Step I- Initial Evaluation and Preparation of Detailed Planning Documents

Baxter Springs and Treece Subsites RI/FS Cherokee County Superfund Site

1.0 ACTIONS COMPLETED THIS MONTH

Actions completed on this project during the month of September 1990 included:

o Preparation and submittal of the following project deliverable documents to EPA Region VII on September 18, 1990:

- Preliminary Draft Remedial Investigation and Feasibility Study Reports [Subtask If and h]

Sampling and Analysis Plan, [Subtask 2c] with revised Quality Assurance Project Plan (QAPP) and Standard Operating Procedures (SOPs)

Laboratory Analytical Protocol [Subtask 2c]

These documents represent the final Step I deliverables.

o Preparation and submittal of responses to EPA and CH2M Hill comments on the QAPP and SOPs on September 18, 1990.

O A meeting of EPA Region VII, its contractor CH2M Hill representatives of the Baxter Springs/Treece Subsites Participating Group (hereinafter the Group), and Dames & Moore in Denver on September 5, 1990, to discuss EPA/CH2M Hill comments on the Draft Data Needs Assessment and Preliminary Risk Assessments and planned Dames & Moore responses to QAPP and SOP comments.

o Preparation and submittal on September 28, 1990, of a revised Preliminary Risk Assessment [Subtask le], including an Ecological Assessment section, for review by the Group (see Section 6.0).

o Preparation of 1 inch equals 500 feet topographic maps of the two subsites began, using the 1 inch equals 100 feet maps provided by Western Air Maps, Inc.

2.0 DATA AND RESULTS RECEIVED THIS MONTH

During September, 1990, additional preliminary prints from the base mapping subtask li were received by Dames & Moore. As of September 30, 1990, all map panels to be provided by Western Air Maps had been received. Air guality data for Picher, Oklahoma, from 1982-84, collected by the Oklahoma State Department of Health, was provided by EPA Region VII. Reports by the University of Kansas, EPA, and U.S. Fish and Wildlife Service researchers on aquatic biota effects of mine drainage waters both in the Spring River and Tar Creek drainages were provided by EPA.

3.0 SCHEDULED ACTIONS NOT COMPLETED THIS MONTH

None

4.0 PLANNED ACTIONS NEXT MONTH

The 90 day schedule for Step I ended on September 18, 1990, with follow-up activities in October to include:

o Submittal of a revised Preliminary Risk Assessment to EPA.

o Completion of topographic base maps

o Receipt of comments from EPA on the Final Step I deliverables and preparation of responses; potentially, a meeting or conference call may be held.

o Negotiation of access agreements with land owners for access to sampling sites during Step II.

5.0 CHANGES IN KEY PERSONNEL

None

6.0 ISSUES OR PROBLEMS ARISING THIS MONTH

During the September 5 meeting, the issue of data needs to serve the environmental risk assessment was discussed. The level of detail to be provided in the environmental risk assessment in accordance with the approved Work Plan was compared to that called for in the EPA Risk Assessment Guidance for Superfund, Part B -Environmental Assessment Manual (OSWER Directive 9285.701A). The Work Plan contemplates focusing on aquatic biota, mainly by comparing surface water quality monitoring results for streams flowing through the subsites with EPA aquatic life criteria. EPA

guidance describes potentially more involved assessments of risks to and impacts on both aquatic and terrestrial resources.

7.0 RESOLUTION OF ISSUES OR PROBLEMS

The SAP has been revised to provide additional discussion of data needs for environmental assessment. The Group has elected to revise the Preliminary Risk Assessment to address how the components of environmental assessment in the EPA Guidance will be accomplished using available data, supplemented with mapping and reconnaissance of the subsites and correlations from the environmental media data sets to be collected in Step II.

o Preparation and submittal of responses to EPA and CH2M Hill comments on the QAPP and SOPs on September 18, 1990.

o A meeting of EPA Region VII, its contractor CH2M Hill representatives of the Baxter Springs/Treece Subsites Participating Group (hereinafter the Group), and Dames & Moore in Denver on September 5, 1990, to discuss EPA/CH2M Hill comments on the Draft Data Needs Assessment and Preliminary Risk Assessments and planned Dames & Moore responses to QAPP and SOP comments.

o Preparation and submittal on September 28, 1990, of a revised Preliminary Risk Assessment [Subtask le], including an Ecological Assessment section, for review by the Group (see Section 6.0).

o Preparation of 1 inch equals 500 feet topographic maps of the two subsites began, using the 1 inch equals 100 feet maps provided by Western Air Maps, Inc.

2.0 DATA AND RESULTS RECEIVED THIS MONTH

During September, 1990, additional preliminary prints from the base mapping subtask li were received by Dames & Moore. As of September 30, 1990, all map panels to be provided by Western Air Maps had been received. Air quality data for Picher, Oklahoma, from 1982-84, collected by the Oklahoma State Department of Health, was provided by EPA Region VII. Reports by the University of Kansas, EPA, and U.S. Fish and Wildlife Service researchers on aquatic biota effects of mine drainage waters both in the Spring River and Tar Creek drainages were provided by EPA.

4.0 PLANNED ACTIONS NEXT MONTH

The 90 day schedule for Step I ended on September 18, 1990, with follow-up activities in October to include:

o Submittal of a revised Preliminary Risk Assessment to EPA.

o Completion of topographic base maps

o Receipt of comments from EPA on the Final Step I deliverables and preparation of responses; potentially, a meeting or conference call may be held.

o Negotiation of access agreements with land owners for access to sampling sites during Step II.

6.0 ISSUES OR PROBLEMS ARISING THIS MONTH

During the September 5 meeting, the issue of data needs to serve the environmental risk assessment was discussed. The level of detail to be provided in the environmental risk assessment in accordance with the approved Work Plan was compared to that called for in the EPA Risk Assessment Guidance for Superfund, Part B -Environmental Assessment Manual (OSWER Directive 9285.701A). The Work Plan contemplates focusing on aquatic biota, mainly by comparing surface water quality monitoring results for streams flowing through the subsites with EPA aquatic life criteria. EPA

7.0 RESOLUTION OF ISSUES OR PROBLEMS

The SAP has been revised to provide additional discussion of data needs for environmental assessment. The Group has elected to revise the Preliminary Risk Assessment to address how the components of environmental assessment in the EPA Guidance will be accomplished using available data, supplemented with mapping and reconnaissance of the subsites and correlations from the environmental media data sets to be collected in Step II.
