CG- OES 01-15 Published 19 February 2015 Purpose: Provides guidance to COTPs/OCMIs regarding vessels that use natural gas as fuel and engage in liquefied gas fuel transfer operations. Training of personnel working on U.S and foreign vessels. Policy not applicable to LNG carriers that utilize their boil-off gas as fuel.

CG-OES 02-15 Published 19 February 2015 Purpose: Provides guidance to owners and operators of vessels and waterfront facilities intending to conduct LNG fuel transfer operations. Also, guidance to COTPs assessing fuel transfer operations IAW CFR, MSM and other Policy Letters. Identify minimum safety and security requirements outlined in the Federal Regulations. LNG transfers including transfers from tank vessels (barges and ships), and waterfront facilities (mobile/portable and permanent).

Field Notice 01-16 Published 7 January 2016 History/Purpose: The LNG as Fuel Workforce Development Committee (LNGFWDC) was created by The LGC NCOE and Headquarters in April 2015 to respond to the emerging use of LNG as fuel and bunkering operations. This committee was soon divided in two: LNG as Fueled vessels, and LNG bunkering facilities. These groups identify workforce needs and collectively develop draft deliverables to be used as recommendations. Then, these recommendations are disseminated as field notices for local units and industry to utilize on current and proposed projects.

Liquefied Gas Carrier National Center of Expertise: Mid-Atlantic Advance Cargo Operations Training

The bunkering sub-committee identified the need for a job aid (guidance) for marine inspectors and industry on how to properly conduct a facility to vessel bunkering. During several months members of this sub-committee observed various operations and reviewed case studies from industry and other government agencies around the globe. The compilation of all these data resulted in Field Notice 01-16. This field notice is currently under annual revision, and should be ready to use by summer 2017.

A second field notice has been developed, currently under field test, concerning vessel to vessel LNG bunkering operations

Field Notice 01-17 Published 14 February 2017 Purpose: Provides amplifying information for implementing the guidance found in Policy Letter 01-15 and ensure the safety of vessels, facilities and waterway by providing a systematic process of evaluating LNG simultaneous operations (SIMOPS). This Field Notice is not regulation, and do not substitute applicable legal requirements. Distributed internally to units as a means to provide timely recommendations guidance.
