General information
Before completing this form, please read the relevant sections in the Lifelong Learning Programme Guide and the 2012 Call for Proposals published by the European Commission. Comenius Regio Partnerships consist of two partner regions, one of which acts as a "coordinator" for the project. The role of the coordinating region (Partner region 1) is purely administrative; both partner regions have the same rights and obligations with the partnership. In each partner region, the relevant authority is asked to involve at least one school and one other organisation in the project. The other organisation should make a significant contribution to the aims of the project. Only the authority has to sign and submit the grant application on behalf of its region. It manages the project in its region. 1 This application form should be completed by the relevant authority in the coordinating region (Partner region 1) of the proposed Comenius Regio Partnership, in close cooperation with the partner region (Partner region 2). It shall give full details of the Partnership including the details of all partners (regional/ local authorities and regional/ local partners), all planned mobilities and the grant requests for both partner regions. The coordinating region (Partner region 1) must send a copy of the completed form to the relevant authority in the partner region (Partner region 2). The authorities in both partner regions complete and sign the declaration and fill the information on the cover page of their individual copies. They submit their copy to their National Agencies by 21 February 2012 (date as postmark) attaching letters of intent from each of the organisations participating in their region. The partner region must not change any of the information contained in the form completed by the coordinating region; all copies must be identical except for the Declaration. Please note that the form should be completed well in advance before the deadline so that both participating regions are able to post its copy of the application on time. Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each partner region should check the details of the application procedure on the website of its National Agency before submitting the form.
1 At application stage only the relevant authority signs the application form. The regional/ local partners involved in the project will have to sign a letter of intent in which they express their intention to participate in the project.

� At least one participating region is located in a Member State of the European Union at the starting date of the Partnership.
� Each applicant institution is eligible to receive funding from this National Agency to participate in a Comenius Regio Partnership.
� In each partner region, at least one school and one other organisation will be involved in activities (in addition to the applying local or regional authority).
� At least one of the schools involved in the Comenius Regio Partnerships in each applicant region is eligible in Comenius School Partnerships.
� The form has been signed by the legal representative of the applicant institution or a person duly authorised by the legal representative. Please note that in both regions (the coordinating region and the partner region) the applicant institution is the local or regional authority with a role in school education.
� Letters of intent from all organisations participating in the respective partner region have been attached to the signed copy submitted to the National Agency.
� Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned. (exclusion criterion)
� The application includes a grant request in euros.

Comune di Firenze is the Florence Municipality and acts as the political body and administrative power of the city of Florence and its territory under the Italian legal system. Its duties, as provided for in the national legislation, include policy making on mobility, social welfare, economic development, tourism, environment, education and others. Municipality of Florence has also a relevant experience in European policies communication, arising from hosting an E.U. network centre – Europe Direct - since 1999.
In Florence there is the CFP (Centro di Formazione Professionale – Professional training centre) which since long time cares about activities of professional learning in specific sectors with very good results. It works with many actors which operate on the territory.
Municipality has a Youth Policy Office which operates with the belief that young people are resources to be exploited for creative, energetic and vital community and fundamental for the city. Activities and projects of this office are: information and communication, identity’s policies, independence of youth, social inclusion, training, development of culture and creativity.
Moreover, it provides services for preschool children, compulsory education and leisure activities for children and young people in Florence. One of the main policies is to strengthen co-operation and networks within the European dimension. It has an important role in terms of policy making and monitoring, and has duties provided for in the national legislation. It plays a vital role for policy development in all areas of services for children and young people in Florence.
The Department’s staff has done much work with schools and leisure centres in the past years in creating networks and promoting best practises, thanks to the intense activity of Europe Direct Firenze. One of the aims for future work is to create more networks between the sectors of schools and leisure and strengthen their cooperation with the focus on improving the services and provide new opportunities for children and young people in terms of formal and informal education.
The Municipality of Florence organized an annual special event called “I cento luoghi” (“One hundred places”), 100 public meetings, organized at the same time, linked with and in specific places (squares, buildings, etc.) where participants can provide their suggestions and ideas with regards to their use in the future.
Please describe the role of your organisation in the project
Municipality of Florence will be the project coordinator, so it will manage and control the actions. As Local Institution, it will involve other subjects to be part of the network. It will share its good practices with the other partners. It will divulgate project results at Local, Regional, National and European level (thanks to the networks to which he belongs, such as Europe Direct, Eurocities, its twinned towns, other European projects’ partners, etc.).

In our high school there are two branches: a linguistic and an economic one. Students of both branches study law and political Institutions so that their participation in the project has a grate value to develop the themes proposed and create the proper awareness of European citizenship. Teachers of law, languages and history will help and monitor the groups during their work and will spread the results.

Sharing Europe is an association created by a group of communicators and professionals involved in European field. It's a non profit organization which develops activities for and with young and adult people, such as cultural and educational initiatives at local and European level.
It has good contacts and relations with the local administrators, with schools, associations, and other NGOs.
Moreover, it is member of 2 different European Networks very active in the field of cooperation.
Both Networks aim to actively participate in processes of developing of European citizenship through the development of different projects and initiatives. Sharing Europe is an independent organism, active in various types of activities such as: - training courses, - conferences, - seminars, - workshops, - e-learning, - placements and stages, - exchanges, mobilities and initiatives, - awareness raising, - capacity building, - etc.
So Sharing Europe's mission is to foster and support the sustainable development of local communities and individuals’ empowerment through education and training, human rights, international cooperation and the development of various European projects.

Sharing Europe will participate in the local partnership meeting to develop the activities of the project. It will coordinate the focus groups and laboratories in the schools, contacting experts and preparing training activities in the field of web writing and social media. It will participate in the mobilities. It will disseminate the project’s results using the European network whose it is member.

Skola og fristundasvid Reykjavikurborgar (Department of Education and Youth) is the Reykjavik City Council’s Department of services for preschool children, compulsory education and leisure activities for children and young people in Reykjavik. The Department runs 160 organizations, preschools, compulsory schools and a range of leisure services. Total number of staff is 4600, servicing around 22.000 children, young people and their families.
One of the main policies of Reykjavík City for the future is to strengthen co-operation and networks within the European dimension. The Department of Education and Youth has an important role in terms of policy making and monitoring, and has duties provided for in the national legislation. It plays a vital role for policy development in all areas of services for children and young people in Reykjavík, and also has a lot of influence on policies of other municipalities in Iceland due to its dominant size. One of the Department’s main role is to support the implementation of the national curriculum and support active citizenship through informal education towards active participation and citizenship.
The Department’s staff has done much work with schools and leisure centres in the past years in creating networks and promoting best practises. One of the aims for future work is to create more networks between the sectors of schools and leisure and strengthen their cooperation with the focus on improving the services and provide new opportunities for children and young people in terms of formal and informal education. Specialists working within the Department are experienced working with schools in increasing the participation of pupils in their learning and have aims to strengthen their participation in decision making processes, such as in school councils. They also have extensive experience working on issues such as social inclusion and identity with young people in the informal education field, for example through the Reykjavík Youth Council and other Council bodies operating in Reykjavik.
Please describe the role of your organisation in the project.
The Department of Education and Youth in Reykjavik manages the project in Reykjavik. Representatives of the Department will co-ordinate the collaborative work done by the local partners, organize meetings, plan for the visits of our Italian counterparts and carry out other important tasks, such as the financial responsibility of the project, encourage partners to contribute to meaningful activities and products in relation to the project. Last but not least, the Department will exchange knowledge and experience and promote good practices that result from the project with other non-participating organizations within Reykjavik City, hopefully influencing future policy and practice.

Rettarholtsskoli is a secondary school, for students in 8-10th grade (13-16 years of age). The school focuses on general wellbeing for students, providing variety of choices for young people with respect for individuality. The school raises high expectations for its students, both in terms of attainment and their behaviour and attitude. The school is enthusiastic in finding new ways to promote democracy that appeal to young people in modern society, making more use of digital techniques. The school believes in cooperation through partnerships in the developing of new methods and is confident the project will be important in implementing key concepts in the new Icelandic national curriculum; democracy, sustainability and equality.

The school will in collaboration with others partners in the project, promote increased democracy within the institution. The school will take the measures necessary for preparation and implementation of the activities referred to this project and cooperate with the others participants to improve a personal and professional growth of students. Laugalaekjarskoli is a secondary school in 7th-10th grade (aged 12-16). The school emphasises system of portfolios that is meant to support the young students to take responsibility for their studies and increase their own self-knowledge. The school staff has a strong focus on fostering friendly atmosphere that supports compassion and personal development.
The school is enthusiastic in finding new ways to promote democracy that appeal to young people in modern society, making more use of digital techniques. The school believes in cooperation through partnerships in the developing of new methods and is confident the project will be important in implementing key concepts in the new Icelandic national curriculum; democracy, sustainability and equality.

Kringlumyri Leisure Centre provides leisure activities for children and young people from the ages of 6 to 18. The Centre manages 8 after-school club´s for 6-9 years old children and 8 youth clubs with about 225 employees. Kringlumýri is designated as a knowledge centre for disabled children and leisure.
The aims of the project; youth participation and how young people can affect their own society and be a part of decision making, is at heart of the work Kringlumyri is involved in at many levels with young people.
Youth Clubs Laugo and Bustadir are linked to the two secondary schools; Rettarholtsskoli and Laugalaekjarskoli, and provide leisure, informal education and free time activity options to their students.

Youth Club´s Laugó and Bústaðir will provide workshops in Laugarlækjarskóli and Réttarholtsskóli in relation to the project. Youth Center Frostaskjól has been leading in International cooperation regarding youngsters for years. The Center’s expertise lies in the aim of democracy and human rights. Their focus has been on how young people can affect their own society and be a part or impact decision making processes. The Center has provided lot of workshops based on the book „COMPASS“ – A manual on human rights education with young people, and also taught classes and worked with youth councils using this material that may also be useful in this project.
Youth Club Frosti is the youth club linked to Hagaskoli and works in close cooperation with the school, providing it’s students with leisure activity options and informal education.

Il progetto “Digital Natives 4 democracy” mira a rafforzare l’istruzione formale e non formale dei giovani sugli aspetti della partecipazione democratica e della sostenibilità. L’obiettivo principale è rafforzare la competenza e la confidenza di docenti e operatori giovanili nelle loro attività, all’interno delle scuole e dei centri giovanili, di approfondimento dei temi legati alla democrazia.
Docenti e operatori giovanili delle due regioni accresceranno la loro cooperazione sviluppando metodologie di lavoro nelle classi e nei gruppi giovanili, basate sull’uso delle TIC, sulla diffusione dei social media e sullo sviluppo di altre attività proattive.
Studenti e giovani che parteciperanno alle attività del progetto aumenteranno le loro conoscenze sul funzionamento della democrazia in altri contesti sociali e culturali.

The project “Digital Natives 4 democracy” is intended to enhance formal and informal education for youth towards democracy and sustainability. This will be done by strengthen the competence and confidence of teachers and youth workers in schools and youth clubs to work on democracy and related matters. Teachers and youth workers in both countries will improve their cooperation by developing techniques/ methods to work with youth in classes and youth groups focusing on IT-skills, social media and other active ways. The young people participating will also gain understanding on how democracy works in other cultural settings and social context.

What is the general context of each region involved in the proposed Partnership and with regard to education? Is there a specific context as for example specific economical problems, specific needs due to demographic, socio-economical or other factors (e.g. many young people at risk of social exclusion, lacking resources for pupils or learners with special needs, increase of the number of migrants and refugees)? If so, please explain
The Digital Agenda for Europe (DAE) is one of the seven flagship initiatives of the Europa 2020 Strategy. It defines the key role of Information and Communication Technology for Europe to succeed in its ambitions for 2020. The objective of the agenda is to chart a course to maximise the social and economic potential of ICT, most notably the internet, a vital medium of economic and societal activity, for doing business, working, playing, communicating, expressing ourselves freely. The wider deployment and more effective use of digital technologies will enable Europe to address its key challenges and will provide Europeans with better quality of life. According to this strategy, Tuscany is currently rolling out several municipal wireless networks and is developing new e-services that will use them.
Tuscany is a region which has developed, during these last years, several activities for an active participation of citizens. For example, the Municipality of Florence organized public meetings linked with specific places where participants can provide their suggestions and ideas with regards to their use in the future. The high level of participation from the civil society enhanced the intention of deeply involving them starting from the youngsters. In fact, this target group is not interested in participating in political discussion and does not trust the traditional media. Youngsters are less involved in the activity of the Political Parties, their entitlement to vote is less exercised. The present period and the economic crisis can increase the number of disaffected and discouraged youth.
One of the initiatives which addresses this proplem is the Regional Parliament of Students, founded by Regional Law n. 34/2011, after a 10-year experimental phase. It is a democratic body representative of students of the Secondary Schools, which can submit proposals to the Regional Government with regards to the educational issues.
Following this path, we believe in the importance of the Educational institutions’ role in the improvement of knowledge and confidence related to the following themes: democracy, accountability, sustainability, etc. For this reason, we intend to stress the social potential of ICT and its appeal to youngsters.
So we intend to promote Initiatives in the schools to educate students. It’s important that schools meet the challenge of teaching children and young people how to be democratic participants with accountability and rights that follow. The Education Policy of the European Council is based on the same ideology where the concepts compassion, co-responsibility, respect and equality are dominant. We intend to put a strong emphasis on sustainability, a concept closely connected to democratic responsibility and respect for nature and community. Increased emphasis is on democratic cooperation within schools, with student democracy and active participation of representatives in school councils.
In ICELAND
Due to a big economic recession in Iceland 2008, citizenship and democracy have faced new dimension in the overall discussion and the Icelandic society as a whole is facing deprivation in former faith and trust in democracy. In the new Icelandic National Curriculum, democracy and human rights are one of the six main aims for the next decade along with equality and sustainability. Scholars at the University of Iceland such as professor Sigrún Aðalbjarnardóttir and professor Steinunn Gestsdóttir have for decade or so emphasized on the importance of focusing on responsibility and compassion as important factors in education towards active citizenship and participation in the society. A recent study by Sigrún Aðalbjarnardóttir states that 52% of youth doesn´t trust the media in Iceland and 68% doesn´t think it´s important to participate in political discussion.
The aims of the new Icelandic National Curriculum, scholars emphasizing on responsibility and compassion, are in harmony with the Educational Policy of the European Council where compassion, co-responsibility, respect and equality are dominant factors. The Law of Compulsive Education in Iceland also states that students should be an active part of every school board in compulsory education. To put this into practice along with more active involvement of youth in the decision making process in schools and youth work is complex.

The main aims of the DN4D will be to develop training opportunities for teachers and youth workers to lead initiatives implementing democracy, sustainability and equality, preferably through ICT; develop educational equipment and materials to be used both in formal education in schools and informal education in youth clubs; develop initiatives for students and youth to promote active citizenship, critical thinking and use of media.
The three secondary schools and youth clubs participating have been chosen due to their special interests in developing democratic education. The youth clubs participating are linked to the schools and provide services for their students.

IN ITALY
1. The concrete objectives of the partnership are:
- To develop and implement methods and projects that systematically support education in schools about democracy and participation connected with sustainability, through the collaboration of the Local Institutions.
- To develop a website where information about the project will be shared. The web will also contain material about democracy that will be useful for schools and others working with children and young people. The website will be integrated with a blog (as a virtual space to develop debates and sharing), which will be an instrument to develop the concept of digital democracy among the students.
- To teach students to use ICT as tools for an active participation in the civil society.
- To create an active cooperation between Reykjavík and Florence in this process which will be beneficial for both partners.
2. We intend to address the following problems:
- lack of knowledge of political, cultural, technical and social aspects connected with our civil society’s system;
- lack of interest in the society’s affairs by the students of the Secondary Schools;
- lack of awareness on the use of social media as instrument of active citizenship of students and young people;
- weakness of the Educational System in developing confidence and skills of teachers and youth workers in teaching democracy in formal and non formal educational settings.

The activity in the schools will be developed according to 6 keywords, selected by the Steering committee. It will select 6 keywords, related with some active participation’s values and ideas. Direct participation of the students (and teachers) in all the main actions of the project:
- Educational project’s planning: A selected group of students and teachers will be invited to participate in the focus groups (preparatory action for the Educational laboratories) organized according to the Photovoice technique. It is a process by which people can identify, represent, and enhance their community through a specific photographic technique, using innovative participatory photography and digital storytelling methods so that they have the opportunity to represent themselves and create tools for advocacy and communications to achieve positive social change. Photovoice is a participatory action research strategy by which people create and discuss photographs as a means of catalyzing personal and community change. The use of photovoice is an effective tool for carrying out participatory needs assessment, conducting participatory evaluation and reaching policy-makers has been discussed elsewhere. This approach puts emphasis on learning and understanding the meanings people give to their world and experiences in the everyday world, in the everyday life. A process such as photovoice provides youth the opportunity to develop their personal, social and political identities.
- Educational and didactical laboratories: 3 classes of each school will be involved in this activity: their students will participate in these interactive laboratories, according to the results and ideas developed during the focus groups; they will meet experts, but they will debate, offer their suggestions and share their vision.
- Creation of outputs: the students will collect information about the debated keywords, they will produce several dissemination materials, such as multimedia contributions, researches, dossiers, surveys, etc. In particular, they will actively participate in the production of 6 broadcastings dedicated to the 6 keywords (through investigations, pools and interviews, etc.)
- Blog and social media management: the students involved in the laboratories will be the managers of the concepts and multimedia contributions for the project’s blog and social media profiles.
IN ICELAND
1. The concrete objectives of the partnership are:
- to develop and implement methods and projects that systematically support education in schools about democracy and participation connected with sustainability.

- to enhance youth media literacy
- to enhance knowledge and understanding of the meaning of sustainability and civil responsibility towards fellow citizens and upcoming generations through formal and informal education

2. We intend to address the following problems:
- understanding the concepts of citizenship, sustainability, media literacy and the role they play in democracy
- how to encourage young people to more active participation towards a better society, responsibility towards fellow citizens and avoid marginalisation of youth
- enhance confidence and skills of teachers and youth workers in teaching democracy in formal and non formal educational settings
- distrust in institutions, government and the media
- how to implement more critical use of media and more responsible use of social networks as an instrument of active citizenship of students and young people.

Youth groups will plan open discussion meetings for other youth about the key words to collect further resources for making broadcasting material, inputs in blogs and other multimedia opportunities.

* (Aug 2012 – July 2014) Creation of the Regional Steering Committee (one in Florence, one in Reykjavik), made up of at least one representative for each partner. They will plan several coordination meetings (at least 8 times), according to the deployment of the project.
* (Oct 2012) Start-up meeting in Iceland in order to decide criteria, common provisions, methodologies and strategies for the creation of the network and the implementation of common activities. This meeting will be organized by the Reykjavik Department of Education and Youth.
* (Dec 2012 – Jan. 2013) Implementation of the common web site for the project. As above an effective instrument to increase the projects success. The web site will be updated periodically, inserting descriptions of experiences, documents produced, etc. This will be an activity managed by both Regional partnerships, with

2) ACTION 2: INTERACTIVE ACTIVITY
* (Oct.– Nov. 2012) In the two regions: organization of the focus groups in the schools and youth clubs involved. 8-10 people (students, teachers and experts) will meet in each focus group for three keywords, in order to define laboratories’ framework.
* (Dec. 2012 - April 2013) Interactive Laboratories in Italy: each class will participate in thematic laboratories, meeting experts and elaborating essays and researches. In Reykjavik; teachers and youth workers will participate in study groups with experts, plan for thematic laboratories for youth and put them into practice in schools and youth clubs.
* (March 2013) Creation of the youth blog, a diary of the laboratories activities, where students/youth can tell and share their experience with other students.
* (Nov.- Dec. 2013) Web radio broadcastings production: the students will elaborate the contents of 6 broadcastings related to the 6 keywords. For these activities they will prepare interviews, pools, investigations, etc.
3) ACTION 3: EVALUATION AND MONITORING
* (Oct. 2012) online questionnaires distributed among the students of the classes/groups involved to record their knowledge and interests in the keywords’ concepts.

4) ACTION 4: DISSEMINATION
* (Sep. 2013) Press conference in the regions involved to present the project.
* (Oct. 2013 – April 2014) Web radio broadcastings (at least six) in Tuscany with the active participation of the students, leaded by the Web radio Editorial staff, through interviews, pools, investigation etc. In Iceland through the youth program of the National Broadcasting Union.
* (May 2013 – June 2014) Results’ dissemination among the Europe Direct centres all around Europe, through newsletters, social media, intranet, and European and National website.
* (Sept. 2013 – July 2014) Monthly Updating of the blog and social networks to stimulate the active participation and sharing activity among the students non directly involved in the project.
* (May 2014) Final meeting in Italy. This meeting will be organized by the Municipality of Florence, to disseminate the results, to involve mass media. Participation of other youngsters, youth workers and teachers through Skype or other means of digital conference equipment.

Each participating region has an important role for the success of the project.
Each Regional partnership is composed by the main actors in the field of Education and youth policies, so the tasks will be well distributed among them:
IN ITALY
The Local Authority (Florence City Council) will coordinate the creation of the network and the cooperation between the partners, addressing the strategy, monitoring the developed actions, evaluating the results. It will coordinate the results dissemination activities thanks to its internal web radio. It will organize the partnership meetings in Italy.
The Schools will be directly involved in the implementation of the activities with students. Each school will select at least 3 classes and will coordinate the laboratories programmes thanks to the direct participation of a teacher for each class. The students will participate in the interactive laboratories and will produce multimedia products for a better dissemination of the project’s results. They will participate in the periodical local partnership’s meeting. They will be involved in the distribution of the questionnaire for the students.
The USR will be involved in the coordination of the activities of the Scholastic institutions involved in the implementation of the project strategies. It will disseminate the project’s results involving more students (of other schools) in the multimedia activities.
The association, Sharing Europe, will support the Municipality of Florence in the following activities:
- focus groups and laboratories coordination with the participation of the schools and USR;
- training activity with students for the use of internet in the democratic participation (blogging, social media, strategic communication, web writing, photo editing, video making)
- dissemination activity.
IN ICELAND
The Local Authority (Reykjavik Department of Education and Youth) will manage and co-ordinate the network and the project on the behalf of Reykjavik City. It will co-ordinate the collaborative work done by the local partners and be a link between the two participating regions/cities, organize meetings, plan for the visits of our Italian counterparts and carry out other important tasks, such as the financial responsibility of the project, encourage partners to contribute to meaningful activities and products in relation to the project. It will also conduct focus groups and dissemination activity. The Department will exchange knowledge and experience and promote good practices that result from the project with other non-participating organizations within Reykjavik.
The schools: Laugalaekjarskoli, Rettarholtsskoli and Hagaskoli and The Youth Clubs: Laugo, Bustadir and Frosti.
These partners will be actively involved in the implementation of the activities with the students. Each school will work with a group of students from each year group within the school with the direct participation of teachers. Teachers and assistant principals in the three schools will form a network where they will share their practices and results with project managers from the related youth clubs. Hence, the learners will be undergoing assignments and laboratories programmes through formal and informal education in schools and youth clubs. The students will participate in the interactive laboratories and will produce multimedia products for a better dissemination of the project’s results. They will participate in the periodical local partnership’s meeting. The schools will promote active participation of students and make them have a voice in how the project develops.

Please describe briefly the way you intend to manage your project. Please explain how effective cooperation and communication between participating regions and the different actors in each region will be organised.
The project regional coordinator will create a team (at least one representative for each partner), which will follow rules, regulations set out by the European Union legislations (e.g. checking the eligibility of the expenses). It will monitor the respect of deadlines and the participation of the partners’ representatives to the Local and European project’s meetings. Each regional partnership will communicate through the creation of an e-group, which will permit to share documents, calendars, etc.
The participating schools have both a strong experience in European exchange projects and they are used to communicate and cooperate with foreign partners.
The two regional coordinators will communicate periodically by email and will organize periodical Skype calls; the meetings will offer the opportunity to meet the other partners and know each others.
C.5 Impact and European added value
1. What impact and benefits do you expect your Partnership activities to have on the different target groups (pupils, teachers, staff in school administration, etc) and on the participating institutions/ organisations?
2. In which way will the partnership project foster European cooperation in school education in the participating regions?
1 The partnership activities will provide benefits by improving the dialogue between Italian and Icelandic education and youth actors. The cooperation with the Icelandic partners will allow Italian partners to better understand the social-economic and scholastic level of Iceland and vice versa.
The teachers, youth workers and administrative staff will exchange past experience and will work out solutions and models to address the educational and training needs of pupils. They will improve their pedagogical approaches, thanks to this experience supported by the participation of external experts and practicing innovative methodologies, such as the Photovoice method.
The pupils will experience an interactive activity where they are the protagonist, they will improve their skills in using ICT and their consciousness about how to be a better citizen. Their involvement in this project will permit to improve their portfolio and it will be taken into account in the final diploma.
Starting from their local best practices, both regional partnerships will work out a new methods that systematically support education in schools about democracy and participation connected with sustainability.
2. The active involvement of all partnerships’ organizations will promote a stronger cooperation which will allow collaboration in future projects.

- The number of students/youth participating to the laboratories (at least 120 students)
- The number of students/youth interested in being involved in the research;
- The number of students/youth involved in the management (at least 10) of the project’s blog and social networks and their virtual contacts (at least 1000);

- The number of students/youth involved in the web radio programmes planning (at least 50 students).
For the project’s results dissemination, we intend to monitor and evaluate:
- The number of share, comments and other interactive actions referred to the blog and social network activity.

- Number of participants attending the Final Conference (at least 50 people).
- Number of teachers and youth workers participating directly in the process.
QUALITATIVE EVALUATION
At the beginning of the interactive activity, an online questionnaire will be distributed among the students/youth of the classes/groups involved to record their knowledge and interests in the keywords’ concepts
After the interactive activity, an intermediate evaluation of the interactive activity will be made, through an online questionnaire distributed among the students/youth to collect their positive or negative opinions and obtain suggestions about the interactive activity.
At the end of the project activity, an online questionnaire will be distributed among the students/youth of the classes/groups involved to record their knowledge and interests in the keywords’ concepts, after the experienced activities, to analyse the improvements of these elements.
In Iceland, at the end of the project a focus group of teachers and youth workers on their capability on leading further work regarding democracy education and citizenship.

Will European cooperation continue after the end of the funded partnership? 1. After this project, we expect to extend the tested model among other classes/groups in schools and youth clubs of the region in both countries. This will be possible thanks to the direct involvement of USR and the schools’ teachers of the Italian partnership. Also in Iceland the youth clubs and schools involved in the partnership will share the experienced activity in order to extend it to other centres/schools.
Moreover, the blog and the related social media accounts will be available to be updated as instrument of communication and sharing from the interested students. The regional partnerships will maintain periodically updated the blog also after the end of the project.
2. The interactive activity’s model will be made available in the project website for other Italian territories educational authorities interested in improving the knowledge and interest in political affaires in their local context.
During the last meeting we will develop future proposals of cooperation between Iceland and Italy.

E.2 Other (non-mobility) costs
In order to fill the following table please refer to part 4.E and 4.F of the LLP Guide Part I: General provisions. This chapter provides the financial and contractual rules that should be followed by
the applicants/beneficiaries and during the lifecycle of the accepted partnerships. Please note that
• Indirect costs are not eligible for funding support in Comenius Regio Partnerships,
• Other (non-mobility) costs in Comenius Regio Partnerships can only be funded up to a maximum of 25.000 EUR per partner region,
• Travel and subsistence costs have to be covered by the mobility lump sum; this includes also local transport during the mobility.
When filling in the table, please make sure that you use the right cost category for your expenses and that you base your calculation on eligible costs only.
• Staff costs: costs relating to statutory or temporary staff, based on real daily staff cost rates which cannot exceed the maximum eligible daily rates indicated in the LLP Guide, part 4.F.
