Preface

By building on more than a century of experience in science and medi-cal research, Vienna has advanced to become one of the leading life science hubs in Europe in the past 20 years. This success is based on outstanding research performed by the scientists at the city’s universities and research in-stitutions, on the entrepreneurial spirit and innovations developed by dynamic life science start-ups and established companies as well as on the financial and strategic investments made by the City of Vienna and the federal govern-ment.

Over the last 10 years, the Austrian national funding bank, austria wirt-schaftsservice (aws), has awarded roughly 430 million euros in grants, loans and guarantees to life science companies. Since 1998, the ZIT – The Technology Agency of the City of Vi-enna, the Vienna Science and Tech-nology Fund and the Vienna Business Agency have also funded life science projects to the tune of 117 million eu-ros. The custom-tailored funding and service instruments of these and other funding agencies such as FFG and IN-iTS, leveraged a multitude of private in-

vestments and cooperation with large international enterprises. Moreover, a perfect interaction between universi-ties, research institutes, and industry resulted in a knowledge and technol-ogy transfer that has been crucial for successful company developments.

Since 2002, Life Science Austria Vi-enna (LISAvienna) has been success-fully operating as a life science cluster organization providing information and advice for potential start-ups and new arrivals, as well as for life science busi-nesses in general. The five core activi-ties of LISAvienna include consulting, marketing, qualification, networking, and the compilation of life science re-lated strategic studies.

With this report LISAvienna aims to depict Vienna as a leading European research and business location in the field of the life sciences. The report provides the latest facts and figures which underscore the significance of the life sciences in Vienna. And is the first statistical survey according to the internationally accepted OECD and GMDN standards in Austria. In 2010, the Life Science Cluster Vienna

counted more than 400 companies of which 99 were biotech and medtech companies that were producing or developing products and processes in these fields. These core enterprises employed more than 9,000 people and generated 1.7 billion euros in sales in 2010. Apart from these business ac-tivities, basic research is performed by 22 research institutions, which em-ploy over 14,000 people. The survey is complemented by success stories of outstanding companies and provides an insight into the first-rate academic landscape in Vienna. It also includes an extensive company directory to en-courage you to discover more about Vienna's scientific and business po-tential.

Finally, we invite you to join BIO-Eu-rope 2013 in Vienna, Europe’s largest partnering conference serving the glo-bal biotech industry.

Life Science Facts & FiguresVienna has a long tradition of excel-lent scientific and medical research. The traditions of the Second Vienna Medical School are manifested today in a focus on medical biotechnology centering on anti-infectives, immunol-ogy, oncology, production technologies and vaccinations. Another core area is medical technology, in particular elec-tromechanical medical devices and software for medicine, telemedicine and e-health.

CompaniesA recent study revealed that Vienna is currently home to more than 400 life science companies. Of these, 99 are considered to be active and dedicated biotechnology and medical technology companies, according to the OECD and GMDN criteria (see definition p. 151).

The basis for successful in-house company research often originates in outstanding academic research. In life science research and education, Vien-na ranks top in Austria: Twenty-two re-search institutions are located in Vienna. Five universities, two applied universi-ties, ten non-profit research institutes and five other organizations perform noteworthy research and teaching ac-tivities in the life sciences. With more than 35,000 students in the life scienc-es alone, Vienna educates more young scientists than any other city in Austria. Altogether, the 22 research institutions employ over 14,000 people. Numerous publications (5,182 in 2010) in interna-tional journals are evidence of the ex-cellent research activities.

These employ over 9,000 staff. The ac-tive and dedicated biotechnology and medical technology companies gener-ated revenue to the tune of 1.7 billion euros in the year 2010. As expected, the research & development (R&D) to sales ratio in dedicated biotech com-panies of 151% is substantially higher than the R&D to sales ratio of dedicat-ed medtech companies which is 26%.The difference is due to the intensive

research and the long development times that are necessary for biotech-nological products. Furthermore, the biotech companies are very young compared to the medtech companies. The medtech companies, with an aver-age age of 17.9 years, are more than twice as old as the average biotech company, which is 7.1 years. Vienna’s share in the Austrian life sciences is re-markable: 58% of all Austrian biotech-

nology companies are located in Vienna. They account for 29% of the total rev-enue and employ 55% of all staff work-ing in the Austrian biotech industry. Also, in the area of medical technology many companies are located in Vien-na: 37% of all Austrian firms are in the capital city. They generate 52% of the total revenue with 27% of the employ-ees working in the medical technology branch in Austria.

Since the European Union has expand-ed eastwards, Vienna has reinforced its role as a business, academic and cultural hub for Central and Eastern Europe. With a highly qualified multina-tional workforce, a superb infrastruc-ture and public service, Vienna is an

ideal location for investments in the life sciences as well as for collaborations with researchers at first-rate academic institutions and hospitals.

Good Quality of Life

Vienna has always been known through- out the world as a city defined by its long history of art and culture. In addi-tion to its numerous cultural offerings, the city is full of inherent natural beau-ty. Vienna is consistently ranked at the top of the list in international surveys on the quality of life. According to the 2010 Mercer Quality of Living Survey, in which 221 cities were evaluated on the basis of personal safety, political and economic stability, healthcare, educational and recreational opportu-nities, Vienna was once again rated as the city with the world’s best quality of life.

At the Heart of Europe

Over the past 20 years, Vienna has grown into the political and economic center of Central Europe. The city is an ideal business location: whether as an east-west interface or as the headquar-ters for a company’s Central and East-ern European (CEE) business activities. Vienna is home to the CEE headquarters of some 300 international corporations such as Eli Lilly and Siemens. Vienna's international airport offers more non-stop flights to CEE destinations than any other airport. As a Danube port, a major rail hub and with its well-developed road systems and excellent public transport system Vienna’s infrastructure is ideal.

growth markets of the neighboring countries in Eastern Europe, but also the attractive tax system with a low corporate tax of 25% and the op tion of group taxation. Group taxation re-ductions allow international groups and companies with Austrian sub-sidiaries to transfer profits and losses between group subsidiaries and to re-duce the overall corporate tax liability to a minimum. In addition to low rates of tax, there are generous deductions and exemptions for investments in research and education. R&D allow-ances of up to 25% (in special cases up to 35%) are available on research and development expenditures. The Austrian tax system grants a tax pre-mium for research amounting to 10%. For the education and training of em-ployees employers can claim a tax al-lowance of 20%.

Dynamic Start-ups and

Global Players

The growing importance of Vienna as a life science cluster is reflected in the numerous start-ups, the emergence of new research centers and the es-tablishment of subsidiaries by leading global life science companies. Numer-ous international corporations have a notable presence in Vienna. In addi-tion to pursuing their sales activities in Central and Eastern Europe from their Vienna base, some of these subsidiar-ies also operate research and produc-tion facilities here.

In 1997, Austria became the Baxter Group‘s biggest location outside Amer-ica. Around 3,800 people are currently employed in production, research (bio-sciences) and marketing organizations in Vienna and the surrounding area. Their activities include the develop-ment and production of blood plasma

compounds, recombinant coagulation factors, fibrin sealants and vaccines such as the FSME vaccine, which pro-tects against tick-borne encephalitis. In 2008, Baxter also founded Baxter Innovation GmbH, in which all Austrian and international R&D is clustered.

The Boehringer Ingelheim Regional Center Vienna (RCV) is responsible for the pharmaceutical business in more than 30 Central and Eastern European countries and manages the entire clini-cal research of this region. The com-pany is also the dedicated oncology research center of the international group as well as an important site for biopharmaceutical development and production. With more than 1,100 em-ployees and research expenses of 143 million euros in 2010, the Boehringer Ingelheim RCV ranks among the top companies and employers of the Aus-trian life science sector.

The Austrian subsidy of Eli Lilly was founded in June 1976. Altogether al-most 190 employees work in the dif-ferent branches in Vienna. Since 1997, Vienna has been the company’s head-quarters for CEE (Central and Eastern Europe), for parts of the management of the EMS region (European Mid Size) and AMERASIA (Africa, Middle East, Russia and Asia), as well as the Re-gional Medical Center responsible for research activities. The site in Vienna is a central hub and a platform for inter-national research activities. The Area Medical Center Vienna is responsible for the planning, coordination and im-plementation of clinical studies.

Sanochemia Phamazeutika AG was founded in 1990 and has been listed on the Frankfurt Stock Exchange since 1995. Sanochemia is a research-based

pharmaceuticals organization special-izing in drug development for the treat-ment of diseases affecting the central nervous system. Sanochemia‘s best-known product is synthetically pro-duced galantamine which is used in the treatment of Alzheimer’s disease.

Otto Bock Healthcare Products GmbH develops and manufactures high-tech prosthetics and innovative products for people with limited mobility around the world. The Austrian subsidiary of the German Otto Bock Group is a compe-tence center for mechatronics. The leg prosthesis system C-Leg® controlled by a microprocessor and the myoelectric arm prosthesis DynamicArm®, which helps the patient regain elbow function, were both fully developed in Vienna.

These global players are supplement-ed by a fast growing number of bio-tech and medical technology start-ups and a superior research infrastructure.

The City of Vienna strongly promotes life sciences with financial incentives and the fostering of networks. These networks as well as state-of-the-art technology hubs facilitate interaction between global players, start-ups, re-search institutions and educational fa-cilities with the aim of ensuring the fast and effective transfer of technologies between the scientific and the busi-ness communities. Up to 2018, the City of Vienna together with the Republic of Austria will be investing 52 million eu-ros into the Campus Vienna Biocenter (CVBC) a cutting-edge shared core fa-cility. Over a 10-year period the city will invest another 10 million euros in the Vi-enna Institute of BioTechnology Equip-ment GmbH located at LifeScience Vienna Muthgasse in the 19th district. In addition to the state-of-the-art infra-structure, customized funding for start-ups and established companies is of-fered by different agencies.

Tailored Funding and Services

Austria and in particular Vienna of-fer a broad range of financial sup-

port programs from national and city agencies. On behalf of the Austrian Federal Ministry of Economy, Family and Youth, austria wirtschaftservice (aws), the Austrian funding bank aims to stimulate the economy through fi-nancial support and know-how trans-fer. aws provides financial support to high-technology start-ups with its programs “LISA PreSeed” and “LISA Seedfinancing”. The PreSeed pro-gram provides funding for proof of principle experiments or the develop-ment of prototypes before a high-tech business is founded. The maximum amount of this nonrefundable grant is 200,000 euros. Starting up an inno-vative and internationally competitive high-tech company requires consider-able know-how, a lot of courage and sufficient capital. With “LISA Seedfi-nancing” aws funds the start-up phase of young high-tech companies with up to EUR 1 million, combined with cus-tomized advice and support. These funding programs are embedded in a comprehensive life science program, ranging from the life science business plan competition “Best of Biotech” to

international location marketing under the national brand Life Science Austria (LISA). The business financing by aws is supplemented by the Austrian Sci-ence Fund (FWF) which funds basic academic research and the Austrian Research Promotion Agency (FFG) which is in charge of applied research funding.

In Vienna several agencies supple-ment federal funding: ZIT – The Tech-nology Agency of the City of Vienna, the Vienna Science and Technology Fund (WWTF), the Vienna Business Agency and the university business incubator INiTS.

ZIT provides support mainly for small and medium-sized enterprises loca-

ted in Vienna in the form of grants, technology-specific infrastructure, as well as free services like technology transfer consulting. ZIT’s research funding program supports indus-trial and experimental R&D projects managed by Viennese businesses, where the investment is expected to result directly or indirectly in product, service or process innovations. Cash grants of up to 500,000 euros are awarded for the best R&D projects.

In 2010, 168 life science projects in Vienna were able to attract fund-ing amounting to 35.5 million euros (funding cash value) from the differ-ent available funding programs of aws, FFG, Vienna Business Agency, WWTF and ZIT.

Lisavienna – Life science austria ViennaLISAvienna aims to unlock the potential of the life sciences in Vienna by supporting the commercial application of scientific discoveries. As a joint initiative of the Republic of Austria and the City of Vienna, LISAvienna helps to ensure that the eco-nomic potential of the life sciences is fully exploited and turned into marketable products, improved processes and new services. The main focus of LISAvienna’s activities is on custom-tailored advice and assistance for innovative enterprises. The initiative is supported by austria wirtschaftsservice (aws) and ZIT – The Technology Agency of the City of Vienna.

the tU Vienna is among the most successful technical univer-sities in europe and is austria's largest technical research and educational institution. the tU Vienna provides expertise in bio-analytics and sensor development, biomechanics, biomedical engineering, chemical technologies, electrodynamics, material sciences and software development. an experienced technolo-gy transfer unit forms the professional interface towards indus-try partners to catalyze partnerships that bring new develop-ments to the market. www.tuwien.ac.at

Vienna is home to seven universities, ten non-profit research institutes and five other organizations per-

forming life science research. This makes the city a globally renowned hot spot for research and teach-

ing activities that attracts more than 35,000 students in life sciences alone. They are trained by a grow-

ing number of researchers and teaching staff that in 2010 amounted to more than 14,000 people – the

majority (52%) of them are female. With almost 5,200 life science papers in peer-reviewed journals, the

scientific output in life sciences was significant. 45 life science patents filed in 2010 prove that Vienna is

also a fertile ground for technology transfer.

Lifescience Vienna muthgasse is the most recent life science lo-cation in Vienna. it bundles university and research institutions such as the University of Natural Resources and Life Sciences (BOKU) or the Austrian Institute of Technology (AIT) with life sci-ences companies and organizations offering beneficial synergies. With state-of-the-art infrastructure, Lifescience Vienna muthgas-se accommodates the requirements of different fields of research such as biology, chemistry and physics. the first phase of the spectacular project ”Biotech i” with more than 24,000 m² is alrea-dy in use. the next building, Biotech ii will provide 29,000 m² of office and lab space. the WHite sPaCe will add another 25,500 m² of rental space. www.lifescience-vienna.com

the CVBC at neu marx, is one of the leading international bio-medical research centers worldwide. medical University of Vienna

the Campus of the medUni Vienna is austria’s largest research and teaching institution. its activities are based on three key pillars – research, teaching and patient care. the heart of the campus is Vienna’s General Hospital (aKH), europe’s biggest hospital. each year 100,000 patients are treated as inpatients in 31 university clinics, 48,000 surgeries are conducted and 605,000 outpatients receive treatment in the day-clinics of the aKH. numerous medi-cal institutions, such as st. anna Children’s Hospital, and a variety of research institutes and business enterprises have established themselves in the vicinity. their presence offers innovative syn-ergies and incentives, all of which ultimately benefit the patients. www.meduniwien.ac.at

University of Veterinary medicine

the Vetmeduni Vienna is austria's only university for veterinary education and research. the facility centers around an animal hospital for clinically demanding cases. equipment and facilities for teaching and research are state-of-the-art and numerous associated organizations as well as life science companies are located on the campus. the objectives of Vienna's Vetmeduni focus on new goals in preventive and curative veterinary medi-cine for livestock, companion animals, and wildlife, and on safe food from healthy animals. VetWiDi GmbH, an enterprise of the Vetmeduni Vienna, forms the interface between research and economics at the university and supports the scientists in all

the Life sciences in Vienna: spotlight on research and teaching

A brochure on the life sciences in Vi-enna would be incomplete without considering research activities which go beyond the business side. In fact, commercial activities in the life sci-ences are often based on outstanding academic research. LISAvienna asked 22 institutions active in the life scienc-es to participate in a survey* to gather up-to-date statistics on life science research activities in Vienna. Because commercial activities in biotech and medtech are linked to many different disciplines such as agriculture, biol-ogy, chemistry, engineering, material sciences, medicine, pharmaceutics and veterinary medicine, a very broad and extended life science definition has been applied for the set-up of the sample. The bandwidth of the insti-tutes’ landscape is particularly large. It includes classical academic educa-tion at the University of Vienna as well as training in specialist disciplines in basic and applied research facili-ties. This extensive scientific range traditionally attracts a large number of national and international private companies that support research with large amounts of external funding or even completely self-financed institu-tions. Numerous innovations owe their existence to this proximity between research and industry. Short profiles of the 22 organizations that contrib-

uted their data are included in this re-port (see p. 18).

By the end of 2010, these institutions em-ployed roughly 14,100 people in the life sciences (n = 21), 52 % of them were women (n = 20). With more than 35,000 students in the life sciences alone, Vienna educates more young scientists than any other city in Aus-tria. 5,182 life science papers were published in peer-reviewed journals by researchers based in the organiza-tions included in the sample (n = 20). Furthermore, 45 (n = 18) life science patents were filed last year. In 2010, the total life science budget of the organizations amounted to 699 mil-lion euros (n = 16), of this amount 194 million euros (n = 19) came from third-party funding.

Long Traditions and Cutting-edge Research

Vienna owes its success as one of the most important life science centers in Europe today to its long tradition

in scientific and medical research. Names such as Semmelweis, Billroth and Landsteiner have all taken their place in the annals of the city’s history. The University of Vienna, founded in 1365, is Austria‘s largest univer-sity. The Medical University of Vi-enna was originally founded in 1365 as a Medical Faculty of the Univer-sity of Vienna. Since 2004 the Med-Uni Vienna is an autonomous uni-versity. The University of Veterinary Medicine was founded in 1765 by Empress Maria Theresa as the first veterinary medicine educational es-tablishment in the German-speaking world. In 1815, the Vienna University of Technology was established and in 1872 the University of Natural Re-sources and Life Sciences was found-ed. Since the 1990s the institutional landscape has diversified immensely. Nowadays cutting-edge research is not only performed in well-estab-lished universities but also in research institutions such as the Max F. Perutz Laboratories, the Institute of Mo-lecular Pathology (IMP) or institutes operated by the Austrian Academy of Sciences (ÖAW) like the Center of Molecular Medicine (CeMM), the Gregor Mendel Institute of Molecular

New Types of Collaborations

New forms of institutions have emerged to address research ques-tions that concern tangible societal and industrial problems and to allow for new types of collaboration with commercial and societal partners. These include institutes and labs sup-ported by the Christian Doppler Re-search Association (CDG), the Lud-wig Boltzmann Gesellschaft (LBG) and the Karl Landsteiner Association. Furthermore, technology-focused competence centers like the Austrian Centre of Industrial Biotechnology (ACIB) and the Center for Virtual Real-ity and Visualization Research (VRVis) have been set up and complement existing institutions like the Austrian Institute of Technology (AIT) and the Austrian Research Institute for Chem-istry and Technology (OFI).

Talent is the Key to Success

Perfect organizational structures and a top infrastructure are without a doubt crucial for the delivery of excellent re-search results. However, the people working in these structures are the key to success. Their talent and motiva-

tion make the difference. At the end of 2010, 1,186 highly educated and motivated people worked in Vienna for the non-profit research institutions which were included in LISAvienna's survey. Women accounted for half this number. These employees are active in a wide variety of professions from medical doctors, clinical researchers, lab researchers, computer specialists and engineers to project managers, financial experts, administrative and public relations experts. Today, the life sciences also attract a large number of students: At Vienna‘s universities 35,288 students are registered in these courses, of these 33,184 at universities and 2,104 at applied universities.

Input and Output

Despite the controversial discussions on peer-review processes, they are still the standard of quality assur-ance in the academic world. Only publications that have been reviewed by experienced colleagues are pub-lished in high impact journals with an international readership. Researchers at the institutions that participated in LISAvienna's survey published 5,182 life sciences papers in peer-reviewed journals in 2010 – including Cell, Na-ture or New England Journal of Medi-cine and Science. Scientific output,

of course, also has other dimensions like education of the next generation of researchers but also, for example, the generation of patents for promis-ing new inventions. In 2010, the aca-demic and non-profit institutions in the sample filed a total of 45 patent applications. Clearly, this output re-quires significant and ongoing public funding – especially as research in the life sciences can be very time-con-suming and costly. The 16 institutions that provided LISAvienna with their financial data spent roughly EUR 699 million on the life sciences in 2010. Furthermore, 19 institutions received EUR 194 million for research projects in the life sciences last year.

Top Research Hot Spots in Vienna

In recent years, five science and tech-nology centers have emerged at vari-ous locations across Vienna where research institutions, hospitals and businesses co-locate. Dynamic start-ups and outstanding academic insti-tutes are concentrated at the Campus Vienna Biocenter, around the Vienna General Hospital which is one of Europe's largest hospitals, at Life-Science Vienna Muthgasse, on the 15-hectare campus of the University of Veterinary Medicine as well as at the Vienna University of Technology.

Biotechnology in Austria is among the industry sectors with the great-est future potential. In the last ten years, a lively scene has developed nationwide with Vienna hosting 61 companies. As shown in Tab. 4, the capital is home to 43 companies that are completely dedicated to biotech-nology (called dedicated companies, see OECD definition p. 151). They have been attracting attention since day one – particularly in the most demanding discipline of biotechnol-ogy: the development of new drugs. Around 70% of all Vienna-based bio-tech companies are active in this field (see Fig. 6). Other operations com-prise largely various services in the life sciences field or industrial and agricultural biotechnology R&D.

Alongside the dedicated companies, there are 18 in some cases consider-ably larger companies in which bio-technology represents one of several activities. They are referred to here as biotechnology-active companies. The subsidiaries of international phar- maceutical companies such as Baxter, Boehringer Ingelheim or Eli Lilly, which fall into this category, can be consid-

ered as the nucleus out of which Aus-tria's modern biotech industry arose.

Dynamic Start-up Scene

In recent years, the news coming out of Vienna has been predominantly posi-tive. Enterprises such as the vaccine specialist AFFiRiS, the cancer experts at Apeiron or the next generation anti-body company F-star have made inter-national names for themselves due to excellent clinical results and licensing agreements with leading pharmaceuti-cal companies. The fertile climate also attracts newcomers such as PDC Bio-tech which moved to Vienna from Can-ada in 2008 to develop drugs against preterm labor. Most recently (and after this survey was concluded), the vaccine developer Hookipa Biotech managed to pocket some of the rare early-stage venture capital. Renowned internation-al investors like Sofinnova Partners or Forbion brought in more than 7 million euros in the first financing round.

Most biotech companies engage in the field of health/medicine but numer-ous companies are also active in areas apart from drug development (see Fig.

be seen in the mostly established bio-tech-active companies which earned approx. 786 million euros in 2010 (see Tab. 4). Together with the sales earned by dedicated companies, Vienna has the one billion mark in revenues in sight. Positive developments like these are honored by investors. Last year, 58 million euros of capital flowed into Vienna-based biotech companies. 14 million euros of this came from venture capital firms, another 28 million euros came from other private sources like business angels. By now, the indus-try sector has reached a critical mass, which means that it can also cope with development setbacks in individual companies and survive without crip-pling damage.

Strong Investment in Research and Development

In 2010, the dedicated biotech compa-nies spent 146 million euros on research and development. Thus, the investment is 1.5 times higher than the yearly sales achieved by dedicated biotech firms. This shows that the industry is still young, but furthermore it demonstrates that a considerable amount of capital

6). Good examples are Mycosafe or Vi-rusure. Both companies are spin-offs of the University of Veterinary Medi-cine in Vienna and operate today as successful specialists for in-vitro test-ing of bacteria or viruses and prions. Furthermore, EUCODIS Bioscience is an enzyme engineering company with customers in the phar ma ceutical, bio-tech no logy, diagnostics and other in-dustries. The firm manu factures and markets more than 50 well-character-ized enzymes worldwide.

Turnover: 1 Billion Euro Mark in Sight

The average age of a Viennese bio-technology company is only 7.1 years (see Fig. 7). Due to their youth and highly research-oriented nature, the dedicated companies generated sales of 97 million euros which is relatively insignificant when compared to other future industries such as IT or medi-cal technology. However, the special business model of the biotechnology companies with its long development times has been understood in Vienna: Long-term development of the bio-technology sector is being encour-aged. Where this route may lead can

has been raised from venture capital as well as from cooperation agreements with pharma ceutical companies to build a strong pipeline of R&D projects which is the basis for future commercial success.

Biotech “Made in Vienna” –

22 Products in Clinical Development

Two biopharmaceutical products de-veloped in Vienna are currently on the market: an anti-viral nasal spray against the common cold, developed by Mari-nomed, and a vaccine against Japa-nese Encephalitis, developed by Inter-cell. Nine further biological agents are expected to demonstrate their efficacy for patient therapy in clinical phase II. Among them is a compound against serious skin infections and bacterial pneumonia caused by drug-resistant bacteria, developed by Nabriva. Final-ly, there are 13 components (see Fig. 8) in phase I. Companies like Apeptico are at this stage. More than 30 com-pounds could be added to the clinical pipeline in coming years if the preclini-cal projects clear further development hurdles. In total, the “Vienna pipeline” of the dedicated companies amounts

to 55 active ingredient projects. This is a number that corresponds well to the amount of projects carried out by a big pharmaceutical company. After conclusion of the survey, Apeiron ac-quired a phase III in the indication of neuroblastoma in children.

Nearly 7,500 Jobs in Biotechnology

Overall nearly 7,500 people are em-ployed in the biotech industry in Vienna, of which 848 people work in dedicated and 6,650 people in biotech-active companies (see Tab. 4). The proportion of women among employees in dedi-cated biotech companies is 56%, much higher than in almost any other high-tech sector (see Fig. 10). As elsewhere in Europe, the biotech companies in Vienna are relatively small. As shown in Fig. 9, almost half employ less than ten people – expensive, know-how in-tensive services such as the set up and execution of clinical trials or manage-ment of the patent portfolio are typically outsourced. This in turn provides fertile ground for specialized service provid-ers that have also settled in the capital. Every fifth biotech-active company be-longs to this group.

Vienna-based AFFiRiS AG is one of the world’s leading pioneers in the develop-ment of vaccines against widespread diseases. It’s innovative platform – the AFFITOM© technology – enables it to develop custom-designed vaccines against the body’s own proteins which are at the center of chronic conditions such as Alzheimer‘s disease, Parkin-son’s disease, arteriosclerosis or hy-pertension.

Blockbuster Vaccines

AFFiRiS first attracted attention in 2008 with a large-scale licensing deal. The British pharmaceutical company GlaxoSmithKline signed a contract worth a total of 430 million euros giving it the rights to the two most advanced Alzheimer’s vaccines developed by AFFiRiS. Both partners have since made such good progress that the li-censing agreement has been extended to include another vaccine developed by AFFiRiS. Having achieved the prima-ry study objective of running two phase I trials at once, AFFiRiS AG was able to demonstrate the safety and the excel-lent tolerance of the two Alzheimer’s

vaccines AD01 and AD02. What was particularly remarkable was that initial indications of efficacy were already showing up. A phase II study with AD02 is currently running in several Europe-an countries. The intention is to treat 420 patients in all. However, develop-ing active ingredients for Alzheimer’s is not the only project AFFiRiS is involved in. The pipeline is full to bursting. There are more than ten other vaccines in de-velopment. The preclinical studies for Parkinson’s and arteriosclerosis are al-most complete and the clinical phase I trials are scheduled to start. Develop-ment of the Parkinson’s vaccine PD01 was even awarded a financial grant by the prestigious Michael J. Fox Foun-dation in October 2011. Development successes have repeatedly made it easy for the company to attract capi-tal. So far, however, the company has stayed faithful to one investor. MIG Fonds, the leading specialist for ven-ture capital in the German-speaking countries, has invested 11.5 million euros in the company since it was set up. Substantial public funding was also provided by austria wirtschaftsservice, FFG and ZIT.

Walter schmidttogether with his partner Frank Mattner, set up AFFiRiS AG which has been managed by both since 2003 and it was no accident that they chose Vienna. Following his doctorate, Schmidt worked on research in Max Birnstiel’s team at the Institute of Molecular Pathol-ogy in Vienna. He was already a founder member of Intercell AG in 1998.

Vienna’s APEIRON Biologics AG has al-ready worked wonders in only five years. Out-licensing, in-licensing, a pipeline spanning preclinical to phase III projects – the company has already achieved all of this even though it only started opera-tions in early 2006. At the same time, the management, led by chief executive of-ficer Hans Loibner, pays strict attention to capital efficiency. So far, the company has been financed by private investors and employees as well as from public funding from aws, FFG and ZIT. In ad-dition, they closed a licensing contract with GlaxoSmithKline (GSK) in February 2010, which could earn Apeiron up to 236 million euros. In the course of this deal, GSK also became a shareholder of Apeiron. GSK has already transferred 12.5 million euros of this in advance and received the rights to APN01, an enzyme that could be used in the treatment of acute respiratory distress syndrome and a variety of other diseases. The concept was initially researched in the laboratories of Josef Penninger, scien-tific director of the Institute of Molecular Biotechnology at the Austrian Academy of Sciences (IMBA) in Vienna. The ge-neticist is a co-founder and major share-

holder of Apeiron. It was his idea to fight acute respiratory distress syndrome with recombinant ACE2. Nowadays, the angiotensin-converting enzymes are linked mainly to the regulation of blood pressure. The intention of current clini-cal studies is to demonstrate that their potential is far from exhausted.

Apeiron has subsequently in-licensed new clinical projects to complement its pipeline. In the process, the company took over the recombinant human en-zyme SOD, status phase II, from Poly-mun Scientific GmbH. SOD is about to enter a clinical trial for the topical treat-ment of skin damage following radiation therapy as a part of cancer treatment. Apeiron also made use of its connec-tions to Big Pharma. As a result, it ac-quired an antibody-IL2 fusion protein for the treatment of neuroblastoma in chil-dren from the German Merck KGaA. The last cooperation that Apeiron entered into was with St. Anna Children’s Cancer Hospital in Vienna for an antibody in the same indication but with a different sub-set of patients. The phase III project in-volves study centers in 20 countries. 160 children have already been recruited.

Fighting flu where it enters the human body. This is the aim of AVIR Green Hills Biotechnology AG which is de-veloping next generation influenza vaccines. The motto: “A nasal vaccine spray instead of injection”. In April, the company started a trivalent phase I/II trial during which the seasonal influ-enza vaccine was tested for the first time in its final composition.

Fighting the Flu!

80 volunteers between the ages of 16 and 60 were included in the study. The trial was conducted at the De-partment of Clinical Pharmacology at the Medical University of Vienna and included a trivalent formulation – this means a vaccine comprising three in-fluenza strains H1N1, H3N2 and B. In the clinical trial, AVIR Green Hills uses its particularly efficient live-attenuat-ed deltaFLU vaccine from which the pathogenicity factor NS1 has been removed. This approach combines maximum efficacy with excellent safety and tolerance. This has already been demonstrated in previous clini-cal trials. The vaccine was produced

in cell cultures, a modern method that replaces the traditional production method using hens’ eggs.

Leading European Specialist

AVIR Green Hills is also well-connect-ed at an international level. In the Eu-ropean Commission’s 6th Framework Program, the company led the FLU-VACC consortium which received 9.2 million euros of funding for the devel-opment of an intranasal nasal influenza vaccine. Alongside the public funding, which included a recent grant of 1.6 million euros from the Austrian Re-search Promotion Agency (FFG) and substantial financing from aws and ZIT, the research work of AVIR Green Hills is mainly financed by business angels.

A new round of financing was only completed last year. Additionally, there are advanced activities to con-clude licensing contracts for the in-tranasal vaccine deltaFLU in several territories. With reports of success like this in the bag, AVIR Green Hills is an attractive candidate for investment and for commercial success.

Company founders from North America don't often find their way to Europe. Diane Kalina and Patricia Griffin made an ex-ception in this case: PDC Biotech GmbH which they set up in Vienna has brought them success in the federal capital. The two managing directors were working as consultants in the biotechnology sector in Canada and among their clients was Theratechnologies Inc.

Preventing Premature Labor

The company wanted to concentrate on its Phase III project and so was on the lookout for a buyer for a very promising earlier stage technology; a peptide that can prevent preterm labor and painful uterine contractions during menstruation. Premature births are among the great-est peri natal challenges in industrialized countries. They are usually preceded by preterm labor. The prostaglandin F2α-receptor antagonist is intended to pre-vent this. So far there are no alternative treatments that are effective and safe for the fetus and mother. Along with emo-tional stress and the risk to the child’s life, preterm births cause significant costs. Experts assume these to be in excess

of 25,000 euros which is what it costs to treat a premature baby. Kalina and Griffin identified the need, in-licensed the drug candidate PDC31 and set up PDC Bio-tech in Vienna. Seed financing was suc-cessfully obtained by aws. With a set-up grant of 1 million euros, the founding team was able to inspire prestigious in-vestors. Edmond de Rothschild Invest-ment Partners and MIG invested ap-proximately 4 million euros shortly after the set-up. Furthermore, PDC received funding by ZIT in the framework of the call “Patients in Focus 2009”.

Using the funds from the Series A round, the company is now completing a Phase I trial to assess safety as well as effects on uterine contractility in healthy women with primary dysmenorrhea. The results should ultimately impress and attract fur-ther investors for a Series B round. The company's immediate aim post-Series B, is to advance PDC31 to the next stage of development – Phase II – and study the effects of PDC31 in pregnant women with preterm labour. The goal is to deter-mine whether PDC31 can inhibit uterine contractions halt the progression of pre-term labor to protect young life.

The healthcare system in Austria enjoys an excellent international reputation. This is due not least to the renowned hospitals located in the country's capi-tal Vienna which have both superbly qualified medical staff and first-class technical facilities incorporating state-of-the-art technology. As a result, Aus-tria and especially Vienna create not only an attractive market for medical technology products but also form an important location for the development and production of several medical de-vices. This activity is based on a long, in some cases centuries old tradition of engineering and precision mechan-ics in the city's companies.

Medical devices, as defined by the Global Medical Devices Nomencla-ture Agency (GMDN), are the main products of the 33 dedicated medi-cal technology companies resident within the city limits of Vienna (see Tab. 7). Examples are Braincon Tech-nologies Group (electromechanical and e-health solutions) or Orthorobot GmbH (dental technology). They are involved exclusively in research, de-velopment and manufacture of these devices. In another five Vienna-based

companies, medical technology is one of several areas of work. Among these are Sempermed GmbH (gloves) or Telecare Systems GmbH (emergency call systems). These firms are called medtech-active companies according to the OECD classification for biotech firms that is also applied here to medi-cal technology.

Broad Range of Activity

The areas of activity pursued by the medical technology companies are very varied (see Tab. 6). Three areas dominate: firstly the development of specialized software and other prod-ucts for the trend areas of eHealth and telemedicine, secondly the production of precision electromechanical devices for patient monitoring, surgery, care or rehabilitation, and thirdly, a large number of Viennese medtech compa-nies are active in research, develop-ment and sale of consumables for day-to-day hospital use.

companies. As shown in Tab. 9, fur-ther companies were established last year such as MySugr Apps, which is working on a new format for monitor-ing diabetes via mobile phones. Jeder GmbH has dedicated itself to a new dental device. Another 2010 start-up is Vasema GmbH, a developer of new sensors for determining skin health. It will be exciting to see when these new products made in Vienna will be used in hospitals for the patient's good.

These young medtech firms comple-ment the group of global players like Otto Bock or Agfa Healthcare that are active in Vienna. With their almost cen-tury-old, longstanding tradition, Carl Reiner or Franz Kacer & Sohn GmbH are an exception to the Vienna scene. More than half the firms – more pre-cisely 58% – were set up less than ten years ago (see Fig. 11). One of them is EMCOOLS Medical Cooling Systems AG, founded in 2005. The enterprise has developed a single use cooling de-vice, which is adherent to the patient’s skin. The so-called EMCOOLSpad is highly adjustable during the cooling procedure. The company’s aim is to be-

come the leader in homecare applica-tions for skin cooling. Founded in 2008, Miracor GmbH is also a representative of the younger group among dedicated medtech companies. The firm devel-ops a new standard of care for cardiac diseases. These younger start-ups complement a significant proportion of enterprises (18%) ranging between 10 and 20 years of age. The average age of a Vienna-based medical technology company is 17.9 years.

Global Market Leaders in Vienna

For most of the global medtech players Vienna is too important to be missed. Only two of the world’s top 10 are not present in the federal capital. All the oth-ers – among them the market leaders Johnson & Johnson, Siemens Health-care and GE Healthcare – have a local subsidiary which enriches the medtech scene in Vienna and reinforces its inter-national standing (see Tab. 8).

than 800 million euros (see Tab. 7). Around 116 million euros of this sum is attributable to the group of dedicated medical technology companies (see definition on p. 151). The sometimes considerably larger medtech-active companies like Carl Zeiss produce total revenues of 719 million euros in Vienna.

Short Development Times

In contrast to biotechnology, medical technology is characterized by sig-nificantly shorter development times and – generally speaking – a lower development risk combined with a lower attrition rate. This can be seen above all in the ratio of investment in research and development to turno-ver.

With the 116 million euros in sales already referred to, they are generat-ing revenue that is approximately four times higher than their R&D expendi-ture of 30 million euros. Viennese medtech companies spend more on R&D than their counterparts in the rest of the country. The venture capi-

tal investment amounted to around 5 million euros in 2010.

1,600 People in Dedicated Firms

Like their counterparts in the biotech-nology industry, the medical tech-nology companies are also relatively small in terms of staff. Well in excess of half (58%) of the firms employ less than ten people (see Fig. 12), which is typical for many high-tech indus-tries. However, with a share of around one third (36%), a large number of the companies have already left the most difficult decade of their early existence behind them. All together, the medtech firms in Vienna employ about 1,660 people. Half of them work at the dedicated medtech companies and the other half in the group of medtech-active companies. Male employees dominate the medi-cal technology area (see Fig. 13), although not as heavily as in com-parable sectors such as information technology or mechanical engineer-ing. The proportion of female employ-ees is 41 %.

The Reiner family was working in the Austrian capital city of Vienna as surgi-cal instrument manufacturers as long as 150 years ago. Today, the roots of Carl Reiner GmbH reach almost as far back into the past with its predecessor having been established in the heart of Vienna's hospital and university quar-ter in 1912. Carl Reiner's building in the Mariannengasse is still the company's headquarters but other buildings in Vienna and the site in Graz have been added in the meantime and reflect the company’s growth.

From Tonsil Compressors …

Since it was set up, the Carl Reiner company has dedicated itself to the construction and development of state-of-the-art surgical instruments and equipment. What started back then with the manu facture of tonsil compressors based on Dr. Haslinger's model, reached its provisional peak in 2005 with the innovative Twinstream respirator.

The old-established Viennese com-pany took the plunge into the global market with the first microprocessor-

controlled unit for jet ventilation. The special ventilation technique was re-searched by Carl Reiner in cooperation with the ENT clinic of Vienna’s General Hospital (AKH) – Europe's largest hos-pital – and other partners. The special feature of this innovative procedure is that it enables patients to be ventilated without a separate air tube.

The space gained as a result is partic-ularly important during operations on the lung or trachea when surgeon and anesthetist have to share access to the patient. Now, thanks to integrated pipes and nozzles, the apparatus can take the respiratory air directly to the patient.

With its broad product range, Carl Reiner GmbH is also widely recognized to be a skilful contact in widespread indications such as cardiology and urology. Since it was set up in 2003, CRYPTAS it-security GmbH has specialized in the development of security solutions in the field of electronic healthcare systems. The company focuses, among other things, on solutions in the eHealth sec-tor which allow feasible management of asymmetric encryption systems.

eHealth is more than just the use of IT in healthcare. By networking informa-tion and processes, additional benefits are provided for the patient and the health service provider. The only obsta-cle is: data security. Health data is one of the most sensitive information and, therefore, has to be protected in the best possible manner with IT security technologies. The innovative software CAVE (Card Authetication Virtualization Environment), developed by CRYPTAS has recently been supporting the elec-tronic administration of the Statutory Health Insurance for Dentists in West-phalia-Lippe: the intelligent Smart Card System makes online billing easier and saves time, money and effort for ser-vice. Digital certificates on smart cards can be used for strong user authentica-tion, digital document signature and of course also for the encryption of sensi-

tive information – all are crucial for to-day's eHealth applications. Security and protection of data privacy must not be seen as cumbersome features – they are critical for establishing trust which is the basis for user acceptance. Although smart card technology was always con-sidered to be secure, it was also labeled user-unfriendly, the second major suc-cess factor for user acceptance. CRYP-TAS has solved this problem by devel-oping a clientless smart card concept. CAVE enables smart cards to be used without the need for previously installed software. Instead, the processes are outsourced to a central environment that can be made very secure. As a re-sult, users no longer need to deal with complicated technical processes and can use the system immediately and without prior knowledge. It is enough to simply connect via the web browser to the online service by employing a user-friendly plug & play technology and in-sert the chip card. CRYPTAS received support from ZIT during the develop-ment of CAVE. The IT company devel-oped this system on its own and fully researched the technology behind it as part of the ZIT-Call “Patients in Focus 2009” funding project.

Miracor Medical Systems is one of the younger companies in Vienna’s medical technology scene. It was founded in May 2008 with capital backing from Earlybird and Delta Partners. The company wants to establish a new standard of care to treat cardiac diseases such as heart at-tack and heart failure using the PICSO technology. This concept was con-ceived by Miracor’s founder and Chief Scientific Advisor, Prof. Werner Mohl, who is a practising cardiac surgeon at the Medical University of Vienna.

Patients recovering from an intervention-al procedure can benefit from the Pres-sure-controlled Intermittent Coronary Si-nus Occlusion (PICSO) technology. The system consists of an innovative cardiac catheter and a control unit. This unit is used for controlled inflation and deflation of the balloon at the catheter tip. After treating a heart attack using a stent, the CE-marked unit is used to intermittently block the coronary sinus venous blood in a controlled manner thus improving the microcirculation in the compromised cardiac tissue. In around 350,000 heart attack patients in the USA and Europe, the microcirculation in the heart muscle is less than optimal even after the actu-

al blockage in the arterial blood vessel has been removed. Initial clinical trials in March 2011 showed that PICSO has the potential to reduce ischemia in these patients. The plan now is to corroborate the results in the broader-based, multi-center RAMSES study. The concept has impressed the German venture capital-ist fund SHS which was the lead investor in Miracor’s second financing round in September 2011. Since its foundation in May 2008, Miracor has secured a total of 14.9 million euros in venture capital and grants to develop the company. Full Eu-ropean market launch of PICSO will start in the second half of 2013. For Miracor this would be the impulse to make the leap across the Atlantic.

The outcome of the multi-center RAMSES trial will lay the foundations for establishing European sales and re-imbursement. Europe will be the test market for the new technology provid-ing both clinical and commercial proof of concept. Several leading medical device corporations are seeking medical devic-es which address the big unmet clinical need which Miracor is targeting. This exit route has lately proven to be very profit-able for medtech investors.

The pathologist’s experience still comes up trumps when evaluating blood and tissue samples. The quanti-tative analysis of different cell types in blood or tissue is determined by a labo-ratory employee who counts the cells. A shortage of qualified staff and an in-creasing number of analysis samples challenge laboratory systems of today.

Automating Blood Sample Analysis

Vienna-based TissueGnostics GmbH has set itself the target of automating these processes with a new software program thereby revolutionizing the analysis of blood and tissue samples. Having machines carry out the analysis of tissue samples and pre-classification of leucocytes on blood slides sounds much easier than it really is. Georg Steiner and Dr. Rupert Ecker, the pres-ent managing directors of TissueGnos-tics, researched the basic principles of the technology 10 years ago. They set up TissueGnostics in 2003 and a year later presented the technology to doctors for the diagnosis of prostate cancer in tissue samples. The require-ments are a high-power microscope and a software program which uses a

specially developed algorithm to iden-tify and display pathogenic patterns in cells. With TissueFAXS, HistoFAXS and HemoFAXS, TissueGnostics markets three different systems for analysing tis-sue, stained tissue sections and blood samples. The products are already be-ing marketed globally with the help of distributors. The company has its own branches in the USA and Romania. The international expansion was financed by the Wiener Wachstumsfonds which has an almost 50 % stake in the com-pany. The best argument in favor of the TissueGnostics systems is the saving in time: Once the slides are on the mi-croscope, the rest is plain sailing.

Large Number of Applications

What used to be laborious detail work now takes place automatically with a minimum of time and effort. The system is also completely objective. Analyses can be saved and assessed retrospec-tively. The systems developed by Tis-sueGnostics have already proven their suitability in a large number of practi-cal applications in facilities around the world, like the Harvard Medical School and University of Heidelberg.

The two biologists Steiner and Ecker already worked together at Vienna’s University Clinic in the mid-nineties and since then have dedicated themselves to improv-ing medical microscopy which also includes the setting up of TissueGnostics in 2003.

A biotech-active company is …

… defined as a firm that applies biotech-nological techniques for the purpose of implementing new or significantly im-proved products or processes (per the oslo manual (oeCD, 1997) for the mea-surement of innovation). it excludes end users which innovate simply by using bio-technological products as intermediate inputs (for instance, detergent manufac-turers which change their formulation to include enzymes produced by other firms via biotechnology techniques).

A medical device is …

methodology of this report

Biotechnology: In December 2004, the OECD standardized the broad range of existing definitions of the term biotechnology. Since then, all OECD countries have been called upon to carry out surveys on biotechnology, following the so-called Framework for Biotechnology Statistics (www.oecd.org). The OECD recognizes two dif-ferent categories of companies within the biotech industry: dedicated bio-technology company and other bio-technologically active companies. The first of these definitions, according to the OECD, applies to biotechnologi-cally active enterprises, whose core company goals are the application of biotechnological procedures in the manufacturing of products, the sup-ply of services or in the execution of biotechnological research and devel-opment.

Unlike the dedicated biotech com-panies, the central aims of other bio-technologically active companies do not exclusively lie in the application of biotechnological procedures. The OECD thereby also includes in this category companies where biotech-nology makes up only one part of the business activity. Companies are defined as biotechnologically active companies if they use biotechnological procedures for recently developed or significantly improved products or pro-duction processes. The central com-pany aims must not be solely in the use of biotechnological procedures for the production of products, the sup-ply of services or in the execution of biotechnological research and devel-opment. Examples of such companies are pharma firms, chemical companies or seed manufacturers.

Medtech: There are two challenges when attempting to isolate medical technology conceptually. On one hand, the field is extremely diverse in terms of content and the range of products

covers everything from latex gloves to CAT scanners. On the other hand, due to the high innovation rate, new and above all innovative products are con-tinually being added.

At licensing level, the term ‘medical device’ applies as specified in EU di-rective 93/42/EEC. The directive differ-entiates between medical devices, ac-cessories, in-vitro diagnostic medical devices and custom-made devices.

The medical device nomenclature “GMDN” (global medical device no-menclature for the purpose of regula-tory data exchange) was additionally introduced in November 2001 to better illustrate the different facets of medical technology in international compari-son. The GMDN consolidates the wide variety of medical technolo gy products into generic categories. It replaced the previously applicable universal medi-cal device nomenclature system (UM-DNS) which was no longer up-to-date. GMDN is adjusted on an ongoing basis and currently contains 14 main catego-ries with almost 9,000 terms and over 10,000 synonyms for medical devices. The nomenclature was adjusted for the survey. One category (supplementary equipment) was deleted an two new ones were added: “software, eHealth” and “others”. These categories form the basis for the survey described in this brochure.

It has been supplemented by the defi-nition of dedicated companies which was coined by the Organisation for Economic Cooperation and Develop-ment (OECD) and was developed for biotechnology in 2004. With this in mind, when applied to medical tech-nology, a company is described as a “dedicated company” if its key aims are the manufacture of products or the provision of services from the field of medical technology. A company is deemed to be a “company active in

medical technology” if its main corpo-rate aim is not exclusively the manu-facture of products or the provision of services within medical technology.

Survey: BIOCOM AG created a ques-tionnaire based on these definitions for the purposes of this survey. Between March and June 2011 BIOCOM con-tacted a total of 402 Austrian medtech companies and 214 biotech firms ask-ing them to fill in the questionnaire. The corporate database of BIOCOM AG was used in the selection of those written to and in addition the GMDN classification was used to identify other potential companies. In Vienna 20 medtech companies and 37 bio-tech firms responded, either in writing or by way of additional supplementary telephone interviews. This equates to a response rate of 52% in medtech and 61% in biotech.

In line with OECD guidelines, care was taken when selecting the companies to ensure that all the companies record-ed are involved in medical technology in Austria and are based in the country. For this reason, we also considered companies that are majority-owned by a non-Austrian parent company but which have R&D activities in Austria. The survey was only conducted for the Austrian sites of a company when recording jobs, business figures and business segments. A company with more than one site in Austria is only taken into consideration once with correspondingly accumulated values. The cut-off date for the survey was 31.12.2010.
