MEMORANDUM CIRCULAR
TO THE SENIOR DEPUTY ADMINISTRATOR, DEPUTY ADMINISTRATORS, REGIONAL/ DEPARTMENT/ P R O J E C T / DIVISION MANAGERS AND A L L OTHERS CONCERNED
S U B J E C T C L O S E MONITORING OF WATER L E V E L ON MAJOR DAMS
With the Central Office being the overall supervising entity that oversees the Dam Offices on flood control, irrigation plans and power generation plans; it has the authority to verify the integrity of the water level reading of our dams to assert that our impounded water are being utilized accordingly. However, the Daily Water Level Report distributed by the Flood Forecasting and Warning System (FFWS) Center is insufficient on matters of ensuring that the data from our major/monitored dams sent by the Dam Offices via telephone call, text message or email are accurate.
To enforce a more direct surveillance on the current status of our reservoirs, the Operations Department; under the directives of the Office of the Deputy Administrator for Engineering and Operations aims to fortify the monitoring of the water level of our major/monitored dams. Thus, the following guidelines must be implemented:
1. That a close-circuit television (CCTV) camera must be configured and projected directly to the staff gauges of our monitored dams for visual water level monitoring; and must be viewable in their respective Dam Offices at all times;
2. That the video feed from the above cameras must be relayed by the Dam Offices to the Central Office via any applicable medium available (or to be established) in real-time;
3. That a water level monitoring equipment must be configured in our monitored dams to provide an electronic reading of the water level, and must be in a calibration comparable to their staff gauges' marginal reading;
4. That all data gathered by the above equipment must be relayed by the Dam Offices to the Central Office via any applicable medium available (or to be established) in an hourly basis;
5. That the collected rainfall data from all our rain gauge telemetries within the catchment areas of our monitored dams must be relayed by the Dam Offices to the Central Office using the above medium in an hourly basis;
6. That all parameters on gate openings and dam discharge warnings of our monitored dams must be relayed by the Dam Offices to the Central Office;
7. That all the above data and parameters to be relayed by the Dam Offices must be secured and unmodified;
8. That the FFWS Center shall establish a centralized data management system to consolidate all the above data and parameters as one (1) generic monitoring console for the FFWS telemetry and dam discharge warning system;
9. That the Management Information Division (MID) shall establish a server-based historical data archive for the hydrological aspects of the above system;
10. That the above guidelines are applicable not only to our major/monitored dams in Luzon, but . also to all our dams that have an impounding capacity capable of inundafing its downstream
areas.
Non-compliance hereof constitutes violation of reasonable office rules and regulations. Strict compliance is hereby enjoined. ^
