA.(c) “Old Clubs” have a maximum of five (5) days from the date an application is lodged to respond or an automatic clearance will result. (d) Applications for Clearances of players between Clubs of the Association may only be lodged after August 1 and not later than January 31 each year.(e) Clearances can ONLY be refused on the grounds of fees outstanding, club equipment not returned or a signed contract showing that the player is still committed to the club and details of the indebtedness must be provided with the refusal.(f) Should an impasse result WDCA will liaise with “old” club or association to resolve issue before a clearance can be granted.

    (g) No player currently suspended in any registered cricket competition can apply for a clearance until suspension is completed.

    31. CLEARANCE of PLAYERS BETWEEN the ASSOCIATION and OTHER ASSOCIATIONS(a) Clearances are required for all Junior and Senior players from any club registered on My Cricket System, including all clubs outside the Association.(b) If a player wants clearance between Clubs affiliated with two Associations which are both using the web-based player management system (My Cricket), the clearance application must follow the procedure outlines in the My Cricket system.(c) No player registered with the Association shall transfer to a Club in any other Association that the Association shall from time to time decide without having first received a clearance endorsed by the President or Secretary of the Club from which such clearances is required. Failure to comply with the requirements of this Rule shall be reported to the Secretary of the other Association.

    (d) A player who is registered and playing with a Club in Victorian Premier Cricket or the Victorian Sub District Cricket Association in any season, except a player subject to Rule 30 (d), shall not be eligible to be registered with a club in the Association in that season unless a written clearance, or statement of release, has been obtained from the Administration Manager of the Victorian Premier Cricket Club or Secretary of the Victorian Sub District Association Club from which the clearance or release is required. Such clearance or release, if granted, shall be presented to the Permits Committee of the Association not later than 5.00pm on the Friday prior to the commencement of the match in which the player wishes to participate.(e) A player who is registered with a Club in the Association but plays for a trial period (that is six (6) playing days in one trial period only) with a Club in Victorian Premier Cricket or the Victorian Sub District Cricket Association in any season, shall not be eligible to return to play in the Association at the completion of the trial period except with the sanction of the Permits Committee. For the purpose of this Rule the player shall lodge an application with the Permits Committee of the Association not later than 5.00 pm on the Friday prior to the commencement of the match in which the player wishes to return to participate in.(f) A player who is registered and playing with a Club in an Association other than an Association designated in terms of Rule 30 (a) and Victorian Premier Cricket or the Victorian Sub District Association in any season shall not be eligible to be registered and play with a Club in the Association in that season except with the sanction of the Permits Committee. For the purpose of this Rule an application including full details of the player shall be presented to the Permit Committee of the Association not later than 5.00 pm on the Friday prior to the commencement of the match in which the player wishes to participate.

    32. REPORTING of PLAYERS

    (a) An umpire may report a player for a ‘Serious Offence’ breach of the Code of Player Behaviour as defined in the Laws of Cricket and, as soon as practicable after the occurrence of the event to which the Report relates, the umpire shall inform the reported player and the captain of his team of the Report. After the match, the umpire shall record brief details of the report in that section provided of the umpires’ Player Report Form, including whether they indicate that the set minimum penalty for that offence is to apply or the report to be referred to the Independent Tribunal. The umpire must then lodge with the Association Administration Officer a written statement detailing the reported incident within 48 hours of the conclusion of the day’s play out of which the report has arisen.

    (b) If the reported player or the captain of his/her team is not able to be notified by the umpire after the end of the day’s play, it will be sufficient for the umpire to complete the umpires’ Player Report Form, and submit a written statement detailing the reported incident within 48 hours of the conclusion of the day’s play out of which the Report has arisen. Such statement is to contain reasons why the reported player and/or captain were not notified.(c) When the reporting umpire(s) have indicated that the set minimum penalty for that offence is to apply, reported players have the option of accepting the set minimum penalty or having the case heard by the Independent Tribunal. The reported player must notify his/her Club Secretary of this decision. The Administration Officer of the Association must be notified of the reported players decision as soon as possible and no later than 12.00 p.m. on the third day following the conclusion of the match.

    (d) It should be noted, however, that the Executive of the Association may still elect to have the report heard by the Independent Tribunal regardless of the reported player’s decision. If the reporting umpire(s) indicate that an Independent Tribunal hearing is required, the reported player has no option.(e) If the matter is referred to and found proven by the Independent Tribunal, then the penalty impose will be greater than the set penalty offered, as determined appropriately by the independent tribunal members.

    (f) To convene a tribunal, it will cost the club $500 non-refundable. A “not guilty” sentence may see half refunded. This is to be determined by the independent tribunal.

    33. INDEPENDENT TRIBUNAL PROCEDURES(a) Upon receipt of a report of a player from an umpire under Rule 31, the Association Administration Officer shall notify the Club Secretary of the player reported, the Convenor of the Association’s Umpiring Sub-committee and the Association President. The President will convene an Independent Tribunal as per the below guidelines;

    (i) A panel, comprising not less than six (6) and not more than nine (9) volunteer persons shall be appointed at each Annual General Meeting of the Association to serve on the Independent Tribunal for the ensuing twelve (12) months. The Association President will appoint three (3) members from the panel for each sitting of the Independent Tribunal when required. The members of the Independent Tribunal may include life members of the Association but shall not include a member of the Association Executive, or a paid member or a sponsor of any clubs affiliated with the Association. In the event of only two (2) persons from the panel being available for a Tribunal hearing, the Association President shall have the power to appoint one further member from outside the panel, using the foregoing criteria.

    (ii) The specific powers and duties of the tribunal shall be;~ to enquire into and determine all disputes, differences and complaints contemplated under rule 31 and 32 of these rules, referred to it by the Association Executive.~ to enquire into and determine all reports by umpires of “serious offence” breaches of the Code of Player Behaviour as per the Laws of Cricket.

    (b) Reported players and the umpires may be represented by an advocate with no legal training at the Tribunal, but only by one of their own club officials.(c) It is permissible to call witnesses to offer evidence on behalf of the player and/or the umpire.(d) The Tribunal Hearing shall be conducted prior to commencement of the next scheduled round of matches following the Report. Should a suspension be imposed, the penalty shall commence from the first match following the Tribunal decision. (e) Any person summoned to attend a Tribunal Hearing and failing to do so, shall be suspended for one match and/or fined, unless a reasonable excuse for his non-attendance is forthcoming.(f) The Association executive or Administration Officer, shall present the charges and summon.(g) If the charge is sustained, the Tribunal can impose a greater penalty of a suspension, and/or fine. A suspended sentence may be imposed on its own, or in conjunction with a suspension or fine. (h) The decision, as laid down by the Tribunal, shall be recorded by the Association executive member or Administration Officer and will be made available to any Appeal Tribunal at Region 6.(i) The Tribunal is not obliged to give any reasons for any decision/s made.(j) After the determination by the Independent Tribunal in any case under Rule 31 or 32 of these Rules for the Conduct of play, the player against whom such determination is given has the right of appeal with new evidence to Region 6 in accordance with their Appeal Tribunal procedures and is accompanied by a deposit of Five Hundred Dollars ($500), which in cases deemed by the Region 6 Appeals Tribunal to be frivolous shall be forfeited(k) The decision of Region 6 acting as an Appeals Tribunal shall be final. (l) The Tribunal Hearing Procedures will be in accordance with the regulations regarding the Conduct of the Tribunal Hearings as determined from time to time by the Executive of the Association.

    REGULATIONS REGARDING the CONDUCT of TRIBUNAL HEARINGSThe following Regulations are currently set down for the conduct of Tribunal Hearings: 1. Chairperson establishes names and role of participants present. Names are recorded by Minute Secretary.2. Chairperson outlines procedure to parties attending Tribunal.3. Charge is read.4. Charged person enters a plea.5. The reporting Umpire or Club Representative (Complainant) outlines his/her version of incident.6. The Umpires advocate may question Umpire or Club complainant (where applicable).7. The Charged person’s advocate may question Umpire or Club complainant (where applicable).8. The Charged person gives his/her version of the incident.9. Either advocate may separately ask questions of the person charged.10. Advocates may sum up separately (at this stage any relevant evidence may be presented on behalf of the charged person).11. All participants will leave while the Tribunal considers the evidence presented12. Participants return and Chairperson reads verdict.13. The Chairperson shall approve and sign the record of proceedings.

    34. SUSPENSION of a PLAYER by a CLUBAny Club suspending or expelling a player from its ranks shall forward to the Association Secretary within one (1) week of such expulsion or suspension, the name of such player, together with particulars of the offence, and with reasons for the action taken. The player shall have the right of

    appeal to the Executive subject to rule 35 Expulsion, Suspension or Fining of Members.

    35. DISQUALIFICATION from PLAYINGNo player whilst under suspension shall be permitted to take part in any Association match.

    36. EXPULSION, SUSPENSION or FINING of MEMBERS(a) The Executive shall, subject as hereinafter provided, have power to enquire into and determine all disputes, differences and complaints which may arise between, or concerning, any of the Clubs playing under its control or their players or members, in connection with any matches played between such Clubs, or in any other matches arranged by the Association, or in connection with any clearance, and if it deem fit, disqualify or deal with any Club, Player or Member concerned, and may delegate any or all such powers to any Committee or Independent Tribunal appointed by the Association.(b) All disputes, differences and complaints referred to the Executive shall be decided by the Executive under the provisions of Rule 35(a) of these Rules, subject to the right of appeal under Rule 35(c). Any Club, Player or Member failing to abide by such decision shall be liable to a fine and/or suspension and/or expulsion.(c) After the determination of the Executive of any dispute, difference or complaint contemplated under Rules 35(a) and 34(b) of these Rules, the player or Club against whom such determination is given shall have the right of Appeal to Region 6, new evidence in accordance with the Appeal Tribunal procedures and is accompanied by a deposit of Five Hundred Dollars ($500), which in cases deemed by the Region 6 Appeals Tribunal to be frivolous shall be forfeited.(d) The decision of Region 6 acting as an Appeals Tribunal shall be final.(e) In all cases of complaints, disputes, differences, the complaining Club or person shall deposit with the Association Secretary or Administration Officer the sum of Five Hundred Dollars ($500), which, in cases deemed by the executive to be frivolous, shall be forfeited. (f) Any Club, or Member of any Club, may be liable to suspension during the pleasure of the Executive in the event of such Club or Member violating its Rules or failing to comply with its lawful directions, subject to right of appeal under Rule 35(c) of these Rules.(g) Any Club, or Member of any Club, while under suspension shall cease to enjoy any rights or privileges held by it under the Association and shall cease to be entitled to representation on the Association other than the right to appeal under Rule 35(c) of these Rules.

    37. INDIVIDUAL PLAYER AWARDSWhere the Association presents a trophy for the season’s best batting average, the winner shall have had a minimum of seven (7) innings and scored a minimum of 250 runs. Where the Association presents a trophy for the season’s best bowling average, the winner shall have taken a minimum of 20 wickets.For the purpose of determining these two trophies, performances in the programmed series of matches only will be considered.Where the Association presents a trophy to the batsman recording the highest score for the season, performances in semi-final and final matches will be considered.

    38. JUNIOR PLAYERS PARTICIPATING in SENIOR COMPETITION:LIMITS on OVERS FOR FAST and MEDIUM BOWLERSIn accordance with ICC and Cricket Australia Policy, the following
