I would like to welcome you back to San Diego for the 2013 Western Division Conference & Deal Making. As an industry, we have

weathered the challenges of the last several years and have made great strides to get the “lights” back on. I think the call for

“action” is louder than it has been for years.

No matter what role you play in our ever-changing industry, I think best practices demand continuously refreshed information,

knowledge, judgment and most importantly, strong relationships. In a world that is often focused on “digital,” I believe our

industry is still primarily “analog” in that it still has a very human element to it. We are all vitally engaged in our business and

yet, at the same time, are completely aware of our interdependence with others in our industry. That is why we gather in person

here and at other ICSC meetings.

This year, we are re-issuing the Western Division Conference with a special “Director’s Cut” – a panel of trustees and industry

icons who will provide top-level retail, development and capital markets insights; a “Deal or No Deal with P3?” session which will

include a panel and guest speaker to provide valuable insight on how to get development projects off the shelf and in the ground;

a Next Generation session as well as four Special Industry Groups (SIGs) on Wednesday afternoon; the convenience of having the

General Sessions on the same floor as the Deal Making; numerous networking opportunities at various social functions; and of

course, the opportunity to meet with key industry leaders and make those deals!

I would like to thank our Conference co-chairs, Ken Gatt and Ken Hira – and all of the dozens of volunteers who have worked to

make this conference a hit. I hope you enjoy the conference and take advantage of a fresh script and new opportunities at this

must-attend event in San Diego.

H Gary Ballew, Cecd has been in the Economic Development business for 17 years, both private and public. He is a Certified Economic Developer through the International Economic Development Council and is currently Richland’s Economic Development Manager. His work at Richland includes special projects, such as the Wine Science Center and Broadband Initiative, as well as managing economic development and redevelopment programs within the City. Prior to coming to Richland, Gary was the Deputy County Administrator for Benton County. Gary was responsible for managing the County’s Facilities Department and Sustainable Development Department. Prior to the County, he worked for Pacific Rim Enterprise Center, working on technology transfer between the Department of Energy and the private sector, helping small technology firms access the Hanford site; and on long-term stewardship and risk-financing for nuclear weapons facilities that will remain contaminated after clean-up is complete.

Gary received a Master of Science in Environmental Engineering, a Bachelor of Science in Civil and Environmental Engineering and a Bachelor of Arts in Hotel and Restaurant Administration, all from Washington State University. He is a former Governor’s Executive Fellow for the Department of Community, Trade and Economic Development where he worked with the Tri-Cities community to diminish the impact from Department of Energy cutbacks at the Hanford Nuclear Reservation. He is also a former Research Assistant for Battelle Pacific Northwest National Laboratory and Washington State University’s Laboratory for Atmospheric Research where he studied natural attenuation of soil and groundwater contaminants.

Gary lives in Richland with his wife Karen, his daughter Emma (14), his son Sean (11) and the dog Shadow (6ish).

H denniS e. Barr is the Director of Real Estate for Fry’s Food and Drug Stores and ICSC Western Division Retail Chair. Fry’s is a division of The Kroger Co., the #1 traditional food retailer in the United States, operating Fry’s Food Stores, Fry’s Marketplace, Fry’s Signature and Fry’s Mercado, in Arizona. Dennis has over 30 years’ experience in the grocery industry with 24 years in grocery retail development. A graduate with a B.S. in Management from Lipscomb University, Nashville, TN, Dennis has developed in excess of 4.2 million square feet of retail grocery space in the Midwest, Southeast and Arizona. Dennis has experience in all aspects of development including Market Research, Site Selection, Planning, Land Acquisition, Building and Design. He is responsible for managing Fry’s storing program, property administration and Fry’s capital spending program.

H TraCey Bohlen, Economic Development Manager for the City of Oceanside, has worked in Economic Development and Redevelopment for over 17 years. Tracey has worked in Economic Development for the cities of Poway, and now Oceanside California. She also has worked in the Escondido and Poway School Districts developing facilities and negotiating with developers for development of former school sites for retail purposes.

While in the City of Poway she assisted with the rehabilitation of three strip malls encompassing over 360,000 sq. ft., brought

a new automobile dealership to the City of Poway, and assisted in the relocation of a major auto dealership. She assisted projects through the entitlement process, and negotiated various public-private partnerships for industrial, retail and housing developments.

Over the past seven years in Oceanside, Tracey has worked on the entitlements, construction, and/or re-tenanting of retail, industrial/office, and hotel rooms. Significant projects have included the Marriott Residence Inn, Marriott Courtyard, Marriott Springhill Suites, Stone Brewery, El Corazon Multi-Purpose Athletic Fields, Pacific Coast Business Park, Seagate Corporate Centre, Douglas and 76 shopping center; mixed-use downtown developments Ocean Village, Oceanside Terraces, and the Wyndham Timeshare Resort.

Tracey is active with ICSC, BioCom, NAIOP, and is a member of the California Local Economic Developers Association, CALED and International Economic Development Council, IEDC. Tracey is a graduate of San Diego State University with a Bachelors Degree in Public Administration.

H ChriS Brandon, Vice President of Leasing at Caruso Affiliated, is responsible for implementing comprehensive merchandising strategies and negotiating proposals for appropriate retailers across the Caruso portfolio. These strategies are developed with a thorough understanding of market conditions and designed to meet the needs of the consumer in the trade area.

Prior to his tenure at Caruso Affiliated, Brandon held the position of Leasing Manager at Westfield Shopping Centers where he was responsible for the leasing and merchandising of Westfield Santa Anita and Westfield Culver City. Brandon also worked at CIM Group as Leasing Director. During his time at CIM, Brandon initiated transactions with a variety of Tenants across CIM’s diverse retail, office and urban portfolio.

H fred BruninG began his real estate career as legal counsel for Sears, Roebuck and Company in 1977. After only three years, he was promoted to Territorial Real Estate Director and was given the responsibility of formulating and implementing the strategic real estate growth plan for the western United States. Mr. Bruning was also responsible for Sears’ real estate portfolio in the west, which consisted of over 500 assets. After leaving Sears in 1983, Mr. Bruning served as Vice President of Development for the Torrance Company in Torrance, CA, and as Vice President of Development for the John Price Development Company in Salt Lake City, UT. In 1985, Mr. Bruning joined the Alexander Haagen Company as a development partner. In his 13 years at the Haagen Company, Mr. Bruning was the key executive in charge of the acquisition and development of over 40 retail projects. Mr. Bruning was also instrumental in taking the company public in 1993, serving as the Wall Street spokesperson. In 1988, Mr. Bruning formed his own development company, CenterOak Properties, LLC., and in 2005 formed CenterCal Properties, LLC. In his career, he has been actively involved in over 150 major retail developments in the western United States. Mr. Bruning’s close personal contacts with major retail tenants throughout the United States, combined with his unique perspective of the development industry from both the public and private development sectors, give

H dave CheaThaM is the co-founder and Managing Principal of Velocity Retail Group, a full-service commercial brokerage company based in Phoenix and focused on the needs of retail tenants and owners in the Western U.S.

He is a senior advisor to merchants, entrepreneurs, investors and senior retail executives throughout the industry. He has helped shape the corporate real estate policy of many of the nation’s household-name retail brands. His extensive client list includes leading brands like JC Penney, Hobby Lobby, Target, JP Morgan Chase, CVS Pharmacy as well as gazelle high-growth companies preparing for a significant private-equity placement event or initial public offering. With more than 28 years of experience, his sphere of work has endured multiple growth cycles and several severe declines. Dave has transacted more than $2.2 billion of retail transactions and has been the mainstay for leading negotiation techniques and providing strategy for the corporate real estate groups at nationally recognized retailers. Previously Dave was a Senior Vice President with CBRE for over 20 years and a partner with Staubach Retail for 5 years.

H Terry M. evanS is Vice President of Corporate Real Estate for The Kroger Company. Corporate Real Estate encompasses all Divisions and Banners for The Kroger Co. as well as the C-Stores. Terry manages a staff of 18 employees at the Corporate Real Estate offices and Office Services.

Terry began his career at Kroger in 1981 in the Management Training Program and served as a co-manager in the Nashville Division until 1984, when he joined the Real Estate Department in the Louisville Division. After spending time in the Dallas Division and the Atlanta Division as Real Estate Manager, Terry was promoted to G.O. as the Director of Real Estate in 1998. Terry was appointed to his current position in 2011.

Terry earned a Bachelor’s degree in Business Administration at the University of Tennessee. He is a member of the International

Council of Shopping Centers and is a frequent speaker for their Open Air Conference Program yearly. He also served as Co-Chairman for the Kroger Campaign of ArtsWave in Cincinnati, OH.

Terry and his wife, Kathy, live in Symmes Township, OH, and have a son, Matthew, and daughter, Lindsey, who both currently attend college.

H ken GaTT is a Principal and the Director of Leasing at Evergreen Real Estate Development, a multifaceted commercial real estate development firm that specializes in the development of Single Tenant and Multi Tenant Projects. He has worked in the Retail Real Estate industry since 1988 and was formerly with The Pederson Group and Westcor Partners where he specialized in retail development and leasing. He is now focused on the marketing and leasing of over 26 commercial corners, as well as the procurement of Retailers that require development services. Ken takes pride in creating win-win situations for both Landlord and Tenants. Ken has lived in Arizona for over 40 years, graduated from Arizona State University and recently served as the International Council of Shopping Centers’ Arizona/New Mexico State Director. Ken lives in central Phoenix with his wife and two young daughters.

H kurT hanSon is the Economic Development Manager for the City of Kent in Washington State. He is a graduate from Western Washington University. He is also accredited through the American Institute of Certified Planners as well as by the National Development Council as an Economic Development Finance Professional. He is Co-Chair for the Alliance Program at ICSC for the States of Alaska and Washington. He has been a member of ICSC since 2002.

H rex hiMe is a native Californian, graduated from the University of California at Davis with a B.A. in Political Science and received his law degree from the UC Davis School of Law. Active in civic, church, military service and alumni activities Rex has shown a continued commitment to community involvement. He has served as the Presidential as well as the California State Assembly Representative on the Tahoe Regional Planning Agency and was a member of the California Task Force on Violence Prevention. Currently he serves as the Governors’ appointment to the Board of Directors of the California State Fair (CAL-EXPO), was its Chair for two years, and as a Trustee for the Greater Sacramento Valley Leukemia & Lymphoma Society, where he currently is the Chair. He is a past President of the Cal Aggie Alumni Association and has served on the various finance committees for the campus, the association and student campaigns. Prior to joining California Business Properties Association (CBPA), Rex served on then Governor Reagan’s educational staff and as Assistant to the Director for the State Department of Consumer Affairs. Later he was the Executive Director of the California State Commission for Economic Development, Director for the California Commission on Agriculture and a Special Assistant to the Lieutenant Governor. His legislative experience includes service as the Senior Assistant to the Minority Leader of the California State Assembly. of Shopping Centers (ICSC), the California chapters of the National Association of Industrial and Office Properties (NAIOP), the Building Owners and Managers Association of California (BOMA CAL), the Institute of Real Estate Management (IREM), the Retail Industry Leaders Association (RILA), the California Downtown Association (CDA), the CCIM of Northern California, and the Association of Corporate Real Estate Executives (ACRE) of Southern California. Aware of not only the excessive costs that have resulted from the uncontrolled growth of government, but also the ever-burdening restrictions placed by government on the private sector, Rex has been outspoken against any such interference. Rex helped to create the coalition that has stopped the threat of split roll tax several times. He also provided leadership to the coalition of interests that achieved passage of the law prohibiting commercial rent control in California — making it the only state to enact such legislation. Hime also brought together a coalition of the business and disabled communities to successfully achieve passage of landmark legislation redefining the approval process for drive-throughs in California. He has been involved in all statewide school construction bonds; serving either on the steering committee or on the finance committee. These measures have generated almost $50B for K-12 and higher education facility construction. Rex has been involved in the drafting of major water bond efforts and has worked for Proposition 204 (1994) and Proposition 13 (1999) and Proposition 84 (2006) serving on the steering and executive committees, as well as finance co-chair. Mr. Hime has long recognized the need for developing a partnership between the private and public sectors in the quest for economic growth and job development. Rex’s abilities and extensive background have qualified him as an acknowledged spokesman for the philosophy and direction of greater economic and individual freedom as well as the commercial industrial real estate industry. Rex is a resident of Loomis, is married to Gwyn Bicker Hime and has two sons — Rex and Reagan.

H ken k. hira serves as Senior Vice President for Kosmont Companies. An expert in retail development and strategies for retail attraction, Mr. Hira has over 20 years of varied experience in virtually every aspect of real estate financing, downtown revitalization, acquisition, entitlement, development, asset management and disposition. Mr. Hira’s expertise is in identifying retail tenants and negotiating retail and mixed-use projects that can revitalize communities and assist in economic development/tax generation programs.

A former Executive Vice President of the Irvine-based mixed-use developer, Pacific Century Commercial, Mr. Hira managed a portfolio of over $100 million of retail sites, while operating the commercial division of the company. Prior to this, as a Managing Director of Acquisitions for Westrust and a Vice President of Development at Lewis Retail Centers, he evaluated and underwrote hundreds of acres of land, successfully captured and negotiated anchor tenant commitments creating $60 million of value in ground-up development and redevelopment, and was responsible for 800,000 square feet of retail entitlement, design and development. As Vice President of GMS Realty, Mr. Hira entitled one million square feet of retail development projects, as well as led the acquisition of 24 neighborhood and community shopping centers, totaling 3.3 million square feet and valued at $375 million, and organized a $287 million recapitalization of the company.

Mr. Hira holds a Bachelor degree in Economics and Business from UCLA, and is an active volunteer leader of the International Council of Shopping Centers. He serves as the ICSC Southern California State Director, while previously serving as the ICSC Southern California Program Committee Chair and ICSC Alliance Co-Chair, advocating public-private partnerships. Mr. Hira is a registered Municipal Advisor with the U.S. Securities and Exchange Commission (SEC).

H williaM B. horner, Senior Vice President/Chief Real Estate Officer for Fitness International, LLC, possesses over thirty years of retail real estate experience, the last fourteen directing the real estate component for the expansion of L A Fitness Sports Clubs (now Fitness International) which today operates 580 Clubs in the United States and Canada. Mr. Horner’s background encompasses tenant roll out, development and portfolio responsibility. As General Manager of Hobie Sports and Latitudes, two lifestyle retailers, he directed their expansions in freestanding facilities and shopping center types ranging from tourist specialty centers to regional malls. Portfolio-based responsibilities have included Leasing Manager for Hollis and Associates, on contract to the Irvine Company, Director of Leasing for the diverse portfolio of the Fritz Duda Company and category as well as overall project oversight as a Vice President with DDR/Oliver McMillan specializing in redevelopment and entertainment projects. William began his career in Beverly Hills in the retail division of Coldwell Banker Commercial Real Estate Company (now CBRE).

He is an active member of ICSC as a Trustee and is the current Southern California Retail Chair. William received his B.A. degree in Communications from the University of Southern California.

H larry J. koSMonT, Cre®, President and CEO of Kosmont Companies, is a nationally recognized specialist and industry leader in public/private real estate transactions, economic development and public finance covering more than $12 billion in transactions across his 38-year career. He has an extensive track record as a public/private real estate consultant and public finance advisor that has assisted hundreds of local governments and guided over 1,000 private projects. Mr. Kosmont founded Kosmont Companies in 1986, and has since created the Kosmont Muni Horizons FundTM which sources private financing for public projects and co-founded the California Golden Fund, an approved EB-5 Regional Center. Prior to becoming President and Chief Executive Officer, LaRue served as Executive Vice President and Chief Operating Officer. Earlier in his career with the company LaRue served as President and Chief Operating Officer of Forest City Commercial Group, Inc., the Company’s largest strategic business unit. He is also an officer and/or director of various subsidiaries of the Company.

Prior to joining Forest City in 1986, LaRue was an Internal Auditor and Financial Analyst with the Sherwin-Williams Company. LaRue is a member of the 2013 NAREIT Board of Governors; a Trustee, member of the Executive Committee, Chair of the Capital Committee and Board of Directors of the Friends of the Cleveland School of the Arts; a Trustee and member of the Finance Committee of the Lawrence School; and a former member of the Board of Directors of CubeSmart, a public storage company, from 2004–2013. LaRue has been selected by the International Council of Shopping Centers’ Board of Trustees Nominating Committee to serve as the assocation’s Chairman for the 2013–2014 term. LaRue was elected at ICSC’s annual meeting of members in May, and is the association’s 54th Chairman.

H GreG S. lukoSky is currently a Real Estate Manager for Ralphs Grocery Company and Food 4 Less, both divisions of The Kroger Company. He is responsible for new development opportunities, relocations, on-site replacements, lease extensions, leasehold acquisitions, remodels and various asset management duties. Greg handles the geographic areas of Orange County, San Diego County, Southwest Riverside County, Coachella Valley, Imperial County, and Las Vegas. Prior to joining Ralphs/Food 4 Less, Greg was a partner with Peninsula Retail Partners. The company is a shopping center developer that specializes in new and existing retail projects in Southern California. Greg handled the Acquisition, Planning, Entitlements, Tenant Leasing and Investment Analysis for the company. Greg was also a partner with Silvercreek Properties. He was personally responsible for various shopping center developments covering over 500,000 square feet of retail projects in California, Nevada, and Arizona. He started his career as a broker with the Grubb & Ellis Company and has further corporate experience with Office Depot and Marie Callendar’s Restaurants. Greg is a graduate of the University of California, Berkeley.

H MiChael Marino is an executive vice president and division manager in the Commercial Real Estate Institutional and Metro Markets. Based in Brentwood, CA, he is responsible for overseeing lending and overall operations for the Las Vegas, Los Angeles, Orange County, CA, Phoenix, and San Diego markets.

H Mark l. MyerS is an executive vice president and heads the Wells Fargo Commercial Real Estate Group. Operating in 40 offices in the United States and an office in Toronto and London, Commercial Real Estate provides a comprehensive platform of banking and financing solutions to regional/national owners, operators and developers, institutional real estate funds and REITs.

During Mark’s 30-year affiliation with Wells Fargo, he has held a number of senior leadership positions in the Real Estate, Corporate, Capital Markets and Special Situation Groups. Mr. Myers, based in San Francisco, is a member of Wells Fargo’s Management Committee.

H BruCe d. poMeroy, Cdp is President of Evergreen Devco, Inc. and has more than 37 years of real estate development experience, focused on single tenant, grocery-anchored, and power center development, principally in the western U.S. With offices in Los Angeles, Phoenix, and Denver, Evergreen has developed more than 500 properties and regularly averages more than 25 projects under development, often forming joint venture partnerships with public and private companies. In addition to shopping centers, the company he founded has created extensive systems for national retail tenant rollouts, completing more than 290 freestanding stores for Walgreens, as well as completing new stores for Tesco’s Fresh & Easy Neighborhood Market as lead developer. Mr. Pomeroy is also Managing Principal of Evergreen Communities, LLC, which is active in the development of apartment buildings and residential land planning. He is ICSC Western Division Vice President, serves on the Professional Development Committee, is a member of the CDP and CRX Admissions and Governing Committees, is an ICSC Trustee, and is past Dean of the ICSC University of Shopping Centers School of Development. Mr. Pomeroy received his degree in Economics from Pomona College.

H kiSh raJan serves as Director of the Governor’s Office of Business and Economic Development. He brings to the job a 20-year track record of success in both government and the private sector. After graduating from UC Berkeley, Kish Rajan began his public sector career on Capitol Hill as an aide first to United States Senator Barbara Boxer and then later to Phil Angelides who went on to become California State Treasurer.

Kish left to build a 14-year career in the private sector as a business development executive in the mobile technology arena, managing vital business partnerships that created hundreds of jobs and millions of dollars of shareholder value.

While building this successful business career, Kish earned a JD, started a family, and settled back in his hometown of Walnut Creek, CA. In 2008, Kish re-entered public service when he was elected to the Walnut Creek City Council. Drawing on his political and business experience Kish became a regional leader who advocated for transportation improvement, education and economic development.

In 2012, Governor Brown appointed Kish Rajan as the GO-Biz director to lead the executive team. His directive from Governor Brown is to enhance California’s job creation effort by streamlining business regulations, promoting statewide economic development and fostering greater international trade opportunities.

H kiM ryder, Vice President, Real Estate and Commercial Maintenance, is a member of Goodwill of Central Arizona’s Executive Leadership team and is responsible for overseeing all of their real estate acquisitions, construction, tenant improvements and building maintenance. In addition, she oversees the Commercial Maintenance division at Goodwill, which is a property maintenance company recently named the third largest janitorial firm in Arizona by Phoenix Business Journal. With Ryder spearheading this business line, the division has grown from 3.68 million square feet of contracted property maintenance services in 2011 to over 18.6 million square feet under contract in 2013. She is the public liaison for brokers and developers, and also manages the internal construction team, which is responsible for tenant improvements and building maintenance for over 50 Goodwill retail stores, 9 Retail Donation Centers, 14 Career Centers and the corporate office. During Ms. Ryder’s 16-year tenure with Goodwill, she has been responsible for the build-out of over 1.5 million square feet of retail and commercial office space. Ryder previously served as a district manager and operations director; she has spent her entire career in the thrift retail and real estate industries.

H Mark a. SChurGin is the President and co-founder of The Festival Companies, a Los Angeles-based privately owned shopping center development, investment and real estate advisory firm. Under his leadership the firm has developed and acquired over 25,000,000 square feet of retail properties in 23 states. The Festival Companies real estate advisory division provides real estate advisory, management and development services to institutional clients and private investors.

Mark Schurgin has been involved in the shopping center industry for over 25 years. He is a graduate of the University of Colorado. Mark is an active guest speaker for the ICSC, ULI

and Community Redevelopment Agency organization. He is an active member of the ICSC and ULI. In 2008 The Schurgin Family Foundation established the Schurgin Family Foundation Undergraduate Scholarship with the ICSC Foundation.

H TiMoThy M. Seiler began his career in retail real estate in 1985 with a Southern California investment firm specializing in the acquisition and operation of grocery-anchored shopping centers. There he focused on financial analysis and due diligence for shopping center acquisitions and shop space leasing. In 1993, he transitioned to a corporate real estate manager role for World Savings Bank (now part of Wells Fargo), and later worked in the same capacity for Blockbuster Video and Kroger’s Ralphs and Food4Less/FoodsCo divisions, handling new store development for these firms in California and seven other states. Mr. Seiler has also worked in development site acquisitions for several prominent Northern California developers, including Petrovich Development Company and Regency Centers. In 2009, Seiler joined John Cumbelich & Associates as a commercial real estate broker. Current clients include Smart & Final Extra, CVS, Bravo Brio Restaurant Group, El Pollo Loco, and the San Francisco Giants plus property owners Property Development Centers/Safeway, UBS, Browman Development Company and Deerfield Realty. Seiler holds an MBA from the University of Southern California, a BA from U.C. Irvine, and accreditation as a LEED AP™. He has also been a member ICSC’s Northern California Program Planning Committee since 2000, and has served as Northern California State Director since 2011.

H arTuro Sneider is a founding partner and current CEO of Primestor Development, Inc., one of the Nation’s leaders in urban development and re-development with a focus in dense low/moderate income communities. His primary responsibilities include the sourcing of key acquisitions and project inceptions, project conceptual design, capital structuring and corporate management. With a strong focus in largely underserved communities, Primestor’s diverse portfolio has maintained an approximate 95% occupancy rate in approximately eighty projects. As the winner of the Latin Business Association’s “2002 Business of the Year Award” and the “2005 Los Angeles Minority Construction Firm of the Year”, Primestor has consistently been on the top 500 Hispanic Business list as well as on the “100 Fastest Growing Companies” list. In 2008 he was recognized as the “Person to Watch” by the San Fernando Valley Business Journal and with the HUB Cities Business Leadership Award, in 2009 with the S.E.A. Business Pioneer Award, 2010–2011 Business Person of the Year by the Florence-Firestone Chamber of Commerce and in 2010 as the Latino Business of the Year by the Los Angeles Business Journal.

Since 1990, Mr. Sneider has acquired dozens of properties and transacted in dozens of existing, remodeled and ground-up projects involving complex financing models, tax increment financing, New Markets Tax Credits, municipal bonding, structured finance and ground leases. Ground-up projects have been located in California, Illinois, Nevada, Florida and Arizona and have ranged in size from less than an acre to over forty acres and individually from under $1MM to over $100MM with an aggregate cost basis of approximately $750MM.

Mr. Sneider is an active member of YPO (Young Presidents Organization), founding Chair of the Hispanic Initiative of ICSC, Board Member of the City of Los Angeles’ Development Industry Advisory Council, Board Member/Director of the Los Angeles County Capital Asset Leasing Corporation, serves on the Boards of Alternative Living for the Aging and EXPO Center of Los Angeles and was a founding member of the Downtown Property Owners’ Association. He has served as an advisor to the City of Los Angeles’ Economic Development Department and is a sought-after speaker and has recently been a panelist for Urban Land Institute (ULI), International Council of Shopping Centers (ICSC), the Association of Corporate Real Estate Executives (ACRE), Lusk Center for Real Estate at USC and the California Association for Local Economic Development (CALED). Mr. Sneider was born in Mexico City, lives in Los Angeles and is married with two children, Samantha (16) and Nicolas (13).

H BoB STowe is the City Manager for the City of Bothell, a position he has held since January 2005. Bothell has a population of over 33,000 residents and a business population of approximately 22,000. Bob is the chief executive officer of a full-service city with a 2013–2014 budget of $224 million and 300 employees.

Before arriving in Bothell, Bob was the City Manager for the City of Mill Creek, WA for nine years and held other top administrator positions for two other Washington cities for an additional 10 years. Bob enjoys a reputation as a progressive and talented municipal manager, bringing stability and leadership to the cities he has served over the last 26 years in Washington State.

He is actively involved in leading Washington’s State’s largest publicly led downtown revitalization, whereby over 25 acres have been assembled under City ownership for municipal amenities and is now being sold for private mixed-use development in the heart of downtown. City projects underway totaling more than $150 million have already stimulated a planned private investment of $207 million of the city-anticipated 25-year goal of $650 million in just a few years and during the worst recession in recent history with leverage from public/private collaboration. Bob believes Bothell’s outrageously ambitious plan—as it has been called in the region—is built on a foundation of public-private partnerships and has energized and transformed the Bothell community while holding fast to city cultural and historical roots. The hallmark of Bob’s effort is his commitment to create well-designed and environmentally sustainable places where people want to live, work, and come together to celebrate.

Bob is a past president of the Washington City/County Management Association (2002–2003) and holds a bachelor’s degree in Urban and Regional Planning from Eastern Washington University and an MBA from Seattle University.

H phil Swain was born in Detroit, is the CEO of YogaWorks and has spent over 35 years in the Health and Fitness industry. He helped create The Sports Connections, Spectrum Clubs, Sports Club LA and Reebok Sports Club/NY prior to joining YogaWorks. Phil has a passion for building health & wellness businesses and has doubled the size of YogaWorks through his belief in the healing properties of yoga.

H alan ThiCke: Actor, Comedian, Author, Keynote Speaker, Event Host…

You probably know him best as the Golden Globe and Emmy nominee (seven times), often hailed as “America’s Dad” for his seven years as patriarch Jason Seaver on Growing Pains.

This popular “Go-To Boomer” is the guy they call for recurring roles on contemporary TV comedies such as How I Met Your Mother, Tosh.0, Will Farrell’s Funny or Die, Attack of the Show, Tim and Eric’s Awesome Show, I’m with the Band (Disney)… and in movies such as last year’s The Goods: Live Hard, Sell Hard with Will Farrell and Jeremy Piven and the upcoming I Hate You, Dad with Adam Sandler.

Mr. Wallace has a background in the acquisition and/or formation of over 100 companies and/or partnerships, and has secured hundreds of millions of dollars in equity and debt. As a result of the numerous portfolio holdings, he has served on the boards for several private and public companies. In addition to numerous projects across the country, Wallace Bajjali Development Partners is currently the Master Developer hired by the city of Joplin to redevelop the community following the devastating EF-5 tornado that struck on May 22, 2011.

Mr. Wallace served as a partner and Chief Executive Officer of Wallace & Associates Investment, Inc., formerly The Markpoint Company, a venture capital and merchant banking operation and also, the Grantham Company, a private investment-banking firm.

Prior to becoming a member of the Wallace Bajjali Development Partners management team, Mr. Wallace served as the Chief Financial Officer for Asset Plus and Asset Campus Housing. In such capacity, he was actively involved in the transactional structuring, investment banking and capital market activities.

Early in his career, Mr. Wallace served as the Vice President of Equity Management Corporation, a private real estate syndication firm. In this capacity, Mr. Wallace was responsible for the acquisition and/or sale of over $250 million of income producing properties. In connection with such real estate activities, he was a charter member of the North Texas Association of Real Estate Professionals, a former member of the Real Estate Securities and Syndication Institute (RESSI) and a former member of the American Association of Financial Planners.

Mr. Wallace considers charitable works to be of great importance, as reflected by his extensive efforts in both the Dallas and Houston communities. Mr. Wallace served three terms as Mayor of the City of Sugar Land, TX, where he previously served on the city council representing the Single Member District Number 4. In such capacity, Mr. Wallace played a leadership role at the United States Conference of Mayors where he served on the Executive Committee and as Co-Chairman of the National Homeland Security Task Force and the Urban Water Council. Mr. Wallace served on the U.S. Department of Homeland Security Advisory Council-State and Local Officials Senior Advisory Committee and on the Board of Directors as Vice President of the TexasOne Economic Development Corporation. Mr. Wallace also served on the Advisory Board of the National Center for Missing and Exploited Children.

Mr. Wallace serves as Emeritus Research Scholar for Economic Development of the International Council of Shopping Centers and is the author of Retail Development Through Public-Private Partnerships (ICSC).
