NSO-NCR has a new Regional Director Acting NEDA Director-General Augusto B. Santos swore into office newly appointed regional director (RD) Lourdes V. Homecillo of NSO-NCR and two others (Raul F. Dones of NSO-Eastern Visayas and Rosalinda C. Celeste of NSO-Caraga) last December 3, 2009 at the NEDA sa Pasig.
The oath-taking ceremonies were witnessed by NSO top management and senior officials headed by Administrator Carmelita Ericta, Deputy Administrator Paula Monina G. Collado and all NSO RDs from other regions.
NCR conducts 2010 Regional Planning Workshop The NSO–NCR conducted the Regional Planning Workshop (RPW) in response to the Memorandum dated November 18, 2009 issued by Administrator Carmelita N. Ericta, stating the Conduct of Regional Planning Workshop for CY 2010 and 2010 Census of Population and Housing Field Operations. The RPW was held from December 8 to 10, 2009 at Bayview Hotel, Roxas Boulevard corner United Nations Avenue Ermita, Manila. The 2010 RPW was conducted by clusters of region. NCR belonged to cluster 1 which was joined by Regions IV-B and V. The RPW consisted mainly of two parts: Part I was the presentation of the accomplishments/milestones for 2009 and workplans and commitments for 2010 on the first day; Part II focused on the discussion of field operations plans for the 2010 CPH in the last two days, done in a plenary session.
The NCR participants were the Regional Director, Provincial Statistics Officers, Provincial Statisticians, and all District Statistics Officers/In-Charge.

Philippine Statistics Quiz
The National Capital Region conducted the 18th PSQ-NCR
Regional Championship last November 12, 2009 at IRTC Auditorium Building, Technological University of the Philippines, Ayala Blvd. corner San Marcelino St. Manila. The annual statistics quiz was participated by 18 students from different colleges and universities in Metro Manila.
The welcome remarks was delivered by Dr. Viola De Los Reyes, Vice President for Academic Affairs of TUP who represented Dr. Olympio V. Caparas, President of TUP.
This year’s guest speaker was the Honorable Francisco “Isko Moreno” Dumagoso, Vice Mayor of Manila. In his message, he encouraged the participants “to strive hard, practice the habit of clean living and always ask the guidance of the Divine Providence. If you have the will to survive despite financial difficulties, poverty is not a hindrance to become successful in your chosen career”, the Vice Mayor stressed.
Michael Van Supranes, a freshman Bachelor of Science in Statistics student from UP-Diliman emerged as the Regional Champion. Christopher David (Mapua) and Robert Neil Leong (DLSU) were the 1
st and 2
nd runner-ups,
respectively.

PSQ National Finals last December 4, 2009.

National Statistics Month Exhibit at SM Supermall Every year the NSO-NCR joins other government agencies in celebrating the National Statistics Month (NSM). The theme for 2009 celebration is “Enhancing Security Sector Statistics for Good Governance, Peace and Sustainable Development”. This celebration is a recognition to statistics’ role in policy formation, planning and decision making in both the government and private sectors. One of the activities conducted for NSM was the putting up of exhibits on statistics every Friday for the whole month of October at selected SM Supermalls in Metro Manila.
Back to back with this exhibit was the Children’s Desk Corner which is an activity in celebration of the National Children’s Month. The exhibits showcased on statistical information such as Population Ratio by District Police (NCR), Inflation Rate, Employment Rate, Philippine Population and other statistical data. Fact sheets of the most requested statistical data were also disseminated during the four-day statistical exhibit. The exhibits were visited by students, professionals and the public as well.

Laos’ Ministry of Labor and Statistics Office officials visits NSO-NCR The NCR Regional Office hosted the field visit of eight officials from Lao People’s Democratic Republic (PDR) as part of their study visit to NSO on the conduct of LFS and Child Labor Survey. The participants included officials from the Ministry of Labor and the Statistics Office of the Ministry of Planning of Lao PDR. RD Homecillo discussed the phases of the LFS operation from the enumeration, manual processing and data entry at the NCR district offices to validation and consolidation at the NCR Regional Office. PSO Nepomuceno of NCR IV and PSO Razo of NCR I also discussed with the visiting officials the conduct of LFS in their respective districts, as well as presented some statistical information of their district.
Conduct of MRAP activities by NCR-RO staff at Villa Escudero The MRAP (Part 2) activity of NCR-RO was undertaken in response to the government’s call to conduct MRAP activities for civil servants under Administrative Order No. 255. The overall objective of this activity is to enhance the development of employees by instilling ethical behavior and strengthening Filipino values in order that they become more productive resource of the government bureaucracy. Thirty-four employees of the NCR-RO joined the MRAP (Part 2) activities conducted at Villa Escudero, Tiaong Quezon last November0 28, 2009. This activity was authorized by Travel Order No. 2009-336 dated November 23, 2009 and signed by Administrator Ericta.
NSO-NCR bags two awards in NSM celebration
The NSO-NCR won two awards for the 19th National
Statistics Month (NSM) celebration in 2008: Best Exhibit and Best Contest, bagging a total of P20,000 cash and two plaques. OIC-RD Lourdes V. Homecillo received the awards during the Opening Ceremony of the 20
th NSM
held at the AFP Commissioned Officers Club, Camp Aguinaldo, Quezon City last October 1, 2009. The Statistical Exhibits were held in nine SM Supermalls in Metro-Manila in all Fridays of October 2008.
The Statistical Contests of NCR, on the other hand, consisted of Extemporaneous Speech Contest and Statistical Quiz.
The NSM is celebrated every October of each year, pursuant to EO No. 647 signed by then President Corazon C. Aquino on September 20, 1990.

What you need to know about
CIVIL REGISTRATION
Issuance of Certification of Birth is subject to the confidentiality clause of Article 7 of the Child and Youth Welfare Code which provides: Art. 7 Nondisclosure of birth records. The records of a person’s birth shall be kept strictly confidential and no information relating thereto shall be issued except on the request of any of the following: 1. The person himself, or any person authorized by him; 2. His spouse, his parent or parents, his direct
descendants, or the guardian or institution legally in charge of him, if he is a minor;
3. The court or proper public official whenever absolutely necessary in administrative, judicial or other official proceedings to determine the identity of the child’s parents or other circumstances surrounding his birth; and
4. In case of the person’s death, the nearest of kin. Any persons violating the prohibition shall suffer the penalty of imprisonment of at least two months or a fine in an amount not exceeding five hundred pesos, or both, in the discretion of the court.
Forum on the Legitimation of Children Born to Parents Below Marrying Age
The NSO-NCR and the DSWD-NCR sponsored the conduct of the forum on the Legitimation of Children Born to Parents Below Marrying Age as one of the activities in the celebration of the 20
th National Statistics Month (NSM) and
the 17th National Children’s Month last October 29, 2009 at
the Pearl Manila Hotel, Taft Manila. Then OIC-Regional Director Lourdes V. Homecillo welcomed the participants and introduced the forum background. Hon. Magtanggol T. Gunigundo I presented the salient
features of the enrolled bill on the Legitimation of Children Born to Parents below Marrying Age. Ms. Lilia R. Nuesca, CRIMD Chief, gave the synthesis. The forum generated inputs and recommendations of the different concerned groups as basis to formulate a position paper which may help facilitate the immediate approval of Senate Bill 3111 or House Bill 5279 or “An Act Providing for the Legitimation of Children Born to Parents who are Below Marrying Age” and the crafting of its Implementing Rules and Regulations (IRR).

PGMA approves Republic Act No. 9858 Republic Act No. 9858 otherwise known as “An Act Providing for the Legitimation of Children Born to Parents Below Marrying Age” was approved by President Gloria Macapagal Arroyo last December 20, 2009. In effect, Article 177 of the Family Code of the Philippines, is amended to read as follows:

Under the new law, parents in this situation are relieved of the tedious and costly process of adoption to change the status of their child from illegitimate to legitimate.
“Art. 177. Children conceived and born outside of wedlock of parents who, at the time of the conception of the former, were not disqualified by any impediment to marry each other, or were so disqualified only because either or both of them were below eighteen (18) years of age, may be legitimated.”

CPI in NCR Consumer Price Index (CPI) is the percent change in the average prices of goods and services commonly bought by a group of consumers from the base period. CPI of NCR demonstrated upward trend from the months of October to December 2009 with an increase from 158.9 in October 2009 to 159.2 in November 2009. CPI went up further by 1.0 percentage point in December 2009. The inflation rate of NCR experienced upward trend for the last quarter of 2009. From 1.1 percent in October 2009, inflation rate went up to 2.0 percent in November 2009 and went further up to 4.0 in December 2009. Purchasing Power of Peso (PPP) registered at P0.63 for October and November 2009 and P0.62 for December 2009.

On employment unemployment and underemployment In t he Ph i l ipp ines , the employment rate in October 2009, or the proportion of the employed persons to total labor force, was estimated at 92.9 percent. Among the regions, the National Capital Region recorded the lowest employment rate at 88.2 percent and the highest unemployment rate for October 2009. The region registered a two-digit unemployment rate of 11.8 percent, higher than the national figure (7.1%). For underemployment rate, the National Capital Region recorded 12.9 percent, lower than the national figure (19.4%).

Private Building Construction Statistics in NCR for the First Quarter of 2009
Residential type of building recorded the highest among the types of construction with a total of 1,869 approved building permits during the first quarter of 2009. The number was lower by 22.09 percent compared to 2,399 approved building permits recorded during the same period of the previous year.
Total number of approved building permits, floor area,
and value of construction decreases.
The total number of approved building permits, floor area, and value of construction in NCR decreased during the first quarter of 2009 compared to the same period of the previous year. From 4,066 approved building permits recorded during the first quarter of 2008, this number fell to 3,417 approved building permits during the first quarter of the following year.
Likewise total value of construction decreased by 24.06 percent from P12.4 billion to P9.4 billion during the same period.
NCR comprised 12.52 percent and 31.84 percent respectively of the total number of approved building permits and value of construction nationwide during the first quarter of 2009.

Private Building Construction Statistics in NCR for the Second Quarter of 2009
Residential type of building recorded the highest among the types of construction with a total of 1,516 approved building permits during the second quarter of 2009. The number was lower by 34.68 percent compared to 2,321 approved building permits recorded during the same period of the previous year.
Total number of approved building permits, floor area,
and value of construction decreased.
The total number of approved building permits, floor area, and value of construction in NCR decreased during the second quarter of 2009 compared to the same period of the previous year. From 4,184 approved building permits recorded during the second quarter of 2008, this number fell to 3,036 approved building permits during the second quarter of the following year.
Likewise total value of construction decreased by 41.6 percent from P20.2 billion to P11.8 billion during the same period.
NCR comprised 8.15 percent and 34.34 percent respectively of the total number of approved building permits and value of construction nationwide during the second quarter of 2009.
